7 Appendix 2: Desciption of the Data Collection fo Each Cohot Cohot 1 The administation of the baseline took place fom Mach 31 st to Apil 10 th, On Mach 31 st, paticipants wee invited to an oientation event. At the event, paticipants answeed the baseline and wee notified which goup they wee assigned and wee told how the andomization occued. This geneated some distess and it was decided that in late ounds that it would be bette to collect data fo teatment and contol in sepaate oientations. Paticipants who failed to attend the event wee invited to anothe session duing the week of Apil 4 th. As a esult of an initial tunout that was lowe than expected even among the eplacement goup, paticipants oiginally assigned to the teatment goup in Cohot 2 wee invited to join Cohot 1 and attend a baseline session pio to the stat of the taining on Apil 11 th, Afte this expeience, andom assignment was done only afte data collection had been completed fo the pevious cohot. One of the main challenges was to tun applicants into paticipants. Of the 510 applicants invited to paticipate in the study, only 221 attended an oientation session and answeed the baseline data collection. The administation of the Cohot 1 midline took place fom June 14th to July 2nd, To begin the midline pocess duing the week of June 6th, the data enumeatos called all Cohot 1 contol paticipants to infom them of the day, time and location of thei midline. The contol paticipants also eceived a text message two days befoe the date. The enumeatos ecoded thei communication with all contol paticipants in a tacke and used it to detemine who equied an additional call on the day of the midline. To impove etention of contol paticipants, the midlines wee conducted in venues close to the infomal settlements. This educed the distances that the young women had to tavel. The teatment paticipants wee administeed the midline on the final day of thei taining in the taining ooms at ACWICT. The expeience with the administation of the midline suggested that the numbe of paticipants completing midline could be bolsteed if moe time, pefeably two weeks instead of two days be allotted fo midline test administation. A secuity poblem occued duing the data collection in Kibea, when the field team and ACWICT staff wee tageted by obbes. Afte this, the team hied a police escot duing the visits to the infomal settlements. In addition to hiing an escot, it was ecommended that vehicles used duing the visits not be epeated so that it ceates an exta obstacle fo the obbes to identify and taget the evaluation and pogam staff. The administation of the endline took place between Febuay 6 th and Apil 2 nd, Teatment goup paticipants wee inteviewed in ACWICT s office and Contol goup paticipants wee inteviewed in the infomal settlements whee they live o in the STS evaluation coodinato s office in Naiobi. Fo the employe focus goup discussions (FGDs), only nine out of 30 employes invited fo the focus goup attended the discussion. While some intenship employes mentioned that they wee not able to attend due to othe commitments, othes epoted that they did not think paticipating in a focus goup would be a good use of thei time. STS decided to eplace the FGDs with individual inteviews in the late cohots in which intenship employes would be consulted (cohots 3 and 5). This was motivated by two easons: Logistically, it would add moe flexibility fo scheduling puposes, which might esult in an inceased numbe of espondents. And technically, it would povide the paticipants with an envionment moe conducive fo shaing specific ideas and concens about the quality of the 5

8 wok done by the Ninaweza intens. Cohot 2 The administation of the baseline fo Cohot 2 took place fom June 20th to June 24 th, In line with lessons leaned fom Cohot 1, sepaate oientation events wee hosted fo teatment and contol goups. A total of 264 applicants attended the oientation. Among the 133 assigned to the teatment, only 103 would actually join the pogam. Duing the analysis of the data fom Cohots 1 and 2 it was found that a few people fom othe nationalities than Kenya had been accepted in the pogam, as well as some people who had not completed thei seconday education. ACWICT ageed to impove the sceening pocess fo late cohots. The administation of the midline took place fom August 17 th to Septembe 30 th, The same pocedues as in Cohot 1 wee used to maximize etention. A total of 51 contol paticipants completed the midline duing the meeting at the venue in the infomal settlement. To incease the numbe of contol paticipants, the enumeatos called those who did not attend the fist ound to infom them of a second ound to be administeed at a time suitable fo them eithe at ACWICT o the evaluation coodinatos office in downtown Naiobi. The administation of the endline took place between Apil 10 th and June 30 th, Gaduation fo this cohot was celebated befoe the endline data collection. Duing gaduation, paticipants eceived thei cetificates and this might have jeopadized thei motivation to etun to ACWICT s office duing the scheduled ounds of endline data collection. In the subsequent cohots the endline data collection was done befoe paticipants eceived thei cetificates. Cohot 3 The administation of the baseline fo Cohot 3 took place fom August 22 nd to August 29th The adjustments made to the administation of the baseline following Cohots 1 and 2 included asking applicants to povide poof of thei Kenyan citizenship and seconday school gaduation. It is notewothy that moe applicants in Cohot 3 submitted thei applications at the ACWICT office than in pevious cohots, whee most applied with the community mobilize in the infomal settlement. Tuning applicants into paticipants was once again challenging. Afte contacting about 513 applicants fo the oientation session, only 179 showed up. It was decided that moe flexibility should be intoduced to the application pocess and the oientation sessions wee offeed at seveal times thoughout one week. The stat of the taining was also postponed to allow fo moe applicants to complete the baseline suvey. Theefoe the oientation closed on the 29 th of August 2011 and taining commenced on the 30 th of August Applicants that attended the oientation session mentioned the costs of tanspotation and othe domestic esponsibilities as the main easons why they thought othes might not have attended. Seveal also noted that wod had gotten out that thee ae applicants that ae called and not tained (i.e., the andomized assignment), which seem to have made a numbe of them lose inteest. The administation of the midline took place fom Octobe 31 st to Novembe 30 th The paticipants in the teatment goup completed the midline suveys on the final day of thei taining in the taining ooms at ACWICT, and those that missed it completed on the week of Novembe 7 th. The pepaations fo the midline data collection fo those in the contol goup stated on Octobe 24 th. Despite the same pecautions being taken to maintain etention as in the pevious cohots, only 24 6

9 contol goup paticipants completed the midline at the oiginal appointment. To incease the numbe of contol paticipants, the enumeatos called those who did not attend the fist ound to aange fo a meeting at the evaluation coodinato s office in downtown Naiobi and a few contol goup paticipants had the tools administeed to them at thei wokplace by the data enumeatos. The administation of the endline took place between June 18 th and August 25 th, Cohot 4 The administation of the baseline fo Cohot 4 took place between Novembe 7 th and Novembe 14 th Pesuading applicants to become paticipants continued to be a challenge. Among the almost 500 applicants that wee invited fo the oientation, only 209 showed up. The oientation was completed on Novembe 14 th and classes stated on Novembe 15 th. Followup phone calls with those that failed to show up at the oientation sessions indicated that the costs of tanspotation, bad weathe and domestic emegencies wee the most common easons fo the absence. A few mentioned losing inteest afte heaing that they could be placed in a goup that would not eceive the taining. The administation of the Cohot 4 midline took place fom Januay 26 th to Febuay 29 th, The paticipants in the teatment goup completed the midline suveys on the final day of thei taining in the taining ooms at ACWICT, and those that missed it completed the suveys at ACWICT the week of Januay 31, Despite the same pecautions taken in pevious cohots to maximize etention, only 25 contol paticipants completed the midline at the venue in the infomal settlement. To incease the numbe of contol paticipants, the enumeato team called those who did not attend the fist appointment to aange fo a meeting at the Evaluation Coodinato s office in downtown Naiobi o at thei wokplace. The administation of the endline took place between Septembe13 th and Octobe 26 th, Teatment goup paticipants wee inteviewed in ACWICT s office and Contol goup paticipants wee inteviewed in the infomal settlements whee they live, i.e., eithe in the STS evaluation coodinato s office in Naiobi o at thei wokplace. Cohot 5 The administation of the baseline fo Cohot 5 took place fom Januay 30 th to Febuay 6th The same challenge pesisted with tuning applicants into paticipants. Afte contacting about 420 applicants to invite them fo the oientation execise, only 181 showed up. The oientation closed on the 6 th of Febuay 2012 and taining commenced on the same day. Followup calls with those that failed to attend the oientation session evealed that again costs of tanspotation and othe domestic esponsibilities wee the main easons fo absence. Applicants mentioned again losing inteest afte being infomed that, despite the invitation, some wee not tained. The administation of the Cohot 5 midline took place between Apil 12 th and May 28 th. The paticipants in the teatment goup completed the midline suveys on the final day of thei taining in the taining ooms at ACWICT, and those that missed it completed the suveys at ACWICT in the week of May 23 d. Despite the same pecautions being taken to maximize etention as in pevious cohots, only 30 contol paticipants completed the midline at the venue in the infomal settlement. To incease the numbe of contol paticipants, the enumeato team called those who did not attend the fist 7

10 appointment to aange fo a meeting at the Evaluation Coodinato s office in downtown Naiobi o at thei wokplace. The administation of the endline took place between fom Novembe 26 th and Decembe 22 nd, Cohot 6 The administation of the baseline fo Cohot 6 took place between Apil 16 th and 20 th Pesuading applicants to become paticipants was again a challenge. Only 255 people qualified as applicants and among those only 100 came to the fist meeting of the week. This pompted futhe followups. The oientation was completed on Apil 20 th and classes stated on Apil 23 d. The administation of the Cohot 6 midline took place fom June 11 th to July 31 st The paticipants in the teatment goup completed the midline suveys on the final day of thei taining in the taining ooms at ACWICT, and those that missed it completed the suveys at ACWICT in the week of June 18 th. Despite the same pecautions being taken as in pevious cohots, only 23 contol paticipants completed the midline at the venue in the infomal settlement. To incease the numbe of contol paticipants, the enumeato team called those who did not attend the fist appointment to aange fo a meeting at the Evaluation Coodinato s office in downtown Naiobi o at thei wokplace. The administation of the endline took place between Febuay11 th and 28 th, The data collection benefited fom the gaduation of the last cohot, which was celebated with a paty. Data collection was conducted befoe the celebation. The timefame was compessed because data collection was scheduled to be complete befoe Mach s geneal election fo local epesentatives and pesident. 8

11 Appendix 3: Lessons Leaned fom the Data Collection At the end of each ound of data collection, STS discussed challenges faced duing data collection with the incounty Evaluation Coodinato. The following list summaizes the lessons leaned fom baseline, midline, and endline. These lessons wee used to: Impove the assessment administation pocess in subsequent cohots and; povide additional context fo the evaluation. Among the changes made duing data collection was the intoduction of tavel stipends fo teatment goup paticipants. M&E data fom the implementing patne shows how many teatment paticipants eceived tavel suppot: 6 in Cohot 4; 25 in Cohot 5 and; 34 in Cohot 6. The expeience fom the oientation of Cohot 1 was that the contol goup was disappointed not to have been selected, and it was moe difficult fo them since they sat next to those paticipants who wee selected. Futhemoe, handling a smalle goup of less than 20 paticipants in the oientation would be moe effective than with a goup of 60+ paticipants. Seveal attendants said they would not have shown up fo the oientation had they known they wee assigned to be in the Contol goup. This highlights the impotance of not leaking assignment to paticipants befoe the oientation session duing which baseline data is collected. The pactical demonstation of the andomization pocess was impotant in convincing the paticipants that thee was no favoitism in placing them in eithe the Contol o Teatment goup. Attendants said they would like if the egistation peiod was be extended. Difficulty in having those that applied to the pogam attending the oientation session. In ode to maximize numbe of applicants fo each cohots, andom assignment to be made cohot by cohot instead of into thee phases of two cohots at the same time. Not all that wee assigned to the teatment actually joined the pogam. To pevent that the same peson applies moe than once, it is ecommended that all applicants attach a copy of thei identity cad (o othe identification document fo those without identity cads). It may be advisable to futhe open up the oientation schedules afte the fist two days. As opposed to inviting applicants on a specific day and time when they may not be available, they could just be asked to epot to ACWICT, any time within the oientation week. This may accommodate people who othewise tun down the offe because they have been invited to attend the oientation on a day and time that they ae not available. Applicants claimed that tanspotation costs wee a main deteent fo attending the oientation session. In case applicants continue to seek the ACWICT office to fill the application foms, it may be necessay that a new mechanism be ceated to ensue that all applicants eceive all the elevant infomation about the pogam pio to completing the application pocess, such as assigning an office at ACWICT to be in chage of the applications. This would be a simila mechanism to the one used fo those ecuited by community mobilizes. Tanspotation costs continue to dete paticipation in the pogam. This, compounded with inceased food pices in the last couple of months, has taken a toll on the financial means necessay fo many young women to paticipate in the pogam. Altenative ways fo mitigating dopout and bolsteing ecuitment ae being consideed. Contol goup paticipants demanded that they eceive taining afte thei espective cohot completed the pogam. The contol paticipants continued to ask how the pogam benefits them diectly. Though they seemed to undestand the pogam, they emained disappointed that they will not eceive any taining o job placement sevices. The incease in cash eimbusement fo the contol paticipants was welcomed and it is hoped that this will educe the dopout ate on the cohot 5 midline. Having a oneweek open peiod fo the oientation woked well in inceasing the numbes showing up fo the oientation. Applicants attending the oientation session had been popely infomed duing egistation. This is the fist cohot in which applicants demonstate a solid undestanding that some of them will get assigned to a contol goup that won t eceive the taining. Seveal applicants mentioned that wod had gone aound that thee wee people who neve get taining. Discussions with the pogam wee held about whethe compensation fo the contol goup paticipants would be helpful in educing the discontent (e.g., tanspotation cost, alumni 9

12 Dates Cohot Comments packet, etc.). Some applicants mentioned that they had head of the gaduation ceemony and wee cuious to know if contol paticipants would also get any cetificates. This suggests that the gaduation ceemony had an impact in elevating the cedibility of the pogam. Most applicants had been efeeed by pevious pogam paticipants. This should ensue that as many young women as possible will complete the midline and thus addess the needs of the young women consideing that many of them ae engaged in diffeent foms of activities which often conflict with the midline schedule. Job and othe domestic commitments continued to pull away gils fom the pogam. Many of the teatment goup paticipants epoted that afte the stat of the pogam they wee offeed jobs away fom the city, which posed logistical challenges in staying in the pogam. Contol goup paticipants that took the midline wee optimistic that they would be eceiving some suppot, in taining and job placement, at the end of the pogam. Vitually all of the contol goup paticipants who completed the midline suvey shaed this expectation. A substantial numbe of paticipants epoted that the cash eimbusements intended to cove tanspotation costs wee too low. The incease in cash incentive fo the contol paticipants was well eceived. Most wee appeciative and in cetain cases it seemed to contibute to an incease in the numbe of midline contol paticipants.
