14 ASEAN Connectivity Progress Institutional Connectivity Key Actions ASEAN Single Aviation Market (ASAM): Sign the ASEAN Multilateral Agreement on the Full Liberalisation of Passenger Air Services (MAFLPAS) by 2010 and ratify Protocol 1 by 30 June 2010 Conclude the Air Transport Agreement with China by Conclude the Air Transport Agreements with India and ROK. Formulate ASAM Roadmap Progress Pending ratification by several Member States. Signed by ASEAN and China Transport Ministers in Draft being discussed. Implementation Framework of ASAM adopted.
15 ASEAN Connectivity Progress Institutional Connectivity Key Actions Develop strategies for an ASEAN Single Shipping Market (ASSM) Expedite the liberalisation of services such as logistics and telecommunications Implement National Single Windows (NSWs) Improve regional subregional coordination of policies, programmes and projects Progress Strategy paper for ASSM adopted. Being undertaken as part of 8 th, 9 th and 10 th packages of services commitments. Member States are at various stages of NSW development. NSW of Singapore is already in operation. Ongoing efforts with a mapping exercise being undertaken.
16 ASEAN Connectivity Progress People-to-People Connectivity Key Actions Establish ASEAN Virtual Learning Resource Centre Encourage the establishment of curricular offerings or education modules on ASEAN Progressively liberalising visa restrictions Encourage more intra-asean movement of skilled labour through the development of further MRAs Progress Consolidation of culture and information as well as media database ongoing. ASEAN curriculum source book disseminated and made available online. Member States have generally implemented the visa-free facility to ASEAN nationals holding ordinary passports. The signed MRAs and the Agreement on Movement of Natural Persons are being implemented.
