1 City of Newsletter the heart of community & commerce January 2018 City Honors Citizen of the Year 2017 The City of Creve Coeur recognized Rabbi Mark Shook and David McCoy as Citizens of the Year 2017 for their dedication and service to the community at the annual Holiday Appreciation Event on Tuesday, December 5 at the Creve Coeur Government Center. Mayor Barry Glantz, joined by Council President Dr. Bob Hoffman and Council Member Ellen Lawrence, presented the awards to Shook and McCoy at the event honoring all members of the city s 14 boards, commissions and committees. Shook, a citizen of Creve Coeur for more than 40 years, has served the Creve Coeur community in a variety of capacities. He has been a chaplain for the Creve Coeur Police Department since 1990 and has served on the Creve Coeur Police and Safety Committee since He has also served as Chaplain for a number of organizations in St. Louis including the St. Louis County Police Department, the Creve Coeur Fire District and the local Federal Bureau of Investigations. He has been the Senior Rabbi at Temple Israel for more than 30 years and serves as an adjunct professor of Jewish Philosophy and International Studies at Saint Louis University. Rabbi Shook is a shining example of a person who strives to do the right thing each and every day, said Hoffman. His compassion, vision, leadership, kindness and friendship will leave a long and lasting impact on the city, its residents, and the employees. McCoy has served on the city s Parks and Historic Preservation Committee (PHP) since 2012 where he serves on the Heart to Heart Run committee and works with the planting group in Millennium Park. This past year, he brought the idea of the Identity Theft Prevention Class Wednesday, January 10, 7:00-8:30 p.m. Multi-Purpose Room, 300 N. New Ballas Road The Police Department and the Creve Coeur Joint Crime Prevention Partnership are offering a class on identity theft prevention. Topics include current statistics and trends used to steal one s identity, tips to prevent becoming a victim of identity theft and steps to take if your identity is stolen. (right). Dog Easter Egg hunt to the PHP and partnered with Three Dog Bakery to execute this event. In its inaugural year, the event brought over 150 dogs to Millennium Park. McCoy is the Chief IT Enterprise Architect at Boeing, where he has worked for more than 37 years. David embodies the energy, commitment, creativity, and followthrough that makes our residents so impactful, said Lawrence. He has the ability to see problems and solutions at the same time, then does the work to implement those solutions. 2 from the desk of MAYOR GLANTZ At our annual Holiday Appreciation Event last month, the City Council recognized Mr. David McCoy and Rabbi Mark Shook as our co-citizens of the Year in It was noted that both gentlemen receiving the award continue to give generously of their time and expertise for the betterment of our community. Mr. McCoy spends countless hours encouraging and promoting participation in city-wide events. His energy and desire to help in any capacity is done with unwavering enthusiasm. Rabbi Shook provides on-going emotional support to our law enforcement professionals. He is always equipped with the right words and tools - invaluable skill sets when guiding our police officers through difficult and often quite delicate situations. Both of these gentlemen are passionate in their ability to take initiative, and demonstrate consistency in their follow up and follow through - earning the respect and admiration of those that they serve. Congratulations to both! Recently, I was invited to participate in walk to school day with the children (and their parents) from Saul Mirowitz Jewish Community School. This annual event has expanded every year, and it is a pleasure to be part of such an energetic group. As we walked from Conway Park to the school s campus, the goals of this event quickly became apparent increased physical fitness (also proven to improve academic success), heightened awareness of our environment, and a passionate desire to build community. Another capacity crowd attended the annual Creve Coeur Neighborhood Watch Trivia Night recently. This fun and challenging event provides an opportunity to foster the same neighborhood interaction that is emphasized each summer during Creve Coeur Night Out. Both of these highly successful programs also highlight the importance of a well-organized and vigilant community-wide safety network. 2 Service to others is the rent you pay for your room here on earth. Muhammad Ali. It was exciting to present and discuss the architectural renderings for our new standalone police station at Coffee with the Mayor in December. Construction will commence within the next few weeks, and I share in the eagerness of seeing the building take shape this year. Our state-of-the-art facility (supported by a bond issue approved by voters in November 2016) will help ensure the continuation of high-quality professional law enforcement services that the Creve Coeur community has come to know and expect. Please note that Coffee with the Mayor will continue again this year on the first Thursday morning of every month at 7:30 a.m. at our Government Center. I remain passionate about hosting this informal opportunity to enhance communication between community members, key city staff, and elected officials. With sincerity and appreciation, I wish each of you all the best in Thank you for the opportunity to serve our community. It remains my honor and privilege to lead our city in a positive direction, but ALL of us share in that responsibility. The report is reflective of our commitment to preserving the city s long-term financial health. Further evidence of this is the city s AAA Standard & Poor s bond rating; Creve Coeur is one of a handful of such highly rated cities in the state of Missouri. This bond rating was recently renewed prior to the city s 2017 General Obligation Debt. What does this mean? During 2017, the city s revenues and sources exceeded expenditures and uses in its Governmental Funds by over $10 million. This increase was due to the issuance of general obligation bonds in April 2017, providing net proceeds of $10,843,381 for the Police Building Fund. The funds will be used for the construction of a new police station to be completed by spring 2019 and future safety, security and accessibility upgrades to the Creve Coeur Government Center. Expenditures increased by $1,436,476 with increases occurring in Public Safety, Capital Outlay and Debt Service. General Government and Public Works expenditures were lower than the previous year. Enterprise Fund The Enterprise Fund records the financial activity of the recreation activities conducted at the Dielmann Recreation Complex. The operating loss of the Enterprise Fund decreased in 2017 from $252,608 to $134,819. Residential electric tax is 5.5 percent. A 5 percent cable television franchise tax is also included. Sales Tax: derived from the 1.25 percent general retail sales tax and the 0.5 percent capital sales tax. A portion of the sales tax revenue is shared with other cities and St. Louis County (see article on page 6). Intergovernmental: revenues from grants and pass-through monies from the state of Missouri and the U.S. government, including gasoline tax, auto sales tax and road and bridge money. Fines & Forfeitures: derived from fines and costs levied in the court. Licenses & Permits: includes building permits, business licenses, and other permits. Property Taxes: derived from the city s real estate tax rate of $.068 for residential and $.076 for commercial property per $100 assessed valuation will include a Creve Coeur debt levy of $.082. Miscellaneous: derived from sources such as reimbursements, refunds and other sources. Investment Income: revenue earned by investing city funds throughout the year, pursuant to the city s investment policy. Other Taxes: primarily tax revenues for the sewer lateral program. Municipal Facilities & Charges for Services: revenues from fees for use of city facilities and recreation programs and charges for services such as the school resource officer contract with the Parkway School District. Capital Improvement Program The Capital Improvement Program (CIP) is the city s long-range planning tool for improvements to infrastructure, parks and other community facilities and to establish funding for high-priority projects in a timely and cost-effective fashion. The CIP provides a systematic approach to replacing deteriorating infrastructure and major capital equipment, and adding new facilities that enhance the quality of life in Creve Coeur. The CIP covers a five-year period and is updated annually. The tax levy, which was approved by voters on November 8, 2016, is $0.082 per $100 assessed valuation. The bonds bear interest ranging from 2 to percent. The debt service is expected to be paid from a property tax levy of.082 per $100 of assessed valuation. The bonds will mature March 1, Capital Lease Payable: provided funds to acquire certain office equipment for city departments. Compensated Absences: reflects the outstanding liability on the city s financial statement for the value of employees accumulation of vacation time. 9 Creve Coeur Shares Sales Tax With Other Cities, St. Louis County Retail sales in St. Louis County are subject to a 1 percent local sales tax that is shared among the cities in St. Louis County and the county itself. St. Louis County is the only county in the state where sales tax sharing applies, pursuant to state legislation adopted in 1993 which identifies each city as either A, B or A/B. The city s one-half cent capital improvement sales tax and one-quarter cent local option sales tax are also shared. A Cities: A cities, or point-of-sales cities, receive sales tax revenue generated within their city limits, but sharing applies if the average sales tax income per capita within an individual city exceeds the average sales tax income per capita countywide. If Creve Coeur s per capita average exceeds the prior year s countywide per capita average, the city shares 7.5 percent of the sales tax income. If Creve Coeur s per capita average exceeds the county s prior year per capita average by 25 percent or more, the city shares 12.5 percent of the sales tax income with St. Louis County for the pool. This sharing percentage continues to increase with the city per capita sales tax income. B Cities: B cities, also called pool cities, receive a population based pro-rated share of the sales tax revenue collected by St. Louis County. Newly created cities and areas annexed since the sharing formula became effective are B cities. A/B Cities: A/B cities are those that were in existence at the time the sharing formula was created and are a mixture of A ( point-of-sale ) and B ( pool ). Creve Coeur is an A/B city, primarily a point-of-sale ( A ) city, except for parts of Ward 4 that were annexed in the 1990s, which are pool ( B ). Total sales tax revenue generated in Creve Coeur last year was approximately $8,336,649 for both retail and capital sales tax. However, $1,228,703 was shared with other cities under the County formula, resulting in net sales tax revenue for Creve Coeur of $7,107,947. As a result of the sharing legislation, the City of Creve Coeur receives approximately 85 percent of the sales tax revenue generated by Creve Coeur businesses with the remaining 15 percent shared with other cities and the county. Public Safety Sales Tax Voters approved a half-cent St. Louis County Public Safety sales tax in April St. Louis County Police will receive approximately $46 million while $34 million will be divided among other municipal police departments in St. Louis County based on population. The City of Creve Coeur anticipates receiving about $850,000 annually. to be used for police operating costs, public safety capital items, maintenance and operation costs for the new police building and reserve for pension liabilities. 11 Planning Updates as of December 15 The following application was submitted for review by the Planning and Zoning Commission with a public hearing scheduled for December 18. The first reading by City Council could occur on January 8 or the meeting following a recommendation by the Planning and Zoning Commission. An Application for Rezoning from A Single Family Residential to B Single Family Residential with RDD-Residential Designed Development Designation Location: 105 and 157 N. New Ballas Road, 1 Santino Court, and Ladue Road Request: Brent Crittenden of Urban Improvement Company, LLC, has submitted a request for the rezoning and preliminary plat approval of acres at 105 and 157 N. New Ballas Road, 1 Santino Court, and Ladue Road from A Single Family Residential to B Single Family Residential with RDD-Residential Designed Development designation to allow for the development of a nine single family home subdivision with an average lot size of 20,017 square feet. The four existing residences on these properties would be removed to accommodate the new subdivision. Any rezoning and preliminary plat with RDD designation requires City Council approval, upon the recommendation from the Planning and Zoning Commission. All public hearings occur at the Government Center, 300 N. New Ballas Road. Meetings begin at 6:30 p.m. in the Council Chambers.
