Caoll County Emegency Management eviews and evises the county s plans fo emegency esponse and ecovey, and woks closely with membes of the emegency esponse community to establish sound disaste esponse plans. If you and you family ae affected by a disaste, you will need to be able to adapt to the conditions esulting fom the emegency. This guide has been designed to help you, and you family, stay safe duing an emegency. Please familiaize youself with the following infomation befoe any type of natual o man-made disaste occus. 7 Pepaing fo an Emegency Planning fo any emegency equies consideing the likely scenaios that could esult when things that you ely on daily such as electicity, wate, heat, ai conditioning, telephone sevice, and tanspotation ae tempoaily disupted o ae lost fo a consideable amount of time. Consequently, you should have food, wate, and othe essential goods to get you though the emegency, a plan fo how you and you loved ones will be able to stay in touch if you ae sepaated when a disaste occus, a plan fo what you will need to do to shelte-in-place and a plan fo evacuating you home. Many things may affect the plans you develop, including stoage space, any medical o special needs of membes of you family, the numbe of people in you household and the esouces that ae eadily available to you. It is impotant to meet with you family and take steps togethe to be eady befoe a disaste occus. By woking togethe and planning befoehand to addess potential poblems, getting though an emegency situation can be much easie and safe. You kit may include additional items, depending on the needs of you family. Don t foget to include items fo you pets. Keep these items in one easy-to-cay containe such as a plastic stoage bin, backpack, o duffel bag and stoe it in a convenient place. Conside two kits, one containing items that will help you stay in you home and weathe the emegency on you own and anothe smalle vesion that you can easily take with you should you need to evacuate you home. Remembe to change the stoed wate and otate the food supplies evey six months (place dates on the containes). Check the supplies and e-evaluate you needs evey yea. Consult you physician o phamacist about stoing medications, and maintain a cuent list of you family s pesciption needs. 10 Develop a Family Communications Plan You family may not be togethe when an emegency o disaste stikes, so plan fo how you will contact one anothe and eview what you will do in diffeent situations. Conside a plan whee each family membe calls, s o sends a text message to the same fiend o elative in the event of an emegency. It may be easie to make a long-distance phone call than to call acoss town, so conside using an outof-town contact instead of someone neaby. Be sue that each family membe knows the phone numbe o of the emegency contact and has the means (cell phone, pepaid cad, change) to make the phone call o send the o text message. Remembe that text messages may go though even when the phone system is oveloaded. The length of time you will need to shelte-in-place may be shot, such as duing a tonado waning, o long, such as duing a winte stom o a pandemic. Duing these times, you can utilize the supplies contained in you emegency supplies kit (page 1) to help you emain safe and as comfotable as possible in you home. Sometimes, a hazadous mateials accident o chemical elease may cause the immediate need fo esidents to shelte in place. Local emegency officials will boadcast the need to shelte-in-place though adio and TV boadcasts, social media outlets and othe emegency communications methods. In this case, take the following exta pecautions to educe the possibility of chemical vapos enteing you home: Close and lock all windows. Seal gaps unde dooways and windows with wet towels, duct tape, o simila thick tape. Seal any gaps aound window ai conditioning units, bathoom and kitchen exhaust fan gills, and stove and dye vents with tape and plastic sheeting, wax pape, o aluminum wap. Close all fieplace dampes. 4

11 Close as many doos as possible. Tun off all ventilation systems, including funaces, ai conditiones, vents, and fans. Close all dapes, cutains, and shades if local authoities wan of potential explosions. o Stay away fom windows to pevent injuy. Ceate a Plan to Evacuate Othe times, a dangeous situation may cause the need fo you to evacuate you home, wokplace o school. Evacuation may be equied because of fie, flooding, hazadous mateials incidents o othe accidents. In some cicumstances, local officials decide that the hazads facing the community ae seious and equie evacuations. In othes, evacuations ae advised o households decide to evacuate to avoid situations they believe ae potentially dangeous. When community evacuations become necessay local officials will povide infomation to the public though the media and othe emegency waning methods. The amount of time you have to leave you home, wokplace o school will depend on the hazad. Many disastes allow no time fo people to gathe even the most basic necessities, which is why planning ahead is essential. Plan how you will assemble you family and supplies and anticipate whee you will go fo diffeent situations. Choose seveal destinations in diffeent diections so you have options in an emegency and know the evacuation outes to get to those destinations. If an evacuation is called fo in you neighbohood, you will be given specific infomation though the Emegency Alet System, adio, television, and local officials. Govenment agencies and the Red Coss, among othes, will povide emegency shelte if necessay. Put you Family Communications Plan (page 4) into effect. Listen to a battey-opeated adio fo official infomation and instuctions. All family membes should wea clothing appopiate fo existing o foecasted conditions. Befoe leaving you home, lock all doos and windows. If thee is time, unplug appliances. Let you out-of-state contact know whee you ae going. Always follow specific evacuation outes. Plan ahead of time fo how you will evacuate family membes who may have special needs, such as those who have mobility poblems, those who ely on medical equipment, and those who may have any disability o condition that may make evacuation moe complicated. Also, plan fo the possibility that an evacuation may be necessay while you and you family membes ae in diffeent locations like duing the day when many people ae at wok o at school. Talk to you child s school about the emegency plans that ae in place. STUDENTS IN SCHOOL In the event of a local o national emegency, o odeed evacuation, paents should listen to local adio and television stations fo announcements about school closings, delays o modified openings. Paents can also access this infomation online at Paents may pick up thei childen fom school duing the day, but duing a cisis the safest place fo childen may be the school itself. Wait fo instuctions. Do not go to the school to pick up you childen this may jeopadize you safety and that of you child. Unless an evacuation of the school is odeed, students will be kept at school until they can be safely tanspoted home on nomal bus outes. Ensue you contact infomation on file at you child s school is up to date. 5

12 Public Emegency Sheltes When conditions waant, Caoll County Govenment may establish community-based emegency sheltes fo local esidents who may be equied to evacuate thei homes o wokplaces. Sheltes ae set up at locations whee esidents can seek efuge, as well as sleep and eat. The Caoll County Depatment of Social Sevices opeates sheltes with the assistance of the Ameican Red Coss, the Caoll County Health Depatment, and Caoll County Public Schools. Infomation about the locations of sheltes is issued via adio, television, social media (Facebook and Twitte), and by calling the county s 24-hou emegency infomation line at GET-EOC ( ). Note that with the exception of sevice animals, pets ae not pemitted in sheltes. What to Do fo Pets in Emegencies Emegency planning should involve all membes of the family, including pets. If you family must elocate to a shelte, you pet may not be allowed to stay in the shelte with you. Making aangements fo altenative pet cae befoe a disaste occus is impotant, and in a widespead disaste could save you pet s life. Locate a fiend o elative who is able to boad you animal, o a kennel that accepts pets duing emegencies. Pepae a disaste kit fo you pet utilizing the list povided in the Get A Kit section of this booklet (page 1). Take you pet s disaste kit with you if you and you pet need to leave you home. Fo moe infomation on emegency pepaedness fo all kinds of pets, including cats, dogs, bids, fish, eptiles and small mammals, as well as livestock, call The Humane Society of Caoll County (HSCC) at Don t Foget ID You pet should be weaing up-to-date identification at all times. 13 What to Do When Electical Powe is Lost Disuption of electical sevice can occu as a esult of many things, including lightning, high winds, ice and heavy snow, and equipment failue. Usually sevice is estoed in a shot peiod of time. Howeve, majo powe outages can happen fo extended peiods of time as well. Check to see if you neighbos have powe. The powe outage may only be affecting you home, o may be a blown fuse o a tipped cicuit. If you neighbos ae also without sevice, call you local powe company. If you must go outside to assess the situation, take a flashlight and watch fo downed powe lines that could still be enegized. If downed lines ae located, do not go nea them o touch anything that they may be in contact with. Repot downed powe lines immediately to you electical supplie (see inside of the back cove fo contact infomation). If you lose powe, use flashlights. Do not use candles o keosene lamps - they can ceate a safety hazad. Duing a powe outage, tun off all appliances, including you funace, ai conditione, and wate heate to avoid oveloading cicuits. Leave one lamp on so you will know when you sevice is estoed. Potable emegency geneatos can be used to povide limited electical powe duing an outage, but you must take cae to ensue that they do not pose a theat to you o you family. Neve fuel o un a potable geneato in the home o gaage, as gas-poweed geneatos pose a seious cabon monoxide theat. Always opeate accoding to the manufactue s instuctions. Food can stay fozen fo 36 hous o moe in a feeze if you keep the doo closed. Conside feezing containes of wate ahead of time. The blocks of ice will help keep you food fozen longe. Make povisions fo special needs family membes such as the eldely, disabled, medically affected, o infants. If you o a membe of you family is dependent on electic-poweed medical equipment (espiato, ventilato, oxygen equipment, etc.) you will need to seek altenate aangements in the event of an outage. You should make appopiate aangements such as having a potable geneato, battey backup and a contingency plan that includes identifying places whee to go fo shelte o cae in exteme emegencies. 14 Be Infomed About What Might Happen Hazad Infomation In ode to be best pepaed fo many kinds of emegencies, you should lean about what kinds of hazadous events ae most likely to happen whee you live. Both natual and man-made disastes can affect Caoll County. Review the infomation in the following sections fo moe infomation about the vaious types of hazads that might affect you and you family. Huicane winds blow in a lage spial aound a elative calm cente known as the eye. The eye is geneally 20 to 30 miles wide, and the stom may extend outwad 400 miles. August and Septembe ae peak months duing huicane season, which lasts fom June 1 though Novembe 30. Most often, Caoll County is affected by huicanes that have been downgaded to topical stom o topical depession status afte making landfall futhe south. Coastlines often suffe the most fom the impacts of huicanes and topical stoms. Howeve, aeas well inland like Caoll County also can be significantly affected. Heavy ains sometimes cause sevee flooding and gusty winds, and tonadoes can cause modeate to majo stuctual damage and can down powe lines and tees. Floods Floods ae one of the most common hazads in the United States, and while some floods develop slowly, othes can develop within a few minutes. Flooding can occu no matte whee you live. Even vey small steams, gullies, ceeks, culvets, dy steambeds, o low-lying gound can flood. Thee is no such thing as a flood poof aea; any aea can flood, even high gound. Some floods take days to develop, but flash floods can esult in aging wates vey quickly. If you live in an aea that has high isk fom flooding: n Avoid building in a floodplain. Elevate the funace, wate heate and electic panel in you home Conside installing check valves to pevent flood wate fom backing up into the dains of you home. If feasible, constuct baies to stop floodwate fom enteing the building and seal walls in basements with watepoofing compounds. Neve walk o dive though floodwates. If you ca stalls on a flooded oadway, abandon it and move to highe gound. Afte a flood: Retun home only when authoities indicate it is safe. Avoid floodwates; wate may be contaminated by oil, gasoline o aw sewage. Use exteme caution when enteing buildings; thee may be hidden damage, paticulaly in foundations. Be awae of aeas whee floodwates have eceded. Roads may have weakened and could collapse unde the weight of a ca. Stay out of any building if it is suounded by floodwates. 8 TERMS TO KNOW Flood o Flash Flood Watch flooding o flash flooding is possible fo you aea. Flood o Flash Flood Waning flooding is expected o is aleady taking place in you aea.

15 Thundestoms Thundestoms often come up suddenly and can pesent a vaiety of hazads including powe outages caused by lightning, heavy ains, hail and wind. Such stoms ae common in Caoll County. They usually take place in the late sping, summe o ealy fall, but they can happen any time of yea. Thundestoms ae sometimes even associated with snow showes. About 2,000 thundestoms ae in pogess aound the wold at any given moment with lightning stiking about 100 times evey second. And yes, lightning can, and does, stike twice! Each yea lightning kills people and injues hundeds moe. Thundestoms and lightning ae vey common fo Mayland. If a thundestom and lightning ae occuing in you aea, you should: Avoid contact with coded phones and devices including those plugged into electic fo echaging. Codless and wieless phones not connected to wall outlets ae OK to use. Avoid contact with electical equipment o cods. Unplug appliances and othe electical items such as computes and tun off ai conditiones. Powe suges fom lightning can cause seious damage. Avoid contact with plumbing. Do not wash you hands, do not take a showe, do not wash dishes, and do not do laundy. Plumbing and bathoom fixtues can conduct electicity. Stay away fom windows and doos, and stay off poches. If you ae caught outside when a thundestom takes place: Avoid natual lightning ods such as a tall, isolated tee in an open aea. Avoid hilltops, open fields, the beach o a boat on the wate. Take shelte in a study building. Avoid isolated sheds o othe small stuctues in open aeas. Avoid contact with anything metal tactos, fam equipment, motocycles, golf cats, golf clubs, and bicycles. If you ae diving: Ty to safely exit the oadway and pak. Stay in the vehicle and tun on the emegency flashes until the heavy ain ends. Avoid touching metal o othe sufaces that conduct electicity in and outside the vehicle. TERMS TO KNOW: Sevee Thundestom Watch issued when conditions ae favoable fo the development of sevee thundestoms in and close to the watch aea Sevee Thundestom Waning issued when a sevee thundestom is indicated by ada o a spotte epots a sevee thundestom. People in the affected aea should seek safe shelte immediately. Tonadoes A tonado appeas as a otating, funnel-shaped cloud that extends fom a thundestom to the gound with whiling winds that can each 300 miles pe hou. Damage paths can be in excess of one mile wide and 50 miles long. Some tonadoes ae clealy visible, while ain o neaby low-hanging clouds obscue othes. Occasionally, tonadoes develop so apidly that little, if any, advance waning is possible. Tonadoes geneally occu nea the tailing edge of a thundestom. Many hit in spasely populated ual aeas and cause little o no damage o casualties. Caoll County has expeienced almost 20 ecoded tonadoes ove the past 40 yeas. The most common time of yea fo tonadoes to occu in Caoll County is Apil though Novembe, and most occu between the hous of 3 p.m. and 9 p.m. 9

16 If you see a tonado o hea a tonado waning fo you aea and you ae in you home o anothe building: Go to the basement o lowest level of the building. o Inteio ooms ae pefeed, away fom outside walls, cones, windows and doos. Take a battey opeated adio with you so you can listen fo official infomation. If possible, take shelte unde something study. Stay away fom windows and doos. If you ae not in a study building, thee is no single eseach-based ecommendation fo what last-esot action to take because many factos can affect you decision. Possible actions include: Immediately get into a vehicle, buckle you seat belt and ty to dive to the closest study shelte. If you vehicle is hit by flying debis while you ae diving, pull ove and pak. Take cove in a stationay vehicle. Put the seat belt on and cove you head with you ams and a blanket, coat o othe cushion if possible. Lie in an aea noticeably lowe than the level of the oadway and cove you head with you ams and a blanket, coat o othe cushion if possible. In ALL situations: Watch out fo flying debis. 27 Opioid Ovedose Dug ovedose deaths have been on the ise in Caoll County and nationwide. Many of these deaths ae elated to opioid use. Opioids include illegal dugs like heoin and pesciption medications used to teat pain such as oxycodone, hydocodone, mophine, fentanyl, and methadone. Regula use of opioids can lead to addiction, especially when medications ae taken at highe than ecommended doses, combined with alcohol o othe dugs, o taken without a pesciption. How to Avoid Opioid Misuse / Opioid Ovedose Take medication only as pescibed; do not take moe than instucted. Call a docto if you pain wosens. Neve mix painkilles with alcohol o sleeping pills. Stoe you medication in a safe place, out of the each of childen - pefeably in a locked box and not in a medicine cabinet.
