CO-182: Do Not Send Target Market Flow when Relief Not Required Introduction: Currently, when an entity is listed as having a market flow impact on a flowgate and that flowgate is in TLR, the market entity is required to acknowledge relief requests on that flowgate even if no relief is required. This change order prevents an RC from having to do unnecessary acknowledgements by not alarming the RC if no market flow relief is required. New Features: No new displays or visible features are associated with this change order. All features are behind the scenes and are only related to interfaces between the IDC and market systems. B. CO-199: Holding of intra-hour tags Introduction The purpose of this Change Order was to modify the TLR Hold functionality to fully capture intrahour tags. Prior to this modification, the IDC held new tags from the time a TLR was issued until the top of the hour. However, intra-hour tags issued after the top of the hour were not captured by the TLR Hold process and were subsequently allowed to begin during the active TLR. The IDC Hold process has been modified so that tags scheduled to start any time while a TLR is in effect are properly held, regardless of when they were submitted. The diagram below illustrates the new TLR Hold behavior. Prior to the change, Late Tag 1 would have been held, but Late Tag 2 would not have been held, because it was received after the top of the hour. This Change Order modification ensures that both tags are properly held.

2 New Features: No new displays or visible features are associated with this change order. Operators will note intrahour tags being held during a TLR; whereas in the past these tags were allowed to run.

CO-200: Start time of TLR in Issuing Screen Introduction: Prior to the implementation of this change order, the IDC computed curtailments and reloads for TLR requests for pre-defined (hard-coded) times. These hard-coded times were used by the IDC to determine the tags which were in effect and included in the TLR calculations. However, the issuing RC had the ability of changing the TLR start time after the IDC calculations were completed. This created a potential inconsistency in the tags used in the IDC calculations and the tags which were actually active during the TLR event. In order to remedy this situation, CO-200 modifies the IDC so that the TLR effective time is moved from the confirmation screen to the issuing screen. The user interface in the IDC has been modified to allow for the RC to indicate start times as follows: 1. TLR 0 and TLR 1: 5-minute intervals beginning at next 5-minute mark up to the top of the next hour. Example: at xx:12, the issuing RC will be given the option to set the start time of the TLR to xx:15, xx:20, xx:55 and xx+1: TLR 2, TLR 3A and TLR 5A: 5-minute intervals beginning at the top of the next hour up to 5 minutes prior to the end-of-the-next hour. Example: at xx:27, the issuing RC will be given the option to set the start time of the TLR to xx+1:00, xx+1:05, xx+1:50 and xx+1: TLR 3B, TLR 4, TLR 5B and TLR 6: 5-minute intervals beginning at the next 5-minute mark up to 5 minutes prior to the end of the current hour. Example: at xx:16, the issuing RC will be given the option to set the start time of the TLR to xx:20, xx:25, xx:50 and xx:55. New Features The screen shots below show where to change the TLR start time for various TLR levels. TLR Level 1, TLR Level 2, TLR Level 4, and TLR Level 6 These TLR levels are similar, in that the operator does not have to enter a specific relief amount. Therefore, the TLR start time is adjusted by clicking on the hyperlink under the TLR Time heading on the Issue TLR screen as shown below.

4 On the Issue TLR Screen, the TLR time is a hyperlink Clicking on the hyperlink brings you to a screen that will allow you to update the TLR start time. Note that the times available to select are based upon the rules given in the introduction to this section.

5 TLR Level 3A or 3B, TLR Level 5A or 5B In the TLR Levels where the operator must enter a relief amount, the TLR start time is found on the page where the increment/decrement changes are specified. Click here to bring to screen that allows updating of flow change and TLR Start Time Clicking on the link shown above brings you to the following screen where the TLR Start Time can be changed via the drop down. Note that the times available to select are based upon the rules given in the introduction to this section.

7 D: CO-201: Tracking of Market Flow and Tag Changes during TLR Event Introduction: The purpose of this Change Order was to provide information on the market flow and tag relief provided as part of the Congestion Management Report. This was accomplished by modifying IDC Congestion Management Report to include a tabular display that shows in 5-minute intervals for the duration of the TLR, the requested relief of all curtailed tags and market flow. The tabular display is updated as data is received from the E-Tag systems via approved reliability profiles, and the markets via actual net market flow. New Features: The IDC Congestion Management Report has been modified to include tabular display as shown below: New Tabular Display

8 Clicking on the Show TLR Tracking Graph brings a graphical display that allows users to view and track the relief provided by tag and market flow as shown below: The TLR Tracking Graphs has a number of graph options that allows users to view the relief provided in different graph styles including line, line-step, line-shaded, and bar graph. Users can modify the graph by clicking on the Graph Options button as shown below:

10 E: CO-204: Whole Transaction List in 15 (5) Minute Intervals Introduction: The purpose of this Change Order was to provide a more detailed view into the Whole Transaction List with the primary objective being to capture the impacts of intra-hour transactions. This was accomplished by creating a new display that is accessed from the main menu bar. While the Whole Transaction List provides an hourly summary of transaction impacts, the new Impact Trend display provides up to a 15-minute detail of transaction impacts. New Features: The Impact Trend button has been added to the main menu bar as shown below. Access to new display Clicking on the Impact Trend menu item will bring up the following options. User can select the information, as desired from the dropdown menus. User can select the Schedule Type from the dropdown to see Schedule Data, Actual Data or both at the same time. o Selecting Schedule Data will display the current MW amount on the tag as requested by the customer. o Selecting Actual Data will display the MW amount currently flowing or expected to flow, accounting for curtailments or reliability caps. Click View Impact Trend to display the results of the selected data After selecting View Impact Trend, two sets of data will be displayed. The first is the Impact Trend Summary showing the Market Flow and Tag totals for each priority. The second set of data is Schedule Details showing the selected data for each Tag, summarized by priority.
