3 JTFA Joint Task Force Atlantic (JTFA) is one of six regional joint task forces located in Canada tasked to conduct domestic operations. The area of responsibility (AOR) encompasses the Atlantic provinces, the regions contiguous waters and its airspace. Commander JTFA commands the Canadian Armed Forces response to any request for military emergency assistance within the JTFA AOR. Requests for assistance are coordinated within NB EMO through the JTFA NB Provincial Liaison Officer. Soldiers, sailors and airmen are assigned to Commander JTFA to fulfill the requirement.

6 J7 Responsibilities J7 attempts to provide realistic, meaningful and valuable training in order to exercise/test: JTFA HQ and staff; Forces that would normally be assigned to Comd JTFA; Allied Forces; Other Governmental Departments (OGDs); and Contingency Plans (CONPLAN). Create realistic exercise scenarios within the JTFA AOR that would be a CJTFA led operation. J7 s main role is to identify gaps in procedures, processes, plans and CONPLANs in order to fix them or refine them. Once gaps are fixed, staff are able to provide an effective response during a true crisis. Failures during exercises are welcomed since they will lead to changes in plans or procedures.
7 Exercise Development 101 The J7 Cell follows a five stage exercise design cycle which includes: Design. An authority decides that it is time to exercise a given group. Some points to consider include: determining the specific need to exercise, identifying all available resources, gaining senior management support, and developing a draft timeline. Development. The bulk of the exercise details will be planned (CDC, IPC, MPC, WB, FPC, SYNC-CORD). Delivery. The conduct of the exercise (TTX, CPX, FTX). Evaluation. The analysis of the planning, conduct and execution of the participants and planning staff followed by the comparison of their performance against the expected standard (HOTWASH). Follow up. Through the use of an AAR/PXR, addressing the need to create and implement an action plan in order to address all areas requiring improvement from the participants and planning staff.
8 Exercise Development 101 Cont d CDC Concept Development Conference The size of the CDC will depend on the scope of the exercise. The CDC can be a small series of informal conversations with a few key players or a full conference where tentatively identified Trusted Agents and the Exercise Design Team sit down to have initial discussions. This is done to identify the direction that ought to be taken once direction has been passed down to conduct an exercise. Takeaways: - Begin planning for the Initial Planning Conference (IPC); - Identify Trusted Agents for each organization; - Individual organizations identify objectives; - Individuals identify participation level; - Draft and send out EXSPEC/Invitation letter; and - Identify potential additional participants.
9 Exercise Development 101 Cont d IPC Initial Planning Conference The IPC lays the foundation for further exercise development. The IPC helps gather input for the exercise planning team on the scope, design, objectives, scenario, exercise location, schedule, duration, and other details required to develop exercise materials. The IPC assigns responsibility to individual planning team members. Takeaways: - Identify other participants; - Identify and share specific objectives; - Begin developing scenario and injects; - Identify tentative dates for other events/livex; and - Begin Developing Master Events List (MEL).
10 Exercise Development 101 Cont d MPC Main Planning Conference The MPC resolves logistical and organizational issues that arise during the planning process such as staffing, scenarios and time-line development, scheduling, logistics, administrative requirements, and draft documentation review. The MPC is typically held in conjunction with discussions regarding the Master Events List (MEL). The MEL outlines the exercise schedule to be followed during the conduct of the exercise. Takeaways: - Objectives are finalized; - Participants now solidified; - Scenario developed but not finalized; - Draft MEL discussed; - Drafting Exercise Manual begins; and - Set dates for the Writing Board (if req).
11 Exercise Development 101 Cont d WB Writing Board The WB is simply a meeting of the EDT to finalize the MEL. Depending on the exercise s size and scope this can be done at the MPC or less formally with a few phone calls to confirm everything. Larger exercises will have anything from a day long conference to a week long contractor writing event. Takeaways: - MEL is reviewed; - Conflicts are identified and resolved; - Additional injects created or removed; and - Important to have as much detail as possible.
12 Exercise Development 101 Cont d FPC Final Planning Conference The FPC is a forum to review the process and procedures to conduct the exercise, review final drafts of exercise materials, and finalize logistical requirements. The FPC helps to ensure there are no major changes made to design and scope, or to any supporting documentation prior to everyone getting together for the exercise. Takeaways: - Dot the I s and cross the T s; - Confirm any final adjustments; - Review the finalized MEL to ensure everything lines up; and - Distribute finalized documents such as EXCON / EXPLAN / TASK O/ OPORD/Ex Manual (whichever apply to your exercise).
13 Exercise Development 101 Cont d SYNC COORD Synchronization Coordination The SYNC Coord will only be held if required. It usually occurs a week or so out from the exercise conduct date. It can be a teleconference or conference to confirm everyone is good-to-go and that everything is in place for the LIVE EX. The Next step is the conduct of the LIVE EX in accordance with the MEL.
14 Exercise Development 101 Cont d PXR POST EXERCISE REPORT The PXR is completed after the exercise has wrapped up. The PXR is not a formal evaluation of any player or organization. It is a tool which provides feedback to participants based on impartial opinions from all parties. It identifies both strong and weak points observed during the conduct of the exercise. All participants will be asked to submit their points to the EDT upon completion of the exercise. From there the EDT compiles them into a lucid document and sends it out to the exercise participants at a later date. This PXR will be used to help develop future exercises.
15 Exercise Types Exercise Development 101 Cont d There are three types of exercises. Any given exercise can be a single type or a combination of the three. TTX Table Top Exercise. All exercise participants gather in one place and discuss/solve various scenarios presented. CPX Command Post Exercise. Emergency Operations Centers (EOCs) are activated and utilized. LIVEX Exercise is a full simulation with actual assets deployed.
16 Exercise Interest Key points Participation Based on the level you want to be involved. Identify the aspects of your organization you want to exercise. Self-Funded Organizations only pay for own persons/assets. You may use the scenario to conduct add on training. Evaluations Develop ideas and procedures vs. testing/practicing. No evaluation unless you self-evaluate.
17 Possible Exercise Intent What are your organizations broad goals? How do you envision the exercise will be conducted? (TTX, CPX, FTX). Possible Intent is to exercise a multi-jurisdictional coordinated response to a major emergency within NB EMO and Regional Emergency Operations Centres.
18 Possible Training Objectives A good objective is achievable, measurable and flexible. What are the objectives that you would like to see met by participating in the exercise? How will you know when you ve achieved exercise success? Are there any artificialities or limitations that may affect you being able to achieve your objectives.
19 Proposed Primary Training Audience NB EMO? Regional EMOs? Specific EMOs?
20 Possible Scenarios An exercise scenario can range from simple to complex but must be realistic and should be developed in order to ensure that it will form an effective background once the exercise begins. The following points should be adhered to when designing a scenario. A scenario should be detailed, flexible and internally consistent. A scenario should lend itself to multi-disciplinary/collaborative work from the outset. Given the exercise aim, scope and training objectives, a scenario framework must be developed to outline these key issues within the exercise. All themes, events and injects created during the development phase should be based on these key issues.
