Public service work, as a working activity, involves the development of the whole person. Public servants must observe a set of ethical rules, standards of conduct, manuals of procedures and guidelines that focus both on their behaviour and on their relations with the public. Ethics now plays an essential role in the training of public servants. The position of ethics counsellor has been introduced in almost all ministries and organizations. One must not draw too great a distinction between the ethical practices and the working conditions of public servants. These two aspects are closely related. Hierarchical relationships, management practices, organizational status, work and performance assessment and, in general, the aims of free market economics, have an impact on the decisions made by employees in their regular work. This symposium examines the relations between work and moral awareness. Do strategies, developed to deal with working conditions, management practices and performance evaluation, detract employees from moral awareness and distance them from ethical concern? This symposium offers an opportunity to reflect on the practice of ethics in the public service. It is aimed not only at academics and researchers but also at managers and practitioners in the field of ethics, and at all those who, in their professional responsibilities, have to deal with situations where codified ethical standards prove insufficient to ensure fair and equitable decisions and behaviour at work. Everyone is concerned about the adverse effects of conformism and lack of ethics on the quality of working environment and the physical and psychological health of executives and employees. Specific Objectives: Explore the contributions of thinking developed in the field of Psychodynamics of Work. Examine the relevance and the interest of the field of psychodynamic of work for public service in Canada and Quebec. Understand better the conflicts arising from making moral decisions at work. Develop conceptual instruments to define better the possible conditions for ethical decision making in the public service. Provide an opportunity for exchange between the Canadian public servants, directors and researchers on the issue of ethics in the workplace.
