Accrdingly, the City f Hamiltn has high expectatins f its emplyees fr integrity and ethical cnduct in their service t the cmmunity. The City recgnizes that emplyees strive t perfrm their duties in a manner that maintains and enhances public cnfidence and trust in the integrity, bjectivity and impartiality f the City, understanding that trust and mutual respect are the crnerstnes f any relatinship between the public and its municipal gvernment. City emplyees we a duty f lyalty and cmmitment t the City as a cnditin f accepting emplyment with the City f Hamiltn. In serving the public interest they are entrusted with access t a wide range f infrmatin, resurces and respnsibilities. The City expects its emplyees t perate with a sense f hnesty and accuntability in accrdance with the values and gals established in the Missin, Visin and Values f the City. PURPOSE The City f Hamiltn s wrk is diverse, multi-faceted and cmplex. Cnsequently, City emplyees must be independent, impartial and respnsible t the public in carrying ut their duties. By signing the Cde f Cnduct fr Emplyees, emplyees acknwledge and accept respnsibility t act and behave in a manner that is cnsistent with the expectatins prescribed in this Plicy. Emplyees cllectively benefit frm an verall atmsphere f high ethical cnduct that flws frm this cmmitment. While it is nt pssible t cver every pssible cnflict f interest situatin that might arise, this Plicy and the related Schedules utline the City s expectatins regarding real and apparent cnflicts f interest between an emplyee s persnal interests and the best interests f the City f Hamiltn. If emplyees have questins r are unclear whether they have a cnflict f interest, they are encuraged t discuss the situatin with their supervisrs r managers. SCOPE This Cde f Cnduct and all related Schedules apply t all City emplyees, including but nt limited t regular, temprary and cntract emplyees, vlunteers, students and interns (cllectively called Emplyees ).

We are a gvernment that the cmmunity has cnfidence and trust in. We are cnscius f ur City s public duty and the part that each f us plays in carrying ut this duty. 2. We have high ethical standards and are accuntable fr ur actins. 3. We are respectful f each ther and twards members f the cmmunity we serve. We treat all with dignity and withut discriminatin. 4. We live ur crprate values and demnstrate ur shared principles thrugh ur wrk practices, ur decisins, and ur interactins. 5. We act with Integrity aviding actual r perceived cnflicts f interest. 6. We prmte and fster a safe, secure and healthy wrk envirnment fr all. 7. We abide by the law and adhere t all City f Hamiltn plicies and prcedures. 8. We are cnscius f ur rle as public servants and ambassadrs f the City f Hamiltn and d nt engage in any cnduct r business practice which might bring the reputatin f the City int ill-repute r damage r diminish the reputatin f the City in the eyes f members f the cmmunity. The Cde f Cnduct fr Emplyees is ne element f the City f Hamiltn s brader ethical prgram that underlies, supprts, and is reflective f the City f Hamiltn s crprate culture. TERMS & CONDITIONS All emplyees are respnsible and accuntable fr using gd judgment in the exercise f their duties and must carry ut thse duties in accrdance with the principles within this plicy and its related schedules. Each Emplyee shares the bligatin f ensuring cmpliance with

They are required t address any situatins f existing r ptential nn-cmpliance with the Cde that they suspect r becme aware f. Emplyees are required t reprt all cnflicts f interest that may cme t their attentin t the City Manager, their General Manager r equivalent (hereafter General Manager ), directr, manager, r supervisr. Sme City f Hamiltn Emplyees belng t Prfessinal Assciatins that are guided by their wn Cde f Cnduct and Ethics that may have greater r lesser standards than are utlined within this plicy. These external Cdes d nt replace the bligatins that Emplyees have under the City s Cde f Cnduct and Emplyees shuld act t the highest standard. RESPONSIBILITIES The fllwing psitins and/r departments are respnsible fr fulfilling the respnsibilities detailed in this Plicy as fllws: City Manager Human Resurces Prvide verall administratin f the Plicy t ensure implementatin and cmpliance Prvide guidance in interpreting the Plicy Oversee annual review f this Plicy t ensure it cntinues t reflect changing needs and respnsibilities f the City s emplyees and administratin Educate new emplyees and distribute cpy f Plicy during crprate rientatin Assist managers with interpretatin and applicatin f the Plicy Ensure reference t Plicy in all emplyment agreements Request a signature f new emplyees, verifying that they have seen, read and understand their respnsibility under the Plicy. Signed letter shall be filed with emplyee s persnnel file in Human Resurces. Investigate vilatins f this Plicy, subject t the applicatin f the Whistleblwer By-law, with the assistance f Audit Services and/r Hamiltn Plice Services if required Prvide supprt and cnsultatin t Supervisrs and Managers in determining and assessing risk related t the Cde f Cnduct Review the Plicy n an annual basis and update as necessary

4 Crprate Human Resurces Plicy Cntent Updated: Wrk Envirnment Plicy N: HR Page 4 f 5 Apprval: General Managers Administer the Plicy and ensure cmpliance Prvide guidance in interpreting the Plicy Deal fairly and firmly with any cnfirmed vilatins f the Plicy Directrs, Managers, Supervisrs, and Elected Officials Emplyees Ensure that all emplyees have received a cpy f the Plicy and are prvided with any updates Ensure that emplyees review and sign ff n the Cde f Cnduct annually Incrprate Ethics and Cde f Cnduct discussins int staff meetings Highlight any areas that have particular relevance, given the nature f the emplyee s wrk Identify, in cnsultatin with Human Resurces, any psitins that may pse a risk based n the terms and cnditins f the Cde f Cnduct and its related Schedules Cnsult with General Manager, Human Resurces r City Manager if interpretatin f the Plicy is required Reprt any vilatins f the Plicy t the General Manager Subscribe with signature as part f emplyment ffer prir t, r n first day f emplyment, r fllwing rientatin with supervisr, that he r she has read and agrees t abide by the Cde f Cnduct fr Emplyees Annually review and sign ff n this Plicy Adhere t the standards utlined in this Plicy Seek clarificatin if unsure abut any infrmatin included in this Plicy Cnsult with their immediate manager fr guidance if they suspect a ptential breach f this Plicy COMPLIANCE Every emplyee is expected t be aware f and act in cmpliance with the Cde f Cnduct fr Emplyees Plicy and the related Schedules. Any emplyee under investigatin may be suspended with r withut pay r be re-assigned t ther duties pending cmpletin f the investigatin, depending n the particulars f the case and the best interests f the City. Where there is a serius wrngding, as defined in the Whistleblwer By-law, that By-law applies. Vilatins f this Plicy may result in apprpriate disciplinary measures, up t and including dismissal.
