3 To build on this land a building of approx sq. ft. along with a residence (caretaker and or staff), and a shop. To house a 20 bed, 6 month long term residential recovery centre. PURPOSE OF PROJECT To provide an environment where individuals with an addiction may embark on a recovery process that will enable them to be healthy productive people in our community and society. To provide service to clients who are suffering from substance abuse and or other process addictions. This 6 month program will include 10 different learning modules from addictions as a disease to relapse prevention. This program will include a 5 week Life Skills component as well as a 5 week Anger management component. Also, during the 4 th month of stay at the centre, the client, if he has proven himself during his stay will be allowed to journey to our Wilderness facility in northern B.C for a one month stay where he will engage in a adventure based counselling program. The client will be allowed to develop a spiritual side as well take time for reflection on

4 the past and focusing on the future with short and long term goals. This combination of programs in addiction recovery has not been done before and High Country will be the leader in this exciting area of recovery. SHORT TERM BENEFITS: Provide assistance for those suffering from addictions. the facility. Provide jobs for the construction of Provide economic impact by the purchase of labour and materials for the facility. Planning can begin for the operation of the recovery centre. High Country Recovery Centre will begin the evaluation of the facility development and the impact on annual operations.

5 LONG TERM BENEFITS: Increased treatment services means increased opportunities for individuals facing addiction issues. Area will experience economic benefit of increased demand for counselling staff, night staff, cooks, janitors. Area will experience economic benefit by demand for food, program and administration supplies and equipment. Creation of unique partnerships in the area to support year around services at the facility. High Country will endeavour to facilitate ongoing admittance at the facility. New clients will fall into one of the groups already in progress. Using the circular attendance concept the client continues with his group until he has completed all of the modules. During his stay he will be taken out of his morning learning group and put into the Life skills program, which will run 5 days a week for 5 weeks. As well during his stay, he will attend and complete an Anger Management

6 Program which will be held in the evenings for 5 weeks. Clients at the recovery centre must have a willingness to change. This will and does allow for clients to understand what works in their lives and what does not. Clients at the facility will have access to doctors, dentists, lawyers, other addiction services and 12 step meetings while they live at the facility. They will also have access to family. High Country will also have a family component that allows for family to visit the facility and learn what the client is going through. At that time many questions are answered and everyone is put on the same page. This allows for complete recovery for the client. When the client works one to one with his counsellor, a program is designed especially for him. This allows for all of the clients to work on those issues that affect him personally while joining the others in working the 12 steps and other learning modules. 7 ECONOMIC DEVELOPMENT: The development of this recovery centre here in this area will first have an economic impact with jobs for the construction, purchase of the building materials, and the allowance of volunteers to assist with this project. We have done mountains of work up to this pointy at our wilderness facility with volunteer help. The Board of High Country agrees that the volunteers assisting us in the past, now and in the future will have a large impact on whether all aspects of the programs and its development come to fruition. The development of the facility will allow for the calling of professional persons to be hired as staff once the project is complete and ready for operation. SUSTAINABILITY: 1)-How the project will be funded? Firstly, it is the hope of the Board of High Country that there be 5 partners in the process of getting this project off the ground and indeed to completion. Those being:

8 1- THE CITY OF SPRUCE GROVE 2-THE COUNTY OF PARKLAND 3- THE CITY OF ST. ALBERT 4-THE COUNTY OF STURGEON 5-THE GOVERNMENT OF ALBERTA We are asking for the same amount of funding from the first four partners. That amount being $330,000 or $530,000. This, we would ask for in two separate amounts. $30,000 to be put towards staff salary and office overhead while the project is ongoing and High Country continues to hold its professional setting in it s office in Spruce Grove. The other $300,000 or $500,000 to be put into a trust that would only be used for the acquiring of said lands and the building of said facility. Once all four partners have contributed their share of the overall funding, then the Government of Alberta has given consent that they would indeed be interested in matching that amount. Thus giving us $2.4 > $4.0 mil. This amount would cover the cost of the land and the building of the facility, as well as a residence and shop. Once the facility is operational, the clients would be responsible for an amount upon admission. This would cover their stay of

9 six months, including the cost of transportation to the Wilderness facility in Northern B.C. and back. As well we have looked into the idea of having a sustainable funding source coming from the clients at the facility. The idea we have been discussing is the building and selling of personal designer coffins. We believe this market would keep a small amount of funding coming into the facility as well as allowing the clients to engage in some form of workmanship directed at supporting their self-esteem and personal self worth. PUBLIC RECOGNITION: The Board of High Country has agreed that as long as those parties who are assisting us with funding are agreeable: We would advertise those partners on our website, on any of our printed material, including brochures and postings. As well we would pay honour to those contributing parties at our head office in Spruce Grove, at our Recovery Centre and at the Wilderness Facility. There will be a wall of honour for those sponsors in the recovery centres front entrance, along with a wall of honour for those clients who have completed the program.

10 WORKPLAN: Acknowledging the fact that securing all the funding may delay the timeline of purchase and construction, this would be the plan for purchase, excavation, building and completion of the project. November /08 to March /09 funding proposals complete March/09 August/09 Funding secured Sept/09 to April/10 construction completed May th, 2010 Grand Opening. EVALUATION: Evaluation of the project will be documented on a regular basis. There will be a mid evaluation and a final evaluation in writing. Criteria for mid development evaluation: 1 - Is the project on time? 2 - What are the expenditures to date?

11 3 - What are the project challenges to date? 4 - Is the project on budget? 5 - Has risk management been maintained ands what challenges have been encountered? 6 - Have there been any changes to date. If so, what are they and why were they made. 7 - Has volunteerism been maintained and what challenges have been encountered. 8 - Have there been challenges with other service providers. 9 - What changes will be made to ensure the project is on time and meets the requirements for safety and budgetary expectations. Criteria for final evaluation: 1 - Was the project completed on time. 2 - What were the final project expenditures. 3 - How many volunteer hours were used to complete the project. 4 - Were there any more changes made, and why were they made.

12 BUDGET AND BUDGET BREAKDOWN: DEPENDING ON THER AMOUNT RAISED, HIGH COUNTRY WOULD FIRST PURCHASE THE NEEDED LAND, THEN BEGIN EXCAVATION WORK AND BUILDING OF THE CENTRE. 2.4 MILLION WOULD COVER THE COST OF THE BUILDING 4.0 MILLION WOULD COVER THE COST OF EVERYTHING RIGHT UP TO OPENING.
