4 What is the Marcellus Shale? Sedimentary rock formation deposited over 350 million years ago in a shallow inland sea located in the eastern United States where the present-day Appalachian Mountains now stand (de Witt et al.,1993). Marcellus Shale spans NY, PA, MD, OH and WV, Appalachian Basin extends to KY, TN and AL. Bottom of a thick sequence of Devonian age, sedimentary rocks in the Appalachian Basin. Deposits derived from an ancient river delta system, flowing westward from mountains in the east. Composed of organic-rich mud, deposited in anoxic marine environment. 5 Marcellus Basics Range Resources started major production with the drilling of the first Marcellus Horizontal well in Potentially 500 trillion cubic feet (TCF) of gas is present in the Marcellus shale with an estimated 130 TCF being recoverable. Currently the United States produces roughly 30 TCF of natural gas each year from all sources. 13 What Does SAIC do in the Marcellus Play Engineering Design and permitting of drilling pads, surface impoundments, stream crossings, roadways, pipelines Erosion and sedimentation control plans. Storm water management plans. Construction oversight. SPCC/PPC plan development and inspection. Water Management Identification of water supplies. Water well design and construction. River basin commission applications and permits. Aquifer testing planning and performance. Surface water withdrawal permits and monitoring. Environmental Wetland surveys Stray gas investigation/mitigation Soil and groundwater characterization and remediation Risk assessment Rare and endangered species evaluations Cultural and historical resource surveys Air permitting and modeling Baseline Assessment Conduct prior to drilling. No state requirements yet. Collection of property owner parcel data along with critical information about the water source. This information along with the sample laboratory analysis reports are linked together in a database and presented in a summary package for each well pad. 14 Clients Request Immediately implement a baseline sampling program. Data to be collected using a set of procedures which are constantly changing. 15 What is a Baseline Assessment? Sampling of water used for human or animal consumption within a given radius around a production well. In addition to the actual sample collection, a wide variety of other data is collected including air and water screening with hand held instruments. Collected data is uploaded within 48 hours of collection to a database. 18 Leadership Problems Need at least 20 people on the ground with trucks and screening equipment within a 2 month period and half need to be in place within 7 days. SAIC had no previous experience in the east in conducting baseline sampling for Natural Gas Companies. All existing SAIC offices are at least 2.5 hours away from the service areas which are remote and not densely populated. Need to ensure the quality of the sampling effort is preserved and work done safely to avoid injuries. Needed new leaders to guide our expanding team. Limited capital available for investment. If we can t get the bodies in the field or meet the quality standards, we will be replaced and with $Millions of potential revenue lost. 18 Science Applications International Corporation. 20 SAIC Solutions: Staffing and Equipment Staff were pulled off existing projects from our Harrisburg and Exton offices in order to meet the immediate demand. We backfilled behind them with staff from other geographic areas. Environmental temp agency was contacted and utilize to bring on the additional staff. Key staff from Oklahoma were brought in to train Marcellus staff on data collection methods. All available equipment was depleted from our in house rental fleet. Supplemental equipment was rented from a 3 rd party vendor while additional equipment was purchased. 21 SAIC Solutions: Location Having a local presence is key for response time and cost effectiveness. Real estate markets in the service areas are virtually tapped out. We operated out of hotel rooms 1 hour away from the work area for nearly 3 months before finding local accommodations for staff and a temporary office. 22 SAIC Solutions: Data Quality/Safety Established a safety training checklist which all employees must verify training was completed Conducted safe driving training for all staff within the first 2 months. Assigned a data quality manager who reviews final deliverables prior to submittal. Assigned a dedicated GIS manager who leads a team that created an interactive mapping system which assists the field staff and management in verifying the status of an individual parcel. Utilize a comprehensive share point site which all field data is uploaded to, parcel sampling is scheduled, and messages/documents posted. 22 Science Applications International Corporation. 23 SAIC Solutions: New Leaders Leadership was determined over the initial month of work cream rising to the top. We made leadership assignments based on initial performance. Each sampling crew has a team lead and each geographic region has a field manager. Has been challenging and an ongoing process. Due to the fast pace of the project, there has been minimal time to conduct any management or leadership training. Most has been on the job. 23 Science Applications International Corporation. 24 Where we are now Over 50 staff working on the baseline program in 3 different gas plays. No safety recordables All deliverables submitted without error. Opened an office in Casper, WY; close to having a signed lease in Towanda, PA; beginning stages of establishing an office in Wheeling, WV. Have been able to successfully modify or deliverables to meet the ever changing submittal requirements.
