1 NAN HUA PRIMARY SCHOOL SAFETY PRACTICES AND PRECAUTIONS PHYSICAL EDUCATION General Safety 1. Physical Education(PE) is an integral part of holistic education and a review of safety processes should be carried out using the School Internal Safety Review Checklist (Annex A). 2. PE teachers should be informed of the Annual Precautionary List and the Individual Pupils Precautionary Forms with respect to physical activities and other requirements given by the School Health Service (SHS). Teachers may use the Pupil Medical Record Forms (Annex B) to collect information on the health status of pupils. 3. Conduct regular checks to ensure that the equipment and facilities like the outdoor/indoor fitness stations, goalposts, courts, field and jogging tracks are safe and well-maintained. 4. Brief all participants on safety measures before the commencement of PE lessons and at the beginning of the school year. 5. Get medical clearance for the severely overweight and severely underweight pupils from the School Health Service before enlisting them into any health programme. 6. Be alert and provide immediate counseling to pupils who show signs of eating disorders like anorexia nervosa or bulimia (e.g. drastic loss of weight, lethargy). If confirmed, refer them immediately to the School Health Service. During Lesson 1. Ensure that pupils wear proper sports or PE attire, i.e. short-sleeved T- shirt, shorts and sports or school shoes. 2. Ensure that pupils remove all accessories like watches and nametags before start of the lesson. 3. Exempt all unwell pupils (pupils with medical certificates, letters from parents, pupil's personal report and from teacher's observation) from physical activities. Exercise judgment with regard to the participation level of pupils who have recently recovered from flu, cold and cough with chest infections. Advise pupils with asthmatic conditions to have their prescribed reliever medicine with them at all times. 4. Maintain good discipline at all times. Ensure that the whole class is within your monitoring vicinity.

2 5. Conduct warming-up and cooling-down exercises before and after physical activities respectively at teacher s discretion. 6. Introduce physical activities progressively and at a level appropriate to the individual or group. Advise pupils to stop and rest if they feel tired, breathless or in pain. Administer First Aid when deemed necessary. 7. Exercise due consideration for hot weather when conducting prolonged and strenuous outdoor physical activities. Allow regular access to drinks (preferably plain water) before, during and after exercises to prevent heat injuries. 8. PE lessons should be conducted during the hours before am and after 3.30 pm except when PE lessons are conducted indoors. The indoor facilities should be well ventilated. 9. Correct and careful handling of sports equipment should be taught as these can become a lethal weapon (e.g. bat, racquet, hockey stick, hard ball, shot putt, javelin, discus etc.) when handled inappropriately. 10. Proper supporting/spotting techniques should be taught to pupils to enable them to assist their classmates when executing gymnastic movements. 11. Adequate landing mats should be laid out and in position throughout the gymnastics lessons. Advise pupils not to practise difficult gymnastic movements at home.

3 SCHOOL INTERNAL SAFETY REVIEW CHECKLIST Annex A Checklist for Physical Education and Co-Curricular Activities 1. Safety Policies and Guidelines a. Safety policies and Guidelines to all communicated to all personnel involved in the planning, preparation and conduct of PE lessons and CCA. 2. General Safety Precautions a. PE teachers and teachers-in-charge of CCA have access to the medical conditions of pupils in the Pupil Medical Record Forms. b. Risk Assessment done prior to the conduct of PE lessons and CCA. c. Safety briefing conducted to all pupils with regard to the following: i. Exemptions due to medical reasons. ii. iii. iv. Inclement weather (Lightning, Haze). Heat related (Heat Stroke / Heat Exhaustion) and other Injuries Waterborne activities v. Use of sports equipment d. Intensity of activity increased progressively and at a level appropriate to the individual or group. e minutes warming-up before the physical activity and another 5-10 minutes coolingdown after the physical activity. f. Allow access to drinks before, during and after physical activities. g. Outdoor activities cease when LWS is activated. h. At least one first-aider is present at all times. i. First Aid items available when required. j. Parental Notification sent out for mandatory CCA. k. Parental Consent obtained for nonmandatory CCA. l. Indemnity form signed by External Vendor engaged to organise CCA.

4 m. Activities appropriate for different ages and abilities. n. Clear instructions given before the start of every task. o. Correct technique taught for use of specific sports equipment. p. Pupils and teachers are attired appropriately. q. Sports Equipment and Facilities wellmaintained: r. SOP for emergency in both indoor and outdoor settings. s. Medical clearance obtained for severely overweight and underweight pupils from the School Health Service before engaging them in any health programme. 3. NAPFA Test a. 1.6 km/2.4 km run/walk test should be conducted before 10.00am or after 4 pm. b. All NAPFA testers attended NAPFA Tester s course. c. Water and first-aid stations are available during the test. d. Pupils advised not to consume heavy meals 1-2 hours before the test. e. Unwell pupils exempted from the test. 4. Throwing Implements a. All implements (e.g. javelins, shot put, discus) thrown from designated areas. b. Safe distance of 2 meters between throwers. c. Area for throwing marked with easily identifiable and conspicuous markers. d. No one is in the area where the implements can potentially land. e. All implements thrown one at a time and at the signal of the teacher. f. Pupils move back after each throw. g. Next group of throwers goes forward to collect the implement at the signal of the teacher. 5. Public/School/Private Pools a. 1:20 teacher-pupil ratio observed. b. Teachers and instructors qualified. c. Non-swimmers identified with coloured numbered caps. e. Pupils are paired-up with a buddy.

5 f. Teacher-in-charge familiar with the SOP for emergency at the pool. 6. School Excursions a. Minimum of 2 adult supervisors observed for activities that need close supervision (e.g. ropes course, adventure training). b. For overnight excursions, female pupils should be chaperoned by female teacher/adult supervisor and provided separate sleeping quarters. c. Boats and vehicles licensed to carry passengers. d. Pupils stay as a group or in small groups for all activities. e. Teacher-in-charge carries a handphone for communication. f. Standard Operating Procedures for Reporting Plan for overseas excursion is observed. 7. Outdoor Adventure Activities a. All outdoor adventure facilities and conduct of activities are endorsed by CCA Branch. b. Safety equipment used for activities are not defective. c. All participants doing activity above the ground are spotted (followed closely) and/or belayed. d. There should be an independent safety line where possible. 8. Canoeing and Sailing Activities a. All lessons conducted by qualified teachers or MOE SSC instructors. b. Approval sought from CCAB if external instructors are engaged. c. Only pupils who passed the swimming test will be allowed to participate in any sailing or canoeing activity. d. 1:10 teacher-pupil ratio observed for canoeing/sailing sessions. e. Life-vests/jackets and suitable footwear worn during the duration of the sailing or canoeing activity. f. Rescue/safety boat coverage is adequate. g. Canoeing/sailing is conducted in designated areas. h. Teacher/instructors should not remain on land during practical canoeing/sailing activities.
