3 Women Living in Minnesota This session is designed to share the preliminary findings from 105 interviews conducted of American Indian and Alaska Native women from St Paul, Bemidji, and Duluth In this study the women discussed childhood sexual trauma, racism, and homelessness The study was a partnership between the Minnesota Indian Women s Sexual Assault Coalition and the Prostitution Research & Education Presenter: Guadalupe Lopez, Membership and Outreach Coordinator, Minnesota Indian Women s Sexual Assault Coalition Small Group Discussion Resource Materials: Project Overview; Sovereignty & Safety Magazine article p 34 3 pm Break Trafficking of Native Women 3:15 pm This session is designed to provide an open discussion surrounding how to identify trafficking, what to do if you think it is happening in your community, the use of terminology, available resources, what organizations are already doing this work, and are you currently collaborating with them? 6 Faculty Biographies Jacqueline Agtuca Public Policy Director Clan Star, Inc Ph: (310) Kirsten Matoy Carlson, JD/PhD Staff Attorney Indian Law Resource Center wwwindianlaworg Lorraine Edmo Tribal Deputy Director USDOJ/Office on Violence Against Women Jacqueline Agtuca, JD, is the Public Policy Director of Clan Star, Inc (CSI); a public policy and education institute dedicated to improving justice to strengthen the sovereignty of Indigenous women (2001- Present) Jacqueline has dedicated her legal career to enhancing protections for women by reforming tribal, state and federal law and policy Ms Agtuca served as a staff attorney for the Legal Assistance Foundation of Chicago ( ), Director of the San Francisco District Attorney s Office Family Violence Project ( ), and Director of the Criminal Justice Advocacy Unit for the Family Violence Prevention Fund ( ) In 1995, Ms Agtuca joined the newly created Violence Against Women Office, USDOJ In this capacity she played a critical role in establishing current federal policy and programming for tribal governments In 1999, Jacqueline became the Deputy Director, and then Acting Director, of the USDOJ Office of Tribal Justice This Office serves as the central point of coordination for USDOJ governmental relations with Indian tribes In 2000, Ms Agtuca was appointed Chief of Staff of the National Indian Gaming Commission She is a founding and current member of the National Congress of American Indians Task Force on Violence Against Native Women Jacqueline serves as co-editor of the Restoration of Safety and Sovereignty Magazine for the Task Force (2003 present) Jacqueline has authored many written publications including a historical overview of violence against Indian women within the anthology Sharing Our Stories of Survival From Jacqueline served as a member of the USDOJ Sec 904 National Baseline Study Federal Advisory Committee Kirsten Matoy Carlson is the Director of the Safe Women/Strong Nations project at the Indian Law Resource Center, a non-profit legal advocacy organization with offices in Helena, Montana and Washington, DC She has collaborated with the NCAI Task Force on Violence Against Native Women to raise awareness of violence against Native women as an international human rights issue She received her JD cum laude and PhD in Political Science from the University of Michigan Prior to joining the Center, she taught law at the University of Minnesota Law School Ms Edmo is the Deputy Director for Tribal Affairs Lorraine joined the Department with more than 25 years experience working on behalf of American Indian and Alaska Native people in both the Federal and nonprofit sector Ms Edmo has advocated for American Indian and Alaska Native programs on a national and regional level She has managed three national Indian education organizations including the federallychartered National Fund for Excellence in American Indian Education at the US Department of the Interior; the National Indian Education

7 Ph: (202) Terri Henry Principal Director Clan Star, Inc Ph: (828) Fax: (828) Association in Alexandria, VA and the American Indian Graduate Center, Albuquerque, NM She also worked as a Research & Policy Specialist at the Office of Indian Education, US Department of Education where she worked on implementation of EO She has served on a number of national boards, including AIGC, NIEA, and the Committee for Education Funding and the Washington Internship for Native Students She began her career working for her tribe as a tribal newspaper editor after graduation from college Ms Edmo is a member of the Shoshone-Bannock Tribes, Inc of Fort Hall, ID She received her BA degree from the University of Montana and her Masters of Public Administration degree from the University of New Mexico Terri Henry is of the Longhair Clan of the Eastern Band of Cherokee Nation As the Principal Director of Clan Star, Inc, she is an agent of change and dedicated to the sovereignty of Indian tribes and native women In 1996, Terri joined the USDOJ Violence Against Women Office to direct policies and programs for Indian tribes In this capacity she directed and helped to develop training and technical assistance for over 250 American Indian Tribes and Alaska Native Villages Through Terri s leadership, the first native based federal programming to address violence against Native women became a reality Ms Henry initiated training for tribal judges, prosecutors, law enforcement officers and advocates to enhance tribal governmental efforts to address the safety of Native women Programming under her direction recognized the sovereignty of Indian Tribes and the principles of self-determination In 1999, Terri returned home to Cherokee, North Carolina to found the Qualla Women s Justice Alliance, and in 2001, she founded Clan Star, Inc In 2009, Terri was elected to the Tribal Council of Eastern Band of Cherokee Indians She is a founding member and current co-chair of the National Congress of American Indians Task Force on Violence Against Native Women Terri has been involved in the development and implementation of public policy addressing violence against native women through Clan Star s partnership with Sacred Circle, the National Resource Center to End Violence Against Native Women Ms Henry was the co-editor of the Restoration of Native Sovereignty magazine that is published by Sacred Circle ( ) Ms Henry formerly served the Eastern Band of Cherokee Indians as an Associate Justice of the Cherokee Supreme Court Ms Henry also worked with Sacred Circle, the National Council of Juvenile and Family Court Judges on the Green book project, and Mending the Sacred Hoop on violence against women initiatives Terri completed an Independent Study program at the United Nations Working Group on Indigenous Populations with Professor James S Anaya in Geneva, Switzerland, and has since participated in the Permanent Forum on Indigenous Issues at the United Nations in New York City in May 2005, the 72nd Session of the UN Committee on the Elimination of Racial Discrimination (UNCERD) February 2008 in Geneva, Switzerland, and recently the

8 Guadalupe Lopez Membership & Outreach Coordinator Minnesota Indian Women s Sexual Assault Coalition glopez@miwsacorg Ph: (651) Germaine Omish-Guachena, Executive Director Strong Hearted Native Women's Coalition, Inc strongheartedwomen@yahoocom Universal Periodic Review of the United States before the UN Human Rights Council on November 5, 2010 Guadalupe Lopez is a member of the Leech Lake Band of Ojibwe, and has been the Membership & Outreach Coordinator for the Minnesota Indian Women s Sexual Assault Coalition for nearly four years She has extensive experience in advocacy for American Indian and Alaska Native women who have experienced domestic and sexual violence Guadalupe serves on area advisory committees on sexual assault, mental health, and aging, and has been a faculty member for Praxis International s Advocacy Learning Center In addition, Guadalupe, along with four other interviewers, have recently completed interviewing 105 American Indian and/or Alaska Native women about their experiences being used in prostitution and trafficking Germaine is the Executive Director of the Strong Hearted Native Women s Coalition The coalition was formed to assist the tribes to create the appropriate tribal resolutions to assist in identifying and mediating the essential change needed in our Nations to reduce domestic violence and sexual assault Germaine is also a member of the Native Congress of American Indians (NCAI) Task Force on Violence Against Women and the National Task Force for the Re-Authorization of the Violence Against Women Act (VAWA) Germaine is a subject matter expert on DV/SA and Stalking for the Rincon, Luiseno Band of Indians She is also the subject matter expert/instructor on DV/SA and Stalking for the California Commission-Police Officers Standards Training (POST) and Inter-Tribal Council of California and assisted in the development of curriculum for both Germaine was an employee for the Indian Health Council, Inc for nearly 9 years For six of those years she was the Sexual Assault/Domestic Violence Specialist/Advocate for the Human Services Dept, Peace Between Partners program She assisted her clients in crisis with support for medical, counseling, and/or shelter needs Germaine facilitated the Women s Talking Circle support group and Family Night, a prevention & educational presentation on DV/SA and Stalking She also developed the curriculum, and facilitated Protecting the Family a 12-week educational class Germaine is a member of SART, Sexual Assault Response Team, a San Diego countywide consortium of agencies that comprise of forensics, law enforcement/court officials, and victim advocacy Germaine Omish- Guachena is a tribal member of the Rincon, San Luiseno Band of Mission Indians She has lived on the Rincon Indian reservation all her life and has raised two children
