2 FAIRMODE TECHNICAL MEETING OLSO APRIL 2014 EXTRACT OF THE MINUTES Cncern was expressed by the WG 3 members abut the current prvisins in the e-reprting mechanism which are nt fully cnsistent with the atmspheric prcesses assciated with pllutin surces and their spatial patterns and the way they are reprted in many up t date methdlgies. 2

4 The incremental apprach is an explratry simplified mdel with many assumptins It wrks fr the ttal mass f the pllutants in areas with certain characteristics: flat, ventilated, surces mainly in the cities (Berlin, Paris) It is nt suitable fr areas with stagnatin, strng thermal inversin and relevant emissins utside the cities (The Netherlands, P Valley, Visegrad area) It is nt applicable t estimate the cntributin f the single surces because sme f them have higher cntributins in the backgrund area than in the city (e.g. agriculture, bigenic, bimass burning, secndary sulphate). This wuld lead t negative increments! T estimate the «differences» either increment r decrement are necessary at least three estimatins

6 WG3 RECOMMENDATIONS 1. WG3 recmmends t reprt the cntributin f every surce at a given site withut assuming there is an increment. 2. The IPR list f surces is nt exhaustive. WG3 recmmends t refer t widely recgnized system fr the classificatin f emissin surces (SNAP, CORINAIR, NFR-UNECE, etc.). 3. The IPR make reference t specific prcedures (e.g. Lenschw, NO2 prcedure). WG3 recmmends that lists f methdlgy shuld be cmprehensive and detailed and referred t scientifc r technical literature. They shuld take int accunt methd capabilities derived, fr instance, frm intercmparisn exercises r benchmarking tls t test their perfrmances and uncertainties.
