3 Dear Foster Carer I am pleased to have this opportunity to introduce the South Eastern HSC Trust new Learning and Development Training Programme for April October June 2015 launches the start of a new Regional Training Pathway for Foster Carers. This pathway will assist Carers to develop the skills and knowledge needed to help the children in their care by providing key training support. Core Issues in Fostering/Kinship Care which was revised in 2014 is your opportunity to embed messages from pre-approval training and to relate learning to practice through these carefully chosen topics. In addition to our core training, we will be making available training covering key elements of fostering such as: First Aid, Safeguarding, Respecting and Valuing the Individual, Behaviour Management, Attachment and Loss, Internet Safety, Recognising Men s Role, Sexual Health and Personal Development and Child Exploitation. It is important that all Carers get recognition for developing their learning and this is reflected in your development plan within annual reviews. Support groups are also designed to provide peer support, developing social networks and offering increased training capacity. The Fostering Service are very keen to listen to your views on the Training Programme and value your feedback to ensure that the training continues to meet the needs of you as Foster Carers, who are fundamental in providing positive family life experiences for some of our most vulnerable children. You can provide your views through your Supervisory Social Worker, Training Co-ordinator or through Annual Review. Your feedback will help inform on future training and is vital. I wish to again take this opportunity to thank you on behalf of everyone in Fostering and the wider Trust for all that you do for our children and young people. 11 E-Learning Programme (LGB&T) Programme Content This e-learning programme has been developed by the Public Health Agency in partnership with the Southern Health and Social Care HSC Trust (SHSCT) and has been informed by the experiences of individuals who identify as Lesbian, Gay, Bisexual and/or Transgender (LGB&T) and their carers. The content has been developed to meet a range of learning styles and contains stories, scenarios, interactive quizzes and videos involving lived experiences. The programme features are easy to use and navigation throughout the different sections is straightforward. Section 1 Introduction Section 2 Getting the basics right Section 3 Health and social wellbeing inequalities Section 4 Understanding the law Section 5 Creating an inclusive workplace Participants have the option of completing the programme from beginning to end or saving progress and returning at another time to complete. The estimated time to complete the programme is 45 minutes however this does not include the additional reading provided. 9
12 Learning Outcomes After completing this module, learners will be able to: Understand the difference between sexual orientation and gender identity. Have knowledge of the equality legislation relating to sexual orientation and gender identity Be aware of the health and social wellbeing inequalities experienced by LGB&T individuals, the support services available and be aware of how to access them Challenge the myths and misperceptions associated with LGB&T individuals Explore the barriers associated with disclosure of sexual orientation and/or gender identity in the workplace Understand how LGB&T awareness within the workplace can help create a more welcoming, safe and productive work environment Reflect on their organisational policy and practice to help identify opportunities for: Workplace settings to be more LGB&T inclusive Addressing any existing gaps in current practice and delivery relating to LGB&T issues Any future potential training for staff working in a range of settings. The programme can be accessed through the internet via: You will be able to create your own unique username and password, which the programme will recognise each time you return. You will be issued with a certificate on completion. *Please inform your supervising social worker or training co-ordinator when you have completed this training so we can update your training profile* 10
13 Adolescent Development (OCN) Aim This course, aimed at foster carers of young people aged 11+, will explore the changing relationships during adolescence and the impact of these changes on the family unit. This course is run over a 5 week period. The course will be accredited at OCN Level 2. Learning outcomes Understand that Carers and their relationship with a child changes as the child grows older Acknowledge the changes that a young person goes through during adolescence as well as carers own process of change Understand the pressure, that families with adolescents in the home experience Understand the issues of power and authority within a family during a young person s adolescence. *Held over 5 evenings: Foster Carers need to attend all 5 sessions* Presenter: Project worker, Fostering Futures (Fostering Network). 11
14 Alcohol and Cannabis Aim This course is designed to enable you to ensure you feel comfortable with basic drug and cannabis. Outcomes Introduction to alcohol and cannabis What it is? History Law surrounding the use Signs and effects of use Facts and myths Who uses and what extent is the problem? Referral agencies and how you can help. Relevance This training is for those in the community and voluntary sector and general members of the public. Presenter: ASCERT. 12
15 Alcohol and Young People s Development Aim This course is about young people s brain and emotional development and how alcohol, can affect this normal development. Also covers how to work with young people to reduce alcoholrelated harm and getting help/support to assist young people. This course will look at issues that affect you as workers trying to reduce alcohol-related risk. It looks at the impact of early onset alcohol use and persistent/high level alcohol use throughout childhood/adolescent development. It focuses on brain development and the potential short and long-term damage, physically and psychologically of alcohol use. It will be of interest to anyone who works with young people who are already using/misusing alcohol, or at risk of becoming involved. Outcomes What does alcohol really do? - brain and body information Alcohol - what do we need to know to do this work? How children and young people develop - adolescence versus puberty The underlying development of the brain at different stages and the impact that the early use/misuse of alcohol can have on this development - physically, mentally and emotionally - short-term and long-term Reducing harm - working with young people Getting help and support - signposting to agencies and organisations. Relevance Anyone working with young people, especially those who are currently misusing alcohol or at risk of starting to use alcohol. Especially relevant to social workers, youth workers, parenting support workers, educators, Youth Justice and pastoral care staff. Presenter: ASCERT. 13
16 ASIST - Applied Suicide Intervention Skills Training Aims Helps all kinds of caregivers learn suicide 1st aid intervention The emphasis of the ASIST workshop is on suicide first-aid, on helping a person at risk stay safe and seeks further help Participants in this training often include: People concerned about family or friends Counsellors, teachers and ministers Workers in health, welfare or justice Community workers Emergency service workers Mental health practitioners Any caregiver. *This training is 2 full days* Presenters: Trust Mental Health Promotion and Suicide Prevention Team. 14
17 Basic Drugs and Brief Interventions Aim This course provides a basic overview of substances (their appearance, effects and legal status). The afternoon session explores the FRAMES model of brief intervention to motivate a change in an individual s substance use. Outcomes Participants will gain an understanding of what widely-used substances look like, their effects on the body and the legal penalties involved. Participants will gain an understanding of the stages of a brief intervention and will have witnessed an intervention take place. Relevance Anyone who works with individuals where there is a concern around substance use. This is a very basic introduction for individuals who have a limited knowledge of the substances that clients are using. Presenter: ASCERT. 15
18 Basic Drugs and Mental Health Description This 1 day training course will focus on mental health and how drugs and alcohol can have an adverse effect on the individual. Outcomes Definition of Mental Health and Drugs Mental Health disorders and Stigmatisation Identification, Classification and Categorisation of drugs and how they affect the body Specifically focusing on alcohol, cannabis, benzodiazepines, mephedrone and spice. Relevance This training is for those in the community and voluntary sector and general members of the public. Presenter: ASCERT. 16
19 Basic First Aid Description First Aid is a life skill too few of us possess. This informal first aid session will give you the basics of First Aid needed in the initial stages of an emergency. This could mean saving a life!! No previous knowledge of first aid needed. You will learn to deal with someone who: Is unconscious and breathing Is unconscious and NOT breathing Is choking Is bleeding Has a burn or scald Has a broken bone. 20 Child Sexual Exploitation: Awareness and Identification (CSE) Barnardo s Safe Choices NI service is funded by the HSCB and Barnardo s to provide multi-agency training for managers, practitioners and carers surrounding the issues of child sexual exploitation and children/young people going missing from their home/place of care. Aim To raise awareness of: The nature and scope of CSE in NI The risks and indicators of sexual exploitation and going missing The underlying processes associated with CSE The links between abuse, current behaviour and vulnerability to CSE Key legislation, policy and agency responses/roles to the issues of missing and CSE. 21 Core Issues in Fostering - Stranger Foster Carers Learning Objectives This course is intended for foster carers during the first year of fostering and should be referenced at the carers first annual review. Completion of the Core Issues is recognised as a significant part of the induction process for foster carers. Impact of Fostering on the Family and Contact Issues Aim To raise awareness of the potential impact fostering may have on the foster family To encourage foster carers to carefully consider what children may best match their family Encourage foster carers to prepare their family for the arrival of a foster child or young person To consider the impact fostering may be having on family members and to develop strategies to cope Highlight the central role of contact in foster care. Legal Issues and Participation in LAC Reviews Aims To assist with knowledge and understanding of the law in relation to fostering Have open discussion on legal issues in a controlled setting Reinforce your valued contribution to reviews and increase awareness of the review process To manage difficult situations through good preparation, thereby reducing anxieties in LAC review settings To promote learning through discussion, experience and best practice. 19
22 Safer Caring, Health and Safety, Allegations and Recording Aims To assess the impact of safer care guidelines on foster carers and their families To identify and help resolve dilemmas Assist in developing or reviewing the Safer Care Family Plan and the Health and Safety Checklist To prepare for the possibility of allegations and how to handle these if they arise To increase confidence in, and understanding of, good recording To promote the sharing of good quality recording between foster carers and social services. Moving On, Attachment and Permanence Aim To help foster carers and their family cope with feelings about moves Understand the planning/decision making process in respect of children and young people To discuss and explore practical ways of helping all parties involved, deal with the move Understand the impact of moves on attachment To consider the impact of disruption on a child s life and consider permanency options. *Foster Carers must complete all 4 sessions* Presenter: Trust Staff. 20

Legal Issues and Participation in LAC Procedures Aims To assist kinship carers with their knowledge and understanding of the law in relation to fostering To empower carers to feel that if there is anything they do not understand about legal issues they can ask about it in a controlled setting or discuss it with their social worker Reinforce the value of kinship carers contribution to reviews Help kinship carers become more aware of what to expect both before and during a review Equip kinship carers to deal with difficult situations through advanced discussion/preparation thereby reducing anxieties To promote learning through discussion related to experience and best practice Impact of Fostering and Contact Issues Raising awareness of the potential impact fostering may have on them as kinship carers Encourage kinship carers to develop strategies to alert them to the impact (positive or negative) fostering is having on other family members Highlight the central role of contact in kinship care. 21

25 Foetal Alcohol Spectrum Disorder Aim This training event will provide you with a better understanding of the risks from prenatal alcohol use and how it can affect a child s health and development. Outcomes Awareness of the facts surrounding prenatal alcohol exposure The difference between FAS and FASD How FASD impacts on the individual Behaviours of FASD children Strategies in supporting FASD children and young people. Presenters: ASCERT. ASCERT is funded by the Public Health Agency to provide training to build the knowledge and competence of practitioners across all sectors in dealing with the effects of addiction on children and the family or Hidden Harm. 23
26 Hidden Harm: Working with Parental Substance Misuse Aim Looking at ways to understand how to best help, work with and support families, and individuals within families who are living is difficult circumstances because of a parent s drug and/or alcohol misuse Outcomes What is Hidden Harm the context in NI Identifying signs and symptoms of PAM/PSM Impacts of growing up with PSM/PAM Levels of intervention Building resiliency Working with PSM/PAM practically supporting clients Programmes to support practitioners and kids resources Signposting on and getting help. Relevance This course will be relevant to any practitioner who is working with children/young people who are living with Parental Substance (primarily alcohol) Misuse (PSM) and/or any practitioner who is working with families where PSM/PAM may be an issue. 27 Internet Safety - PSNI Aims At Northern Ireland Police College we have responsibility for crime training and specialise in Child Abuse Investigations. The course will have the following main areas of focus and discussion: The internet - What happens online? Online risks to children Online risks in the context of vulnerability Social networking sites Relative information and advice. Presenters: PSNI Trainers will be Gary Scott. 25
28 Mental Health and Self-harm Aim The course is for professionals who want a basic knowledge of mental health conditions and self-harm. Outcomes Understanding of the terms Mental health problem and Mental health disorder Understanding of the prevalence of mental health problems Understanding of the characteristics of common mental health disorders Understanding of issues affecting ethnic minorities Understanding of the term Self-harm Knowledge of the types of self-harm Understanding of the attitudes towards self-harm Knowledge of treatment strategies of self-harm. 29 Safeguarding Children - Level 1 Who should attend? Any new and existing foster carers looking to gain a better understand the safeguarding process for young people. This course also provides an opportunity to meet other professionals including social workers, health visitors and teaching staff to better understand their role. Objectives To gain an understanding of relevant legislation To explore the various categories of abuse, and to help enable you to recognise the signs and symptoms of abuse To explore the roles and responsibilities in relation to child protection To draw on the ACPC policy and procedures in relation to referring cases of abuse/child protection, and to provide a knowledge base in relation to the case conference process Provide a knowledge base in relation to PSNI care unit and the joint protocol for investigation as well as relevant legislation in relation to sex offenders. 30 safetalk Become Suicide Alert Aim Learn four basic steps to recognize persons with thoughts of suicide and connect them with suicide helping resources. This training can help you make a difference.. Why come to safetalk? Most people with thoughts of suicide invite help. Often these opportunities are missed, dismissed or avoided, leaving people more alone and at greater risk. SafeTALK training prepares you to help by using TALK (Tell, Ask, Listen and KeepSafe) to identify and engage people with thoughts of suicide and to connect them with further help and care. Who should attend safetalk? safetalk is for everyone who wants to help prevent suicide: Front line workers Clergy Volunteers Parents Youth* Teachers Law enforcement Anyone who wants to help prevent suicide. 31 Support a Young Person within Autistic Spectrum Disorder Aim The Fostering Achievement Scheme aims to deliver a Learning Together programme specifically developed to meet the needs of foster carers and kinship foster carers. This workshop is aimed at foster carers with young people who live with Autistic Spectrum Disorder (ASD). The workshop will look broadly at the conditions within the spectrum and explore practical strategies to support the children both at school and the home environment Behavioural, sensory and social needs will also be covered. 32 The Importance of Play for Children and Attachment Aims To raise awareness of the importance of play for children To explore ways of extending play opportunities for children. 34 Therapeutic Crisis Intervention in Fostering (TCIf) Refresher Carers who have completed the full course are expected to complete a refresher course at least once a year. Aim Therapeutic Crisis Intervention in Fostering (TCIf) is an internationally recognised programme that aims to improve the quality of crisis prevention and management. The purpose of the TCIF systems is to provide crisis prevention and intervention model for carers to: Prevent crisis from occurring De-scale potential crisis Manage crisis Reduce potential and actual injury to children and staff Learn constructive ways of handling stressful situations.
