3 Southwest LRT Potental Scope/Budget Reductons Hopkns Comments/Concerns: Shady Oak Staton Safety. Elmnatng the park and rde from ths staton wll leave the platform behnd large ndustral propertes wth very lmted actvty and no eyes on the staton at any tme of day, creatng a very unsafe staton area. The drop-off on 5th wll create addtonal conflcts wth the tran and OMF track crossngs. Access. Wthout an access to the platform from Excelsor Boulevard, the staton wll be very dffcult to fnd for most rders. You mght be able to see the platform from Excelsor, but you would not be able to get to t wthout gong onto prvate property (Hopkns Tech Center). A rder gettng off at ths staton - gong to Ubah Medcal Academy, Central Park or Manstreet would ether need to walk a sgnfcant dstance or trespass on prvate property to get to ther destnaton. Development potental elmnated. As an offset to the tax base loss at the OMF, the SPO agreed through the Cooperatve Agreement to maxmze development opportuntes at the Shady Oak Staton through the remnant parcel confguraton and dsposton. Wthout the acquston of the Hopkns Tech Center property, there s no avalable redevelopment opportunty at the mmedate staton. Further, t wll negatvely mpact the ablty to accomplsh redevelopment of the surroundng propertes, ncludng those n Mnnetonka. Envronmental condtons wll contnue wthout clean-up. The contamnaton that exsts on the Hopkns Tech Center ste was not caused by the current owners and wll not be cleaned up wthout a redevelopment of the ste. t s n the publcs nterest to clean up the ste and protect the envronment. Current plannng, funded by both Hopkns and Mnnetonka (along wth funds from the Met Councl LCDA program) has resulted n $.3-$.8 ml n cost savngs and a dynamc staton desgn. Through ths plannng work, redevelopment opportuntes have been dentfed that wll create actve, transt-orented uses at the platform, settng the stage for redevelopment to happen n the broader staton area. These plans cannot be realzed wthout a park and rde component and access va 7th Avenue Extenson. Negatve mpact on the commuter. Negatve mpact on other statons. Ths has been desgned as a commuter staton. Wthout a park and rde faclty, t wll not functon ths way whch wll leave the commuter wth lmted optons for accessng LRT. For commuters comng from ponts West, Northwest and North, the Shady Oak Staton s the frst staton they could use to access LRT. Wthout a parkng faclty they may try to fnd parkng at another staton, furtherng congeston and parkng demand at Downtown Hopkns and Blake (f thoses P /R stll exst), or
