1 ANNUAL REPORT PHILIPPINE ACADEMY OF REHABILITATION MEDICINE February 28, st Technical Review Panel Meeting on the Review of Conditions for Compensability of Musculoskeletal Disorders March 6, 2013 Burn Rehabilitation Workshop April 5, 2013 PARM 1 ST Quarterly Meeting March 25, 2013 Women with Disabilities Day In celebration of the 2013 Women with Disabilities Day on March 25 and pursuant to Proclamation No. 744 issued on December 6, 2004, titled Declaring the Last Monday of March Every Year as Women with Disabilities Day, the NCDA took the lead in the observance of the Women with Disabilities Day in the country in partnership with the Philippine Commission on Women (PCW) and other concerned agencies. For this purpose, the NCDA organized a National Working Committee, chaired by the Metro Manila Development Authority and Vice-Chaired by Tahanang Walang Hagdanan and Katipunan ng Maykapansanan sa Pilipinas, Inc. & Philippine Academy of Rehabilitation of Medicine. The theme for this year s Women with Disabilities Day is Babaeng Maykapansan, Kasama Ka Sa Tuwid Na Daan! which also serves as a subtheme to the Women s Month theme prepared by the Philippine Commission on Women, that is, Kababaihan: Gabay Sa Pagtahak sa Tuwid na Daan. The theme aims to highlight the participation of women with disabilities on relevant and current issues of the society such as disaster risk reduction and as an advocate to other equally-important causes of women with disabilities. For this year s observance of Women with Disabilities Day, NCDA, in partnership with different government agencies and non-government organizations (that includes PARM) conducted the following activities: (1) Launching of the Ped Xing for Persons with Disabilities This is part of the commitment of the Metro Manila Development Authority to provide accessible features for pedestrians with disabilities. And this Ped Xing was opened last March 22, 2013 at 9AM along the streets of Aurora Blvd. corner Imperial St., Cubao, Quezon City. This particular Ped Xing has a wheelchair ramp & equipped with a stop light & loud speakers. A roving MMDA officer is also available to assist PWD s who will be using the pedestrian lane. (2) Trainors Training of Women with Disabilities in Disaster Risk Reduction and Management The training, conducted by resource persons from the Civil Defense Action Group was held on March 24, 2013 at Tahanang Walang Hagdanan. Fifty women with disabilities including PARM and focal persons on disaster risk reduction and management program from the local government units of Regions I, II, III, IV, CAR and NCR participated.

April 6, 2013 CPG Meeting May 5, rd PCP Annual Convention Lecture on CPG Stroke and Low Back Pain Dr. Bebet Suarez and Dr. Det Dizon May 24-26, 2013 Joint PARM 1 st Quarterly Meeting Philippine Stroke Society May 16, th PMA Annual Convention Lecture on Osteoporosis Dr. Gerry Montes, Dr. Mike Magabo, Dr. Liza Virtucio June 26, 2013 ISPRM Beijing, China June 29, 2013 Freedom Walk July 17 23, National Disability Prevention and Rehabilitation Week The medical subcommittee on MOBILITY CLINIC conducted its annual activity in celebration of National Disability Prevention and Rehabilitation Week, with theme Building an Inclusive and Non-handicapping Environment for Persons With Disabilities (Patatagin ang Karapatan at Katarungan Para sa May Kapansanan). This year attention was given to PWD s with mobility problems. A one-stop shop clinic was conducted; initial screening of potential beneficiaries of mobility aids and devices was done at Barangay Manresa last June 27, Evaluation of patients included measurement for wheelchair and casting for orthosis and prosthetic devices. A medical and dental mission were conducted together with the release of available mobility devices such as below prosthesis, crutches, canes, and walker to the beneficiaries was held July 18, There were two cerebral palsy patients who received ankle-foot-orthosis, ten amputees provided with artificial limbs (6 below knee prosthesis, 4 above knee prosthesis) and one received a customized wheelchair from the Church of the Latter Days Saints. The activity was participated by consultants and residents from the four Rehabilitation Medicine training institutions. Volunteers from different government agencies and NGOs supported the event.
3 July 20, 2013 Wheelchair Art Parade July 20, 2013 PARM Visayas Scientific Meeting The 24th Scientific Meeting of PARM Visayas Chapter was held on July 20, 2013 at The Oriental, Palo, Leyte. PARM s Dr. Raymund Balverde lectured on Diabetic Polyneuropathy Treatment while Dr. Hazel Paragua, a neurologist, lectured on Neuropathic Pain. There were workshops on neurotoxin injection (facilitatied by Dr. Mercedes Barba) and sports taping (facilitated by Dr. Filipinas Ganchoon). On the lighter side, a lecture on Basic Travel Photography was given Dr. Jorgen Lim. July 21, 2013 PARM M.O.V.E. Pilipinas Run 2013 For the very first time since the PARM M.O.V.E. Runs have started way back in 2007, last year, the M.O.V.E. Team embarked on what they thought could not be achieved, the PARM M.O.V.E. Pilipinas Run. Not only did the M.O.V.E. Run happen in Manila to celebrate the 2013 National Disability Prevention and Rehabilitation Week last year, there were two other M.O.V.E. Runs which simultaneously went on in Tacloban, and Davao on July 21, July 21, 2013 PARM M.O.V.E. Pilipinas Run 2013, Manila Leg The PWD groups, government and non-government organizations who have been supportive for many years, look forward to participating in this yearly event. Manila had the usual 2.2km and 4.4km distances. Whereas Tacloban ventured on a full 42km marathon in addition to its 5km, 10km and 21km distances. Davao had both 5km and 10km distances. PWDs walked, ran or rolled their way alongside with able-bodied participants. Approximately 1,000 PWDs participated among the total of 5,500 participants in the three regions. The amount of work that was put in by the teams were tremendous to ensure the smooth flow and the safety of the participants during the event. 100% of the proceeds would certainly go a long way in helping the less fortunate indigent PWDs all over the country through the PARM FUND. July 21, 2013 PARM M.O.V.E. Pilipinas Run 2013, Tacloban Leg A successful PARM-MOVE Pilipinas Run was held in three key cities of the archipelago, namely Manila, Tacloban and Davao last July 21, The Tacloban run, headed by Dr. Raymund Balverde, had a full marathon (42KM) and a half marathon (21KM) a first in the history of the PARM run. Three promotional runs were held in the months leading to the event. A Grand Launch last May 22, 2013 at the Robinsons Mall, with an 11KM run with 45 runners. A Simulation of the full marathon was held last May 25, 2013 participated by 21 runners and on June 15 a
4 17KM run was held with a Medical Mission co-sponsored by Philippine Air Force. The event participated by more than 3,000 runners, started around 11:00pm on July 20 as participants of the 42KM run started to assemble, the gunstart was at 1:00am of the next day. 134 runners participated with contingents from Mandaue, Cebu, Bohol, Legaspi and Metro Manila. The 21KM run started at three in the morning with 174 runners. 1,556 runners joined the 5KM run, while 813 runners were in the 3KM event. Three categories of the 1KM events, namely (1) The Differently-Abled Race with 113 participants, (2) Elderly and Small Children with 64 runners, and (3) Autism Run joined by 68 children and young adults, started from 5:30 am, 6:00 am and 6:30 am, respectively. The run was also participated by several personalities like Azkal players Paolo Pascual, Chieffy Caligdong and Nestorio Margarse Jr. Awarding of the top finishers was presented by PARM 1st Vice-President Dr. Lally Beredo, PARM 2nd Vice-President and PARM MOVE founder Dr. Renald Ramiro, with PARM-VIS Chapter President Dr. Adrilee Gicos. Raffle prizes were given with a P60,000 LCD 32 TV as 1st prize, four cellphones for the 2nd prizes, and over a hundred consolation prizes. The Department of Interior and Local government, the Civil Service Commission, and the Region Eight Administrative League (REAL) issued a regional memorandum circular in support of this event. The private sector also supported the event through: Diamond Cane sponsorships by Gatorade-Pepsi, Robinsons Place Tacloban, Sacred Heart School Batch 88, JCS Pharmaceuticals, and 91.1 Love radio. The steering committee was composed of lead members of The Tacloban Rescue Foundation; Atty. Miguel Tezon, chairman board of directors of the Philippine National Red Cross (PNRC); Edwin Pamonag, chairman disaster committee of the PNRC; FO1 Francis Pedrosa, Bureau of Fire Protection; Lutgarda Raagas, Head of Tacloban Rescue Unit of the Mayor s Office and Chief of Staff of Cong. FM Romualdez; and Pamela Lynn Catilogo. Dr. Rommel Bugho, chair of the program committee, and Dr. Liezel Calina, chair of the finance committee. July 21, 2013 PARM M.O.V.E. Pilipinas Run 2013, Davao Leg It was a beautiful morning on July 21, 2013 as participants arrived in anticipation to run for the first ever PARM M.O.V.E. in Davao City. With the goal of promoting awareness for the PWD (persons with disabilities) and encouraging differently-abled persons to join the cause, one cannot help but feel the uniqueness and the importance of this simultaneous (Luzon, Visayas & Mindanao) PARM M.O.V.E. run and what it came to represent. The Mindanao leg was held at SM City Ecoland, Davao City. The participants were composed of 600 abled-bodies and approximately 100 PWDs. A special category and route was prepared for the PWD participants. It consisted of a 2-KM cemented run around the mall complex. All other runners competed for the 5-KM and 10-KM routes. Running enthusiasts from various groups (e.g. Team Titans Davao) volunteered to buddy with wheelchair ambulant participants. Children with special abilities, along with their families,
5 ran together. It was indeed a good morning to sweat it out and burn calories coupled with a sense of joy & fulfillment. August 5, 2013 Amputee Screening Dr. Josephine Bundoc led Project Agubay, a consultation and screening project for amputees, held on August 25, 2013 at Iloilo. She was joined by Drs. Atanasia Siva, Adrilee Gicos, and Margret Lee Licup, along with physical therapists from West Visayas State University Hospital, Western Visayas Medical Center, Panay Orthopaedic and Rehabilitation Institute, St. Paul s Hospital, and Iloilo Doctors Hospital Medical Center. Numerous Ilonggos benefitted with the fabrication of lower lob prostheses. August 16, 2013 PARM 15 th Midyear Convention The Female Rehab Patient Gender Dilemma, Affecting Therapeutic Decisions. September Cerebral Palsy Awareness and Protection Week The Philippine Academy of Rehabilitation Medicine has been an active member of the National Working Committee of Cerebral Palsy Awareness and Protection Week since 7 years ago. For the 10th CPAP Week (September 16-22, 2013) celebration, it carries the theme Make The Rights Of The Cerebral Palsied Real: A Decade And Beyond and is chaired by the Philippine Cerebral Palsy, Inc. and co-chaired by Cerebral Palsy Association of the Philippines. For last year s celebration, PARM provided a speaker for the scientific congress, classifiers and 50 t-shirts for Boccia players, and free medical consultations for indigent cerebral palsied patients. Dr. Nathaniel Precilla lectured on What Is CP and Its Rehab. Management at Secretary Francisco Duque Hall of the Department of Health on September 17, It was attended by more than 200 members of Cerebral Palsy Association of the Philippines and its chapters. The Boccia and Chess Exhibition Tournaments were held in cooperation with the Philippine Sports Association for the Differently Abled (PhilSPADA) at SM Marikina lobby on September 20, Dr. Wendell Oliver Go did the classification of around 10 Boccia and 4 chess players. 8 teams of 6 members each competed in the Boccia event, while 4 played chess. The event was graced by Dr. Romil Martinez. September 23-30, 2013 Breaking Barriers Photo Exhibit In addition to the MOVE PIlipinas Run, a big photo exhibit, "Breaking Barriers", was held at the SM Megamall in October, which featured artistic photographs taken by various photographers. It generated a lot of interest from the people who saw it and several news articles were written about it. The aim of the exhibit was to formally launch the PARM FUND to further be able to accept donations to help indigent PWDs in our country.
6 October 26, 2013 PARM Mindanao Chapter 1 st General Assembly November 17, 2013 PARM Villamor Medical and Relief Mission Super typhoon Yolanda with an international name Haiyan was an exceptionally powerful tropical cyclone equivalent to a category 5 hurricane that devastated a huge portion of the Eastern Visayas (particularly Leyte & Eastern Samar). Yolanda made its destructive landfall on the early morning of November 8, Several people claimed that the damage caused by the super typhoon is Biblical in proportion. Millions of people in Leyte & Eastern Samar were left literally homeless. The catastrophic aftermath of Yolanda is beyond our imagination. And it was impossible for all survivors to continue staying in their hometown during the first few weeks after the wrath of Yolanda. Several cities that were not affected by the super typhoon opened their doors to welcome survivors. Various government agencies & NGOs joined forces to put up temporary shelters and the biggest organized evacuation center outside of Eastern Visayas was in Villamor Air Base, Manila. November 23, 2013 PARM World Rehabilitation Fund Meeting November 2013 World Health Organization Dept. of Health PARM Disaster Cluster December 28-29, 2013 PARM Tacloban Medical and Relief Mission Who would have thought 2013 would be a tragic year for the people of Visayas, Philippines? A devastating earthquake of 7.2 magnitude hit Bohol and Cebu last October 15, Leaving more than 1,000 people dead, missing or injured with total damage amounting to P2.2 B. Barely three weeks later, last November 8, 2013, another disaster struck the Visayas. The strongest tropical cyclone to make landfall in recorded history, SuperTyphoon Yolanda (international name Haiyan), hit Tacloban, Ormoc, Leyte, Northern Cebu, Northern Negros and Northern Panay Islands. The aftermath is catastrophic died, 10M people were affected, with damage amounting to P 2.2T. What do we do, when faced with such a cataclysmic challenge? The Filipino Bayanihan Spirit rose to the occasion. PARM and PARM Visayas met the challenge head on. PARM initiated three medical missions & relief operations to respond to the Bohol Earthquake and twelve medical missions and relief operations in response to super typhoon Yolanda in Northern Cebu, Bantayan Island, Camotes Island, Northern Negros, Lakawon Island, Iloilo, Antique, Roxas, Ormoc, Tacloban and Burauen, Leyte. PARM was able to serve more than 5000 patients as well as distribute 20,000 relief goods. PARM also joined seven medical missions with other medical groups. This is an AMAZING response! I would like to commend our PARM President, Dr Romil Martinez, for creating PARM Cares Disaster Rehabilitation Team and for his strong leadership during this time of tragedy and loss. I would like to thank World Rehabilitation Fund through the help of Drs. Tyrone and Ofelia Reyes for helping our collegues in Tacloban: Dr Raymund Balverde, Dr
7 Leizel Calina and Dr Rommel Bugho in the repair and reconstruction of their Physical Medicine and Rehabilitation Centers. We would like to thank the selfless efforts of Dr Yvette Nonato to support our initial relief and medical mission post Yolanda by raising $10,000 through the Philippine National Day Association and United Auburn Indian Community Tribe, owners of Thunder Valley Casino Resort. We would also like to thank Dr. Martha Imamura and Dr. James Earl Gosney Jr. of the International Society of Physical Rehabilitation Medicine for reaching out to us as well as Dr. Rochelle Dy and Dr. Paul Sueno of the Philippine American Physiatrist Association for their invaluable support of our Medical Mission to Tacloban and Burauen, Leyte this month. I would like to thank all our friends and colleagues who anonymously and generously supported our disaster relief operations. Finally, to all our PARM members who led and selflessly volunteered for all our medical and relief operations in the Visayas, you know who you are, our heartfelt gratitude. You are truly compassionate and generous leader- ambassadors for PARM. You saw the need and you took charge. We are proud of you. We are blessed to be members of PARM, an organization that truly cares for its members and the country it represents. We learned that, it is in times of crisis, when we step out of our comfort zones, that we find out what we are truly capable of. We discover our hidden strength, abilities and potential. We came to answer the call, and came out of the experience, richly blessed. There is this sense of peace and fulfillment that is hard to explain. A knowing that you were at the right place, at the right time, doing the right thing. You witness something rare and extraordinary. In PARM, we have something special, a sense of family and camaraderie. We look out for each other and we are ready extend help where it is needed. I came across a quote that says: where I came from, everyone is a hero. In PARM, we are all heroes. Each one doing what he or she can to help, connect, reach out and contribute. We were able to make miracles happen. The Filipino Bayanihan spirit is alive and well in the Philippine Academy of Rehabilitation Medicine. We have proven that the Filipino spirit is indeed, stronger than any disaster. Thank you, Dr. Romil Martinez and our PARM Family. It is always an honor to serve with you all. 8 PARM PHIC Case Rates Philippine Health Insurance Corporation (Philhealth) is one of the major health insurance providers in the Philippines. It provides all Filipino citizens sufficient and affordable social health services. It is very important to be a member of Philhealth because it serves as a means to help people pay for health services and acquire medicare needs. Philhealth has a Relative Value Scale (RVS) which is a list of procedures with assigned value units that reflect the relative weight or complexity of one particular procedure compared to another. The more difficult the procedure is, the higher its relative value. At present, Philhealth has implemented the Case Rate Packages for medical cases and surgical procedures that reimburses health care institutions a predetermined fixed rate for each treated case or disease. The goal of our profession is to enhance and restore functional ability and quality of life to those who have physical ailments and disabilities. We specialize in restoring optimal function to people with injuries. Many citizens are in need of our services, however, they could not claim physical and rehabilitation services they need and deserve due to the fact that procedures done in our field have no corresponding relative value units and treatment/exercise program given to patients with different conditions are not included in Philhealth s case rate packages. This situation has caught the attention of PARM which led to create a Philhealth Team headed by Dr. Eulalia J. Beredo with the executive committee as its members. The objective and importance of creating a team are the following: 1. RVS/RVU and case rate packages are the basis for Philhealth charges and payments 2. To put our specialty in a position of significance amongst others in the medical profession 3. To recognize rehabilitation procedures as a unique expertise integral to the management of patient care 4. To develop separate RVU and package from the other specializations A consultative meeting with Dr. Mark Cepeda of PHIC Standards and Monitoring Office Philhealth Central Branch last March 11, 2013 was done. The following recommendations were given: 1. Identify Rehabilitation Medicine procedures and desired Professional Fee 2. Procedures and treatment program for specific conditions should be supported by CPG s 3. Classify in-patient and out-patient procedures 4. Determine number of rehab sessions for specific conditions 5. Initially focus on the common Rehab cases seen With these recommendations, the PARM PHIC team underwent a writeshop last March 15-16, 2013 and came up with the following common cases with corresponding packages: Stroke, Low Back Pain, Neck Pain, Knee Pain and Shoulder Pain. The output was reviewed and revised. Final work was submitted to Philhealth Office Central branch last May 10, 2013 for evaluation. The Benefits Development and Research Department of
9 Philhealth evaluated the PARM PHIC RVU and case rate packages and scheduled a meeting last June 27, 2013 which was attended by Dr. Romil Martinez and Dr. Lally Beredo. The representatives of the team, Dr. Jennifer Raca and Dr. Robert Balaoing gave a positive feedback with the following recommendations on how to go through with the project: 1. Provide a copy of CPG s and references 2. Provide the specific ICD-10 diagnosis for the five common rehab cases submitted 3. Indications for In-patient and out-patient management 4. Include in the package who will claim, what specific age group and the minimum and maximum number of therapy sessions that will provide functional outcome 5. Provide a list of PARM Fellows and geographical mapping 6. Accreditation of Rehab facilities 7. Accreditation and licensing from DOH of Private Rehab Facilities The PARM PHIC team had a second writeshop last October 11, 2013 and came up with ICD-10 diagnosis for each of the five common rehab cases. Case rate package with therapy program was then made initially for specific Low Back Pain ICD diagnosis. Output was submitted last January 14, 2014 at the Philhealth Main Office. The team is currently waiting for evaluation of Philhealth and is in the process of completing the case rate package for the rest of the rehab common cases with ICD-10 diagnosis. This project is very important in each and everyone s practice because it will not only put our specialty in a position of significance but it will benefit all citizens with physical ailments and disabilities. While Rehab case rate packages are still in the process of being evaluated and approved, let us be reminded that for Philhealth members to be able to claim rehab services, Rehab specialists and the Rehab facilities should be accredited and licensed by DOH. It is therefore recommended that we get accredited to be able to help people get the health services they need and deserve. PHIC Z-MORPH Package In response to RA 7222 Magna Carta for Disabled Persons and in alignment with the UN Commission on Rights of Persons with Disabilities, the Z MORPH (Mobility, Orthoses, Rehabilitation, Prostheses Help) was created by the Philippine Health Insurance Corporation (PHIC). This pioneering benefit package for Filipino persons with disabilities was launched by President Benigno Aquino Jr at Malacañan Palace last October 30, It aims to render appropriate, accessible & affordable services to every Filipino PWD so they can be functionally mainstreamed, reintegrated into the community and achieve economic empowerment. Z MORPH Training Workshops for the Philippine Academy of Rehabilitation Medicine Fellows have been initiated by the PHIC in cooperation with Physicians for Peace, Cambodia Trust and Nippon Foundation. The trainors came from the University of the East Ramon Magsaysay Memorial Medical Center Inc. (UERMMMCI) Philippine School of Prosthetics and Orthotics. The first workshop last May 16-17, 2013 was composed of two days of theoretical and hands on evaluation, prescription and check-out in relation to transtibial prostheses use and outcome.
10 A second workshop was held October 18-19, 2013 in Iloilo for the PARM Visayas group. Plans are underway this 2014 for all other regions in preparation for the targeted national coverage by PHIC. It is envisioned that after the initial six months period, the contracted hospitals will be expanded beyond Philippine General Hospital, Philippine Orthopedic Center and UERMMMCI and the Z MORPH Benefit package will encompass all levels of prostheses, wheelchairs and mobility devices.
