MEETING CALLED TO ORDER Chairperson Kathy Geltink called the meeting to order at 7:00 p.m. APPROVAL OF AGENDA Resolution No. 1 Moved by David Mayberry Seconded by Valerie Durston RESOLVED that the agenda of the March 19, 2015 meeting of the Salford Landfill Liaison Committee be approved as circulated. 55 2 Oxford County Waste Management Site - Minutes of March 19, 2015 OXFORD COUNTY WASTE MANAGEMENT 2014 OVERVIEW Dave Vermeeren reported the following: Landfill Totals for ,961 total tonnes of material were received at the Landfill 46,840 tonnes of this material went directly to landfill 20,121 tonnes of this material was diverted from the landfill Community Wide Diversion Activities for tonnes of electronics 291 units had Freon removed on site 33 tonnes of tires 116 tonnes of household hazardous waste 63 tonnes of cardboard 59 tonnes of blue box material 4815 tonnes of construction and demolition materials 168 tonnes of scrap metal 15 tonnes of bale wrap 7,862 tonnes of leaf and yard waste (compost) 1,421 tonnes of brush 5,513 tonnes of bio-solids Landfill Gas 2014 Flare ran 7,242 hour in 2014 or 83% Average flow rate was 214 cfm Average gas concentration was 39.7% methane. Landfill Leachate ,901,573 imperial gallons of leachate removed from the site Landfill leachate meets sewer use by-law for treatment Bio-solids Activities wet tonnes from Woodstock applied to land between May and September 788 wet tonnes from Ingersoll applied to land between May and September 930 wet tonnes from Tillsonburg applied to land between May and September Most of the material was spread in Oxford County. 87 wet tonnes went to Haldimand County. Terratec was the contractor who applied the bio-solids in Other Waste Management Information for 2014 Site hours 8:30 a.m. 4:30 p.m. Monday to Friday and 8:00 a.m. to 4:00 p.m. Household Hazardous Waste Depot is now open the same hours as the waste management site Oxford County Waste Management Facility Report will be submitted to the Ministry of the Environment and Climate Change by the end of March. A copy of the report is available at the Township office.

56 3 Oxford County Waste Management Site - Minutes of March 19, 2015 NEW GARBAGE AND RECYCLING SCHEDULE Dave Vermeeren gave an overview of the tendering process for the collection of garbage and recycling material in the County of Oxford. He noted that a report had gone before County Council on February 11, 2015 recommending that the County move to a 6-day pickup schedule (excluding Woodstock) to reduce costs as well as significantly reduce Green House Gas (GHG) Emissions. This recommendation also included the simultaneous collection of garbage and single stream recycling. County Council approved a 5-day collection cycle with garage and single stream recycling being picked up once per week (excluding Woodstock). As part of the tendering process private sector pricing was established for the collection of material in South-West Oxford and Woodstock with the expectation that each municipality would match the pricing should it decide to continue providing the service locally. South-West Oxford Council requested that the County consider allowing it to move forward with a 6-day cycle to test out the process. County council agreed to this so effective September 15, 2015 South-West Oxford residents will have garbage and single stream recycling picked up every 6 days. The County has developed a communication strategy for the roll-out of the new schedules and interim calendars (May to mid-september 2015) are being finalized and will be sent out in April. A second calendar will be sent out to commence September 15, 2015 to reflect changes in collection for garbage and single stream recycling. There will be a computer application available (cell phones, tablets, computer etc.) which can send out a reminder to people to put their garbage and recycling out; as well as the capability of typing in your address on the Waste Management website to find detailed information including the confirmation of your pickup day. WATER TESTING Ainslie Pemberton (Oxford County Health Unit) reported that the regular annual testing will be carried out on the 16 wells on April 15 th to 16 th of this year. The samples from 2014 were congruent with those of the previous year. ELECTION OF EXECUTIVE A letter was read from Committee Treasurer Andy Bruggeman noting that he will no longer serve on the Committee as he has moved out of Oxford County. His letter noted that he would continue to help out with the GIC until time for renewal (2017). Resolution No. 3 Moved by Nico Vandenakker Seconded by Evan Swance RESOLVED that the process of selecting the new executive for the Salford Landfill Liaison Committee commence. DISPOSITION: Motion Carried Warden David Mayberry opened the floor for the election of the executive for the next 2 years.

57 4 Oxford County Waste Management Site - Minutes of March 19, 2015 He asked Kathy Geltink if she wished to continue in the role as Chairperson she concurred. There was no other nomination for the position. He asked Valerie Durston, Lew Roberts and Evan Swance to serve on the committee there was no strong objection and no other nominations from the floor. One of the directors will serve as Treasurer with assistance from the Township.
