1 RECORD OF PROCEEDINGS MINUTES OF JACKSON TOWNSHIP BOARD OF TRUSTEES MEETING OCTOBER 13, 2009 Pizzino called the meeting to order at 5:00 p.m., at the Jackson Township Hall with all Trustees, Fiscal Officer, Lyon, Fitzgerald, Neftzer, Heck and Ruwadi present. Pizzino moved and Burger seconded a motion to go into Executive Session for Fire Department Personnel (Appointment/Employment/Compensation). Upon return from Executive Session, Pizzino called the General Session to order at 6:00 p.m. He requested that all cell phones and pagers be turned off at this time. The Pledge of Allegiance was recited. Public Speaks None Administration Department ATTACHMENT 10/13/09 A Walters moved and Pizzino seconded a motion to approve and authorize our signatures on the attached Certificate of Recognition for Christy Harp. ATTACHMENT 10/13/09 B Walters moved and Burger seconded a motion to send notices to the County Auditor for Noxious Weed Resolution Administrative Fees for the following properties: Nearwood Street NW, Lot #23, North Haven Acres, Parcel No Nottinghill Circle NW, Lot #14, Biltmore Estates, Parcel No Rolling Green Avenue NW, Lot #13, Parcel No , Lot #14, Parcel No , Lot #15, Parcel No and Club House Circle NW, Lot #17, Parcel No RESOLUTION , ATTACHED PANDEMIC INFLUENZA PLAN Walters moved and Burger seconded a motion to adopt the attached Jackson Township Pandemic Influenza Operations Plan and adopt the attached amendment to the Jackson Township Disaster Plan. Fire Department RESOLUTION , ATTACHED H1N1 IMUNIZATION ADMINISTRATION Walters moved and Burger seconded a motion whereas, on October 7, 2009, Governor Strickland declared an emergency that affects the public s health authorizing EMT-Paramedics who are Page 1 of 5 October 13, 2009
2 certified under Section of the Ohio Revised Code to perform H1N1 immunizations and administer drugs or dangerous drugs related to the H1N1 virus provided they have received the appropriate training and are under physician medical direction. Be it resolved that we hereby authorize all EMT Paramedics in the Jackson Township Fire Department to obtain required training for and if needed, to subsequently perform H1N1 immunizations and administer related drugs in accordance with the enclosed September 30, 2009 and October 7, 2009 directives from the State Medical Director. Highway Department ATTACHMENT 10/13/09 C Pizzino moved and Burger seconded a motion to advertise the sale of a truck no longer needed by the Highway Department to any political subdivision. ATTACHMENT 10/13/09 D Pizzino moved and Burger seconded a motion to grant an extension of time to Scassa Asphalt, Inc. until October 9, 2009 for curb replacement. ATTACHMENT 10/13/09 E Pizzino moved and Burger seconded a motion to approve the appropriation transfer request from account code , Discretionary, to account code , Resurfacing Manhole Rings, in the amount of $4, ATTACHMENT 10/13/09 F Walters moved and Burger seconded a motion to hereby adopt and ratify attached Addendums #1 and #2 for the Lafayette/High Mill Intersection Improvement Project. Boger explained these addendums are to correct typographical errors on the original project sheet. Legal Department ATTACHMENT 10/13/09 G Pizzino moved and Burger seconded a motion not to request a hearing on the transfer of ownership of the liquor control permit to Cheeseburger of Canton LLC dba Cheeseburger in Paradise, 5075 Dressler Rd., NW & Patio, Canton, Ohio Fiscal Office ATTACHMENT 10/13/09 H Pizzino moved and Burger seconded a motion to pay the bills in the amount of $1,447, ATTACHMENT 10/13/09 I Pizzino moved and Burger seconded a motion to approve the minutes of the September 28, 2009 Board of Trustees meeting. 3 ATTACHMENT 10/13/09 J Pizzino moved and Walters seconded a motion to approve the financial reports for September ATTACHMENT 1013/09 K Pizzino moved and Walters seconded a motion to accept the amounts and rates as determined by the Budget Commission and authorize the necessary tax levies and certify them to the County Auditor. Gonzalez explained this is the money collected from the property taxes for the fire, police and highway levies. 4 Old Business None New Business None At 6:15 p.m., Boger opened the bids received for the High Mill/Lafayette Improvement Project. DiPietro Excavating Inc. $744, Superior Paving & Materials $672, S. A. Inc. (Scassa) $746, Wenger Excavating Inc. $576, Cioffi & Son $767, These bids will be reviewed and a recommendation made to the Board at a future meeting. Public Speaks Open Forum A question was asked about the amount of the bills paid in the last two weeks and the amount of the total budget. Gonzalez explained that sometimes the meetings hit on a payroll and sometimes it doesn t. He also said sometimes there is a payment made to a contractor for a project that raises the amount. He said the average is between $800,000 and $1,000,000. A question was asked about the appropriation for manhole rings. It was explained that this was just a transfer of money to the account to pay for castings. Boger said when streets are resurfaced a rubber casting is added to the manholes and those are purchased from the Stark County Metropolitan Sewer District. Gonzalez explained how the departments prepare their budgets and how the Trustees review those budgets. Boger explained that they had been waiting for funding for the High Mill/Lafayette Project. He said the OPWC grant was for $665, and the low bid was $576, He said OPWC would take the money back if it could not be applied to any other projects. Gonzalez pointed out that the difference in the bids is a sign of the economy. He said the companies are bidding these projects out at almost break even, just so they can keep people working. It was asked if the resolution passed regarding the pandemic flu plan was now part of the Township s emergency plan. That was confirmed. It was then asked if the emergency plan will be reviewed at a later meeting. Lyon explained that the emergency plan was a project that took about a year to put together. She said it had been completed about two years ago and it is updated periodically. A question was asked if the Trustees would take the lowest bid on the High Mill/Lafayette bids or if the individual companies previous job quality was taken into consideration. Pizzino said they look at the lowest and best. He explained that Mr. Boger will look at each bid and will Page 4 of 5 October 13, 2009
5 make sure that each bid covered everything in the specifications. Boger explained that in most cases the lowest bid was the one accepted unless there was some irregularity in the bid or something is wrong in the contractor s background. The question was asked if the resolution to allow the EMT-Paramedics to distribute H1N1 virus was mandated by Governor Strickland or was that the Township s choice. Lyon said the Governor declared the emergency which sets the procedure in motion. She said if the Stark County Health Department determines that it is necessary to inoculate the general public then this resolution that the Board did allows the Township to do that and set up clinics.
