Welcome and introductions Attendees introduced themselves Meeting held on 11 January 2017 Park House, Leatherhead Notes of the last meeting / matters arising Self Assessment - We submitted this to Public Health England after it had been signed off by this board (by ) and by Liz Uliasz and Vicky Stobbart for Surrey County Council and the CCG Collaborative. Autism Magazine - Roughly 3,300 of the 4,000 copies have been distributed. They have gone to all libraries, CCGs are circulating to all their GP practices, and JobCentre+ have taken copies to distribute. The remaining copies will be distributed via Autism Groups and Hubs. 2. Autism Friendly Libraries Carol Hales Carol is based in library services in Woking, working to improve access to library services, and making connections with groups who may have difficulty using them. The Autism Friendly Libraries project is in its early stages. There is no budget, but Carol is keen to develop ideas about what would help make their services autism friendly, and then use existing resources to see how this can be delivered. Areas identified to look at: - Physical layout de-clutter - Furniture, Floor plan, Flooring (design visually clear and not too busy) - Lighting - Signage - Staff awareness - Staff training - Non-judgemental environment - Identifying quiet space / times - Computer provision Redhill library will be the first to be refurbished as part of the project. There are 52 libraries at different locations and they are quite different from each other in size and location. Making them autism friendly will probably need different responses in different libraries.

2 Carol wants to identify a small number of autistic people and family members to help plan and try out the approach in Redhill. We discussed how this could work Suggestions for Carol to contact: Local colleges East Surrey College Groups of Autistic people NAS Surrey Branch - Sara can assist with getting parents and children to take part. We discussed libraries as employers, and how to support people with autism to work and volunteer in libraries. Could this be part of the Autism Friendly Library work? Carol to link with Employability 3. Self Assessment - Lessons learned, Future areas for action We looked at the summary of our Autism Self-Assessment for 2015 /16. (Attached with these notes) Many of the questions ask us to score ourselves Red, Amber or Green. Compared to previous years, we achieved more green responses, but this will need ongoing work to maintain. Some of the results might not be green if they were reassessed today, and others are changing significantly. We scored two reds One for diagnosis wait times, and the other for availability of crisis response for people with autism and no learning disability. Tom asked the group to identify the top priorities for the board over the coming year. KEY POINTS Data Collection This remained amber. The new SCC database has improved the way we can collect numbers of people with autism, so our figures should get more accurate over time. However this has uncovered a difficulty. Data needs to be collected according to Department of Health criteria. These do not have a category that includes people with autism who do not have a learning disability or mental health needs. is lobbying the Department of Health to change this to reflect Care Act eligibility criteria. Engagement/Reasonable Adjustments Although we do a lot of work on engagement, many people tell us they do not know where to find information. Similarly with reasonable adjustments There are good examples, but also many people report services are not accessible. Older people / Women / BME We only narrowly scored amber, and need to do some work around these areas. Training Surrey has good training approaches, including:

3 The Autism Champions network The new Mental Health video based training materials, and Independent training providers. We still need training to reach more people. We also need to ensure that training on offer in Surrey suits the different organisations who need it. We discussed e- learning as a cost-effective option. Diagnosis The Surrey diagnostic service scored red It delivers everything to get a green, except for its long waiting times. Funding for the service was increased, which has helped, but this will not clear the waiting list in the timescale required. Crisis Service We scored red. This is a new question, and this service is not available in Surrey This would need funding. Advocacy This service is being re-tendered, so may need work to maintain our Green status. Housing Our strategy agreed last year said we would offer autism training to District and Borough housing departments. The aim is to do this through the Autism Champions process. We do not yet have a firm date for the next round of training, but hope this will be in March this year. Employment On paper we look as though we could score green, but people with autism continue to identify this as a major area of difficulty. The Autism Partnership Board has a working group for employment, which has helped with getting DWP funding for some autism specialist work.. Employability has done really positive work. Criminal Justice system We made some good links with the Criminal Justice system, but these need to be picked up again, where people have moved on. We need contact details of local community police so we can make links and offer training. Yasmin agreed to make contact with her contacts in the Police. One person fed back that Police are not asking individuals whether they have a Pegasus Card, particularly if the person s behaviour appears to be challenging. People do not always think to show their card. Autism training for community police could help with this. Top Priorities: - Training This remains top priority Need to target specific groups Social Work Teams, Hospitals, Mental Health, Community Police, Borough Housing Departments, Advocacy - Housing More accessible housing and processes. Particularly autism training for the borough housing departments - Equalities How can we ensure we take account of the needs of autistic women / older people / people from black and minority ethnic communities Tom to explore how to ensure CCG involvement in the Partnership Board. Discussed the Sustainability and Transformation Plan (STP) Footprints. This splits Surrey into three. The main one is Surrey Heartlands. East Surrey is part of the

4 East Surrey and Sussex STP, and NE Hants & Farnham and Surrey Heath are part of the Frimley STP. Tom to clarify representation at the Autism Partnership Board, and ensure CCGs (At least Surrey Heartlands) are invited. 7. AOB Autism Pathway All Surrey CCGs have agreed to fund a new autism pathway. This will extend the work of the existing Neurodevelopmental team that does autism diagnosis in Surrey. The specification for the service is yet to be finalised, but will be in place by the end of March. People wanted to have input into the development of the service. The specification can be reviewed after the service is up and running, and will evolve. Janine Sanderson has retained the lead for this piece of work. The meeting felt this was a very positive move, and people were keen to see the detail, and comment. Tom to get more detail once available, and circulate. We will add this to the agenda for April s meeting. Autism Champions We are aiming to launch the next round of our Autism Champions training and mentoring programme in March. Details to follow. Anyone who wants to nominate a trainee Autism Champion from their organisation please contact Tom. Next meeting will look at the new Autism Pathway, and an update from NESCOT and Brooklands colleges. 8.
