People are becomig more aware of the eed o their doorstep ad are kee to use the resources they have to support their local commuities. There are thousads of committed idividuals ad groups i Devo workig at the heart of commuities, supportig those who are vulerable ad egagig local people i makig their eighbourhood a thrivig ad happy place to live. These Volutary, Commuity ad Social Eterprise (VCSE) orgaisatios are o the frot lie, tacklig really difficult issues with icredible success. But they, i tur, eed resources to do this vital work ad we ca o loger take the essetial ad uique role they play i our society for grated. This is where Devo Commuity Foudatio (DCF) offers a vital resource, by brigig these orgaisatios together with the geerous idividuals, families ad busiesses who wat to make a differece locally. With so may fatastic projects i our area, it is ot always easy for doors to kow where to start: the Foudatio is the largest idepedet fuder of these local groups ad with extesive kowledge ad deep local roots, we offer a tagible way to trasform people s lives. Icreasigly recogised as a leader i the sector, we cotiue to work o maximisig our impact ad demostratig the value of the small, grassroots commuity activity dealig with some of the most etreched social issues our commuities face. While we cotiue to ivest i core services ad projects delivered by local VCSE orgaisatios we are also icreasig the support we give to other commuity-led iitiatives. We are ideally placed to brig orgaisatios with commo iterests together ad develop ew parterships ad alliaces by sharig kowledge ad isights to fid ew opportuities for collaboratio. For example, we are curretly workig o projects that implemet ew ideas aroud Asset Based Commuity Developmet, impact ivestmet for doors ad social ivestmet. Philathropy We are a catalyst for givig, ispirig local philathropy for idividuals, families ad busiesses, helpig to chage lives today, tomorrow ad forever. I am also delighted to report that we have passed our latest Quality Accreditatio, which is a test of our processes, procedures ad fiacial health to esure we are deliverig our services i a efficiet maer which meets all regulatory requiremets. I am overjoyed with this result which puts us i the top 10 of Commuity Foudatios atioally ad reflects the hard work ad dedicatio of all trustees ad staff. The followig pages will give you a glimpse ito some of the fatastic work that took place over 2017, alog with some of the opportuities we have to igite ethusiasm ad passio for Devo goig forward. 3 FUNDING LYN SHEPPARD I 2017, thaks to geerous doatios, we were able to fud 187 local projects ad idividuals by ivestig 1,050,291 i grats, helpig to support 87,121 people i eed. The impact of these grats is huge (page 4) but the eed is greater tha ever. Deprivatio is ofte hidde ad there are may for whom life is a daily struggle. There are over oe millio people livig i Devo ad 45 of these eighbourhoods are i the top 10% most deprived i Eglad ad Wales. This icludes 22 i Plymouth ad Torbay i the top 5% ad 2 i the top 1%. These areas face may challeges; more privately reted ad poor quality housig, fuel poverty (page 8), a higher tha both the atioal ad regioal average levels of youg people ot i educatio, employmet or traiig ad families with higher percetages of problems relatig to violece (page 3). I additio, despite its two historic cities ad market ad seaside tows, Devo has a sparse ad predomiatly rural populatio which creates additioal challeges aroud access to services. Over half of rural parishes do ot have a post office ad access to scheduled public trasport is a problem for may areas. Broadbad speeds ca limit the growth of homebased busiesses, icreasig the digital divide. Rural households face livig costs up to 24% higher tha urba households. Devo also has a older populatio tha the rest of Eglad, with particularly high cocetratios i coastal ad market tows such as Sidmouth, Teigmouth ad Dartmouth. The umbers of frail ad pre-frail idividuals i Devo will icrease sigificatly i the comig years ad actio is eeded to support such idividuals ad prevet frailty, disability ad illess i later life. Livig i a rural area, beig i poverty, havig a lack of family support, worklessess or homelessess ca all lead to isolatio ad loeliess. People who are socially isolated are betwee two ad five times more likely tha those who have strog social ties to die prematurely, or have icreased eed for costly health care ad other itervetios. Loeliess ca be tackled by recoectig idividuals to their commuities through local commuity groups ad by buildig social capital i the volutary ad commuity sector, helpig to grow resiliet commuities ad build a critical sese of belogig. Thakfully, we kow there are more tha 6,000 charities or commuity orgaisatios providig this vital support across the couty, ad over the years the Foudatio has supported more tha half of them. We eed to do more. Our objective was to icrease our distributio of fuds to these local orgaisatios each year, to a poit i 2020 where we are able to distribute over 1,000,000 each year, a target we ve achieved three years early! This is a evolvig process ad whilst we will cotiue our traditioal model of givig grats, we are also diversifyig our work to iclude ew models such as offerig social ivestmet loas ad support (page 6 ad 7) ad atioal programmes such as #iwill (page 5). Ly Sheppard Programme Maager As always I would like to thak our team of 143 voluteers who gave may hours of their time to 38 grat paels. Their collective skills, kowledge ad dedicatio are what make our work possible. Assist Families i Need South West Family Values Witessig domestic abuse withi families has a substatial egative impact o a child s physical, behavioural ad emotioal wellbeig. Childre who live i homes where domestic abuse occurs also have a higher risk of developig similar patters of behaviour i adulthood ad ofte form relatioships like those they have observed growig up. South West Family Values help childre who have experieced domestic abuse, by explorig a variety of activities which challege egative thought patters ad uhealthy perceptios of relatioships. The childre are ecouraged to talk about their hopes ad fears ad are supported to develop their ow safety plas. This empowers them to make positive ad safe decisios for themselves ad to lower the acceptace of abusive behaviour; helpig to prevet childre becomig either a victim, or a perpetrator, of domestic abuse. South West Family Values were awarded 4,880 from the Devo Ripple Fud ad i the past year, have bee able to offer this eight week programme to 24 childre. While the immediate beefits for these childre iclude improved cofidece, social skills ad selfawareess, the log term beefits for the ext geeratio is where the true impact of this support will be see. My support worker has talked about patter chagig groups for wome but I had ever heard of aythig like this for childre before. I am so grateful for the opportuity for my child to be able to go I just do t wat her to make the same bad choices that I made. 2 3

UK Commuity Foudatios Develop Life Skills Pioeers Project Youg people will be the oes to shape the world s future so it s vital that they feel empowered to do so. Motivatig them as chagemakers ad ecouragig them to become ivolved with ad lead commuity projects helps to foster their aspiratios ad build cofidece. The Pioeers Project was set up i respose to a growig eed for youg people to have a voice ad to share their visio of the future. The project stads alogside youg people to support them i their idividual joureys towards social actio. The group received 4,907 from the #iwillfud which eabled the youg people to lauch a Café i Boostig Youth Social Actio Curretly early half of youg people aged betwee 10 ad 20 get ivolved i activities that make a positive differece i their commuities. But social actio is more importat tha ever, ad it s bee show that almost double this umber would take part i campaigig, fudraisig ad voluteerig if they had the chace. I respose to this, alogside the Big Lottery Fud ad the Departmet for Culture, Media & Sport, UK Commuity Foudatios have opeed the #iwillfud. Delivered locally by DCF, grat fudig betwee 1,000 ad 5,000 is available to commuity projects Plymouth, offerig a positive ad safe place for peer support ad guidace. Te youg voluteers act as a steerig group, helpig to shape the café s directio goig forward across Devo, eablig youg people, wherever they live ad whatever their backgroud, to have access to social actio opportuities. The aim is to boost wellbeig amogst youg people, help develop their employability skills ad icrease access to educatio. Ultimately creatig a double beefit for youg people ad our local commuities. The café has bee a good space for me to talk about thigs I would t ormally be able to. 5 FUNDING Social Eterprise Support For over two decades we ve bee gatherig i-depth kowledge of the challeges ad aspiratios of our commuities. We kow there are a icreasig umber of etrepreeurial orgaisatios with a social impact i Devo seekig support ad fudig to survive ad grow. They ofte lead the way i creatig opportuities for our commuities, with 69% supportig people from disadvataged groups ad 44% employig them. But access to fiace has time ad time agai bee highlighted as the most sigificat barrier to their sustaiability, so we felt it was right to expad the rage of ways i which we ca help. We ve desiged a support ecosystem, offerig a fiace ad support package to ecourage ew growth for social eterprises across Devo. Tailored Loas (Devo Social Ivestmet Fud) The Devo Social Ivestmet Fud aims to support the growth ad impact of volutary, commuity, ad social eterprises with accessible loas. Support from Access, the Foudatio for Social Ivestmet, ad their fudig parters Big Lottery Fud ad Big Society Capital, eables us to offer loas betwee 30, ,000. The loas are flexible ad ca cover a umber of areas from buyig or improvig premises, to hirig ew talet or developig ew products or services. We will work alogside orgaisatios to tailor loas to their eeds, eablig them to brig their ideas to fruitio. Free Support (Ehace Social Eterprise) Ehace Social Eterprise helps missio-led orgaisatios access high-quality busiess advice ad developmet support. The programme is receivig fudig from the Eglad Europea Regioal Developmet Fud (ERDF) as part of the Europea Structural ad Ivestmet Fuds Growth Programme Social eterprises ad social etrepreeurs are assisted to develop sustaiable growth strategies, lauch ew products ad services, eter ew markets ad move towards fidig ew ivestmet. Eligible participats ca receive up to 12 hours of free busiess support from a rage of parters util Dec As a project parter, DCF works closely with orgaisatios to help them idetify how their fiacial sustaiability ca be secured for the log term, eablig them to cosider accessig fiacial ivestmet from a variety of sources, icludig the Devo Social Ivestmet Fud. Ivestmet Ready Grats (Access Poit for the Reach Fud) We are a approved Access Poit for the Reach Fud, a 4m ivestmet readiess grat programme, fuded by Access. The Reach Fud offers small grats to charities ad social eterprises who are watig to secure ivestmet. As a approved social ivestor, we ca provide extra support to address barriers or challeges orgaisatios face i their jourey towards ivestmet. After securig a excitig ew opportuity for their popular café to provide catee services for Liverty s (formerly Devo ad Corwall Housig) ew Headquarters at Exeter s Skypark developmet, they kew they eeded a bit of extra support ad that s where we helped out. A loa of 35,000 will help the expadig social eterprise to offer healthy, delicious ad affordable food to over 300 Liverty staff. The impact of this collaboratio is wide ragig, eablig St Sid s to take the ext step as a growig It has bee such a joy to award the Devo Social Ivestmet Fud s first ever loa to St Sid s ad give them this vital boost o their excitig ew jourey. Like may charities, St Sid s historically ra largely o grats ad geerous doatios; this loa will help improve their sustaiability ad esure their ogoig social impact. social eterprise, whilst cotiuig to stregthe ad develop the skills ad aspiratios of local people by offerig both paid ad voluteer positios withi the commuity. St Sid s has also bee assisted by the Ehace Social Eterprise Programme, to help grow their busiess ad develop their social impact. At St Sid s we re all very excited about our ew veture. It s a big step for a small charity but it opes up a world of opportuities ad shows what ca be achieved through workig i partership. 6 FUNDING Fightig Fuel Poverty Those livig i fuel poverty are defied as those who would have to sped at least 10% of their household icome to heat their home adequately, provide hot water ad lightig ad power for cookig ad household appliaces. Cold housig ca exacerbate coditios such as arthritis ad rheumatism, chroic lug disease ad asthma. It ca weake the body s immue system ad result i a icrease i colds ad flu. Childre i households facig fuel poverty have poorer educatioal outcomes: they are more likely to miss school through ill health, might struggle to fid a quiet, warm space to study at home, ad may be socially excluded through reluctace to ivite peers home. Fuel poverty is a real problem i may parts of Devo, especially i very rural areas of North ad West Devo, due to a lack of access to mais gas. There is cause for cocer ot oly i the extet of fuel poverty i the regio, but i the depth of the problem. A measure of the additioal fuel costs faced by fuel-poor households compared to o-fuel poor households show that the South West regio has the highest fuel poverty gap i relatioships of trust with people the coutry at 498, which has a i fuel poverty ad brigig local sigificat impact o health ad kowledge to bear. wellbeig. Shorter-term crisis maagemet What is the eed? Fuel poverty is drive by a umber of factors such as the price of eergy ad levels of household icome, badly affected by the low wage ecoomy i much of the couty, as well as the quality ad cost of housig, with house prices aroud seve times aual household icome. Those i private reted accommodatio are at the greatest risk of severe fuel poverty they have lower average icomes tha ower-occupiers, ad their homes ted to be less eergy efficiet tha those of social housig teats. The vulerability of households is also a factor as Devo is home to a growig umber of older people. What differece ca we make? The eed for locally geerated solutios to the problems of fuel poverty cotiues to grow. The groups we support to address this issue i our commuities offer both short-term ad logterm itervetios, buildig o activity icludes small grats to idividuals, advice o switchig eergy suppliers, simple draft exclusio measures ad how to claim appropriate beefits ad discouts. Loger-term projects cocetrate o raisig awareess of eergy-savig measures ad larger-scale isulatio efforts ad address the drivers of fuel poverty i a more holistic way by providig a voice for teats i private reted accommodatio. We support projects like these through our Survivig Witer Appeal, which asks those who ca afford to forego their Witer Fuel Paymet, to doate it ad help those who desperately eed extra support durig the cold witer moths. Keep People Safe & Well Arc Axmister Grief ad trauma affects us all i differet ways. We may struggle with a period of great sufferig ad despodecy as the reality or trauma siks i. At times, we may feel we ca t cope ad that we ll ever be able to adjust. It may also affect our physical health. Sice opeig its doors i Jauary 2007, Arc Axmister has provided cousellig ad psychotherapy at the heart of their commuity, supportig the persoal recovery of local people who are seekig help through times of profoud chage, trauma ad loss. They aim to offer a accessible, flexible ad local service, aspirig to have o waitig list, o formal cost ad o prescriptive limitatio of support. I would ever have bee able to retur from the dark hole I was i without my cousellor s help. The service I received was carig ad helpful, of which I am most grateful. Without the iput of dedicated voluteers the service would struggle to cotiue. Our Commuity Grats fud provided 1,450 to pay for supervisio ad traiig for voluteers to esure that they are well supported i their roles. The fudig also purchased a specialist lamp to assist i the treatmet of trauma, helpig those sufferig to move forward
