The most important short-term consequence is increased motor vehicle crash injuries and deaths. Interpretation of blood cannabinoid data is complicated by chronic frequent cannabis intake. This problem affirms the important role of the DRE impairment evaluation and markers of recent cannabis intake. The results of the first study of an illicit drug in the world s most advanced driving simulator with and without alcohol, the rapidity of THC decreases in blood after intake, and the relationship between THC concentration and DRE evaluations will be presented. 1:00 PM 2:45 PM BREAKOUT SESSIONS BEST PRACTICES TO IMPROVE YOUR INVESTIGATORY TACTICS Maryland Rooms 4 6 Chuck Matson, Region II Section Chair, Keystone, SD Fasten your seatbelts for a rousing and thought-provoking journey where we ll uncover some proven best practices for developing and promoting your expert opinion. Heroin is being replaced by fentanyl, meth and coke are being replaced by bath salts and marijuana is being replaced by spice. But, this is just the tip of the iceberg. In this course, we will review the drugs that are hitting the market right now that are causing officers grief around the country. We will talk about the drugs themselves along with expected outcomes in a drug influence evaluation. When factoring in all types of impaired driving and other vehicular crimes, the number of persons killed and injured is even higher. Yet too often prosecutors, victim advocates, and law enforcement continue to differentiate between vehicular crimes and other types of crime. This presentation, sponsored by the U.S. Department of Justice s Office for Victims of Crime aims to change any existing mind-sets that DUI/impaired driving crashes and other vehicular crimes are accidents rather than criminal acts. Yet, DWI cases are very hard to win in front of juries. One reason is that prosecutors and officers are not conveying to the jury what officers see at the scene and what they know from their training and expertise. This course is dedicated to ethically, professionally, and effectively presenting testimony in DWI cases for the DRE. In the US, recreational cannabis is legal in 4 states and medical cannabis in 28 states; cannabis use among drivers poses a public health and safety risk due to increased associated crash risk. We conducted a research study in which cannabis was administered to frequent and occasional cannabis smokers via smoking, vaporization, and oral routes. 4 The recent Supreme Court decisions in Missouri v. McNeely and Birchfield v. North Dakota revealed the need for law enforcement agencies to be able to obtain a warrant for a blood draw in a timely and efficient manner. This is especially important in cases where the driver is suspected of being under the influence of drugs as they metabolize rapidly within the body. The use of electronic warrant systems for arrest in DUI cases has been steadily growing. This session will identify the ways in which these systems have been effectively implemented and offer guidance as to how agencies can elicit judicial buy-in and overcome challenges to develop and utilize their own e-warrant systems. THE IMPACT OF CANNABIS LEGALIZATION Darrin Grondel, Director, Washington Traffic Safety Commission, Olympia, WA Chuck Hayes, Project Manager, Drug Evaluation and Classification Program, IACP, Salem, OR Steve Johnson, Deputy Chief, Washington State Liquor and Cannabis Board, Olympia, WA Washington State was one of the first two states to legalized recreational marijuana in Since then, several states have followed suit. During this presentation, the speakers will discuss the legalization process, the type of products being sold and the impacts legalization has had on Washington State. The speakers will then talk about what other states that have recently legalized recreational marijuana should prepare for and the rippling effects the legalization of recreational marijuana has had across the nation. SPIT IT OUT! This panel will cover a recent oral fluid project and how it was implemented as well as the results and where that leads roadside oral fluid testing for the future. In addition, there will be discussion on various projects running all over the country and an examination into the legal landscape of oral fluid collection and testing today. WHY WE DO WHAT WE DO 2:45 PM 3:00 PM NETWORKING BREAK Don Egdorf, Sergeant, Houston Police Department, Houston, TX Fatal crashes involving drunk drivers are a part of the job and something seen far too often. We look at how these officers, prosecutors and advocates deal with the trauma and tragedy of these crashes and how to cope with what they have seen on a daily basis. These are the forgotten victims from every crash scene and must be addressed, especially when the victim is a child or fellow officer. I talk about how my father, a police officer, was run over by a drunk driver and how it affected my life and work, and the story of Officer Kevin Will, a co-worker that was run down by a drunk driver in a crash almost identical to my fathers. The training will include detailed information on how to properly conduct a DRE School, the post-course reporting requirements, and how to properly conduct the Phase III Field Certification Training.

Although THC and metabolites are the most prevalent drugs detected, understanding your Laboratories drug scope and sensitivity that ultimately contribute to impaired driving should be understood as other drugs may have potential additive effects with THC. Prosecuting THC case are difficult and words of wisdom will be provided from a seasoned traffic resource safety prosecutor to states that have just legalized or who may in the future need the support of trial experience. Recently there have been several challenges to the value of field sobriety tests in marijuana DUI investigations Recent studies have confirmed through data that field sobriety tests are a useful tool to show signs of marijuana impairment. In addition, we will discuss other practical tips in prosecuting marijuana DUI cases and how to more successfully work with your prosecutor in presenting a case in trial.

Three categories of drugs will be examined CNS depressants, narcotic analgesics, and CNS stimulants. For each category, the evidence from experimental studies will be outlined along with evidence from studies of drivers on the road who have been using these drugs. Some case studies will be presented to illustrate situations that arise and the results of a DEC evaluation. The session will conclude with a discussion of approaches to intervention and prevention. This session will present the evolution, and current trends of these designer drugs. DRE observations of impairment associated with designer benzodiazepine, opioids, and cannabinoids through case studies will be discussed. This session will also

FENTANYL FOR LAW ENFORCEMENT: FROM SAFETY PROCEDURES TO CRIMINAL INVESTIGATIONS Maryland Rooms 4 6 Keith Graves, Sergeant, Livermore Police Department, Livermore, CA This presentation will cover all things fentanyl. There will be a review of fentanyl including its analogs. The course will cover how to handle fentanyl, depending on the type of case you are investigating. A review of safety equipment for possession cases, street sales, and bulk sales/lab cases will be given. We will talk about how to handle an under the influence case, including doing a quick risk assessment to avoid being contaminated with fentanyl. Special attention will be given to man down cases where a number of officers have been exposed to the drug. We will also talk about how to tell if you ve been exposed to fentanyl as well as how to decontaminate yourself. The message of the presentation is stressing to officers the importance of impaired driving enforcement. Presenters will challenge officers to act as, or continue to be force multipliers for their agency. A discussion of the long-term success of impaired driving enforcement, number of lives saved, legislation impacted, and the importance of zero tolerance when dealing with the impaired driver. While admittedly these are things that should be known, it sometimes is beneficial to have everyone reminded of just how important their job is.
