1 Learning Disability Partnership Board in Surrey Minutes of our May 2017 Meeting. Chaired by Debbie Taylor and Mary Hendrick. Held at Park House in Leatherhead. At our May 2017 meeting we talked about: Advocacy Services in Surrey. Surrey Disabled People s Partnership updated us. Partnership Board website and Surrey Disability Network Facebook. 2 The minutes from our March 2017 meeting. Our March 2017 minutes were agreed. There were two actions that Mary updated us about. Mary has written to KAG Advocacy about the self advocacy groups and is waiting for a reply. We will have an update about the Care Bill and charges for adult social care services at our July 2017 Partnership Board meeting. 3 Advocacy Services in Surrey. Vicki Atherton and Wendy Ward updated us. Advocacy is when someone helps you say what you want to. The person who helps you is called an advocate. The advocate is independent. They do not work for Surrey County Council, the NHS or any other organisation that provides you with care and support. Vicki and Wendy work for Surrey Disabled People s Partnership. Advocacy services in Surrey are provided by Surrey Disabled People s Partnership. 4 See our March 2017 Partnership Board minutes for more information about the new advocacy service. In our March 2017 minutes we explained: Who can use the advocacy service. What an advocate can help with. Go to: How to contact the advocacy services Phone: Text/SMS: Web: A trained, knowledgeable Advocacy Coordinator will be in post Monday to Friday 10am-4.30pm. There is an out of hours message facility. After being referred to the service, a person should hear from an advocate within three days. 5 Types of advocacy provided. 1. Care Act Advocacy. This type of advocacy is statutory, which means the law says it must be provided. This is advocacy to support individuals, carers, young carers, through any stage of the social care process, including: A care assessment. Support planning and review meetings. Safeguarding. Prison advocacy. The Learning Disability Partnership Board in Surrey - May 2017 Minutes Page 5
6 Types of advocacy provided. 2. Independent Mental Health Advocacy (IMHA). This type of advocacy is statutory, which means the law says it must be provided. It is one to one support from an Advocate with specialist knowledge of the Mental Health Act, either in a hospital or community setting. It includes help with decisions about: Treatments. Medication. Being detained under the Mental Health Act. The Learning Disability Partnership Board in Surrey - May 2017 Minutes Page 6
7 Types of advocacy provided. 3. Preventative Advocacy. This type of advocacy is discretionary, which means the law does not say it must be provided. This focuses on helping people sort out a specific issue such as housing. 12 It is short term up to 12 weeks. It is for people who are at risk for many different reasons. The budget for this type of advocacy is smaller than in the past. The Learning Disability Partnership Board in Surrey - May 2017 Minutes Page 7
8 Partnership Board members questions and comments about the new advocacy service. Tom Moore asked what training advocates have in autism? Wendy Ward explained that she was an autism champion and that all the advocates had areas of expertise including autism, learning disabilities, dementia and sensory impairments. Each advocate will have the National Advocacy Qualification. Sara Truman asked whether people with high functioning autism are eligible for an advocate. Wendy Ward explained that they are eligible. Marion Price asked if there were leaflets about the new service. Wendy Ward handed out a few leaflets and explained that more leaflets and posters are being printed and these would be circulated widely, including to colleges. Vicki Atherton explained that SDPP would be coming to the Partnership Board regularly, so can always update about the advocacy service. People with a learning disability will be involved in monitoring the advocacy contract. Vicki agreed that her team would talk at each Local Valuing People Group about the new service. 9 Independent Mental Capacity Advocacy (IMCA). This is advocacy to help people who find it hard to make important choices about things like health and money. This advocacy will be provided in Surrey by KAG Advocacy. Self Advocacy Groups. Vicki and Wendy explained that supporting the self advocacy groups was never part of the specification or the contract for the new advocacy service. KAG Advocacy supported the self advocacy groups in Surrey until March Vicki told us that KAG Advocacy had been informed in early February 2017 that there would be no funding to continue the self advocacy groups past March Self advocacy group members told us that they are upset that this wasn t clearly mentioned to the group members. Vicki apologised that group members were not properly informed about the future of the groups. The Learning Disability Partnership Board in Surrey - May 2017 Minutes Page 9
10 Partnership Board members questions and comments about the self advocacy groups. David Muir asked what will happen with the self advocacy groups in the future? Vicki Atherton explained that a meeting will be set up for members of the groups to come together and talk about ways to help the groups keep going. The date for the meeting is possibly June 1 st. She explained that the Camberley group for people with Aspergers is being supported by a family member. Debbie Taylor commented that people have lost contact with good friends since the groups stopped meeting and the groups stopping was a shock for people. Mary Hendrick said that KAG finishing the groups so quickly and not telling anyone was very disappointing. Michelle Davies said that the Guildford Group had helped everyone who found it hard to speak up for themselves to have a voice and be more confident to speak up. David Holmes said that providers have resources, such as meeting rooms, that could be used to help the groups to keep going. He said he would be happy to help to see what could be made available to support the groups. The Learning Disability Partnership Board in Surrey - May 2017 Minutes Page 10
11 Positive Behaviour Support Festival Tom Moore updated us about the festival. The festival takes place on 14th September The venue is in Cobham and the day will run from 9.30am to 5pm. Tickets are free and it s a chance for people to learn about Positive Behaviour Support. Positive Behaviour Support (PBS) is a framework to help understand a person s behaviour, and then that knowledge can be used to improve the person's quality of life. 12 More information about the festival. The PBS Festival is a festival experience beautiful natural venue, great food, new people, new experiences combined with expert academics and professionals to guide you through an opportunity to think about the big questions in PBS and social care. There will be expert speakers and chances to talk to experts about a range of different topics. The venue will be informal and this help people to think differently and communicate freely. To register for tickets and to find out more go to the website. Go to: Tickets are free, but you have to book in advance for the festival and for the workshops. 13 Our website and facebook page Mike Leat and Sarah Linington updated us. The Partnership Board website and Surrey Disability Network Facebook page. Mike showed us the new Partnership Board website which has been modernised. It works in a similar way to the old website but is easier to update. Sarah showed us the Surrey Disability Network Facebook page which has been launched. The Facebook page shows useful information as well as events. 14 The Learning Disability Partnership Board website Advocacy We need to make sure the information about the new service is up to date on the website. Health We need to make sure the information about the primary and acute liaison nurse teams are up to date on the website. Carers We need to make sure the information about the new carers Support Service in Surrey is up to date on the website. Useful information We can add information like the Autism friendly cinema shows and the Easy Read newsletter produced by United Response. Housing We need more information on the website about housing, particularly about supported living and how to join your local council s housing register. 15 Positive Behaviour Support We need to make sure the information about the Positive Behaviour Support Network is up to date. Information by Subject It would help if we put the items in this section into alphabetical order. Video Introductions Having video introductions to the sections could help to make the website more accessible for some people. The Surrey Disability Network Facebook page. Helping people stay safe Partnership Board members felt that the facebook page could be a very valuable way of helping people to keep informed and to know about local events. People said that perhaps we should only advertise events that are staffed to help to keep people safe as facebook is an open platform. 16 Any Other Business Partnership Board members updated us Surrey Pharmacies Have your say. Sarah Linington told us about a survey Surrey County Council are doing about pharmacies. Surrey Disability Register. Sarah Linington told us that a new Easy Read registration form is being designed and will be the form that everyone uses. The General Election 8 June In the latest news section of our website there is a link to some free Easy Read information about the general election.
