1 KRANSKA GORA (SLOVENIA), TH SEPTEMBER 2009 Agenda CLOSED SESSION OF THE STANDING TECHNICAL COMMITTEE
2 Objective Develop immediate and longer term (2-4 year) action plans to address the issues/priorities identified at the 38 th Session; Review progress of research studies commissioned/ongoing since the Closed Session, 2008; Provide guidance/recommendations to EuFMD on issues arising from project activities or planned in the new 4 year program. Priorities for At the General Session of the EuFMD Commission, April 2009, the CVOs decided that the priorities of the Research Group in should be: 1. To continue the FMD genome sequencing and related epidemiology studies in Turkey/Iran; 2. To develop a procedure for decisions on new antigens for (European and national) vaccine banks and endemic regions; 3. To set up guidelines for surveillance to meet objectives of Stages 1, 2, 3 of the Progressive Control Pathway (PCP); 4. To support validation of FMD spread models developed in various member countries to support their contingency plans (for national ministries of agriculture); 5. The socio -economic evaluation of FMD control programmes; 6. Validation/guidance on pen-side and other diagnostic tests for FMD. Note from the Chairman: below are issues from previous Research Group sessions that may need to be addressed: 1. Role of sheep in maintaining or spreading FD in a temperate European climate with mixed sheep and cattle farms (UK, 2001); 2. Paper on the risk of spread from wild boar in the Israeli circumstances; 3. Report on the use of thermal imaging camera for use in extensively kept cattle for the purpose of detection of febrile animals. With the above in mind, the 3 day Closed Session is structured to allow maximum time to work in subgroups to make action plans/propose solutions to address priorities 2 (specialists on antigenic matching), 3 (epidemiologists) and 6 (specialists in laboratory diagnostics). The other issues should be at least be discussed on the last day, in making up the action plan. The groups will be responsible to make longer term plans for actions/ studies to address the issues over the next 2 years; some of these studies may require additional funding, through concept notes/commissioned research. 2

Session AM2 Progress Reports on contracted studies/research (15 min presentation; 5 min discussion) Chair: Kris De Clercq Full-length sequencing (David Paton: IAH/SAP); Optimizing FMDV transfection (Graham Belsham: Lindholm); Carrier status of Asiatic buffaloes (David Paton: IAH); Risk-based surveillance for FMDV in Pakistan/Afghanistan; approach and initial findings (Giancarlo Ferrari: FAO Central Asia project); TransCaucasus/Regional FMD Vaccination database (Carsten Potzsch: EuFMD/FLI); Antigenic cartography paper. 5 Group work Group 1 To develop a procedure for decision on advising new antigens for (European and national) vaccine banks and endemic regions Issues that can be addressed are: Priority setting procedure for the WRL list - can we introduce risk of introduction (from FMDV pools, Turkey, etc), and how? The relevance of using Asia-1 Shamir as the standard vaccine for Asia-1 (Query from Israel); Set up a subgroup addressing the problems with SAT type vaccines in Africa and study the relevance for the EU vaccine bank; The need to update the commercial vaccine to the changing situation in the field; Use of new antigenic cartography techniques in FMD antigenic matching. Important are the validity of the currently used r-value technique and the possible shortcomings of the r-value. How should these shortcomings be overcome, are more standard sera needed? Which research is already performed, what is needed? How can vaccine quality be proven at the time of production as well as at the end of the shelf life? Group 2 Surveillance group To 1) develop guidelines for surveillance to meet objectives of Stages 1,2,3 of the Progressive Control Pathway (PCP); and 2) to give guidance to the EuFMD Commission on procedure and objectives for Phase II support to African laboratories to improve FMDV surveillance for threat identification. This Group may be split to address each topic. Group 3 Group work: it will be decided on Day 1 of the session. Topics: leaders of each group should identify the key issues/ priorities, and group outputs should be a clear course of action and/or recommendation Validation/guidance on pen-side and other diagnostic tests for FMD Issues that can be addressed are: Evaluate papers on validation of other tests; How important is sensitivity in relation to specificity and robustness? Training in real-time rtpcr and other confirmation methods, for middleeast and north African countries: proposed tests to be used, course coverage (Stefan/AFFSA, Adel BenYoussef); Would pen-side test for NSP antibodies help in the diagnosis? What is the minimum level of proficiency needed for these test? How can proficiency be controlled? 5
