1 MINUTES OF THE MEETING OF THE CADDO PARISH COMMISSION HELD ON THE 21 st DAY OF SEPTEMBER, 2017 The Caddo Parish Commission met in legal and regular session, on the above date, at 3:30 p.m., in the Government Chambers, with President Jackson, presiding, and the following members in attendance, constituting a quorum: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Gage-Watts, Jackson, Louis Johnson, Lyndon B. Johnson, Linn, Middleton, and Smith (12). ABSENT: None (0). Mr. Doug Dominick gave the invocation, and Mr. Matthew Linn led the Commission in the Pledge of Allegiance. CITIZENS COMMENTS Ms. Anna Cole came before the Commission to talk about the Confederate Monument. She said that she would like to see Dr. Martin Luther King, Jr. on the courthouse lawn. Mr. Bill Weiner came before the Commission to discuss the Citizens Comments section on the agenda. He does not believe there should be a time limit on the citizens. Mr. Bill Weiner also came before the Commission to discuss Ordinance No of He asked that the Commission review this resolution and not have so many restrictions. He also pointed out that the courthouse does not have bridges. Mr. Craig Lee stated that Shreveport is ranked in the top worst cities in the Nation. He also said that Shreveport as remained stagnant for the past few decades due to the loss of intellectual capital. He explained every year students who graduate from college here move elsewhere for better opportunities. He would like to see this Parish move forward and thrive. Mr. Lee also said that the Confederate Monument needs to be put in a proper museum. Mr. Al Moore announced that the grand opening for Christian Services will be on September 27th at 1:00 p.m. located at 2346 Levy Street. He invited all the Commissioners to the grand opening. He said that Christian Services is feeding people 364 days a year with two hot meals a day. They also help citizens with emergency assistance with their utility bills. Pastor Mays came before the Commission to discuss the Confederate Monument. He would like to see the Confederate Monument moved to its proper place. VISITORS It was moved by Mr. Lyndon B. Johnson, seconded by Mr. Jackson, to move Mr. Robert Supermann Blount to the October 5 th Regular Session. Motion carried by acclamation. Sheriff Steve Prator, Caddo Sheriff, came before the Commission to discuss the proposed fence. He explained that his job is to do everything I can do to make sure the citizens of Caddo Parish have a safe and healthy environment in which to live. He also said that the courthouse has thousands of visitors per week, most of which do not want to be there, i.e. prisoners, people who were summoned, witnesses, etc. He said that all of these people are put together into the courthouse. People can open carry on the courthouse lawn up until the steps of the courthouse. He also pointed out that there is not an ordinance prohibiting firearms on the courthouse grounds. He also explained that he will not put the safety of his deputies against groups that want to demonstrate on the courthouse lawn with firearms. He is asking that an ordinance be passed prohibiting guns from being carried that close to the courthouse and to prevent 24 hour access to the courthouse. He explained there are several places around the courthouse a person could hide firearms, hide weapons, or defecate. He said that there would be no way to prevent the 24-hour access with some way to close the courthouse at night. He also explained that there are some benefits installing a fence at the courthouse. A fence could stop a car from ramming into a crowd who is protesting. It will also serve as a barrier to let people know that the courthouse lawn is closed. He pointed out that there are several homeless people sleeping on the benches in front of the courthouse this weekend, and it was embarrassing for Shreveport and Caddo Parish. Answering a question from Mr. Bowman regarding courthouses around the country, Sheriff Prator stated that he does not know if any other courthouses has a fence or not. He also pointed out that every environment is different. Mr. Bowman said it sounds like that fence has been long overdue. Sheriff Prator stated that his job is about safety. Mr. Bowman pointed out that the fence is not something new, and that the Sheriff brought this up before. He also said that he is open to other suggestions, but something needs to be done about a problem that has stared us in the face for so long. 377

2 Mr. Dominick mentioned that the Sheriff provides the Commissioners with a list of weapons that have been confiscated every month. Some of those weapons include: guns, knives, brass knuckles, etc. The big statement that Capt. Jones made was It s not a matter of if; it s a matter of when, Mr. Dominick said. He also said that the fence proposal drawing looks aesthetically pleasing. Mr. Dominick agreed with the Sheriff that it is unsafe. Answering a question from Mr. Chavez regarding the proposal deeming the courthouse grounds a park, Sheriff Prator stated that deeming it a park will prohibit firearms, prohibit alcohol, and set closing hours. Mr. Louis Johnson stated that there is a rule that he goes by if it is predictable; it is preventable. He also said that it would be wise to consider the Sheriff s recommendation as it relates to safety. grounds. Mr. Atkins pointed out that there is an ordinance to regulate the activity on the courthouse Mr. Middleton stated that there are blind areas around the courthouse that they do not want to be compromised. He agreed that the fence around the courthouse would help prevent this. Mr. Linn wanted to know if Sheriff Prator would be positioning guards at the entrances of the fence if it is approved. Sheriff Prator stated that he would not, but if a person were to carry a firearm inside of the fence, then it would be a violation of the law. Right now, a person can carry a firearm on the courthouse grounds, he said. SPECIAL RESOLUTIONS It was moved by Mr. Jackson, seconded by Mr. Dominick, to englobo and adopt the following Special Resolutions: Special Resolution recognizing Louisiana State University at Shreveport 50 th Anniversary Special Resolution recognizing Southern University at Shreveport 50 th Anniversary At this time, Mr. Jackson s motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Gage-Watts, Jackson, Louis Johnson, Lyndon B. Johnson, Linn, Middleton, and Smith (12). NAYS: None (0). ABSENT: None (0). ABSTAIN: None (0). PROCLAMATION WHEREAS, the Caddo Parish Commission is pleased to acknowledge the activities and events of note that attend the existences of institutional members of this community, particularly when those entities have in their time made profound and lasting contributions toward the betterment of the Parish and its citizens; and WHEREAS, on October 15, 1936, Caddo Parish Police Juror, Frank Fulco, Sr. introduced a resolution to create a branch of LSU in Shreveport; and WHEREAS, on June 3, 1956, State Representative Frank Fulco, Sr. passed a Legislative Resolution calling on the Louisiana Department of Education to perform a study on the need for a public college in Shreveport; it was determined that Shreveport-Caddo Parish not only had a need but the people of the area yearned for a University; and WHEREAS, from its humble beginnings in 1967, LSUS has become a pivotal force in the upcoming and thriving Shreveport-Bossier area. Louisiana State University-Shreveport is recognized as a Title V Institution; with its stellar faculty and devoted staff, LSUS' Mission is to educate and promote critical thinking for its well-rounded students; and WHEREAS, Louisiana State University-Shreveport for fifty years has proudly provided the foundation and knowledge for students on their journey to succeed and in that process they have become the leaders of the past, present and future. NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, that it does hereby extend its heartiest and most sincere congratulations and best wishes to Louisiana State University-Shreveport Louisiana. The Caddo Parish Commission in legal and regular session convened this 21 st day of September, 2017 celebrates: LOUISIANA STATE UNIVERSITY-SHREVEPORT 378

3 in recognition of its 50 th Birthday Celebration and in acknowledgment of the ongoing extraordinary contributions made by this institution, through which it has reflected much honor, prestige, and pride upon this community. Chancellor Clark stated that when SUSLA and LSUS began as community colleges, it was intended to be a white and a black institution. He said that is not the case anymore. He talked about the collaboration between SUSLA and LSUS. Chancellor Clark suggested that both institutions should have been recognized at the same time. He also congratulated Southern on their 50 th anniversary. PROCLAMATION WHEREAS, the Caddo Parish Commission is pleased to acknowledge the activities and events of note that attend the existences of institutional members of this community, particularly when those entities have in their time made profound and lasting contributions toward the betterment of the Parish and its citizens; and WHEREAS, such an institution is Southern University Shreveport Louisiana (SUSLA), which originally opened on September 19, 1967 as a two-year commuter college to serve the Shreveport- Bossier City area; and WHEREAS, in 1974, the Louisiana Coordinating Council for Higher Education granted the Institution approval of six associate degree programs in Business, Office Administration, Natural Sciences, Medical Office Assistant, Social Sciences, and Humanities. In 1978, students were able to pursue an Associate s Degree is Medical Laboratory Technology at SUSLA. Many of those students have gone forth to make their marks upon the world while proudly retaining the memories and traditions of the school that nourished and nurtured them in their formative years; and WHEREAS, on September 19 th September 21 st, Southern University Shreveport Louisiana will be celebrating A Proud History, A Visionary Future in honor of its 50 th birthday. NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, that it does hereby extend its heartiest and most sincere congratulations and best wishes to Southern University Shreveport Louisiana. The Caddo Parish Commission in legal and regular session convened that it does hereby declare and proclaim September 19 th through 21 st 2017, as Southern University Shreveport Louisiana Days in Caddo Parish, Louisiana, in recognition of its 50 th Birthday Celebration and in acknowledgment of the ongoing extraordinary contributions made by this institution, through which it has reflected much honor, prestige, and pride upon this community. Chancellor Ellis thanked the Commission for recognizing Southern University s 50 th anniversary. He acknowledged the executive team and the students. He stated that his partnership with LSUS and Chancellor Clark is about providing higher education to all students. Mr. Jackson commended Chancellor Clark and Chancellor Ellis for working together and all of their hard work on higher education. It was moved by Mrs. Gage-Watts, seconded by Lyndon B. Johnson, that Special Resolution of Recognition recognizing Mr. Curtis Griffin, First African-American Certified Roofer in Caddo Parish be adopted. Motion carried, as shown as the following roll call votes: AYES: Commissioners Atkins, Bowman, Chavez, Dominick, Gage-Watts, Jackson, Louis Johnson, Lyndon B. Johnson, Linn, Middleton, and Smith (11). NAYS: None (0). ABSTAIN: None (0). ABSENT: Commissioner Cawthorne (1). Mr. Curtis Griffin thanked the Commission for recognizing him today. Mr. Dominick commended Mr. Griffin on all his hard work. RESOLUTION OF RECOGNITION MR. CURTIS GRIFFIN WHEREAS, the Caddo Parish Commission notes with great interest and satisfaction those milestone events that occur in the lives of citizens of Caddo Parish; and WHEREAS, such an individual is Mr. Curtis Griffin, the first certified African-American roofer in Caddo Parish; and 379

4 WHEREAS, Mr. Griffin was recognized on April 6, 2017 with having his story and work put on display as an exhibit at the Louisiana State Museum in Shreveport; and WHEREAS, Curtis Griffin born in Saline, La, later moving to Shreveport were he began his career in contracting and roofing. Mr. Griffin built his business on the back of hard work and perseverance never giving in to the outside pressure of economic, social or political hardships; and WHEREAS, Mr. Griffin s success proves that keeping God first, with strong family and friends backing, make it possible for us all to break that glass ceiling in whatever industry or vocation we partake. NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, this 21 st day of September 2017, that it does hereby call upon all citizens of the Parish to share in the sense of pride, distinction and honor that this attainment deserves. COMMISSION SITS AS THE TAX BOARD OF REVIEW FOR TAX ASSESSMENTS FOR THE YEAR 2017 At this time, President Jackson stated that the Commission would sit as a Board of Review to complete the period established to hear tax assessment appeals. Mr. Henington stated that on Monday, the Tax Board of Review met and heard appeals from various individuals or companies. During that process, the Board upheld all of the Assessor s assessments. Now, the full Commission, sitting as the Tax Board of Review, must approve the committee s earlier decisions. Mr. Henington informed the Commission that Promis Properties has withdrawn their appeal for It was moved by Mr. Linn, seconded by Mrs. Gage-Watts, to uphold the Tax Assessor s assessment for real estate: Group One Realty that was appealed for the 2017 tax period. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Dominick, Gage- Watts, Jackson, Louis Johnson, Lyndon B. Johnson, Linn, Middleton, and Smith (11). NAYS: None (0). ABSENT: Commissioner Chavez (1). ABSTAIN: None (0). It was moved by Mr. Linn, seconded by Mrs. Gage-Watts, to uphold the Tax Assessor s assessments for personal property: Arron s Inc. and Frymaster, LLC that was appealed for the 2017 tax period. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Dominick, Gage-Watts, Jackson, Louis Johnson, Lyndon B. Johnson, Linn, Middleton, and Smith (11). NAYS: None (0). ABSENT: Commissioner Chavez (1). ABSTAIN: None (0). It was moved by Mr. Linn, seconded by Mr. Atkins, that the minutes of the Regular Session held on September 7, 2017 be adopted. Motion carried. PUBLIC HEARING ON ORDINANCES Ordinance No of 2017, amending the Budget of Estimated Revenues & Expenditures for the Capital Outlay Fund and the General Fund in the amount of $200,000 to provide an appropriation to place a fence or bollards with portable fencing around the Caddo Parish Courthouse Mr. Ken Krefft came before the Commission in opposition of Ordinance No of He said that he against the fence, unless the grounds is designated as a park and park rangers are hired. He does not believe a fence will achieve the desired end without entire control of the grounds. Ms. Maxine Davis, Interfaith, also came before the Commission in opposition of Ordinance No of She said that the fence will not solve the problems at the courthouse and believes it will be an eyesore to downtown. Mr. Bobby Edwards, Interfaith, came before the Commission in opposition of Ordinance No of He asked if the fence would prevent emergency evacuations. He is also concerned if there were terrorists guarding the fence on both sides. He asked if the fence would be penetrable to get inside and get people out safely. He believes that the fence would cause an eyesore downtown. He suggested that the $200,000 should be used for painting buildings and beautifying downtown. Mr. Edwards stated that the homeless would be using this fence as an advantage to hang their clothes out to dry, chaining their bikes or personal belongings to the fence, using the fence for a tent as security, etc. He suggested to remove all the shrubbery from the grounds to prevent defecating on the grounds. Rev. Barbara Jerrell, Interfaith, came before the Commission in opposition of Ordinance No of She suggested removing the shrubbery and only fencing in the areas that are 380

5 vulnerable. She also pointed out that the homeless problem exists in every city. She does not believe that the fence will solve the issues that are being presented. Ms. Susan Bettinger spent some time in Europe and was surprised to see the US Embassy fenced in. She said that it gave her a feeling of hostility, exclusion, and fear. She does not want the courthouse fenced in. Mr. John Cush came before the Commission in opposition of Ordinance No of He bought a few buildings downtown and is in the process of renovating them. Before he bought the buildings, he did his due diligence and walked around downtown. He said that courthouse appeared to be safe and is very clean. He believes that a fence will send the wrong message that downtown is not safe. He does not think it will be inviting to people wanting to relocate downtown. Mr. Ken Calhoun stated that he is the leader of the group that does the armed rallies at the courthouse. Not one time has there been a long gun on that property, he said. Mr. Calhoun also said that his group has not drawn a gun on a civilian. He reminded the Commission that Louisiana is an open carry state. He said that he is in favor of the fence as long as the fence is open during any permitted rallies. He also explained that his group does not stand against law enforcement officers, and they follow the laws. Mr. John Settle stated that the Benton courthouse and others have a separate entrance for the prisoners, but not at the Caddo courthouse. He said they are not walking the halls with civilians. The thing is, we have a museum of a courthouse that is not built to modern standards, he said. Mr. Settle said that the beauty of the courthouse are the trees. To preserve the trees and bushes, a fence is needed, he said. Mr. Settle also said that the fence would control people coming in at the wrong time with the wrong motives. He thinks Ordinance No and the fence are needed to serve the purposes that Sheriff Prator mentioned. There was no others to speak in favor, or opposition, of Ordinance No of The public hearing was closed for Ordinance No of Ordinance No of 2017, declaring certain adjudicated propertied to be surplus and to authorize the Parish Administrator, or a designee, to sell the Parish of Caddo s tax interest in certain surplus adjudicated properties There being no one to speak in favor, or opposition, of Ordinance No. 5715, the public hearing was closed. ORDINANCES (for final passage) It was moved by Mr. Dominick, seconded by Mr. Linn, to amend Ordinance No of 2017, adopting Volume II of the Code of Ordinances relative to the Unified Development Code and Zoning & Subdivision generally, repealing Chapter 54 and certain sections of Chapter 48 of the Caddo Parish Code of Ordinances to reflect the following language: BE IT FURTHER ORDAINED that, subject to the condition expressed in the preceding paragraph, the effect date of this ordinance shall be December 1, BE IT FURTHER ORDAINED that any property owner at the time of the effective date of this ordinance that had property down zoned (changed to a more restrictive zoning classification) to another zoning classification as a result of implementation of the new zoning map adopted by operation of this ordinance has 24 months from the effective date of this ordinances to submit an application at no charge for MPC Board reconsideration. Mr. Linn stated that this gives a window of opportunity for property owners who were dezoned to appeal the zoning changes. At this time, Mr. Dominick s motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Lyndon B. Johnson, Linn, Middleton, and Smith (9). NAYS: None (0). ABSENT: Commissioners Gage-Watts, Jackson, and Louis Johnson (3). It was moved by Mr. Dominick, seconded by Mr. Lyndon B. Johnson, to adopt Ordinance No of 2017, be adopted as amended. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Lyndon B. 6 BY THE CADDO PARISH COMMISSION: ORDINANCE NO OF 2017 AN ORDINANCE ADOPTING VOLUME II OF THE CODE OF ORDINANCES RELATIVE TO THE UNIFIED DEVELOPMENT CODE AND ZONING AND SUBDIVISION GENERALLY, REPEALING CHAPTER 54 AND CERTAIN SECTIONS OF CHAPTER 48 OF THE CADDO PARISH CODE OF ORDINANCES, AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS the Caddo Parish Commission adopted Great Expectations: Shreveport- Caddo 2030 Master Plan in 2011; WHEREAS the Unified Development Code was identified as a critical tool in the implementation of the Comprehensive Plan; WHEREAS the Unified Development code is intended to establish land use regulations and to promote orderly development within the Planning Area of the Metropolitan Planning Commission; WHEREAS the location and boundaries of the zoning districts established by this Code are set forth in the Official Zoning Map, as periodically amended; Code; and WHEREAS the Official Zoning Map is incorporated into, and made an integral part of this WHEREAS, adoption of the Unified Development Code and Zoning Map by Caddo Parish is a key element in fulfilling the goals of the Master Plan; WHEREAS the Caddo Parish Unified Development Code has been drafted, amended after meetings with the public and elected officials, unanimously approved by the Shreveport Metropolitan Planning Commission of Caddo Parish on October 18, 2016; recommended to the Parish Commission in accordance with La.R.S. 33: ; remanded to the Metropolitan Planning Commission for consideration of amendments and unanimously approved by the Metropolitan Planning Commission on February 8, 2017; NOW THEREFORE, BE IT ORDAINED by the Caddo Parish Commission, in due, legal and regular session convened, that it hereby adopts and enacts Volume II of the Code of Ordinances, the Caddo Parish Unified Development Code, and the Zoning Map, all as adopted by the Shreveport Metropolitan Planning Commission of Caddo Parish on October 18, 2016 and February 8, 2017 and attached hereto and incorporated herein by reference. BE IT FURTHER ORDAINED that the following sections of Article III of Chapter 48 Subdivisions, of the Caddo Parish Code of Ordinances are hereby repealed: Code of Ordinance Sections through , through , , , and BE IT FURTHER ORDAINED that Chapter 54 Zoning of the Caddo Parish Code of Ordinances, along with the preexisting Zoning Map, is hereby repealed in its entirety. BE IT FURTHER ORDAINED that any property owner at the time of the effective date of this ordinance that had property down zoned (changed to a more restrictive zoning classification) to another zoning classification as a result of the implementation of the new zoning map adopted by operation of this ordinance has 24 months from the effective date of this ordinance to submit an application at no charge for MPC Board reconsideration. BE IT FURTHER ORDAINED that, subject to the condition expressed in the preceding paragraph, the effective date of this ordinance shall be December 1, BE IT FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed. BE IT FURTHER ORDAINED that the repeals provided for above shall not be construed to revive any ordinance or part thereof that has been repealed by a subsequent ordinance that is repealed by this ordinance. BE IT FURTHER ORDAINED that any provision or item of this ordinance application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of the ordinance with can be given effect without the invalid provisions, items or applications; and to this end, the provisions of this ordinance are hereby declared severable. It was moved by Mr. Dominick, seconded by Mr. Cawthorne, that Ordinance No of 2017, amending the Budget of Estimated Revenues & Expenditures for the Capital Outlay Fund and 382

7 the General Fund in the amount of $200,000 to provide an appropriation to place a fence or bollards with portable fencing around the Caddo Parish Courthouse, be amended to appropriate for a fence only. Mr. Dominick stated that the fence will secure and provide a safer courthouse. He quoted Capt. Jones once again, it doesn t matter if, but when something happens. He would like the fence to move forward. Substitute motion by Mr. Chavez to create an outdoor bathroom and allocate $50,000 to upgrade the security system at the courthouse, and delay the vote on the fence for 3 months to allow time for a threat assessment to be completed. Mr. Dominick asked if Mr. Chavez s substitute motion was germane. Attorney Frazier explained that the bathroom was not germane to the ordinance. She explained that the proposed appropriation is not legal because proper notice was not given. She suggested to introduce an appropriation ordinance for the bathroom at another time. Substitute motion by Mr. Chavez, seconded by Mr. Linn, to delay the vote for Ordinance No of 2017 for 3 months. Mr. Chavez read aloud a statement that he received from a constituent: Dear Commissioner, I write you in strong opposition in the pending motion to erect a fence around the Caddo Parish Courthouse, which may take place September 21 st, My view is based on having worked in the courthouse daily for almost 60 years, tried hundreds of cases in its courtrooms, and written a history of the building. My opposition is based on the following: any sort of fence would impair the beauty and integrity of the courthouse, which has been national recognized as the most handsome in the State. It was designed by renowned Shreveport architect, Ed Neil, and was selected as the model for present Kansas City Courthouse by former President Harry Truman when he had the responsibility to make that decision. Mr. Neil was also selected for remodeling of the present White House of Washington D.C. whose grace and beauty is apparent to anyone. Any wall or fence would have to be necessarily made of brick, wood, stone, wire or iron fencing. The solid materials would be impractical and expensive. The open ones, such as iron posts or cyclone fencing, would be inappropriate. Any fencing would present a problem to the basement parking of the Sheriff s Department, including prisoner transportation ingress, which now takes place on the east side of the courthouse. Also a problem with a gate for the handicap entrance on the east side. The handsome oak trees planted around the perimeter of the courthouse grounds by a long deceased and respected Caddo judge could further complicate construction and any maintenance of perimeter fence. None of the other 64 courthouses around the State have found it necessary to build a wall or fence around them. The Caddo Parish Commission and its predecessor, the Caddo Parish Police Jury, deserve recognition and praise for the first class and pristine manner in which the courthouse grounds have been maintained for over 100 years. They should not be damaged or desecrated by such an inappropriate proposal. Thank you for your serious consideration. Mr. Chavez stated that the fence needs to be delayed and an assessment needs to be conducted. He explained that if a fence is erected, the homeless will start urinating and defecating in the breezeways of the businesses that are downtown. He pointed out that Ordinance No would deem the courthouse grounds as a park, which would give the law enforcement officers to enforce any violations of the law. Mr. Chavez also stated that Capt. Jones was concerned about a car bomb running into the courthouse. A fence will not stop a vehicle, he said. Mr. Chavez believes that a threat assessment needs to be conducted before a decision is made. Mr. Linn agreed with Mr. Linn that an assessment needs to be made. He also pointed out that the library has a fence that is 3 feet from the building. He explained that a fence to encompass the bushes at the courthouse would have a completely different aesthetic appeal to it. A fence all the way to the sidewalk tells me that I m not in a safe spot, he said. Mr. Linn also explained that if there are not guards at the entrances of the fence, then people could get trapped inside the fencing if something were to happen. Mr. Linn would like to look at other options besides putting a fence all the way up to the sidewalk at the courthouse. Amendment by Mr. Lyndon B. Johnson, seconded by Mrs. Gage-Watts, to allow for a Vulnerability Assessment Study to be performed by the Department of Homeland Security. 383

8 Mrs. Gage-Watts agreed with Mr. Lyndon B. Johnson in that a vulnerability study needs to be performed in order to determine what is needed. Mr. Dominick would like to see the fence move forward. He pointed out that the Sheriff is the Director of Homeland Security. He agreed that the fence might not be aesthetically pleasing, but he would like to move forward on this issue. He also stated that he does not want a porter potty at the courthouse. Attorney Frazier clarified that Ordinance No does not deem the courthouse grounds a park; it regulates the activities on the courthouse grounds. She pointed out that this matter would be discussed at the first meeting in January if the Commission decides to delay it for three months. Friendly amendment by Mr. Jackson to delay the vote for Ordinance No.5712 of 2017 for up to 3 months. Mr. Chavez agreed to the friendly amendment. Mr. Lyndon B. Johnson pointed out that there are several homeless people. He suggested to get the non-profits on board to help with the homeless people. Mr. Bowman stated that homeless people may seem like undesirables, but they are humans too. He agreed that the Commission needs to work with non-profit organizations to help house and feed them. Attorney Frazier pointed out that a threat assessment is not made public because it exposes the vulnerabilities. Mr. Jackson pointed out that Hope Connection is in the process of building a lowrestriction homeless shelter to help combat the homeless problem downtown. He encouraged that all those involved, the Sheriff s Department, Facilities & Maintenance, etc., are involved to put their two cents in so an informed decision can be made regarding the fence at the courthouse. Johnson also wanted to know if the Poet Laureate would be speaking on behalf of the other governing bodies. Ms. Atchison stated that they would not. The Poet Laureate speaks/writes/presents on behalf of the Poetry Community. d. write at least one new poem that commemorates an attribute (location, person, event, historic event) in Caddo Parish, and present it to the Caddo Parish Commission. e. present at least three works (or excerpts from works) each year to serve as the invocation or conclusion of a meeting of the Caddo Parish Commission or at least at a special event as requested and as mutually available with at least two weeks notice. f. present a Poetry Workshop at the Annual ArtBreak Student Arts Festival, produced by the Shreveport Regional Arts Council and supported by the Caddo Parish Commission. This annual commission will be paid through spate contract with the Shreveport Regional Arts Council. 386

11 (III.) The qualifications of the first Caddo Parish Poet Laureate will be: a. The Laureate shall be domiciled in Caddo Parish for at least two years at the time of the nomination. b. The selected individual shall have poetry that has been published in books, anthologies, literary journals, or magazines. c. Applicants must be registered on the Northwest Louisiana Artist Directory. d. These qualifications are subject to change for subsequent appointments; all changes must be approved by the Caddo Parish Commission. e. The Caddo Parish Commission has sole discretionary authority to vacate the position as it deems appropriate with or without cause. (IV.) The selection process will be administered via the Shreveport Regional Arts Council on its website. a. Applications will be submitted online per written instructions; b. Applications will be reviewed by either the sitting Louisiana Poet Laureate or a previous Louisiana Poet Laureate, and recommendations made to the Commission; c. NEW BUSINESS At this time, detailed progress reports and updates from the Independence Bowl and the Shreveport-Bossier Sports Commission were given. Ms. Missy Setters, Independence Bowl, updated the Commission on the Independence Bowl. She said that the Hotel/Motel Tax goes into a fund and is used strictly for team payouts. She said that they have been planning for the Bowl since February, and they have added several events, including 388

13 Kid Combine, Wheels In the Heels, concert, etc. They have also engaged with a new advertising company to include utilizing social media. Ms. Setters also said that there will be a battle of the bands in the Red River District and a concert immediately following it. The Independence Bowl is scheduled for December 27 th, Answering a question from Mr. Lyndon B. Johnson regarding the conferences, Ms. Setters stated that the Independence Bowl is locked in the ACC and the SEC; Conference USA and the American are the two backup conferences. She also said that the ESPN contract is solid through Answering a question from Mr. Jackson regarding a title sponsor, Ms. Setters stated that they are reasonably hopeful, but the search is ongoing. He also asked about local sponsorships. Ms. Setters stated that typically, if they contact them, they will work them for signage partnerships. Mr. Jackson also asked about community involvement. Ms. Setters explained that they started a group rate this year. End Zone seats are normally $30, but if you have a group of 20 or more, the seats are discounted to $15. She also said that there are donation programs where individuals will buy tickets, but donate them back to the Bowl to be used for non-profits. Mr. Bowman commended Ms. Setters on all of her hard work with the challenges that the Independence Bowl has been facing. Mr. Cawthorne asked for a broad prospective of the bowls around the Nation. She stated that there has been a dramatic shift in the past couple of years. Currently, there are 39 bowl games around the country. She also said that some areas have 3 or 4 bowl games in one area. She also said that next spring, there will be new rules from the NCAA regarding how deep a conference can go in their alignment with bowl games. Mr. Jackson asked about a kick-off classic. Ms. Setters stated that they would like to have a kick-off game, but they would have to get to a point of stability to do it. Mr. Atkins asked if there was a market opportunity to have just a kick-off game. Ms. Setters stated that it is better off to add a kick-off game because of the structure of it. She also pointed out that a kick-off game typically gets one hotel night, but a bowl game gets about four. Mr. Kelly Wells, Shreveport-Bossier Sports Commission, provided the Commissioners with a list of events that will be held in Caddo. He also said that they work with over 900 volunteers throughout the year. He also said that they have been working diligently and will generate almost $500,000 between this year and last year from ticket revenues, sponsorships, trade partnerships. He stated that these funds will go to bringing more sporting events to this area. He then talked about the Hotel/Motel Tax. He stated, year-to-date, the Sports Commission has collected $401,000 for their portion of the Hotel/Motel Tax. Approximately 35% of those taxes are put in a reserve fund, and those dollars cannot be touched. He said that those funds are for larger events. The Shreveport-Bossier Sports Commission consists of two appointees from Caddo, two appointees from Bossier Parish, two appointees from Bossier City, two appointees from the City of Shreveport, Stacy Brown, and Billy Montgomery. He also pointed out that most of their leads come from the community. Mr. Dominick thanked Mr. Wells for attending the meeting and updating the Commissioners on the Shreveport-Bossier Sports Commission.
