1 Terms of Reference VA/09-04 International Consultant UN Agency: Title: Placement: Duration of Assignment: Application Deadline : UNODC (Regional Office for Russia and Belarus) International Consultant on drug abuse rehabilitation practices Duty travel to Russia (Orenburg, St. Petersburg. Moscow) 26 working days over the period of 25 March July March 2009 Background of the assignment As of February 2007, according to the Russian Federal AIDS Centre around 377,000 cumulative cases of HIV were officially registered in the country, and over 80% of registered HIV cases with known routes of transmission were attributed to injecting drug use. The driving force behind the HIV/AIDS epidemic across the Russian Federation has been, and continues to be, injecting drug use. Injecting drug use takes place primarily within particular vulnerable and marginalized groups, including sex workers, prisoners/detainees, and vulnerable youth, especially young men. To help the Russian Government deal with the twin epidemic of HIV and injecting drug use, the United Nations Office on Drugs and Crime, Regional Office for Russia and Belarus (Hereafter RORB) within the framework of the UNAIDS initiative Coordination in Action: Applying Three Ones principles in Russian Federation is implementing the project «Support to HIV/AIDS and Drug Abuse Prevention Programs». The goal of the project is to envisage development of and providing support to HIV/AIDS and drug abuse prevention programs for injecting drug users. Although the Russian Government has made significant efforts over the past three years to implement HIV prevention, treatment, and care services, many efforts are hampered by limited services that also address substance abuse. There is growing interest among Russian public health decision-makers, HIV/AIDS specialists, representatives of drug abuse treatment and rehabilitation clinics and hospitals, primary health care practitioners, and representatives of various non-governmental and faith-based organizations to improve and expand drug abuse treatment and rehabilitation services and to ensure that they complement and enhance HIV prevention, treatment and care efforts. The Public Chamber of Russia is expected to provide the Ministry of Health and Social Development with recommendations on how to reform the state system of drug abuse treatment in This will be especially important in the light of growing numbers of HIV-positive drug addicts and proposals to redirects governmental funding away from emergency drug abuse care to effective rehabilitation services. There is an urgent need to increase awareness on international best practices for addressing HIV among substance abusers among service providers, academic and other technical experts, and governmental services managers. 2 making around the adoption by Russia of international best practices for HIV intervention among substance abusers. Therefore, one of the project objectives is to increase awareness of international best practices in the field of rehabilitation of drug abusers including HIV-positive IDUs through the series of master-classes/round tables for substance abuse, HIV, infectious disease, health, and social welfare professionals. At Federal level the project will target senior policy makers and leading researchers in order to increase awareness of international best practices in rehabilitation of drug abusers including HIV-positive IDUs. In view of the above RORB is seeking for the Consultant to conduct jointly with the national consultants three master-classes/round tables on rehabilitation of drug abusers including HIV-positive IDUs. Purpose of the consultancy The purpose of the consultancy is to conduct jointly with two national consultants three 3-day roundtables/ master-classes on drug free rehabilitation of drug abusers including HIV-positive IDUs (both inpatient and outpatient) and to prepare the analytical report with recommendations on improvement of clinical protocols and/or policy recommendations in this field. RORB is planning to conduct three master-classes/ round-tables on comparative analysis of local models and international best practices in the field of drug free rehabilitation of drug abusers including HIVpositive IDUs: - Regional master-class/round table for professionals from Samara, Kazan, Irkutsk, Togliatti on different models of drug abuse rehabilitation for HIV-positive IDUs (20-22 April 2009, Orenburg); - Master-class/round table for professionals from North-West region on comparison of different models of drug abuse rehabilitation (1-3 June 2009, St. Petersburg); - Federal Level round table/ master class with participation of public health policy makers and drug abuse treatment authorities on evidence-based practices of drug abuse rehabilitation, on standards of care, quality assurance, service policies, and governance (23-25 June 2009, Moscow). These training events will provide an overview of Russian and international expertise and experience in intervention design, implementation, and monitoring and evaluation practices in the rehabilitation field. The target audience will be a group of substance abuse and HIV professionals, psychologists and social workers from state and NGOs service providers who run drug abuse rehabilitation services in 5-8 regions of the Russian Federation. The topics of the master-classes/ round-tables will include different models of drug free rehabilitation (residential and outpatient), multidisciplinary approach in drug free rehabilitation, programs governance, service policies, etc. Expected tangible and measurable outcomes: Outcome Timeline 1 Training materials/ presentations in English for the masterclass on international best practices on drug free rehabilitation 5 working days for the first event of drug abusers including HIV-positive IDUs are developed. Contribution to the development of the training program for the master-classes/round tables is submitted to RORB 2 Participate and deliver presentations and/or training at the 3 working days round table on April 2009 in Orenburg 3 The Report on the results of the master-class in Orenburg is 2 working days submitted to RORB 4 Preparation for the 2 nd master-class (correction of training 2 working days 2
3 materials) 5 Participate and deliver presentations and/or training at the 3 working days round table on 1-3 June 2009 in St. Petersburg 6 The Report on the results of the master-class in St. Petersburg 2 working days is submitted to RORB 7 Preparation for the 3rd master-class 2 working days 8 Participate and deliver presentations and/or training at the 3 working days round table on June 2009 in Moscow 9 The Report on the results of the round-table in Moscow is 2 working days submitted to RORB 10 The Final Report is submitted to RORB 2 working days Total number of working days: 26 It is expected that the Consultant will provide input/advice in relation to improvement of protocols in the area of rehabilitation of drug abusers including HIV-positive IDUs, programs governance, gender peculiarities, service policies, etc. Tasks to be performed by the consultant Develop training materials/ presentations in English for the 3-day training seminars and contribute to the development of the training programs for three master-classes/round tables (9 working days: 5 days for the first event, 2 days for the 2 nd event, and 2 days for the 3 rd event); Participate and deliver presentations/or training at three 3 day training events, which are preliminary planned to take place on April 2009 in Orenburg, 1-3 June 2009 in St. Petersburg, and June 2009 in Moscow (9 working days: 3 days per the event); Prepare a Report on the results of each master-class, evaluation of the participants knowledge and skills after the training, and the recommendations on improvement of existing local models of drug abuse rehabilitation in Russian regions (6 working days: 2 days per the event); Prepare a Final Report assessing the achieved results and provide advice to local partners on practical approaches to further improvement (at policy and practice level) in the field of rehabilitation of drug abusers including HIV-positive IDUs (2 working days). Performance indicators for evaluation of the consultant Timely preparation and submission of the draft program, hand-outs and other materials for the master-classes (2 weeks before each event); Timely preparation and submission of the Reports on the results of each master-class with evaluation of the participants knowledge and skills after the training, and the recommendations within 2 weeks after completion of each event; The evaluation shows that participants have acquired knowledge and skills on international best practices in the field of drug free rehabilitation of drug abusers including HIV-positive IDUs; Timely preparation and submission of the Final Report with technical advice to local partners on further improvement (at policy and practice level) in the field of rehabilitation of drug abusers including HIV-positive IDUs (2 weeks after the final seminar). Implementation arrangements 3
4 The master-classes/ round-tables will take place in Orenburg, St. Petersburg, and Moscow, the Russian Federation in cooperation with the NGOs and/or other organizations selected on a competitive basis to provide logistical support and coordination services. Minimum Qualifications Education: Post-graduate degree in addiction, public health, medicine, psychology, and/ or related social science fields, with at least 10 years practical experience in the area of drug free rehabilitation of drug abusers. Experience: At least 10 years experience working as a senior professional and/or faculty with an institute/organization/company working in the field of drug abuse treatment and drug free rehabilitation; Background in teaching/ training in drug abuse treatment and rehabilitation; Experience of developing drug/hiv treatment and rehabilitation prevention policies is desirable. Workload and remuneration UNODC RORB will request UNDP to issue an agreement to a successful candidate for a period of time not exceeding 26 working days. The fee for services will be calculated as per the applicable UN standard daily rates for the external consultants and will be based on: - The length of training (9 working days); - Preparation of the master-classes (programs, presentations, evaluation questionnaires, etc) (9 working days); - Preparation of the Report on the results of each master-class including evaluation of the participants knowledge and skills after the training, and the recommendations on improvement of the existing local models of drug abuse rehabilitation in Russian regions (6 working days); - Preparation of the Final report (2 working days). The fee for services will be paid in the lump-sum in instalments upon certification of satisfactory performance at each phase: 1 st instalment 10% - upon signature of the contract; 2 nd instalment 20% - upon the submission of the report after the 1 st master-class; 3rd instalment 20% - upon the submission of the report after the 2 nd training event; the final instalment 50% - upon satisfactory completion and acceptance of work and submission of the following documents: - Final training report - F10 Travel Claim - Any supporting documents (original tickets, travel related receipts, etc.). The UNODC office will cover: - Round-trip ticket in Economy class from the city of origin of the contractor to Orenburg, St. Petersburg, and Moscow; - Daily subsistence allowance according to the UN rates. - UNODC reserves the right to cancel the contract at any stage in case of unsatisfactory delivery of services.
