1 9.28 HILLSBOROUGH COUNTY 06/27/ SYSTEM SUMMARY Hillsborough County has an Enhanced 911 (E911) system consisting of seven (7) Primary Public Safety Answering Points (PSAPs) representing the unincorporated area, the cities of Tampa, Temple Terrace and Plant City, and the territorial enclaves of the University of South Florida, Tampa International Airport, and MacDill Air Force Base. In addition, there are two (2) Secondary PSAPs located in the Hillsborough County Fire Rescue and City of Tampa Fire Rescue Department, as well as one BackUp PSAP operated by the Sheriff s Office. Calls for other emergency service agencies are transferred or relayed via telephone. The call-taking solution deployed for each PSAP is the VESTA 911 platform operating in a geo-diverse, hosted environment with redundant IP networks for connectivity. Frontier Communications provides the ANI, ALI, and selective routing 911 call delivery services within the county and provides the connectivity to transfer calls to the adjoining county PSAPs. Two Frontier Communications tandems are in central offices providing redundant, geo-diverse routing delivery of 911 services to the VESTA 911 solution via CAMA trunks. Adjoining counties include Manatee, Pasco, Pinellas, and Polk. The 911 public safety telecommunicators transfer 911 callers to these counties through the E911 system using one button transfers. 1
2 A summary of the county E911 system design is as follows: SHERIFF'S OFFICE PRIMARY PSAP This PSAP direct dispatches law enforcement calls for the unincorporated area. Calls for fire and medical are transferred to Hillsborough County Fire Rescue, or Pasco County E911 for unincorporated areas of New Tampa CITY OF TAMPA POLICE DEPARTMENT PRIMARY PSAP This PSAP direct dispatches law enforcement calls for the City of Tampa. Calls for fire and medical are transferred to Tampa Fire Rescue CITY OF TEMPLE TERRACE POLICE DEPT. PRIMARY PSAP This PSAP direct dispatches law enforcement, fire, and medical calls for the City of Temple Terrace CITY OF PLANT CITY POLICE DEPARTMENT PRIMARY PSAP This PSAP direct dispatches law enforcement, fire, and medical calls for the City of Plant City UNIVERSITY OF SOUTH FLORIDA POLICE PRIMARY PSAP This PSAP direct dispatches law enforcement calls for the college campus area and oncampus facilities, such as hospitals, research centers, etc. Calls for fire and medical are transferred to Tampa Fire Rescue TAMPA INTERTIOL AIRPORT POLICE PRIMARY PSAP This PSAP direct dispatches law enforcement calls for the total airport complex. Calls for fire and medical are transferred to the Tampa Fire Rescue MACDILL AIR FORCE BASE PRIMARY PSAP This PSAP direct dispatches calls for fire. Calls for law enforcement are transferred to Base Police. Calls for on-base ambulance service are transferred to the base hospital and Tampa Fire Rescue HILLSBOROUGH COUNTY FIRE RESCUE SECONDARY PSAP This Secondary PSAP direct dispatches fire and medical calls for the unincorporated area. 2
3 CITY OF TAMPA FIRE RESCUE SECONDARY PSAP This Secondary PSAP direct dispatches fire and medical calls to Tampa, USF, and Tampa International Airport, as well as ALS calls to MacDill Air Force Base SHERIFF'S OFFICE BACKUP PSAP The BackUp PSAP is activated upon PSAP evacuations, system failures, and/or disaster preparedness exercises and is available for all PSAP to utilize; and additionally, can serve as a training facility for 911 public safety telecommunicators SYSTEM MAGEMENT The Hillsborough County E911 System is managed and operated by the Hillsborough County 911 Agency Office. The Board of County Commissioners is the responsible fiscal agent. Database Management Coordinators This group is composed of members of each of the cities and enclaves (Tampa, Temple Terrace, Plant City, Tampa International Airport, Tampa Port Authority, University of South Florida, and MacDill Air Force Base) and the 911 Agency. Its responsibility is to ensure that proper controls (e.g., ordinances, interlocal agreements, procedures, etc.) are in place to ensure the accuracy of street name and house number control throughout the County. PSAP User Group This group is composed of project leaders and management personnel from each of the participating PSAPs and the 911 Agency. It is responsible for developing uniform policies and Standard Operating Procedures INTERLOCAL AGREEMENTS The Hillsborough County E911 system has selective routing thereby eliminating all central office overlaps with adjoining counties. Therefore, there is no specific requirement for an interlocal agreement. 3
