3 Message from the Chair of the Board, Alberta Health Services Advisory councils are an important part of the health care system in Alberta. Council members are passionate about health care and committed to their communities. Their activities over the past year have been testimony to that dedication. The conversations these volunteers have with their neighbours, networks, and local leaders and the thoughtful input they provide to Alberta Health Services is greatly valued and appreciated. By listening to and speaking with the people across Alberta about health care services and the health matters that are important to them, advisory councils help identify current or developing health needs. They also ensure public input to plans or proposals that are being considered. The information they gather is provided to the Alberta Health Services Board and management, contributing to the decision-making process and ensuring timely awareness of what is working well within the health care system and what might be improved. Continuing to draw on Albertans for feedback will help us to meet our mission of providing a patientfocused, quality health system that is accessible and sustainable for all Albertans. 4 Cancer Provincial Advisory Council Annual Report Message from the Chair, Provincial Advisory Council on Cancer I am pleased to present the annual report on the activities of the Provincial Advisory Council on Cancer (PACC) for the fiscal year PACC has continued to bring its unique blend of patient-based and community-based perspectives and expert opinion to bear on its advice to Alberta Health Services in key aspects of cancer control across the spectrum of care from prevention to end-of-life. PACC was provided updates on important issues it had discussed in previous years, including planning of the new Calgary cancer centre, progress and data on CancerControl Alberta s Patient Reported Outcomes Initiative, and details of the Cancer Strategic Clinical Network s rectal cancer pathway, providing the opportunity for further input from PACC to the respective AHS leaders. For the first time, PACC heard a richly detailed presentation of CancerControl Alberta s community oncology programs. PACC also heard presentations on current strategic directions from the Alberta Cancer Foundation and the Health Quality Council of Alberta; these informed PACC with important information from key stakeholders. PACC members continued to participate in planning committees and working groups within AHS. The Chair of PACC is a member of the Alberta Health Services Council of Chairs. Selected PACC members sit on the Core Committee and some working groups of the Cancer Strategic Clinical Network, also on the Cross Cancer Institute Executive Committee and the New Calgary Cancer Centre s Patient Centred Experience Committee. I take this opportunity to thank outgoing PACC members Christine Ferguson and Dr. Deborah Dudgeon for their many contributions to PACC. I also thank our former permanent resource person Dr. Paul Grundy and continuing permanent resource person Dr. Huiming Yang for their faithful attendance and invaluable contributions to PACC s activities. I welcome our new permanent resource personnel Dr. Matthew Parliament and Nancy Guebert to the PACC and look forward to continuing fruitful collaboration. I express my heartfelt thanks to PACC s new CancerControl Alberta-based support person Laura Lee Clarke for her careful shepherding of PACC s operations. 5 Introduction With the announcement of the integration of the Alberta Cancer Board into the formation of Alberta Health Services (AHS), the Minister of Health and Wellness requested the development of the Provincial Advisory Council on Cancer. The council held its inaugural meeting, October 21/22, In accordance with its bylaws, the council advises Alberta Health Services on cancer issues in the best interest of Albertans throughout the province. The council works in collaboration with CancerControl Alberta and with AHS Population Public and Aboriginal Health s cancer prevention and screening programs. Who we are The council comprises 17 volunteer council members who are either experts in their cancer-related fields (eg. oncology, acute and primary care, supportive and palliative care, prevention and screening), representatives of key cancer organizations (Canadian Cancer Society, Alberta Cancer Foundation and Canadian Partnership Against Cancer), or are public members who are cancer survivors or those who have had a loved one touched by cancer. Public members are drawn from every zone in Alberta. Council members serve either a two- or three-year term to a maximum of six years. Additionally, there are three non-voting members termed AHS Permanent Resource Persons: as stipulated in the Cancer Bylaws, these are the Senior Medical Director of CancerControl Alberta; the Chief Program Officer of CancerControl Alberta; and the Provincial Medical Officer of Health, Healthy Living/Medical Director, Screening (representing the Senior Medical Officer of Health and Senior Medical Director, Population and Public Health).
6 What we do The Provincial Advisory Council on Cancer considers and provides evidence-based advice relevant to cancer services to AHS in the areas of: prevention and screening; diagnosis, treatment and care; and research. In its advisory role, the council brings the voice of Albertans to bear on the development and operation of Alberta s comprehensive cancer control system. Therefore, the council: provides ongoing feedback to AHS and cancer leadership about what is working well in the cancer system and identify areas for improvement; reviews key performance indicators for Alberta s cancer system; considers information provided by cancer service providers and identify issues or trends and seeks and appropriately considers evidence and information from Albertans when advising on cancer planning, delivery and evaluation of cancer services; and provides feedback to AHS and CancerControl Alberta about strategies to engage clients on cancercare services. The council meets in person quarterly, alternating between Edmonton and Calgary. In addition, some council members serve on various AHS committees including the Cancer Strategic Clinical Network Core Committee, the Cross Cancer Institute Executive Committee and the Patient Centred Committee involved in the planning of the new Calgary Cancer Centre. Their role is to inform and connect the council with the delivery of cancer services in Alberta. What we have accomplished In the Provincial Advisory Council on Cancer has continued its collaborative relationships with CancerControl Alberta and AHS Population, Public and Aboriginal Health toward enhancing the delivery of cancer services in Alberta. Five priority focus areas previously identified by council provided the framework for the council work plan. The five priority focus areas identified by the council are: Support the implementation of Changing our Future; Alberta s Cancer Plan to o To advise AHS on ways to enhance cancer services for Albertans. Patient voice, community perspective and engagement. o To advise AHS on ways to partner with community resources to better serve the needs of cancer patients throughout the continuum of the patient journey. Council members represent the five zones of Alberta Health Services as well as areas of specialty. Members bring their local knowledge and insight as they help identify opportunities within the community where cancer care services can be improved. Create better experiences and improved quality of life for patients and their families during treatment and post treatment. o To advise AHS on improving screening, diagnosis, treatment, supportive care, rehabilitation, survivorship, palliative and end-of-life care. Cancer Prevention and Awareness. o To advise AHS on strategies/opportunities to improve awareness and uptake of cancer prevention activities. Research and Knowledge Sharing. o To advise on how patients and caregivers can participate throughout the research process and contribute to knowledge translation. Throughout the year, council vetted and provided input to various programs including Alberta Health s provincial cancer plan, CancerControl Alberta program planning, the Cancer Prevention Legacy Fund
8 strategic plan, cancer research program planning and Cancer Strategic Clinical Network planning. Additionally, council has reviewed and provided recommendations of cancer programs considered for funding, input to program development and brought to attention gaps in service delivery. Sharing Knowledge To further council work and ensure it functions knowledgeably, a wide breadth of cancer related information was provided to the council. Presentations have included: Enriching Alberta s Rectal Cancer Provincial Pathway: Dr. Todd McMullen, Adjunct Professor and Division Director Surgical Oncology, Cross Cancer Institute; Dr. Donald Buie, Program Director, Surgical Oncology, Southern Alberta Cancer Research Institute. Tobacco Reduction Program: Dr. Brent Friesen, Physician, Population, Public, and Aboriginal Health; Susan Canning, Manager, Provincial Tobacco Reduction Program. Patient Reported Outcome Data Results: Linda Watson, Lead, Lead, Person-Centred Care Integration, CancerControl Alberta. Integrative Health Institute and Integrative Medicine Patient Oriented Translational and Treatment Effectiveness Network: Dr. Sunita Vohra, Director, Integrative Health Institute, Faculty of Medicine and Dentistry, University of Alberta. 9 Council Feedback and Advice to Alberta Health Services The Provincial Advisory Council on Cancer in reviewed and provided evidence-based feedback and recommendations to cancer services in Alberta in the following five areas: advisory; prevention and screening; diagnosis, treatment and care; and research. 1. Advisory Council member Christine Ferguson was an ongoing participant in the Cross Cancer Institute (CCI) Executive Committee, providing the patient voice at the planning table and linking council with CCI. Council members Lorelee Marin and Tricia Antonini continued as active members of the Cancer Strategic Clinical Network Core Committee. Three other council members were involved in Cancer Strategic Clinical Network pathway work where they advised and informed on cancer projects being implemented. 2. Cancer prevention and screening Council provided input into the evolving strategic plan of the Alberta Cancer Prevention Legacy Fund within AHS; also, feedback on its funding. Council provided feedback on progress of the tobacco reduction strategy of AHS Population & Public Health. Council continued to champion the Fecal Immunochemical Test (FIT) in Alberta. 3. Cancer diagnosis, treatment and care Council provided feedback on the update of planning for the new Calgary cancer centre.
10 Council provided input (further to that provided in ) to the rectal cancer pathway under development by the Cancer Strategic Clinical Networks. 4. Cancer research Council provided feedback to the direction of the Cancer Strategic Clinical Networks under its new leadership. Council of Chairs The Council of Chairs is comprised of 12 Health Advisory Council Chairs as well as two Provincial Advisory Council Chairs (Addictions & Mental Health, and Cancer). This group provides concerns and input at a provincial level. The June 2015 meeting focused on governance and the development of a new Board for Alberta Health Services. At the October 2015 meeting, the discussion was held about the terms for Health Advisory Council members and the need for recruitment of council members. The Health Advisory Councils were pleased with the announcement of a new Board for Alberta Health Services in October A meeting was held in March with Alberta Health Services Board Chair, Linda Hughes, Interim President and CEO, Verna Yiu and the council chairs. The Board approved recruitment to commence plus they adopted two changes to the bylaws. One change is for a formal application process for those whose two terms have expired and the second was a change to the election of Chairs from annually to bi-annually. What we have learned The Provincial Advisory Council on Cancer has strived to maintain an excellent working relationship and linkage with CancerControl Alberta and with Alberta Health Services Population, Public and Aboriginal Health, enabling the council to further the development of cancer services in the province toward the vision of the Alberta Cancer Plan. The Provincial Advisory Council on Cancer illustrates the value of integrating patient and community voices with expert service provider voices in program planning and review. The Provincial Advisory Council on Cancer appreciates and promotes the value of investing in prevention programs that will contribute to a healthier Alberta.
