3 President s Report - Thomas R. Fjerstad, PRP The picnic pavilion has been completed! If you have been to the SCI center recently you may have noticed the large pavilion directly in front of the main entrance. This gazebo was built with funds provided by the chapter through a donation to the Minneapolis VAMC in the amount of $150, The VA provided the resources for ground preparation, concrete, and many other necessary aspects of the construction process including a considerable amount of staff time. We are extremely thankful for this relationship. Without the support of Medical Center Director Steven P. Kleinglass this fully accessible pavilion would not have been possible. A ribbon cutting dedication is currently scheduled for September 30th. The chapter is trying something a little different this year for the Annual Membership Banquet. Instead of our normal Saturday late afternoon start with a sit down dinner we will be trying a Sunday brunch starting at 11:30 a.m. The brunch is scheduled for Sunday September 25th at the Minneapolis Marriott Airport Hotel. Once you receive your invitation you will be able to R.S.V.P. to the chapter office by phone or . I just returned from Houston, TX and PVA s 65th Annual Convention. Secretary of Veterans Affairs Erik K. Shinseki delivered the keynote address and thanked PVA for what he called Straight Talk. The Secretary appreciates PVA s straight forward and honest approach when communicating with his office and in addressing the needs and challenges of paralyzed veterans. The awards bestowed at this years convention and their respective recipients were as follows; Most Improved Chapter: Buckeye Chapter, Most Outstanding Chapter: Nevada Chapter, Membership Development Award: Colonial Chapter, Volunteer Service Award: North Central Chapter, Sports and Recreation Award: Great Plains Chapter, VAVS Award: Ralph Smith Colonial Chapter, and the Cliff Crase Award for Professionalism: Rory Cooper, PHD. National PVA elections went uncontested except for the four Vice President positions. When the dust settled we were presented with an Executive Committee that I m certain will serve us well in the coming year. National President Bill Lawson, Senior Vice President Al Kovach, Treasurer Craig Enenbach, Secretary Frank Rigo, and Vice Presidents Eduardo Oyola-Rivera, Ken Weas, David Fowler, and David Zurfluh. Laura Ellington lost her bid for a third term. August 8-10th was the Twins series against the Red Sox and New England Chapter President Craig Cascella was in town to check out our chapter s season ticket program and attend the series. We are unique and fortunate in the logistics that make this program possible. The light rail transit stops right in front of the VA Medical Center, is fully accessible, disabled Veterans ride free, and it drops you off right at the new Twins stadium. Couple this with full season tickets, four seats for every home game and we have a great recipe to get the members out. The new Twins stadium is unquestionably the most wheelchair friendly stadium in all of major league baseball. Being season ticket holders also provides access to the Metropolitan Club in the stadium. The disability seating within the club is situated right at a railing which includes a counter, at appropriate wheelchair height, to accommodate food and beverages. The best part about sitting in the club for our membership is that it also provides food and beverage service at your seat, no more rolling one handed through a crowd with your hot dog and drink. If you haven t taken advantage of our Twins tickets program and would like to attend a game please give Dianna a call in the office to check availability. 3

4 Executive Directors Report - Ric Jost The PVA Annual Convention was held in Woodlands, Texas this year and the temperatures were hot ( degrees). PVA made some tough decisions regarding the organization. The economy is tough and Paralyzed Veterans of America along with the Minnesota PVA Chapter are not excluded from the down turn in this economy. The reality is lower revenue and greater expenses. As many of you know there has been no cost of living adjustment for the past 2 years but our living expenses continue to grow. So Minnesota PVA Chapter along with all of us individually will need to focus on our needs versus our wants. Tom Fjerstad and I have been meeting with Dr. Goldish and Steve Challen (VA Engineer) along with Frank Menendez (PVA Architecture to redesign the SCI parking lot to include a parking arm that will require a permit to enter. Reminder: Gazebo and Sports Court dedication ceremony is scheduled for September 30, 2011 starting at 10:00 A.M. National Vice President Ken Weas will be present for the event. 5 National Service Officer s Report - Tami Anderson Dependency and Indemnity Compensation Benefit What are the benefits that a widow/widower can receive? When the primary or contributory reason for death is a service connected disability or disease; the widow/widower may be eligible for the Dependency and Indemnity Compensation or DIC for short, benefit. The DIC benefit is a monthly monetary award that is paid the first of every month for the previous month of benefit. Currently that amount is $1,154.00; with an additional monetary benefit for dependents and/or the need for aid and attendance. Two other benefits are the burial and plot benefits. The VA currently will pay $2, to a widow/widower as a burial benefit and $ as a plot allowance benefit. What paperwork is needed to submit a claim for DIC and Burial/Plot Benefits? A VA form Application for Dependency and Indemnity Compensation, Death Pension and Accrued Benefits by a Surviving Spouse or Child will need to be completed. Along with the VA form ; a certified copy of the Veteran s DD214 (discharge document), a copy of the death certificate of the veteran stating the primary and contributory reasons for death, and a copy of the marriage certificate will need to be enclosed. A VA form Application for Burial Benefits will need to be completed. Along with the VA form ; an itemized paid statement/invoice from the funeral home, and a statement/invoice for the plot cost will need to be enclosed. What are other benefits for a surviving spouse and/or dependents? The VA also provides educational assistance to qualifying dependents. The period of eligibility for veterans spouses expires 10 years from the date they become eligible or the date of the veteran s death. Children generally must be between the ages of 18 and 26 to receive educational benefits. The VA may grant an extension. The period of eligibility for spouses of service members who died on active duty expires 20 years from the date of death. If a surviving spouse remarries before the age of 57 or are living with another person who has been held out publicly as their spouse, will lose the eligibility for the benefits. There is also reimbursement for most medical expenses to certain dependents and survivors through CHAMPVA, which is a health and medical program. The website is How to get started? Contact your local Paralyzed Veteran s of America National Service Officer (NSO) to set up a meeting to complete the paperwork. The NSO will need to have a VA form 21-22, Appointment of Veterans Service Organization As Claimant s Representative completed by the surviving spouse in order to submit and monitor the claim on your behalf. Once the claim has been submitted, the NSO will track it through the VA process to be sure it gets completed in a timely manner and is accurate. Contact your NSO with any questions throughout and after completion of the claim. SPECIAL NOTE: The Bishop Henry Whipple Building will be under construction for the next 3 years, from 2011 to This will affect the PVA Service Office located within the building. 6 Sport s Director s Report - Todd Kemery As I write this article, I am reminded by the calendar how fast this summer has gone. It is the last part of August and I have included the results of the Veteran s games. I am used to reporting on the games in July and still having half of the summer left. This year the games were held in August and when this newsletter goes out to you, it will be after Labor Day. But I digress; we all wish we had more summer left. This Year we took 12 athletes to the 31st National Veterans Wheelchair Games hosted by the very friendly people of Pittsburg, Pennsylvania. Once again the fine folks at Xable.com videoed the majority of the events and you can watch every exciting moment on their web site. Our 12 members brought home a total of 33 medals. The breakdown is 15 Gold, 15 Silver, and 3 Bronze. All of our Athletes brought home at least one medal. This year Bob Huber from St. Cloud won the most Gold medals; Bob got 4 Gold, one each, in Bowling (ramp), Motor Slalom, Power chair 200, and Power Relay. John Novicki was our only novice this year and he brought home a Gold in Archery (compound bow), and a Silver in Trap Shooting. Congratulations to both Bob and John and all of our Minnesota Athletes. Next year the Games will be held in Richmond, Virginia. It will be a return to the city that hosted the very first NVWG in Get ready for some southern hospitality. August is also seeing the completion of the wheelchair softball season with the 2011 National Wheelchair Softball Championships held in Council Bluffs, Iowa. I am pleased to report on the MNPVA Flamethrowers impressive outcome from humble beginnings of zero wins at the 2006 Nationals to this year s Division II second place finish. Congratulations to a job well done. US Olympic Wheelchair Curling Team will be hosting team tryouts at the Madison Curling Club October 20-23, Let me know if you want to participate in this. There is a big push for Veterans to be part of this. Getting past these tryouts puts you on the team that will compete at the 2012 World Wheelchair Championship that will be in Chuncheon City, South Korea February 18-25, Our Trap Shooting has been extended at the Metro Gun Club in Blaine. 7 Sailing - Michelle Frazier On July 14, 2011, my husband and I and other Veterans, including PVA members, went to The Wayzata Community Sailing Center (WCSC) whose motto is Sailing for Everyone. We arrived at 4 PM and met Ernest Brody and other volunteers. Because of winds, the schedule was changed making dinner first followed by a delightful two hours of sailing. We were all guests of WCSC and Courage Center s Operation Liberty program. WCSC s Access Sailing Program was created to share the joy of sailing with people of all abilities. Adaptive equipment, such as benches and grab bars were available to accommodate our needs (in my case there was an adapted lawn chair, so that I could operate The Jib ). Veterans and their families were given an introduction to the life sport of sailing on Wayzata Bay. More opportunities will be available in the future including the possibility of a competitive sailing team so watch for future editions of the MNPVA Newsletter for announcements. 13 SCI Staff Corner It is that time of year again! Theresa Lesher, RN and Becky Leclerc, LICSW Cold and flu season is just around the corner and it will soon be time to get that annual flu shot. At the time of this writing the VA has not published when the flu shot clinic will start but keep your eyes and ears pealed for clinic information. Influenza and Pneumococcal vaccines are very important to the individuals with a Spinal Cord Injury or Disease. Among persons with SCI/D, and especially with tetraplegia, these individuals are predisposed to develop pneumonia because of a variety of mechanical problems resulting from respiratory muscle paralysis and loss of neural control mechanisms. Respiratory complications, including pneumonia, are the most common causes of death during acute and chronic phases of SCI/D according to multiple studies. Given the importance of respiratory complications as secondary conditions following SCI/D, preventive strategies should receive high priority. It is recommended that administration of pneumococcal vaccine be part of standard care for SCI/D individuals. Pneumococcal vaccine is given once before age 65, and then after age 65 years, if 5 years have elapsed. Likewise, it is EXTREMELY important to receive the Influenza or Flu vaccine yearly. In the United States alone, 36,000 people die each year from the flu or complications of the flu. Individuals with a SCI/D are a high priority to receive the vaccine. Per the Centers for Disease Control and Prevention, here are a few tips on how to prevent the spread of the flu bug and other viruses: Stay home when you are sick. If possible, stay home from work, school, and errands when you are sick. You will help prevent others from catching your illness. Avoid close contact. Avoid close contact with people who are sick. When you are sick, keep your distance from others to protect them from getting sick too. Cover your mouth and nose. Cover your mouth and nose with a tissue when coughing or sneezing. It may prevent those around you from getting sick. Clean your hands. Washing your hands often will help protect you from germs. When available, wash your hands -- with soap and warm water -- then rub your hands vigorously together and scrub all surfaces. Wash for 15 to 20 seconds. It is the soap combined with the scrubbing action that helps dislodge and remove germs. When soap and water are not available, alcohol-based disposable hand wipes or gel sanitizers may be used. You can find them in most supermarkets and drugstores. If using a gel, rub the gel in your hands until they are dry. The gel doesn t need water to work; the alcohol in the gel kills germs that cause colds and the flu. Avoid touching your eyes, nose or mouth. Most experts believe that flu viruses spread mainly by droplets made when people with flu cough, sneeze or talk These droplets can land in the mouths or noses of people who are nearby. Less often, a person might also get flu by touching a surface or object that has flu virus on it and then touching their own mouth, eyes or nose.
