Pinarayi Vijayan inaugurated estamping for Registration and Treasury Departments facilitating online remittance of registration fees and Stamp Duty in a State level function held at VJT Hall, Thiruvananthapuram, Kerala on 24 th May 2017 in presence of the Hon ble Minister of Registration & Public Works, Shri. Pinarayi Vijayan in his inaugural speech welcomed the initiative of the Registration Department for the implementation of estamping and appreciated NIC, Treasury and Registration departments for implementing estamping across the state in order and declared that this initiative from Government will curb the chances of corruption to great extent. Hon ble Minister for Registration and Public Works, Shri. G. Sudhakaran appreciated the initiatives from the Registration Department and NIC Kerala and announced that this initiative will usher in a new era in the history of Property Registration in the state with

2 this public-friendly system and asked public and document writers and stamp vendors to be part of the system. SIO Kerala (Shri. T. Government of Kerala has rolled out e-stamping for property registration having value of stamp duty above Rupees One Lakh, integrating the Registration application PEARL SUITE with Treasury application e-treasury.

Steps for generating e-stamp 1. Visit Registration Department portal and select online applications. 2. Enter all required details and complete self verification. 3. System assesses stamp duty and registration fees to be paid. 4. Payment can be done in two modes viz. Direct to bank through net banking provided by E-Treasury application or through manual payment mode in which case, the pay-in slip is generated and the amount can be remitted at the selected treasury. 5. Payment may be confirmed in the Registration portal to generate e-stamp. E-Stamp has a unique serial number, GRN (Government Receipt Number) which is unique to Treasury, QR code which displays details of payee, amount, purpose etc, and other details like value of instrument, stamp duty paid and nature of instrument etc. The authenticity of e-stamp can be verified at the Registration portal by giving the e- stamp serial number. Document details can be written/ printed on the e-stamp starting from the marked portion. Registered e-stamp on verification will show details of registration.
