3 INTRODUCTION On June 6, 7, and 9, 2016, Eagle Industrial Hygiene Associates, Inc. ( Eagle ) personnel conducted air testing for a variety of indoor environmental quality (IEQ) parameters at the New Hope-Solebury High School and Middle School, located at, New Hope, PA. The purpose of the air testing was to obtain baseline indoor environmental quality data prior to the start of construction activities associated with renovations to the 149,541 ft 2 high school building and 58,578 ft 2 middle school building. 4 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 SCOPE The pre-construction evaluation of the high school and middle school involved the completion of the following tasks: 1. Inspecting the building structures, equipment, and processes to identify any items or conditions which might negatively impact the indoor environment, including mold and water damage. 2. Reviewing the heating, ventilation, and air conditioning (HVAC) system operation parameters and inspecting accessible HVAC equipment. 3. Surveying the buildings using an infrared camera to identify temperature differences that may be associated with wet building materials. 4. Measuring the moisture content of building materials in areas of suspected water damage using a two-pin relative moisture meter. 5. Evaluating ventilation airflow patterns using chemical smoke tubes. 6. Interviewing supervisory staff in each building to identify conditions or operations that may impact the indoor environment. 7. Measuring relative humidity, temperature, carbon dioxide, carbon monoxide, and total volatile organic compound (TVOC) concentrations in the buildings. The measurements were made with direct-reading instruments at a height of 3-6 feet and a minimum of every 25,000 square feet of floor space and in each functional space serviced by a separate ventilation system. 8. Measuring airborne formaldehyde levels at a total of eighteen (18) locations throughout the high school and middle school, plus one (1) laboratory blank. 9. Measuring total airborne particulate as PM 10 at a minimum of twenty (20) locations throughout the high school and middle school. 10. Collecting air samples for mold analysis. The laboratory analysis counts and identifies the types of molds collected in the samples. A minimum of thirty (30) air samples were collected within the high school and middle school. The samples collected during the evaluation were preserved and transported with a chain-of-custody form to Eagle Industrial Hygiene Associates, Inc. s laboratory (AIHA IAQ EMLAP Accreditation #100421) for evaluation of microbial content. Formaldehyde samples were shipped to Analytics Corporation (#100531) in Ashland, VA. Detailed sample information and other supporting data are included as attachments to the report. All evaluation services were directed by a Certified Industrial Hygienist (CIH) and performed in accordance with generally accepted industrial hygiene guidelines and other current applicable governmental and industry organization protocols and guidelines for evaluating water damage and for recommendations for water damage and mold growth related remediation activities in buildings. The information outlined in this report is believed to be accurate and true to the best knowledge of the inspector(s). The findings and recommendations contained in this report are based on the observations of the conditions as they existed at the time of the evaluation. Eagle Industrial Hygiene Associates, Inc. 5 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 SUMMARY Air testing results indicated that the air quality within the schools was generally consistent throughout, and typical with respect to a normal indoor school/office environment. The air testing results and information associated with each exposure measurement are presented below and in the attached Tables 1 through 3. EXPOSURE STANDARDS Several federal agencies and organizations promulgate occupational exposure limits (OELs) to prevent the occurrence of adverse health effects from workplace exposures. Exposure limit values are typically in terms of 8- to 10-hour time-weighted averages (TWAs). Generally, OELs suggest levels of exposure to which most workers may be exposed up to 10 hours per day, 40 hours per week for a working lifetime without experiencing adverse health effects. The Occupational Safety and Health Administration (OSHA) Permissible Exposure Limit (PEL) is regulatory, while the NIOSH Recommended Exposure Limit (REL) and the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Value (TLV) are recommended guidelines. Contaminant exposure limits applicable to the indoor environment are published in The American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) ANSI/ASHRAE Standard , Ventilation for Acceptable Indoor Air Quality. The LEED Standard for New Construction and Major Renovation, IEQ Credit 3.2, specifies acceptable limits for formaldehyde, carbon monoxide, particulate matter, and total volatile organic compounds that must be met prior to occupancy following construction or renovation. AIR TESTING METHODS AND RESULTS Direct-reading instruments were used to obtain real-time measurements of Carbon Dioxide (CO 2 ), Carbon Monoxide (CO), Volatile Organic Compounds (VOCs), Particulate Matter (PM 10 ), Temperature (Temp), and Relative Humidity (RH). The instruments were transported through the school to each sampling location on a wheeled Audio/Video cart, with the instrument probes exposed to the ambient air. At each sampling location, the instruments were set up at a height of 3-6 feet, and readings were allowed to stabilize before being recorded on the Survey Data Log. locations were selected in a manner so as to obtain the minimum required density, while obtaining a dispersion of measurements that would best characterize the quality of the air throughout the buildings. Air testing was conducted on each day between 8:15 a.m. and 2:30 p.m. during normal student/staff occupancy. 6 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 1) Carbon Dioxide Carbon Dioxide (CO 2 ) is a normal constituent of exhaled breath and is not considered a building air pollutant. It can be used as an indicator of whether sufficient quantities of outdoor air are being introduced by ventilation into an occupied space for acceptable odor control. Elevated CO 2 concentrations suggest that other common indoor contaminants may also be increased. The concentrations of CO 2 found in most schools and offices are well below established occupational exposure limits of 5,000 ppm as an 8-hour TWA. While levels below these limits are considered to pose no serious health threat, studies indicate that individuals in schools and offices with elevated CO 2 concentrations tend to report drowsiness, lethargy, and a general sense that the air is stale. The American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) notes in an informative appendix to ANSI/ASHRAE Standard that indoor CO 2 concentrations no greater than 700 ppm above outdoor CO 2 concentrations will satisfy a substantial majority of occupants with regard to odor from sedentary building occupants. If CO 2 concentrations are elevated, the amount of outdoor air introduced into the ventilated space may need to be increased. Method: CO 2 concentration was measured at each location using a calibrated TSI Q-Trak Model 7565 Indoor Air Quality Monitor with a resolution of 1 ppm. The instrument was positioned at breathing zone height (3-6 ft.) and allowed to stabilize before each reading. Results: The CO 2 measurement results are presented in Table 1. The average of the CO 2 measurements was 807 ppm, with a maximum measurement of 1,720 ppm, and a minimum of 340 ppm. The ASHRAE-recommended guideline for CO 2 of no greater than 700 ppm plus the outdoor CO 2 concentration was exceeded at five (19.2%) of the tested locations. The locations where the ASHRAE guideline level was exceeded were within common areas, primarily the pod hubs, which were fully occupied by students performing various activities. CO 2 levels decreased when the areas emptied during change intervals. These findings indicate that an adequate amount of outdoor air was generally being introduced into the building spaces by the HVAC system. Eagle Industrial Hygiene Associates, Inc. 7 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 2) Carbon Monoxide Carbon monoxide (CO) is a colorless, odorless, tasteless gas that can be a product of the incomplete combustion of organic compounds. CO combines with hemoglobin and interferes with the oxygencarrying capacity of blood. Symptoms include headache, drowsiness, dizziness, nausea, vomiting, collapse, myocardial ischemia, and death. The NIOSH REL for CO is 35 ppm for up to a 10-hour TWA. NIOSH also recommends a ceiling limit of 200 ppm, which should not be exceeded at any time during the workday. The ACGIH TLV for an 8- hour TWA is 25 ppm; the OSHA PEL for an 8-hour TWA is 50 ppm. The indoor air quality limit for CO published in ANSI/ASHRAE Standard is ppm. The acceptable concentration under LEED EQ 3.2, Indoor Air Quality, is ppm. Method: CO concentration was measured at each location using a calibrated TSI Q-Trak Model 7565 Indoor Air Quality Monitor with a resolution of 0.1 ppm. The instrument was positioned at breathing zone height (3-6 ft.) and allowed to stabilize before each reading. Results: The CO measurement results are presented in Table 1. All carbon monoxide measurements collected during the course of the air testing were less than the instrument s limit of detection, which was 0.1 ppm. 8 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 3) Volatile Organic Compounds Volatile organic compounds (VOCs) include a variety of carbon-based chemicals that are emitted as gases from certain solids or liquids. The composition of VOCs makes it possible for them to evaporate under normal indoor atmospheric conditions of temperature and pressure. Some VOCs may have shortand long-term adverse health effects, depending on the magnitude and duration of exposure. s of many VOCs are typically greater indoors than outdoors. VOCs are emitted by a wide array of products, numbering in the thousands. Examples include: cleaning products; paints and lacquers; paint strippers; pesticides; building furnishings; office equipment such as copiers and printers; correction fluids and carbonless copy paper; graphics and craft materials including glues and adhesives; permanent markers; and photographic solutions. Building materials, especially new building materials, are potential VOC sources. New carpeting, backing, and adhesives; draperies; particle and flake board; wood products that use certain glues, finishes, and waxes in the manufacturing process; textile products, and vinyl-type flooring and wall coverings may all release VOCs into the air. Many VOCs are irritants and can cause headaches, eye, nose and throat irritation and dizziness. Longterm exposure to certain VOCs may lead to chronic diseases or cancer. At high concentrations, some VOCs are toxic. At the present time, there are no national or state exposure standards that are specific for school, office, or home settings. In addition, there are many opinions in the science and medical communities about the degree of risk posed by various amounts of VOCs. Exposure limits have been established, however, for specific VOCs such as formaldehyde. Method: The VOC concentration was measured at each location using a calibrated Rae Systems MiniRAE 3000 Photoionization Detector (PID) with a resolution of 0.1 ppm. The instrument was positioned at breathing zone height (3-6 ft.) and allowed to stabilize before each reading. Results: The VOC measurement results are presented in Table 1. All VOC measurements collected during the course of the air testing were equal to or less than the instrument s limit of detection, which was 0.1 ppm. 9 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 4) Temperature and Relative Humidity Temperature (Temp) and relativity humidity (RH) are air quality factors that affect the perception of comfort in an indoor environment. The perception of thermal comfort is related to an individual s metabolic heat production, the transfer of heat to the environment, physiological adjustments, and body temperature. Heat transfer from the body to the environment is influenced by factors such as temperature, humidity, air movement, personal activities, and clothing. The ANSI/ASHRAE Standard , Thermal Environmental Conditions for Human Occupancy, specifies conditions under which a substantial majority of the occupants would be expected to find the environment thermally acceptable. Assuming slow air movement (under 40 fpm) and 50% RH, the operative temperatures recommended by ASHRAE range from 68.5ºF to 76ºF in the winter, and from 75ºF to 80.5ºF in the summer. The difference between the two is largely due to seasonal clothing selection. An acceptable range of humidity levels is 30-60%. ASHRAE also recommends maintaining RH at or below 65% because excessive humidity can promote the growth of microorganisms and dust mites. Method: Temperature and relative humidity were measured at each location using a calibrated TSI Q- Trak Model 7565 Indoor Air Quality Monitor with a resolution of 0.1 ºF ppm for temperature, and 0.1% for relative humidity. The instrument was positioned at breathing zone height (3-6 ft.) and allowed to stabilize for each reading. Results: The Temp and RH measurement results are presented in Table 1. The average of the Temp measurements was 74 ºF, with a maximum measurement of 77 ºF, and a minimum of 71 ºF. The ASHRAE-recommended guidelines for temperature were met at all locations. The average of the RH measurements was 46 %, with a maximum measurement of 58 %, and a minimum of 36 %. The ASHRAE recommended guideline for RH was met at all locations. There were no measurements that deviated from the guideline levels. These findings indicate that RH and Temp were within acceptable levels during the season collected. 10 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 5) Particulate Matter Particulate matter (PM) is the name for a wide range of particles that are small enough to be carried by the air and therefore be breathed in by people. They can be solid or liquid, or a mixture of both. The size of particles may range from µm to 100 µm in diameter. In comparison, the average diameter of a human hair is 60 µm. PM 10 is particulate matter comprised of particles that are 10 µm or less in diameter. PM 10 particles pose the greatest potential threat to human health because they are small enough to travel deepest into the lungs. The acceptable concentration under LEED EQ 3.2, Indoor Air Quality, is mg/m 3. Method: Airborne particulate matter levels were measured at each location using a calibrated directreading TSI Dust-Trak II Aerosol Monitor with a resolution of mg/m 3. The instrument was positioned at breathing zone height (3-6 ft.) and allowed to stabilize before each reading. Findings: The PM 10 measurement results are presented in Table 1. The average PM 10 concentration was mg/m 3, with a maximum measurement of mg/m 3, and a minimum of mg/m 3. Results indicate that particulate levels did not exceed established exposure limits, including measurements obtained outdoors. Direct-Reading Instrument Calibration The TSI Q-Trak 7565 IAQ Monitor was zeroed and calibrated for CO 2 and CO, using certified calibration gases, prior to collecting measurements. Instrument zeros and calibration were checked each day before and after use and, if necessary, the instrument was recalibrated. Temp and RH were calibrated against an NIST traceable thermometer/hygrometer before and after use. The MiniRAE 3000 PID was factory-calibrated and maintained by the instrument supplier and zerocalibrated onsite. The TSI Dust-Trak II Aerosol Monitor was factory-calibrated and maintained by the instrument supplier. Eagle Industrial Hygiene Associates, Inc. Page 10 Project #160483

11 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 6) Formaldehyde Formaldehyde (HCHO) is a colorless chemical with a strong pungent odor. It is classified as a VOC and is an important industrial chemical used to make such things as building materials and household products. HCHO is found in glues, wood products, preservatives, permanent press fabrics, paper product coatings, and certain insulation materials. Off-gassing of formaldehyde in new buildings can occur with building materials and textiles. Products such as particleboard, cabinets and furniture, plywood wall panels, and urea-formaldehyde insulation can off-gas formaldehyde gas. The most commonly reported and best documented health complaints due to exposure to low concentrations of formaldehyde include irritation of the eyes, nose, and throat; nasal congestion; headaches; skin rash; and asthma. Under the OSHA standard for airborne exposure to formaldehyde [29 CFR ], the PEL is 0.75 ppm for an 8-hour TWA, the Action Level (AL) is 0.5 ppm for an 8-hour TWA, and the Short-term Exposure Limit (STEL) is 2 ppm for a 15-minute TWA. The OSHA standard requires that special requirements be met (e.g., medical surveillance) for employees exposed to formaldehyde at or above the AL or STEL. The ACGIH lists formaldehyde as a sensitizer and established a ceiling limit of 0.3 ppm. An ACGIH ceiling limit is an exposure that should not be exceeded at any time during a work shift. HUD has established a level of 0.4 ppm for mobile homes. Based upon current information, it is recommended by EPA to mitigate formaldehyde that is present at levels higher than 0.1 ppm. The acceptable concentration under LEED EQ 3.2, Indoor Air Quality, is ppm. Method: Measurements of HCHO concentrations were collected using SKC UME X Passive rs for Formaldehyde. The samplers were set up at each location and allowed to collect an air sample for 24 hours. The samplers were submitted for analysis according to NIOSH Method 2016M by a laboratory accredited under the American Industrial Hygiene Association LAP and ISO 17025:2009. Results: Analysis results for formaldehyde air samples are presented in Table 2. retrieval, one (1) formaldehyde passive sampler (noted in table) was found to be missing. Moisture buildup inside buildings may arise from water penetrating compromised areas of the building envelope or skin, from plumbing leaks, from condensation due to improper insulation or ventilation, or from ground moisture penetrating a building part. In areas where cellulosic materials (wood and paper, including drywall surfaces) become moist and fail to dry within 48 hours, mold can propagate and release potentially allergenic spores into the air. Mold is always associated with moisture, and its growth can be inhibited by keeping humidity levels below 65 %. The primary hazard of mold growth, as it relates to indoor air quality, is associated with the allergenic properties of the spore cell wall. More serious than most allergenic properties is the ability of mold to trigger episodes in persons that already have asthma. Clearly defined standards regarding how much mold is too much are not available. For airborne mold spore samples, the desired condition is an indoor mold spore concentration that is much less than the outdoor concentration. Also, it is not desirable for mold species on indoor mold spore samples to be identified that are not present on the outdoor sample. Method: Airborne mold spore samples were collected on Zefon Air-O-Cell spore traps using a battery-powered Zefon Bio-Pump Plus. The pump was calibrated to a flow rate of 15.0 l/min, and postcalibrated to verify stability of the flow rate. s were analyzed in accordance with ASTM Method D5075 by a laboratory accredited under the American Industrial Hygiene Association LAP and ISO 17025:2009. Findings: Airborne mold spore results are presented in Table 3. The airborne spore concentrations measured inside the school spaces were significantly less than the concentrations found in the outdoor (control) samples, which is indicative of a normal indoor environment. Also, the spore types on the indoor samples were consistent with those found in the outdoor samples. These findings are an indication of normal or acceptable indoor fungal environment conditions, and suggest that an active indoor mold problem did not exist. Data detailing the quantities of individual spore types, as well as interpretive information, are presented in the attached laboratory test reports. Eagle Industrial Hygiene Associates, Inc. 13 New Hope-Solebury School District High School and Middle School Pre-Construction (Baseline) IEQ Evaluation Report Date: 6/21/2016 CONCLUSIONS The following conclusions are made on the basis of the visual inspection, infrared thermography, smoke pressure mapping, and air testing results obtained for IAQ parameters on June 6, 7, and 9, Except for temporarily elevated relative humidity levels in some locations, indoor air quality conformed to ANSI/ASHRAE Standard 62.1 and other established federal and consensus guidelines.
