10 trustees report Year eded 31 December 2010 The trustees submit their aual report ad the audited cosolidated fiacial statemets for the year eded 31 December The trustees have adopted the provisios of the 2005 Statemet of Recommeded Practice (SORP) Accoutig ad Reportig by Charities i preparig the aual report ad fiacial statemets of the charity. I additio, i settig the objectives, plaig the activities, ad reportig o the performace of the charity the trustees have give careful cosideratio to the Charity Commissio guidace o public beefit. The accouts icluded i this report are i summary form ad the idepedet auditors report thereo is set out o page 18. The full aual accouts ad reports, which were approved by the trustees o 15 April 2011 ad were audited by idepedet auditors ad cotai a uqualified audit report ca be obtaied from CIH s offices. Status The Istitute was grated its Royal Charter o 25 Jue The objects of the Istitute are to promote the sciece ad art of housig, its stadards ad ideals ad the traiig ad educatio of those egaged i the professio of housig practice. It is registered as a charity with the Charity Commissio (registered o /R) ad the Office of the Scottish Charity Regulator (registered o. SCO40324). Fiacial results I additio to the CIH s ow activities the cosolidated accouts iclude the followig group compaies; CosultCIH Limited, a wholly owed subsidiary offerig housig ad maagemet cosultacy services ad HouseMark Limited, a associate compay offerig bechmarkig ad sector improvemet services. It was a challegig year for the group, which, with the impact of political ad fiacial ucertaity across the UK, saw pressures icrease o all reveue lies, particularly cosultacy ad professioal practice. This threateed our ability to maitai our ivestmet i our charitable objectives, but i the face of these pressures reveue reductio was costraied to less tha 2%, ad with a correspodig reductio i cost our ivestmet i charitable activities has bee largely maitaied. For the secod successive year there has bee a icrease i et worth ad a positive et movemet i fuds of 27,000 after chargig all adjustmets arisig o cosolidatio, ad the amortisatio of goodwill. This result is supported by ivestmet gais ad a prudet trustees valuatio of the CIH s freehold ad log leasehold property i lie with our accoutig policy. Ivestmet policy ad performace The trustees ivestmet powers are set out by the CIH s charter ad bye laws. Accordigly the trustees egage ad istruct Charles Staley ad Compay Limited to act as ivestmet maagers for the CIH portfolio. I 2010 our approach was to maitai our iterest ad divided icome while also exploitig ay opportuities for capital growth. However, as a result of sharp movemets i the markets the portfolio was placed o a very defesive footig early to mid year ad performed i lie with appropriate bechmarks. Our ivestmet maagers egage a idepedet screeig ad review agecy that esures that the portfolio upholds the requiremets of our Socially ad Evirometally Resposible Ivestmet policy. Ivestmet icome was maitaied durig the year ad participatio i the uptur i the market i late 2010 esured a cotributio of 160,000 to overall results. Risk maagemet The trustees examie ad actively review the major strategic, busiess ad operatioal risks that the CIH faces. Reportig ad review procedures are desiged to idetify, assess ad mitigate those risks. I additio to the maagemet of risk i the ivestmet portfolio, the mai feature of the risk matrix for 2010 was the chagig political ladscape, the geeral electio, ad the resultat impact o housig policy ad reform. This, added to the existig ecoomic ucertaity ad the eviromet of cuts ad spedig freezes became a icreasig challege as we led up to the Spedig Review i October Early egagemet with these issues ad ivolvemet i shapig the chagig policy ageda has mitigated the risks to the orgaisatio ad offered opportuities to raise the CIH s profile. I respose to fiacial challeges trustees led a review of existig ad future budget provisio i order to icrease the CIH s resiliece agaist potetial market fragility. The trustees recogise the risk of operatig i chageable markets, particularly the area of housig cosultacy, ad cotiue to actively support this offer to the sector through CosultCIH Limited. Other areas of risk cosidered ad maaged by the trustees were the cocludig stages of a review of membership routes ad grades ad a ogoig comprehesive review of goverace which will both be fully implemeted i Reserves policy The trustees target base level of reserves is that which is equivalet to twelve moths worth of aual expediture o charitable activities ad goverace costs. The trustees have cosidered the level of reserves, ad i the cotext of the ecoomic dowtur, cosider that the level of reserves at 31 December 2010, though reduced below the target base level, is sufficiet for the ogoig charitable activities of the Istitute. Busiess plaig ad sigificat projects The trustees have assessed performace agaist the objectives withi the published busiess pla, ad have foud that the objectives were substatially met. Budgets ad work programmes are geared to the delivery of five key corporate objectives: Shapig housig ad commuity agedas Equippig the professio for today ad tomorrow Deliverig excellece for all our customers Strivig to be world class Uitig a global housig commuity I the light of the ogoig goverace reforms the trustees rolled forward the existig busiess pla ito 2011 ad have commeced their busiess plaig i preparatio for the period 2012 to The CIH has embarked upo a sigificat busiess trasformatio project which ivolves the developmet of a ew website with a aliged CRM ad database i order to ehace ad improve our service provisio ad kowledge maagemet. Alogside this project ad i lie with the goverace reforms we are carryig out a extesive review of our busiess model, busiess processes ad supportig maagemet ad iformatio systems to maximise the delivery of our charitable objectives. Coucil s resposibilities The Coucil members act as the trustees of the Istitute ad are resposible for keepig proper accoutig records which disclose with reasoable accuracy at ay time the fiacial positio of the Istitute ad eable them to esure that fiacial statemets showig a true ad fair view are prepared from those records. They are resposible for formulatig suitable accoutig policies ad for applyig them cosistetly ad makig judgemets ad estimates which are reasoable ad prudet. The fiacial statemets should be prepared o the goig cocer basis uless it is iappropriate to presume that the charity will cotiue i operatio. The Coucil is also resposible for safeguardig the assets of the Istitute ad hece for takig reasoable steps for the prevetio ad detectio of fraud ad other irregularities. The Coucil are resposible for the accuracy ad itegrity of fiacial ad corporate iformatio which is published, for example, o the charity s website ad due recogitio is made of legislatio appropriate to such publicatio wherever it is made. The Coucil meets a miimum of four times per year ad determies the strategic course of the Istitute. It moitors progress agaist its busiess pla, determiig its costitutioal, statutory ad fiacial resposibilities. There is a programme of iductio, metorig ad traiig for Coucil members.
