1 CORTE MADERA TOWN COUNCIL STAFF REPORT REPORT DATE: }vlay 9,2017 MEETING DATE:.}i4ay 16,2017 TO: HONORABLE MAYOR AND MEMBERS OF THE TOWN COUNCIL ^/ FROM: TODD CUSIMANO, TO'WN MANAcEdfU SUBJECT: PRESENTATION BY TIBURON MAYOR JIM FRASER AND BELVEDERE COLTNCILMEMBER BOB MCCASKILL ON UPDATE FROM THE TIBURON PENINUSLA TRAFFIC RELIEF JOINT POV/ERS AGENCY (YELLOW BUS CHALLENGE) :trl.*****tt* PURPOSE: The Town of Tiburon, City of Belvedere, and the Reed Union School District (RUSD) are requesting that the Town of Corte Madera continue to participate in the Yellow School Bus Challenge Program to subsidize the cost of busing students to the Reed School District in order to mitigate traffic congestion along the routes to and from the schools in that District. The requested amount, depending on the funding formula used ($25,000 up to $58,912) will require the Town Council to approve an appropriation for FY in that amount from the General Fund. TOWN MANAGER'S RECOMMENDATION: Town Council should consider: l. If approved, the Yellow Bus Challenge Program should be considered a reoccurring expenditure with potential escalators. 2. Is there a long-term funding solution/strategy? 3. The overall traffic impacts the School Bus Challenge Program may or not have on the Town 4. A metric that identif,res if the Yellow Bus Program is improving traffic congestion. 5. Prioritizing funding for schools located within the Town. The potential addition of Cove School into the Yellow Bus School Program. 6. The current fiscal status of the Town and the fiscal priorities moving forward (i.e. unfunded liabilities, flood control, storm drainage, street maintenance and repairs, and overall service delivery. 3.II

2 OPTIONS: a Direct staff to add an appropriation for the upcoming fiscal year based on the analysis contained in this report to provide a subsidy for the cost of busing Corte Madera students to and from the schools in the Reed Union School District. o Take no action. ENVIRONMENTAL IMPACT: Not applicable FISCAL IMPACT: Approval of an appropriation for the Yellow School Bus Program would be a General Fund expenditure in the FY budget. o Continue with the $25,000 contribution o Contribute $38,789 based on ridership percentages o Contribute up to $58,912 if Cove School joins the program BACKGROUND: The purpose of the Yellow Bus Challenge program is to attempt to mitigate peak hour traffic congestion on Tiburon Boulevard and other roads used to get to and from the schools in the Reed Union School District (RUSD) - Reed School, Bel Aire School, and Del Mar School. It should be noted that a portion of Corte Madera south of Paradise Dr. is within the RUSD. Approximately 150 Corte Madera students attend schools in that District. The Town Council approved a $25,000 supplemental appropriation in each of the past two f,tscal years to support the Yellow Bus Challenge Program. The Mayors of the Town of Tiburon and the City of Belvedere have requested that Corte Madera continu'e fînancial support for FY , indicating that the program has resulted in a very meaningful reduction in morning and afternoon congestion on the main arterials in thè three communities of Belvedere, Tiburon and Corte Madera. This request was made in the attached letter from the Tiburon Mayor and Board Chairman Jim Fraser, dated March2l, DISCUSSION: The Town of Belvedere, City of Tiburon and RUSD formed a Tiburon Peninsula Traffic Relief Joint Power Agency (JPA) in early The JPA, which was formed to more efficiently administer the Yellow Bus Challenge Program implemented the following program improvements in the current school year:

3 1. Contracting with Marin Transit to provide day to day operational oversight of the yellow bus programs, particularly when the buses are on the road. 2. Hiring apart time contract'program Manager'to assist in administering the YBCP and acting as a liaison with Marin Transit, parents and RUSD. 3. Introduction of a new web based platform for providing information on the programand purchasing of bus passes. 4. Development and introduction of a mobile'app'which allows users to see real time information on the location of buses on their routes. A recent survey of parents indicated that nearly 86% of the respondents were either very satisfied (48.2o/o) or somewhat satisfied (37.5%) with the bus service. This year, a total of 1457 one-way passes were issued, which means approximately 47Yo of RUSD students are'riding the bus'. This includes students from Tiburon, Belvedere, Corte Madera and unincorporated County. Ridership data provided by Marin Transit, shows the riders from Corte Madera and the County generally ride the bus more consistently than riders from Belvedere and Tiburon. This is likely due to the increased distance they are from the schools as well as the lack of alternatives, for example, riding bikes or walking to school when the weather is good. Table I below provides a breakdown of where this year's pass-holders live. Included in the revenue are program subsidy contributions from the 4 entities. For 2017, the budgeted program subsidy was $319,354. Based on current projections, the revenues are expected to exceed budget by approximately $17,000, with expenditures expected to be less than budget by approximately $38,700. If these projections hold, the actual subsidy required would be reduced to 5263,872. The JPA Board believes the percentage of riders is a reasonable measure by which to base program subsidy contributions. Table 2 below shows the budgeted and actual program subsidy amounts, as well as what the subsidy amount would have been if based on percent of riders from each entity.

The JPA Board has set the price for oneway passes at $ per pass, which is a $20 per pass increase over the current year price. In addition, the JPA Board is exploring the possibility of expanding the service to include a route that would serve students attending the Cove School, located in Corte Madera. It is anticipated this change would result in the sale of approximately 70 additional one way passes. Approximately 5OYo of those passes would be purchased from students residing in Corte Madera. The other 50%o are located in Larkspur. The preliminary JPA Budget for Fiscal Year 2018 (Attachment 3), calls for $731,161 in revenues and expenditures, and a program subsidy of$330,162. An alternative budget is also provided, which includes expanding service to the Cove School as previously mentioned. This budget calls for $743,381 in revenues and expenditures and a program subsidy of $316,73 l. Table 3 shows the proposed breakdown of program subsidy payments by entity. Based on the percentage of bus riders from Corte Madera, we are respectfully requesting the Corte Madera Town Council consider increasing its contríbution to the YBCP in the upcoming Fiscal Year. The JPA Board has set the price for one wav passes at $ per pass, which is a $20 per pass increase over the current year price. ln addition, we are excited to report that the JPA is working closely with Marin Transit and the Larkspur/Corte Madera School District in assessing the possibility of expanding the service to include a bus route that would serve students attending the Cove School, located in Corte Madera. Currently, students who need bus service utilize Marin Transit's municipal transit service. This requires students of all ages to share the bus with non-student commuters and travelers. Marin Transit has indicated they plan to phase out this program and we all believe that providing yellow school bus service is a safer, more efficient option, lf implemented, we anticipate this change would initially result ín the sale of approximately 70 additional one way passes, the vast majority of which would be sold to residents of Corte Madera. The preliminary JPA Budget for Fiscal Year 2018, included with this letter as Attachment 2, calls for 5731,16t in revenues and expenditures, and a program subsidy of 5330,162. An alternative budget is also provided, which includes expanding service to the Cove School as previously ment oned. The JPA Board is actively engaged in these discussíons; with 2 of its members representing the JPA on a County led ad hoc commíttee lookíng at long term strategy related to yellow bus service as well as options for long term, sustainable sources of funding. We appreciate both the opportunity to provide you with this update on the YBCP, and the 525,000 contribution made by the Town of Corte Madera to the program this year. We are committed to making further improvements to our program in the coming years, however, we will only succeed with equitable financial support from all the entities whose residents utilize, and benefit, from the program. Therefore, we respectfully request the Town of Corte Madera contínue to demonstrate support of the YBCP in Fiscal Year 2018 by making a contribut on to the program which is commensurate to the demonstrated level of participation by Corte Madera reside nts.
