3 Next Door Solutions to Domestic Violence Town oflos Altos Hills Community Service Agencies Grant Program Application Form-Additional Pages August 20, 2013 Describe the project/program for which your organization is requesting funds: Every day in neighborhoods across Santa Clara County, there are women who wake up in their homes with this first thought: "I hope he doesn't beat me today." In households in Los Altos Hills and across the county, victims ofdomestic violence become gradually more isolated, gradually more afraid, and gradually more stressed and depressed because on a daily basis they fear for their safety and the safety of their children. Victims who endure abuse and live without relative safety create layers of coping mechanisms, their stress and depression opening the door to a myriad of physical and emotional impacts that have long lasting effects. Nearly one in four women in the United States report violence by a current or former spouse or boyfriend at some point in her life. 1 This kind of violence does not discriminate and can impact women regardless of race, ethnicity, or income status. This violence acts as a constant threat to safety and causes physical and emotional health, housing, and employment challenges for victims. Victims experience physical injury, sometimes life threatening, and long-term physical and psychological traumas including: anxiety; drug and alcohol dependence; chronic depression and pain; dehydration; malnutrition; suicide attempts; repeated self-injury and neglect; and an inability to adequately respond to the needs of children. 2 Exposure to DV can increase victim risk ofpost Traumatic Stress Disorder (PTSD), clinical depression, and anxiety (Vos et ai2006); arthritis, asthma, stroke, high blood cholesterol, heart attacks, and heart disease (Black & Breiding at the Centers for Disease Control, 2008); and stomach ulcers, urinary tract infection, pelvic pain, irregular menstrual cycles, and invasive cervical cancer (Coker et al 2009). Higher income women involved in violent relationships experience an array ofunique barriers to finding safety. Often they experience disbelief from their peers, who unfortunately have a hard time believing that her abuser, an upstanding citizen in the community, could beat or abuse them. Higher income batterers have much greater resources at manipulating the legal system to further victimize a victim. Recently, Next Door worked with a client whose batterer had a team of attorneys preventing her from accessing income that was legally hers. Without her own source of income, she was left impoverished, without means of getting back on her feet. For low-income victims ofdv, they often have few options and little means to relocate particularly in Los Altos Hills and the surrounding areas where affordable housing is scarce. Many programs focus on female adult victims ofdv, but national research shows that 7 million children live in families in which severe partner violence occurs, 3 causing children to develop behavioral and physical health problems including PTSD, depression, anxiety, violence, and 1 Adverse Health Conditions and Health Risk Behaviors Associated with Intimate Partner Violence, Morbidity andmortality Weekly Report. 4 cognitive problems. Children and teens who experience DV or Teen Dating Violence (TDV) show a decrease in self-esteem and emotional resiliency and are more likely to attempt suicide, engage in physical violence, run away from home, engage in teenage prostitution, and commit sexual assault crimes,4 and are at greater risk of developing serious adult health problems including tobacco use, substance abuse, obesity, depression, cancer, heart disease, and unintended pregnancy. 5 In addition, DV reduces motivation and dedication to schoolworkessential assets for successful youth and educational development. The U.S. Advisory Board on Child Abuse suggests that DV may be the single major precursor to child abuse and neglect fatalities in this country. Moreover, without intervention, children who experience DV often exhibit risky behaviors that allow the cycle ofviolence to continue generation after generation. Next Door seeks the support ofthe Town of Los Altos Hills in the amount of $3,000 to fund its effort to prevent and provide services to 12 Los Altos Hills residents. This past year, 13 Los Altos Hills residents used Hotline, Support Group, Legal, and walk-in Crisis Intervention Services. Next Door also partnered with the Los Altos Hills Youth Commission to provide information and dialogue opportunities about Teen Dating Violence in their community. Requested funds will support the general operations of all Next Door's services that Los Altos Hills residents use during this current fiscal year. Some ofthese services include the following: Next Door's Shelter is open 24 hours, every day of the year and provides ethnically and linguistically sensitive safety planning; holistic case management that helps clients address the myriad physical and emotional health impacts of DV; risk assessments; transportation; meals; and vital, safe, temporary housing. Shelter services are ongoing, and refer clients, where appropriate, to Next Door's Support Groups for women and Kid's Club for their children. Next Door's Hotline, staffed 24/7 by trained bilingual English-Spanish Advocates, provides the portal to all of Next Door's services and offers clients the first step to address abuse in their lives. Hotline Advocates provide crisis counseling, referrals and vital information that help victims ofdv learn the most suitable and safe steps to talk to address violence in their lives. RiskAssessments and Safety Planning: Lethality risk assessments help clients who want to leave abuse understand life-generated risks (housing, employment, financial) and batterer-generated risks (an abuser's reaction to a client leaving, present and future violence). Case Managers help clients implement safety plans, which help decrease the impact ofbatterer-generated risks. Safety plans may help clients learn to avoid certain places where a batterer normally frequents or learn that they may want to advise their employers or security personnel at work about her situation. Culturally Sensitive Case Management and Housing Assistance: Bilingual English-Spanish Shelter Advocates coordinate emergency services and non-crisis Next Door and community services that address hunger, homelessness, and health, helping clients rebuild their lives in a sustainable way. These services also help clients find affordable, permanent, Section 8, and safe housing. 5 Next Door's wrap-around services, and make referrals to community agencies that help specific ethnic groups and referrals to doctors and counselors who understand their language and culture. Legal Advocacy and Immigration Services: Next Door Legal Advocates provide help with restraining orders, custody cases, court accompaniments, paternity support, supervised visitation, referrals to attorneys, mediation, immigration, and follow-up services. Advocates speak English, Spanish, and Vietnamese. Next Door's Legal Advocacy solicits and trains attorneys from local law firms in the specific legal issues affecting immigrant DV victims. Pro bono attorneys work with Legal Advocates and clients to develop case plans and apply for lawful residency, U or T visas, or Adjustment of Status, helping them gain legal residency as allowed by law. Crisis Counseling: Crisis Intervention Advocates use a set of protocols to determine a walk-in client's level of emotional stability and particular needs, then help them decide which services would benefit them and help them access those services. During crisis counseling, Advocates and clients work to develop risk assessments and safety plans. Crisis Intervention Advocates coordinate emergency services and refer clients to Next Door and community services to address housing, health, hunger and legal concerns. Support Groups: Next Door addresses physical and emotional health needs of victims through support groups facilitated by experienced advocates. Next Door provides the following support groups: English and Spanish, a Quilting (a collaboration with the San Jose Museum of Quilts), Men's, Arts and Movement, and Yoga Groups. Next Door also conducts groups in partnership with other agencies in the County including the Palo Alto Medical Foundation in Mountain View, Los Gatos, and the County Correctional Facility at Elmwood. Clients participating in Support Groups develop their coping, emotional resiliency, parenting, and communication skills. Children's Programs: Next Door's Kid's Club offers bilingual intervention and violenceprevention exercises for children and fosters healthy age-appropriate development. Kid's Club uses role-playing, literacy, and arts activities to help children and youth who have been impacted by DV build empathy and emotional resiliency, as well as problem-solving, communication and conflict resolution skills. Mentors help clients reduce the prevalence of stress-induced ailments and risky behaviors, helping to break the intergenerational transmission ofthe cycle ofviolence. The POWER Program: Next Door's POWER (Proud of Wanting Equal Relationships) Program will work with the Los Altos Hills Youth Commission to facilitate a presentation and dialogue about Teen Dating Violence, helping them to act as ambassadors in their communities. The POWER Program is a youth-led, multi-year effort that recruits and trains local youth to implement Teen Dating Violence prevention, education, and outreach campaigns to their peers. Who/what will benefit from this request? Please be specific to the Los Altos Hills community. Next Door's services will benefit victims of domestic violence and their families who reside in Los Altos Hills, helping them leave violence and find safety for themselves and their children. Los Altos Hills benefits from the services that Next Door provides as it allows the town to leverage already existent, cost-efficient services that help Los Altos Hills residents who have been impacted by DV to rebuild their lives. Through its overall service delivery, Next Door expects to reach 12 residents oflos Altos Hills. Next Door Solutions to Domestic Violence -August 20,
6 In the past year, how many Los Altos Hills residents benefitted from your services and how? (please be specific). Next Door does not serve as many residents from Los Altos Hills as it does from other towns and cities in Santa Clara County, but its services are nonetheless vital for those that it does serve. In fiscal year 12-13, Next Door provided services to 13 residents of Los Altos Hills, who used Next Door's Hotline, Support Groups, walk-in crisis counseling, and legal services. Next Door provided 28 unique service sessions for more than 7 hours ofservice. If this is a time sensitive request, when are funds required? ongoing, as such this is not a time sensitive request. Next Door's programs are all What is the budget for this project/program? $6,443 What percent of the organization's total budget is earmarked for Administration and Fundraising? Sixteen percent. What are the organization's principal sources of funding for this project/program? Next Door receives funds from federal, state, county, and city government sources, as well as foundation, corporations and individuals. For this program, Next Door allocates a portion of those funding sources to cover the costs. Other foundation funders that specifically fund residents of Los Altos Hills (as well as residents in neighboring communities) include: the Palo Alto Medical Foundation, Los Altos Rotary Endowment Fund, and the Los Altos Community Foundation, so a smallportionofsome ofthose grants also coverresidents oflos Altos Hills. 7 1. Project specific questions a. Are similar services provided by another agency/group in this area? Ifso, what is unique about this project/program? There are similar agencies that address hunger and homelessness for Los Altos Hills residents, but they do not necessarily have protocols for DV victims. As a result, homeless women who are victims ofdv may not necessarily access services safely. Many generic shelters do not provide DV services though many women are homeless, in part, due to DV. Victims who have hunger and homelessness issues require services that not only address these issues, but also address their experience with DV as DV is inevitably intertwined with their risk of hunger or homelessness. Moreover, many homeless women coming from the street may be at high risk of abuse by other homeless individuals. As a result, these homeless women fear accessing generic shelters because their abuser or friends oftheir abuser may be at the very same shelter. Therefore, a DV Shelter is the only safe place for her to address her homelessness. Next Door collaborates with other DV Shelter agencies in the County, which often refer their most challenging cases to Next Door. Other local agencies specialize in an area or population: for example, Support Network had a major presence in North County, but since merging into the YWCA has decreased its presence in that area, though its Shelter remains; Community Solutions focuses almost exclusively on South County; Asian Americans for Community Involvement focuses on Asian populations; Maitri focuses on South Asians and does not have a shelter. In comparison, Next Door serves the entire county with a focus on East San Jose, Downtown, Los Gatos, and Campbell. Our children and youth programs, legal/immigration services, 24-hour shelter access, Teen Dating Violence prevention program, Financial Literacy and Self Sufficiency Program, and 10 community Support Groups are not duplicated by other agencies in the area. Moreover, our long standing collaborations with government offices and local social services allow Next Door to provide access to health services in places where victims go for help, such as CalWorks, the Sunnyvale Family Court, and the Family Violence Center. b. Is this a one-time request? If not, describe the organization's plan for sustaining the project/program beyond Next Door uses a diversified fundraising strategy to gamer financial support for its programs. Next Door has had ongoing contracts for more than ten years with many of its government supporters. For the fiscal year, Next Door expects to receive funds from the following agencies: FEMA and the Office on Violence Against Women; the California Emergency Management Agency; Santa Clara County's Social Service Agency; and the towns and cities oflos Gatos, Milpitas, Campbell, Santa Clara, and San Jose. Next Door also has been fortunate to have a pool of foundation and corporate funders that have supported Next Door for several years or more. Sources offunding for its programs include: Blue Shield of California, Sobrato Family, ebay, and Verizon Foundations; and the Mission City Community Fund, Lockheed Martin, and the Mercury News Wishbook Fund. c. Ifthe Town does not award funds to this project/program, what impact would it have on the Los Altos Hills community? Next Door is a financially stable and diversely funded agency, funded for more than a decade by government grants. However, these sources have cut $80,000 for this coming year. As Next Door is already operating at a bare minimum level of funding, if the Town of Los Altos Hills does not fund Next Door, we may have to reduce the services that Los Altos Hills residents currently use. Summary ofthe organization's mission and history In 1971 a group of women concerned about violence started a hotline and refuge for victims of domestic violence (DV) and their children. Within three years (on December 24, 1974), they incorporated as the non-profit Women's Alliance (WOMA). It was said to be the second shelter program in California and one of the first shelter programs offering bilingual English-Spanish services in the nation. In 1989, WOMA changed its name to Next Door Solutions to Domestic Violence. Next Door has helped rebuild the lives oftens ofthousands of women and children to become the premier agency in Santa Clara County serving the needs offamilies impacted by DV. Next Door seeks to end domestic violence in the moment andfor all time, addressing all sides of the issue by helping victims rebuild their lives, building resilience in children who are exposed to DV, and advocating for responsible policy change. To achieve its goals, Next Door provides innovative prevention and intervention services to diverse ethnic and low-income families in Santa Clara County, California, the majority of which come from San Jose. Next Door seeks to cultivate self-determinism for individuals and their children impacted by DV, partnering with them to identify options, mitigate risk offurther harm, and enhance their safety so they can avoid the devastation that DV can cause. Via emergency services, systems advocacy, and outreach customized to the unique culturally and linguistically diverse demographic of the County, Next Door helps victims and their children overcome barriers to safety in a sustainable way.
