9 ORDINANCE NO OF 2015 BY THE CADDO PARISH COMMISSION: AN ORDINANCE AMENDING THE BUDGET OF ESTIMATED REVENUES AND EXPENDITURES FOR THE RIVERBOAT FUND FOR THE YEAR 2015 TO PROVIDE AN APPROPRIATION OF $15,000 FOR GRACE COMMUNITY OUTREACH MINISTRIES AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the NGO Committee of the Caddo Parish Commission recommended the Commission provide an appropriation of $15,000 for the Grace Community Outreach Ministries, Inc.; and WHEREAS, the Grace Community Outreach Ministries (the Grace House ) is a 501c(3) organization incorporated in 2008 operating as a 24-hour Emergency Shelter and Community Outreach Center; and WHEREAS, Grace House s mission is to provide a safe haven to those who are homeless, battered, abused, neglected, or suffer from substance or alcohol addiction; and WHEREAS, Grace House also houses homeless veterans, the mentally challenged, and newly released individuals from the State of Louisiana correctional facilities; and WHEREAS, Grace House has requested funds from the Commission to be used to provide emergency shelter services, individual and group counseling, and job readiness training for various individuals that seek housing through the Grace House; and WHEREAS, the NGO Committee recommends providing a 2015 appropriation of $15,000 for the Grace Community Outreach Ministries; and WHEREAS it is necessary to amend the 2015 Budget to provide an appropriation of $15,000 for the Grace Community Outreach Ministries; and NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that Budget of Estimated Revenues and Expenditures for the Riverboat Fund for the year 2015 is hereby amended as follows: Budget Increase (Decrease) Riverboat Fund Grace Community $15,000 Fund Balance ($15,000) BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. 11 ORDINANCE NO OF 2015 BY THE CADDO PARISH COMMISSION: AN ORDINANCE AMENDING THE BUDGET OF ESTIMATED REVENUES AND EXPENDITURES FOR THE ECONOMIC DEVELOPMENT FUND FOR THE YEAR 2015 TO PROVIDE AN APPROPRIATION OF $50,000 FOR THE THUNDER ROAD RACEWAY PARK AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the Economic Development Committee of the Caddo Parish Commission recommended the Commission provide an appropriation of $50,000 for the Thunder Road Raceway Park; and WHEREAS, the Thunder Road Raceway Park (TRRP) is a state-of-the-art motorsports facility featuring a one-fourth mile drag strip, sanctioned by the National Hot Rod Association (NHRA); and WHEREAS, TRRP hosts such premier racing events as the NHRA Summit Racing Series, NHRA Lucas Oil Racing Series, and the NHRA Jr. Dragster Programs; and WHEREAS, TRRP has seventy-one planned events scheduled for the year, with twelve national caliber events for the season; and WHEREAS, TRRP has requested funds from the Commission to be used for security, EMT personnel, and fire protection for big events that will be held at the raceway; and WHEREAS, the Economic Development Committee recommends providing a 2015 appropriation of $50,000 for TRRP; and WHEREAS it is necessary to amend the 2015 Budget to provide an appropriation of $50,000 for the Thunder Road Raceway Park; and NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that Budget of Estimated Revenues and Expenditures for the Economic Development Fund for the year 2015 is hereby amended as follows: Economic Development Fund Thunder Road Raceway Park $50,000 Fund Balance ($50,000) Budget Increase (Decrease) BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. 13 RESOLUTION NO. 20 of 2015 BY THE CADDO PARISH COMMISSION: A RESOLUTION URGING AND REQUESTING THE UNITED STATES CONGRESS AND LOUISIANA LEGISLATURE TO REDUCE THE COST OF SPOUSAL BURIAL IN VETERAN S CEMETARIES WHEREAS, in 1862, President Lincoln signed into law legislation authorizing the establishment of national Cemeteries... for the soldiers who shall die in the service of the country. Fourteen cemeteries were established that year. These national cemeteries were the beginning of today s National Cemetery Administration. WHERAS, In June 1973, Public Law authorized the transfer of 82 national cemeteries from the Department of the Army to the Veterans Administration, now the Department of Veterans Affairs. WHEREAS The Department of Veterans Affairs (VA) Veterans Cemetery Grants Program was established in 1978 to complement VA s National Cemetery Administration. The program assists states, territories and federally recognized tribal governments in providing gravesites for Veterans in those areas where VA s national cemeteries cannot fully satisfy their burial needs; WHEREAS, the National Cemetery Administration honors Veterans and their families with final resting places in national shrines and with lasting tributes that commemorate their service and sacrifice to our Nation; WHEREAS, the spouse, surviving spouse or dependent of an eligible Veteran or member of the Armed Forces may be eligible for interment in a national cemetery even if that Veteran is not buried or memorialized in a national cemetery; WHEREAS, there is no charge for burial of a spouse, surviving spouse or dependent of an eligible Veteran who is interred in a national cemetery; WHEREAS, in State Veterans Cemeteries, the burial costs and/or charges for interment vary from State to State for eligible dependents; WHEREAS, in Louisiana, that cost rose from $ to $700.00; WHEREAS, the Caddo Parish Commission supports the payment/reimbursement for all eligible dependents who are interred in a State Veterans Cemetery by the United States Department of Veterans Affairs; NOW, THEREFORE, BE IT RESOLVED by the Caddo Parish Commission in due, regular and legal session convened that it urges and requests the Louisiana Legislature and United States Congress to work together to allow free internment of a spouse, surviving spouse or dependent of an eligible Veteran who is interred in a state or national veteran s cemetery. BE IT FURTHER RESOLVED that this resolution be forwarded to both houses of the Louisiana Legislature and the United States Congress. BE IT FURTHER RESOLVED that if any provision or item of this Resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of the Resolution are hereby declared severable. BE IT FURTHER RESOLVED that this resolution shall take effect immediately. BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict thereof are hereby repealed. 14 RESOLUTION NO. 21 OF 2015 BY THE CADDO PARISH COMMISSION: RESOLUTION REQUESTING THE LOUISIANA FEDERAL DELEGATION TO URGE THE CONSUMER FINANCE PROTECTION BUREAU TO PLACE RESTRICTIONS ON PAYDAY LENDING AND OTHERWISE PROVIDING WITH RESPECT THERETO; and WHEREAS, Louisiana has one of the highest concentrations of payday lenders in the country; WHEREAS, payday lenders are particularly attractive to the impoverished and Louisiana has the second highest poverty rate in the country; and WHEREAS, current interest on payday loans can reach or exceed %; WHEREAS, these excessive interest rates further burden those who can least afford it; NOW THEREFORE BE IT RESOLVED by the Caddo Parish Commission in due, regular and legal session convened, that it does hereby: Request the Louisiana Federal Delegation to urge the Consumer Finance Protection Bureau to include the following rules in the list that the bureau is promulgating in 2015: (1) borrowers of payday loans must demonstrate the ability to pay back their loan; (2) there is a specified time period for the loan to be repaid; and (3) the industry can no longer access borrower s checking account. BE IT RESOLVED that this resolution will be forward to all members of Louisiana s Federal Delegation. BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end, the provisions of this resolution are hereby declared severable. 19 ORDINANCE NO OF 2015 BY THE CADDO PARISH COMMISSION: AN ORDINANCE DECLARING CERTAIN ADJUDICATED PROPERTIES TO BE SURPLUS AND TO AUTHORIZE THE PARISH ADMINISTRATOR, OR A DESIGNEE, TO SELL THE PARISH OF CADDO S TAX INTEREST IN CERTAIN SURPLUS ADJUDICATED PROPERTIES, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the hereinbelow described properties are no longer needed for public purposes and should be declared surplus properties; and WHEREAS, the Parish of Caddo has received offers to purchase its tax interest in the hereinbelow described properties as indicated below. NOW, THEREFORE, BE IT ORDAINED by the Caddo Parish Commission indue, legal and regular session convened, that the hereinbelow described properties are no longer needed for public purposes and are surplus properties.
