1 MINUTES OF THE MEETING OF THE CADDO PARISH COMMISSION HELD ON THE 18 th DAY OF JUNE, 2015 The Caddo Parish Commission met in legal and regular session, on the above date, at 3:30 p.m., in the Government Chambers, with President Johnson, presiding, and the following members in attendance, constituting a quorum: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). ABSENT: None. The invocation was given by Ms. Lindora Baker and Mr. Matthew Linn led the Commission in the Pledge of Allegiance. AGENDA ADDITIONS It was moved by Mr. Johnson, seconded by Mr. Williams, to expand the Regular Session agenda to add Resolution No. 42 of 2015, a resolution authorizing the Parish Administrator to proceed with all necessary action to attempt to recoup from the State of Louisiana costs expended to make Forcht Wade useable and marketable, and otherwise providing with respect thereto. Motion carried, as shown by the flowing roll call votes: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. It was moved by Mr. Linn, seconded by Mr. Williams, to expand the Regular Session agenda to add Resolution No. 41 of 2015, a resolution authorizing the Parish Administrator to enter into an intergovernmental agreement with the City of Shreveport regarding use and transportation of waste and trash containers and to otherwise provide with respect thereto. Motion carried, as shown by the flowing roll call votes: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. It was moved by Mr. Epperson, seconded by Mr. Williams, to add Resolution No. 41 of 2015 and Resolution No. 42 of 2015 to the Regular Session agenda under Resolutions. Motion carried, as shown by the flowing roll call votes: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. CITIZENS COMMENTS Mr. Roy Burrell and Ms. Lena Leviston, 820 Jordan Street, Shreveport, wanted to thank the Commission for their continued support of BizCamp. Ms. Leviston stated that there are forty-eight students, four student interns, and four teachers that are all thankful for the Commission s contribution to BizCamp. Three of those students took turns to thank the Commissioners for their continued support. Mr. Roy Burrell introduced Mr. Crois Sather, motivational speaker, to the Commission. Mr. Sather stated that he is a cross-country runner, and has broken a world record for running in Death Valley. He stated that he will be the keynote speaker for BizCamp on July 23 rd. Ms. LaKisha Small, 2821 Devaughn Street, Shreveport, came before the Commission today to speak about the process of obtaining adjudicated property. Ms. Small stated that she paid her application fee in August 2014 to Ms. Carolyn Spikes; she was told that she would receive a bid date within three weeks. After nine months, she was told by Ms. Spikes once again that she would receive a bid date within sixty days. After informing the Parish Administrator of her complaint, she received a bid date (June 2) within two days. Ms. Small believes that the bid was a setup and the people that were bidding were only there to drive up the bid. She is asking that this is looked into further. Mr. Roderick Jefferson, 3131 Knight Street, Apt. 235, Shreveport, came before the Commission to thank them for their support of the Huntington High School s Band Trip to Washington D.C. He read three of band members thank you notes to the Commission. He also stated that they are close to their goal, and there will be a major fundraiser this weekend at the Let the Good Times Roll Festival. Ms. Belinda Robertson, Samaritan Counseling Center, 1525 Stephens Avenue, Shreveport, came before the Commission for supporting mental health. She stated the Samaritan Counseling Center is a faith-based center and a community that is a resource for businesses, families, individuals, and organizations who find themselves facing difficulties. The center provides mental health services for the citizens of Caddo Parish. Ms. Robertson also invited the Commissioners to come to the facility to see how the funds are being used. She thanked the Commission once again for their support. Mr. Allen English, The Times, 121 Albany Avenue, Shreveport, came before the Commission to request that the Commissioners support The Times in becoming Caddo Parish s official journal. He stated that The Times have been in the Parish for 176 years. He also pointed out that The Times has widened the columns in the Public Notice section of the paper. Mr. English is asking that the Commission support The Times for the official journal. 395

2 Ms. Besheka Harris, 307 Lister Street, Shreveport, stated that the Gould family lost everything in the flood on Wells Island Road. She stated that this family needs help as well as the other families on Wells Island Road. She is requesting that the Commission help these people with funding to get them back on their feet and rebuild their lives. Mr. Cullen Clary, 1205 Wells Island Road, stated that his father built their family home in He stated that they have never seen a flood to this magnitude. Mr. Clary also said that there are approximately 20 homes on the 1200 block of Wells Island Road that are in dire need of help. He stated that most of these people are low income residents who could not afford flood insurance, and now they are homeless due to the flood. He is requesting that the Commission help these residents to get back on their feet. Mr. Everett Clary, 1229 Wells Island Road, stated that he lost everything in this flood. He is also requesting that the Commission help the residents of Wells Island Road. He also said that there are inspectors and permit fees to get the utilities back on to clean up the damage caused by the flood. Mr. Roger Richardson, 1261 Wells Island Road, is representing his family. He stated that they need some help to get the residents going again. He also talked about the permit fees associated with getting the utilities back on. Mr. Johnson stated that the Director of the Office of Homeland Security is here today to answer any questions that he citizens may have. He requested that the flood victims stick around. VISITORS Mr. Johnson stated that he would like to put the Administrator s Report under Visitors. Dr. Wilson stated that they invited Sheriff Prator and the Director of Homeland Security to update the Commission on the current flood conditions. Sheriff Prator stated that the Parish is looking at another flood event 7-10 days from now due to Tropical Storm Bill. He also commended everyone for working together to assist in the first flooding. Mr. Cox requested that extra units patrol areas that people are cleaning up to deter thieves, especially Wells Island Road. Answering a question from Mr. Linn regarding FEMA, Mr. Jump stated that the FEMA process has already been started to get the assessment of the damage. He said that those results will be available by the latter part of next week. His advice for the flood victims is to not wait for the federal government because there are other avenues of aid that are quicker. He also said that some of the Red Cross case workers have already been out to Wells Island Road. Mr. Jump said that they are working to create a one-stop shop for all of the nonprofits to help out the flood victims. Answering a question from Mr. Linn regarding reaching all of the flood victims, Mr. Jump stated that as a community, he feels that the majority of the flood victims have been reached, and arestill working to reach them. Mr. Jump stated that he would be happy to give anyone that is requesting any information regarding the flood. The Caddo Office of Homeland Security can be reached at (318) Mr. Dominick expressed his condolences to Sheriff Prator for his losses. He also commended President Johnson for all his hard work. Sheriff Prator also thanked the Commission and the staff for all of their hard work in assisting the flood victims. Answering a question from Mrs. Gage-Watts regarding the fee from the City to get the residents utilities back on, Sheriff Prator stated that he is not sure. Mrs. Gage-Watts is requesting that any of those fees be waived for flood victims. Answering a question from Mr. Williams regarding the time frame for the people to receive funding, Sheriff Prator stated that it takes a while. He also explained to receive individual assistance, fifty homes would have to be considered severely damaged; the Parish only has forty-two homes that were severely damaged or destroyed and sixty-nine that had water in their home. He stated that currently the Parish does not qualify for individual assistance. He also pointed out that even with flood insurance, it s a long expensive process. Mr. Williams stated that these people need help right now. Mr. Williams also commended the Sheriff s Office and the Caddo Office of Homeland Security for all of their efforts in assisting with the flood victims. Mr. Bowman shared the same sentiments as Mr. Williams. Sheriff Prator advised the citizens not to move the sandbags that are currently on their property in preparation for the second flood. He also encouraged the citizens to sign up for First Call from the Parish s website. 396

3 Mr. Thibodeaux stated that the victims need power, spraying for mosquitoes, and initial funding for food. Answering a question from Mr. Cox regarding the declaration of disaster, Sheriff Prator said that the State has declared the flood a disaster in Caddo Parish; the federal government has not. Sheriff Prator explained that the state declaration allows this Parish to use state resources. The first step for applying for a federal declaration is a state declaration. Sheriff Prator also stated that something is different with the River. He believes that it is either a lack of dredging, the restriction of the lock and dam, some issues at the federal level, etc. He would like an explanation from the Core of Engineers regarding what caused this flood. Mr. Ward gave a handout to all of the Commissioners regarding the statistics of the flood. He thanked all of the Public Works employees, LA National Guard, Commissioners, Sheriff Prator and his Staff, Caddo Homeland Security, Caddo Levee Board, Shreveport-Bossier Port, City of Shreveport, and Ouachita Parish Police Jury for all of their help in assisting with the flood. Mr. Ward also stated that there were 69 residents that were affected; of those, 39 were in Caddo Parish outside of the city limits. Thirty-four of those homes were on Wells Island Road. He also said that 10 were minor, 16 were major, and 13 were totally destroyed as per the FEMA walkthrough. Mr. Ward said that there are currently 13,000 sandbags available for round two of the floods. 400 hesco basket were delivered to the Parish from Camp Minden and placed on Clyde Fant Parkway. Approximately 1,000 cubic yards of materials were provided, hauled, and dumped by the Parish of Caddo. The inmates provided 2,240 man hours; the deputies provided 256 (as it relates to Public Works operations); and the Public Works Department provide 2,200 man hours. There were several pieces of equipment used, such as dump trucks, dozers, excavators, trucks, water trucks, fork lifts, and backhoes. Mr. Ward also stated that all of the roads in the Parish are now open and all of the signs have been picked up. All of the roads that were closed, has had all of the debris removed and any ditch work that is needed will be accomplished when the weather allows it to be. Mr. Ward also pointed out that there are solid waste containers and port-a-lets on site at Wells Island Road. Those containers are checked twice a day and dumped when needed. The Parish of Caddo is assisting the City of Shreveport with debris removal by providing open solid waste containers, and the City will be compensating the Parish for any associated costs. Mr. Ward also said that the Public Works Department will install high water signs in the areas with flooding next week in preparation for the round two of the flooding. Mr. Ward also stated that he will talk to the City of Shreveport to see what can be done to waive any of the fees associating with pulling these permits. He is also going to ask if they will have one inspector that can be freed up to deal with this. Mr. Cox commended Mr. Ward, the Public Works Department, and the Sheriff s Office for all of their hard work in assisting with the flood. Answering a question from Mr. Cox regarding what can be done for the citizens on Wells Island Road, Mr. Ward stated that the Public Works Department will work with the residents to see what can be done to help them. Mr. Williams stated that these people need help now. He would like to see what can be done to assist them with getting back on their feet. He also thanked Mr. Ward for all of his help. Michelle Davison with the American Red Cross updated that Commission on their efforts with assisting the residents. She stated that there are case workers in the Wells Island Road to help out the citizens. Mr. Thibodeaux requested that the Red Cross get with the people that are in the Chambers to give them food or whatever they need to get through the next 24 to 48 hours. Ms. Davison turned to the citizens and advised them to get with a case worker to get the help and assistance they need. Mr. Epperson suggested that Mr. Guidry collaborate with Ms. Davison to get the affected citizens some help. Mr. John Hubbard stated that there are two types of service: underground and overhead. He said that they are working to get their facilities up and running so that the citizens will have power. Mr. Hubbard explained that they have to clean them up and energize them to see if they are still good. He is not sure that they will work because they are not meant to be submerged, but they do have several transformers on hand to replace the non-working ones. SWEPCO is requesting that the homeowner be home when the property is energized to ensure that the house does not burn down when the power is turned back on. 397

4 Answering a question from Mrs. Gage-Watts, Mr. Hubbard stated that the home has to be inspected by an electrician before the power can be turned on, if the home has been flooded. Mr. Johnson stated that there are handouts available for all of the citizens on how to get their power turned back on. He encourage each citizen to grab a copy as they make their way to the conference room. Mr. Ted Cox gave a special presentation regarding the Battlefield Cross monument at the Veterans Cemetery. The Battlefield Cross goes back to the civil war. When a soldier is killed in battle, they are buried with their boots on the ground and their helmet to help identified where the remains are buried. He stated that the Battlefield Cross monument took approximately 2 ½ years to complete. Mr. Cox recognized Colonel Depyssler, Commissioner Epperson, Caddo Parish Commission, Parish Administrator Dr. Woodrow Wilson, Central Monuments, Mike Cox, and Facilities and Maintenance. He also recognized Bob Petrous and Tim Johnson. Mr. Cox thanked all of those involved in making the Battlefield Cross monument a success. SPECIAL RESOLUTION It was moved by Mr. Williams, seconded by Mr. Johnson, that Special Resolution of Recognition to Mr. Cezar Carroll be approved and read by the Clerk. Motion carried, as shown by the flowing roll call votes: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. Mr. Williams thanked Mr. Carroll for all of his hard work and determination in recognizing the American dream and told him to keep up the good work. Mr. Carroll thanked the Commission for recognizing him. RESOLUTION OF RECOGNITION CEZAR CARROLL WHEREAS, the Caddo Parish Commission desires to give appropriate recognition to those citizens of Caddo Parish who reflect favorably and positively upon this Parish; and WHEREAS, Cezar s early years were not easy ones, raised in a Filipino orphanage, he chose to not let his circumstances dictate his future. At age 10, he was adopted by an American soldier who moved him to the United States. Even though Cezar misses his homeland, he has always felt blessed to have the opportunities this new life has given him; and WHEREAS, Cezar used his first job as a dishwasher as a learning experience and moved his way up in the system. He has worked as a busboy, line expo, and waiter in various restaurants, and has never been embarrassed by the jobs he s had to perform. Cezar used those positions as opportunities to show his hard work and determination, eventually leading him to the General Manager position at Posados; and WHEREAS, Cezar believes in giving people second chances and does not turn away a worker because of their background or criminal record. He tries to help anyone who he feels is trying to help themselves. Cezar has gained respect from his employees by showing them they are appreciated and by pushing them to be better. NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, meeting in legal and regular session this 18 th day of June, 2015 that it does hereby once again heartily commend CEZAR CARROLL for his success and for the pride and honor he has brought to his family and this Parish. BE IT FURTHER RESOLVED, that this Commission does wish for the Cezar much continued success, and that he will continue to aspire, to strive, to achieve and to excel as he faces the challenges and opportunities his life will present. It was moved by Mr. Epperson, seconded by Mr. Johnson, that Special Resolution of Recognition and Commendation to the response agencies working during the Red River Flooding disaster be approved and read by the Clerk. Motion carried, as shown by the flowing roll call votes: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. Colonel Cameron McGee and M.Sgt. Timothy McKnight came before the Commission to accept the Special Resolution on behalf of the Louisiana National Guard. Mr. Epperson thanked all of those involved in helping the citizens out with the flood. Mr. Linn and Mr. Williams shared Mr. Epperson s sentiments. RESOLUTION OF COMMENDATION To 398

5 CADDO PARISH EMERGENCY AND RELIEF AGENCIES WHEREAS, the Caddo Parish Commission desires to give appropriate recognition to those men and women of Caddo Parish who serve and protect the community on a daily basis, and who, in so doing, reflect favorably and positively upon themselves, their families and all the citizens of this Parish; and WHEREAS, the Office of Homeland Security and Emergency Preparedness, Caddo Sheriff s Office, Shreveport Police Department, the Louisiana National Guard, Caddo Parish Levee Board, Shreveport Firefighters, Caddo Parish Fire Districts, the American Red Cross, Salvation Army, Caddo Parish Public Works, Shreveport Public Works and many other agencies moved quickly during the 2015 Red River Flood to support and safeguard citizens and their properties; and WHEREAS, all the above agencies and their staffs diligently attempted to contact and evacuate citizens from the devastated areas by phone, , first call or door-to-door as to inform them of the impending water headed to the area and; WHEREAS, all the emergency and relief agencies proved more than equal to the task; without hesitation, they found ways to help remove citizens, livestock and other items along with providing manpower and supplies from sandbagging; working countless hours to help their neighbor and just another citizen in need. These agencies knew it was imperative to remove everyone possible and willing to go within these neighborhoods and areas to insure the safety of all the citizens while fleeing the Great Flood of NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission in legal and regular session convened this 18 th day of June, 2015, that it does hereby extend its heartiest expressions of appreciation and commendation to the various Caddo Parish Emergency and Relief Agencies for their bravery and dedication they displayed in protecting the citizens and properties of Caddo Parish. It was moved by Mr. Linn, seconded by Mrs. Gage-Watts, to adopt the Regular Session Minutes from May 21, Motion carried, as shown by the following roll call votes: AYES: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). It was moved by Mrs. Gage-Watts, seconded by Mr. Epperson, to adopt the Special Session Minutes from May 18, Motion carried, as shown by the following roll call votes: AYES: Commissioners Baker, Bowman, Cox, Dominick, Epperson, Escude, Gage-Watts, Johnson, Linn, Smith, Thibodeaux, and Williams (12). NAYS: None. ABSENT: None. COMMUNIQUES AND COMMITTEE REPORTS cancelled. Mr. Williams announced that the Juvenile Justice Committee meeting has been Mrs. Gage-Watts stated that the Personnel Policies Meeting met today and thanked those committee members for helping with the proposed changes to the By-Laws. PRESIDENT S REPORT Mr. Johnson thanked, once again, the first responders that help the citizens during this time of disaster. He also announced that there will be a Disaster Relief Committee Meeting after the Regular Session. He urged that the citizens sign up to First Call through the Sheriff s Office. Mr. Johnson also advised everyone to prepare for round two in the next 7 to 10 days. He urged the citizens to leave the sandbags in place to keep the water out for the flooding that may occur in the following week. He also stated that they have signed the second declaration for this second round of flooding. PUBLIC HEARING ON ZONING ORDINANCES AND CASES The President asked if there was anyone to speak in support of, or in opposition, to the following zoning ordinance: Ordinance No of 2015, an ordinance to amend Chapter 54 of the Code of Ordinances of the Parish of Caddo, as amended, the Caddo Parish Zoning Ordinance, by amending the zoning of property located on the north side of Kay Lane, 740 feet east of Youree Drive, Caddo Parish, LA, from B-1-E, Buffer Business/Extended Use District to R-A, Residence-Agriculture District, and to otherwise provide with respect thereto. 399

6 There being nobody to speak in favor, or in opposition, to this zoning ordinance President Johnson declared the public hearing on these ordinances to be concluded. PUBLIC HEARING ON ORDINANCES Ordinance No of 2015, an ordinance declaring certain adjudicated properties to be surplus and to authorize the Parish Administrator, or a designee, to sell the Parish of Caddo s tax interest in certain surplus adjudicated properties, and to otherwise provide with respect thereto Ordinance No of 2015, an ordinance to accept the streets in Northwood Trace Subdivision Unit 6 into the Parish of Caddo system, and to otherwise provide with respect thereto Ordinance No of 2015, an ordinance to amend and re-enact Chapter Eight of the Code of Ordinances and to otherwise provide with respect thereto. There being nobody to speak in favor, or in opposition to these ordinances, President Johnson declared the public hearing on these ordinances to be concluded. BY THE CADDO PARISH COMMISSION: ORDINANCE NO OF 2015 AN ORDINANCE TO AMEND CHAPTER 54 OF THE CODE OF ORDINANCES OF THE PARISH OF CADDO, AS AMENDED, THE CADDO PARISH ZONING ORDINANCE, BY AMENDING THE ZONING OF PROPERTY LOCATED ON THE NORTH SIDE OF KAY LANE, 740 FEET EAST OF YOUREE DRIVE, CADDO PARISH, LA, FROM B-1-E, BUFFER BUSINESS/EXTENDED USE DISTRICT TO R-A, RESIDENCE-AGRICULTURE DISTRICT, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO BE IT ORDAINED by the Caddo Parish Commission in due, legal and regular session convened, that Chapter 54 of the Code of Ordinances of the Parish of Caddo is hereby amended and reenacted to read as follows, to wit: The official Zoning Map of the Shreveport Metropolitan Planning Area of Caddo Parish, Louisiana, be amended by rezoning property located on the north side of Kay Lane, 740 feet east of Youree Drive, Caddo Parish, LA, more particularly described below, be and the same is hereby amended from B-1-E, Buffer Business/Extended Use District to R-A, Residence-Agriculture District: A tract of land being a portion of Lot 10, Kay Acres, Caddo Parish, LA, more particularly described as; commencing at the NW corner of Lot 10, thence south along the west line of said lot ft to the POB. Thence run east along a line parallel with the north line of said lot 300 ft to a point on the east line of said lot being ft south of the NE corner of said lot; thence run south along the east line of said lot ft to the SE corner of said lot; thence run west along the south line of said lot ft to the SW corner of said lot; thence run north along the west line of said lot ft returning to the POB; said tract containing acres. BE IT FURTHER ORDAINED that the rezoning of the property described herein is approved as submitted. BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end, the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED that this ordinance shall become effective ten (10) days after publication in the official journal. BY THE CADDO PARISH COMMISSION: ORDINANCE NO OF 2015 AN ORDINANCE DECLARING CERTAIN ADJUDICATED PROPERTIES TO BE SURPLUS AND TO AUTHORIZE THE PARISH ADMINISTRATOR, OR A DESIGNEE, TO SELL THE PARISH OF CADDO S TAX INTEREST IN CERTAIN SURPLUS ADJUDICATED PROPERTIES, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the hereinbelow described properties are no longer needed for public purposes and should be declared surplus properties; and WHEREAS, the Parish of Caddo has received offers to purchase its tax interest in the hereinbelow described properties as indicated below. RESOLUTIONS There was discussion regarding Resolution No. 37 of Mr. Johnson stated that since there are three names for the Red River Waterway Commission, each Commissioner only cast a yay vote for the person they would like to submit for the appointment. It was moved by Mr. Johnson, seconded by Mr. Williams, that Resolution No. 40, urging the City of Shreveport in conjunction with the Parish of Caddo to initiate a drainage study to determine methods to prevent and alleviate flooding in the Martin Luther King and Allendale neighborhoods, and otherwise providing with respect thereto. It was substituted by Mr. Linn, seconded by Mr. Bowman, to remove the Allendale and Martin Luther King neighborhoods from Resolution No. 40 of Mr. Linn stated that there are several areas in the City and the Parish that flood when it rains. He said that removing the specific neighborhoods will help alleviate the problems with all of the flooding in the City and Parish. Mr. Thibodeaux wanted to amend the Resolution for the City to waive the fees for all of those on the FEMA list. Mr. Williams stated there would need to be an agenda addition for this amendment to take place. Attorney Frazier concurred. Based on this information, Mr. Thibodeaux dropped his amendment. It was substituted by Mr. Epperson, seconded by Mr. Linn, urging the City of Shreveport, in conjunction with the Parish of Caddo, to initiate a drainage study to determine methods to prevent and alleviate flooding in all areas of Caddo Parish, as well as Shreveport neighborhoods. Mr. Epperson stated that this would encompass what the Parish and City would like to do without being specific. He also said that Mr. Thibodeaux s concerns should be brought up in the Disaster Relief Committee. Mr. Johnson spoke on the original motion. He stated that the MLK neighborhood does not have drainage ditches. This is for the Core of Engineers to develop some type of levee system or drainage system to keep so many properties from flooding. He stated that there is no type of drainage system in that area. Mr. Williams pointed out that Cherokee Park and Wells Island Road has the most flooding at this time. He stated that there is a serious drainage problem in District 3, and he would like to see these problems solved. He believes that the MLK and Allendale neighborhoods should be prioritized when performing a drainage study. Mr. Cox believes that all of the Parish and City should be included in this Resolution. Mr. Thibodeaux made a friendly amendment which would include with special emphasis on the MLK and Allendale neighborhoods. Mr. Epperson accepted this friendly amendment. Mr. Johnson stated that there are federal grants to conduct the study and the work for the drainage study. BY THE CADDO PARISH COMMISSION: RESOLUTION NO. 40 OF 2015 A RESOLUTION URGING THE CITY OF SHREVEPORT IN CONJUNCTION WITH THE PARISH OF CADDO TO INITIATE A DRAINAGE STUDY TO DETERMINE METHODS TO PREVENT AND ALLEVIATE FLOODING IN ALL AREAS OF CADDO PARISH, AS WELL AS OTHER SHREVEPORT NEIGHBORHOODS WITH SPECIAL EMPHASIS GIVEN TO THE MARTIN LUTHER KING AND ALLENDALE NEIGHBORHOODS, AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS, the Martin Luther King and Allendale neighborhoods are currently experiencing flood conditions related to the 2015 rising of the Red River; WHEREAS, these neighborhoods also experience significant flooding during any heavy rain along with many more Shreveport neighborhoods and areas within Caddo Parish; WHEREAS, the Army Corp of Engineers has informed local officials that a study needs to be performed to determine what the drainage issues are in those neighborhoods and how the issues can be alleviated; and NOW, THEREFORE, BE IT RESOLVED by the Caddo Parish Commission in due, regular and legal session convened, that the Caddo Parish Commission does hereby urge and request 406

13 the City of Shreveport in conjunction with the Parish of Caddo to initiate a drainage study to determine methods to prevent and alleviate flooding in all areas of Caddo Parish, as well as other Shreveport neighborhoods with special emphasis given to the Martin Luther King and Allendale neighborhoods. BY THE CADDO PARISH COMMISSION: RESOLUTION NO. 41 OF 2015 A RESOLUTION AUTHORIZING THE PARISH ADMINISTRATOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF SHREVEPORT REGARDING USE AND TRANSPORTATION OF WASTE AND TRASH CONTAINERS AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, Article VII, Section 14(c) of the Constitution of the State of Louisiana provides that for a public purpose, the state and its political subdivisions....may engage in cooperative endeavors with each other, with the United States or its agencies, or with any public or private association, corporation, or individual ; and WHEREAS, the recent flood has caused significant damage to residences and property throughout the area, including within the City of Shreveport; WHEREAS; recovery and cleanup by the residents of the area generates large amounts of trash which need to be promptly and properly disposed; WHEREAS, the Parish, through the Department of Public Works has large trash containers available along with a contract to transport that trash to the landfill; WHEREAS, the City of Shreveport wishes to provide its residents that prompt and proper disposal of their trash as they clean up and recover from the floods; WHEREAS, the Parish of Caddo is willing to provide that service to municipal residents in their cleanup of their property from the recent flooding; and WHEREAS, providing prompt and proper disposal of trash is within the legal authority of one or both entities; NOW, THEREFORE, BE IT RESOLVED by the Caddo Parish Commission in due, regular and legal session convened, that the Caddo Parish Commission does hereby agree that the Department of Public Works may provide trash disposal to residents of Shreveport by providing and transporting trash containers within the city limits of the City. BE IT FURTHER RESOLVED, that the Caddo Parish Administrator or his designee shall be authorized to do any and all things necessary to provide that service to the City of Shreveport and to execute any and all documents with the City of Shreveport in a form acceptable to the Caddo Parish Attorney necessary to effectuate the purposes set forth herein.
