8 ORDINANCE NO OF 2017 BY THE CADDO PARISH COMMISSION: AN ORDINANCE ADOPTING VOLUME II OF THE CODE OF ORDINANCES RELATIVE TO THE UNIFIED DEVELOPMENT CODE AND ZONING AND SUBDIVISION GENERALLY, REPEALING ARTICLE III OF CHAPTER 48 AND CHAPTER 54 OF THE CADDO PARISH CODE OF ORDINANCES, AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS the Caddo Parish Commission, in concert with the City Council of the City of Shreveport, adopted Great Expectations: Shreveport-Caddo 2030 Master Plan in 2011; WHEREAS the Unified Development Code was identified as a critical tool in the implementation of the Comprehensive Plan; WHEREAS the Unified Development code is intended to establish land use regulations and to promote orderly development within the Planning Area of the Metropolitan Planning Commission; WHEREAS the location and boundaries of the zoning districts established by this Code are set forth in the Official Zoning Map, as periodically amended; WHEREAS the Official Zoning Map is incorporated into, and made an integral part of this Code; and WHEREAS, adoption of the same Unified Development Code and Zoning Map as a joint effort by both Caddo Parish and City of Shreveport is a key element in fulfilling the goals of the Master Plan and Unified Development Code; WHEREAS the Shreveport-Caddo Unified Development Code has been drafted, amended after meetings with the public and elected officials, unanimously approved by the Shreveport Metropolitan Planning Commission of Caddo Parish on October 18, 2016; recommended to the Parish Commission in accordance with La.R.S. 33: ; remanded to the Metropolitan Planning Commission for consideration of amendments and unanimously approved by the Metropolitan Planning Commission on February 8, 2017, and WHEREAS, the City of Shreveport City Council has adopted the Unified Development Code and Zoning Map in the form attached hereto. NOW THEREFORE, BE IT ORDAINED by the Caddo Parish Commission, in due, legal and regular session convened, that it hereby adopts and enacts Volume II of the Code of Ordinances, the Shreveport-Caddo Unified Development Code, and the Zoning Map, all as adopted by the Shreveport Metropolitan Planning Commission of Caddo Parish on October 18, 2016 and attached hereto and incorporated herein by reference. BE IT FURTHER ORDAINED that Article III of Chapter 48 Subdivisions, of the Caddo Parish Code of Ordinances is hereby repealed in its entirety. BE IT FURTHER ORDAINED that Chapter 54 Zoning of the Caddo Parish Code of Ordinances, along with the preexisting Zoning Map, is hereby repealed in its entirety. BE IT FURTHER ORDAINED that this ordinance shall not take effect unless and until the City of Shreveport enacts in full force and effect the Shreveport- Caddo Unified Development Code and Zoning Map as adopted by this ordinance. BE IT FURTHER ORDAINED that, subject to the condition expressed in the preceding paragraph, the effective date of this ordinance shall be April 1, BE IT FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed. BE IT FURTHER ORDAINED that the repeals provided for above shall not be construed to revive any ordinance or part thereof that has been repealed by a subsequent ordinance that is repealed by this ordinance.

10 ORDINANCE NO of 2016 BY THE CADDO PARISH COMMISSION: AN ORDINANCE TO AMEND SECTION OF CHAPTER 26 OF THE CODE OF ORDINANCES OF THE PARISH OF CADDO RELATING TO SPEED LIMITS TO REMOVE VIVIAN TREES CITY ROAD AND TO ADD RED BUD LANE AND TO ESTABLISH A SPEED LIMIT OF 35 MILES PER HOUR FOR RED BUD LANE, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, certain roads have been renamed since the adoption of Section of the Code of Ordinances setting speed limits for parish roads; and WHEREAS, the speed limit on Red Bud Lane which was formerly Vivian Trees City Road needs to be corrected; and WHEREAS, the Caddo Parish Commission finding that an appropriate speed for that road is 35 miles per hour/ NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, legal and regular session convened, that Section of Chapter 26, Motor Vehicles and Traffic is amended to read as follows: Sec Schedule A: speed limits. Following are the speed zones and speed limits as established by the parish commission and entitled Schedule A: SCHEDULE A * * * * * * Red Bud Lane, beginning at Vivian Airport Road and extending to Louisiana Highway 170, 35 miles per hour. * * * * * * Vivian-Trees City Road, beginning at Upper State Line Road and extending to Nevada Street, 30 miles per hour. Vivian-Trees City Road, beginning at Vivian Airport Road and extending north to Louisiana Highway 170, 40 miles per hour. * * * * * * BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED, that this ordinance shall take effect upon adoption. BE IT FURTHER ORDAINED, that all ordinances or parts thereof in conflict herewith are hereby repealed. 11 ORDINANCE NO OF 2017 BY THE CADDO PARISH COMMISSION: AN ORDINANCE TO AUTHORIZE THE PARISH ADMINISTRATOR OR A DESIGNEE TO LEASE CERTAIN RESIDENTIAL PROPERTY AT FORCHT-WADE AT MARKET RATES TO PARISH EMPLOYEES, AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS, the Parish of Caddo owns property located in the southwestern corner of the parish known as Forcht Wade which was the former site of the parish jail and then a state prison1; WHEREAS, there is not a parish office or facility occupied fulltime on the property; WHEREAS, the property is remote and not close to a business or residential development and therefore there is potential for theft of parish property or vandalism WHEREAS, several houses are located on that property which were formerly occupied by corrections employees and are not currently occupied WHEREAS, there is not a need for those houses for a public purpose; WHEREAS, renting the houses to full-time parish employees would decrease the likelihood of theft and vandalism on the Forcht-Wade property; rate; WHEREAS, parish employees have expressed an interest in renting the property at a market WHEREAS, state law allows the parish to lease property which is not needed for a public purpose; and WHEREAS, authorizing the Parish Administrator or his designee to lease or rent those houses to Parish employees on a first come, first served basis and to determine the market rate for leasing or renting those houses would promote efficiency and effectiveness in effectuating this ordinance; and WHEREAS, Section 3-11(11) of the Charter of the Parish of Caddo requires the adoption of an ordinance for the conveyance or lease of any lands or property of the parish government;, NOW, THEREFORE, BE IT ORDAINED, by the Caddo Parish Commission in due, regular and legal session convened, that the Caddo Parish Commission does hereby authorize the lease of the houses located on the Forcht-Wade Property. The lease of the houses shall be only to current Parish employees on a first come, first served basis and shall be for a market rate as determined by the Parish Administrator or his designee. BE IT FURTHER ORDAINED, that the Caddo Parish Administrator or his designee shall be authorized to do any and all things and to sign any and all contracts and other documents in a form acceptable to the Caddo Parish Attorney necessary to effectuate the purposes set forth herein. BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end, the provisions of this ordinance are hereby declared severable. BE IT FURTHER ORDAINED, that this ordinance shall become effective 14 days after its adoption. BE IT FURTHER ORDAINED, that all ordinances or parts thereof in conflict herewith are hereby repealed. 13 ORDINANCE AND RESOLUTION FACT SHEET CADDO PARISH COMMISSION Ordinance No. of 2017 TITLE AN ORDINANCE DECLARING CERTAIN ADJUDICATED PROPERTIES TO BE SURPLUS AND TO AUTHORIZE THE PARISH ADMINISTRATOR, OR A DESIGNEE, TO SELL THE PARISH OF CADDO S TAX INTEREST IN CERTAIN SURPLUS ADJUDICATED PROPERTIES, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO DATE 03/01/2017 ORIGINATING DEPARTMENT: Public Works BACKGROUND INFORMATION The Parish has received an offer to purchase its tax interest in the property more particularly described in the ordinance. This ordinance would authorize the sale of the property to the highest bidder. FINANCIAL IMPACT AND SOURCE OF FUNDING The Parish will receive 1/3 of the total purchase price as its administrative fee plus an additional percentage of the ad valorem taxes paid in future years. EFFECT(S) OF PROPOSED ACTION Remove property from the adjudicated tax roll and return to the economic stream of commerce. ALTERNATIVES/STAFF RECOMMENDATION Were the Commission not to adopt this ordinance an opportunity would be lost to place the property back in the economic stream of commerce. 16 RESOLUTION NO.19 OF 2017 BY THE CADDO PARISH COMMISSION A RESOLUTION RECOGNIZING AND DECLARING MARCH 2017 AS NATIONAL WOMEN S HISTORY MONTH WHEREAS, American women of every race, class, and ethnic background have made historic contributions to the growth and strength of our Nation in countless recorded and unrecorded ways; and WHEREAS, American women have played and continue to play a critical economic, cultural, and social role in every sphere of the life of the Nation by constituting a significant portion of the labor force working inside and outside the home; and WHEREAS, American women have played a unique role throughout the history of the Nation by providing the majority of the volunteer labor force of the Nations; and WHEREAS, American women were particularly important in the establishment of early charitable, philanthropic, and cultural institutions in our Nation; and WHEREAS, despite these contributions, the role of the American women in history has been consistently over-looked and under-valued, in the literature, teaching and study of American history: NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, meeting in legal and regular session this 9 th day of March, 2017 that it does hereby proclaim March 2017 as: NATIONAL WOMEN S HISTORY MONTH in Caddo Parish, Louisiana, and urges all citizens to join with the Parish to celebrate the recognition of this 30 th Anniversary. 17 RESOLUTION NO. 20 OF 2017 BY THE CADDO PARISH COMMISSION: A RESOLUTION PROCLAIMING MARCH AS COLORECTAL CANCER AWARENESS MONTH IN CADDO PARISH WHEREAS, colorectal cancer is the second-leading cause of cancer deaths in the United States among men and women, and there is no cure; and WHEREAS, approximately every four minutes, someone is diagnosed with colorectal cancer, and every ten minutes, someone dies from colorectal cancer; and WHEREAS, the survival rate of individuals who have early stage colorectal cancer is 90 percent, but is only 10 percent when diagnosed after it has spread to other organs.; and WHEREAS, 39 percent of colorectal cancer patients have their cancers detected at an early stage; and WHEREAS, if the majority of people in the United States age 50 or older were screened regularly for colorectal cancer, the death rate could plummet by up to 80 percent; and WHEREAS, the national goal established by the National Colorectal Cancer Roundtable is that 80 percent of Americans ages 50 and older be screened by the year NOW, THEREFORE, BE IT RESOLVED, by the Caddo Parish Commission, meeting in legal and regular session this 9th day of March, 2017 that it does hereby proclaim March 2017 as: COLORECTAL CANCER AWARENESS MONTH in Caddo Parish, Louisiana, and urges all citizens to join with the Parish in recognition of this important month. (It is anticipated that this property will be annexed into the City Limits of Shreveport.) BE IT FURTHER ORDAINED, that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications which can be given effect without the invalid provisions, items or applications, and to this end, the provisions of this ordinance are hereby declared severable.
