1 Appendix C Example County E911 Plan The following is an example format used for County E911 Plan incorporation into the State E911 Plan. It includes sample information that is not designed to match any particular county. Green Highlights are additional instructive information to assist in developing the County E911 Plan. This instructive information is for reference only and is not included in the final county plan. Gray Highlights are example information Red Highlights are information sections completed by DMS prior to posting. Blue Highlight is the county plan number. It matches the existing county plan number and is based on alphabetical number of county listing. Yellow Highlights are county specific information needed for completion of the County E911 Plan. Example Legend Sample A = county name to be inserted Neighbor A-Z = neighboring county name to be inserted Local A-Z = city name to be inserted Service provider = name of service provider to be inserted 9.0 (SAMPLE A) COUNTY 08/26/15 (DATE OF POSTING) SYSTEM SUMMARY This section of the county E911 plan will function as an executive summary. It briefly addresses the following: Types and quantities of PSAP(s), i.e., primary, secondary, backup, etc. and identification of PSAPs, government agency authority. County E911 plan major distinguishing features. Identification of service provider system currently providing 911 call delivery system to the county PSAPs. The adjoining counties and provision for the transfer of 911 calls between neighboring county systems and PSAPs (Sample A) County s E911 system consists of one primary, two secondary and one backup Public Safety Answering Points (PSAPs). These PSAPs direct dispatch calls to five fire and two Emergency Medical Service (EMS) districts. All city law enforcement calls are transferred to two secondary PSAPs located at the law enforcement agencies. Service provider provides the selective routing 911 call delivery system within the county and provides the connectivity to transfer calls to the adjoining county PSAPs. Two service provider tandems are located in central offices providing redundant routing delivery of 911 services. Revision Date: 12/1/2015 State of Florida E911 Plan Appendix C Page 1
2 Adjoining counties include Neighbor A, Neighbor B, Neighbor C, and Neighbor D. The 911 public safety telecommunicators transfer 911 callers to these counties through the E911 system using one button connectivity transfers to the adjoining county PSAPs. A summary of the county E911 system design is as follows: (SAMPLE A) COUNTY SHERIFF S OFFICE PRIMARY PSAP The primary PSAP dispatches for all law enforcement, fire and EMS calls in the county including the Sheriff's Office, six volunteer fire departments, the City of (Local A) Fire Department, and rescue units (LOCAL A) CITY POLICE DEPARTMENT SECONDARY PSAP The City of (Local A) has a secondary PSAP operated by the (Local A) City Police Department. This PSAP direct dispatches city law enforcement calls only (LOCAL B) CITY POLICE DEPARTMENT SECONDARY PSAP The City of (Local B) has a secondary PSAP operated by the (Local B) City Police Department. This PSAP direct dispatches city law enforcement calls only (SAMPLE A) COUNTY SHERIFFS OFFICE BACKUP PSAP The backup PSAP is activated only upon evacuation or E911 system failures and/or training exercises; and additionally serves as a training facility for 911 public safety telecommunicators SYSTEM MANAGEMENT A brief description of how the county E911 system is being managed and operated., e.g. maintenance contracted out, managed in-house, etc. The (Sample A) County E911 system is operated by the (Sample A) County Public Safety Office and is under the management of the county 911 coordinator. The responsible fiscal agent is the Board of County Commissioners and the funds are managed by the Clerk s Office. The primary PSAP is under the management of the (Sample A) County Sheriff s Office, including the 911 public safety telecommunicator employees. The secondary PSAPs for the City Policy Department are under the management of the City Police Chief, including the 911 public safety telecommunicator employees. The county 911 system is maintained in operable working condition through written contract with vendor based on a guarantee of performance. Emergency repairs provisions are also included in the service contract MUTUAL AID AGREEMENTS Mutual aid agreements include county agreements, agreements between PSAPs (also referred to as inter-local agreements) and regional agreements. These agreements are required by statute and are needed to provide effective E911 systems. Briefly described all agreements where central office or cell tower overlaps occur within the county, or where regional or multi-county systems share resources (such as databases, selective routers, Revision Date: 12/1/2015 State of Florida E911 Plan Appendix C Page 2
3 overflow or backup PSAP resources, etc.), include agreements between PSAPs (interlocal agreements) and counties (regional agreements). Include all agreements on security issues for networks. Agreements are to be briefly described and the actual agreements are to be detailed in Table (Sample A) County has various agreements relating to the Sheriff's Office operation of the primary PSAP operations. These include agreements with law enforcement, fire departments and rescue units and (Local A) City Police Department and the surrounding counties. The agreements define the call handling method and routing of each type of 911 call received. (Sample A) County has agreements (Local A) City Police Department relating to the compliance requirement to the State E911 Plan, provision of 911 service operation, and maintenance and funding provisions of the secondary PSAP. A telephone central office overlap from (Neighbor A) County into (Sample A) County requires call transfers from the primary PSAP to the (Neighbor A) County Sheriff's Office.
