2 A Message from the President of the Board and the Chief Executive Officer An experience shared in common with many of our patients in the community, 2011 presented ongoing financial challenges and hardships for Community Dental. To meet these challenges, our efforts were focused on continuing to improve our clinical operations through best practices, contain and reduce operating costs, and reach out to our patients and the larger public in new and innovative ways. These efforts resulted in improved clinical quality and the organization s ability to provide access to affordable, excellent oral health services for our patients. Through funding provided by the Maine Health Access Foundation, we participated in a technical assistance initiative conducted by Safety Net Solutions. A division of the nonprofit DentaQuest Institute, Safety Net Solutions provides individualized technical assistance to oral health centers nationwide. Community Dental was assessed as a highly functional organization and ranked in the top ten of oral health organizations surveyed nationwide by SNS. Despite that positive assessment, continuous efforts to improve operations were cited as imperative to successfully address the challenges posed by static or declining reimbursement and subsidies, increased numbers of culturally diverse immigrants and refugees seeking services, school-age children with untreated caries, increasing supply costs, and outmoded technology and equipment. Our efforts in 2011 were directed toward implementing the recommendations made by Safety Net Solutions. In 2011, we fully embraced the digital age from YouTube videos to a dynamic Facebook presence and we improved our website. We are showcasing our brand as a leader in online health and oral health education with articles on dental anxiety, heart disease, diabetes, dental care for Boomers, dental care in pregnancy, and easy ways to prevent cavities. Online engagement is robust, with nearly 200 Facebook friends who regularly post to our Facebook wall. The stories that people share are real and describe the difference that Community Dental has made in their lives. What a testament to our mission! The 2011 Annual Report provides more detail regarding our efforts to advance our Mission through the Strategic Priorities established in 2010 and continuous improvement initiatives. 4 Our Commitment to Continuous Improvement 4 In the spring of 2011, Community Dental participated in a technical assistance consultation with Safety Net Solutions (SNS). Although CD was assessed by SNS as a highly functional organization, continuous efforts to improve operations were deemed imperative, both to successfully address current challenges and plan for ongoing financial sustainability in a rapidly changing environment. Implementation of the SNS recommendations will enhance our ability to make operational improvements that support sustainability of critical services and strengthen clinical and administrative operations, resulting in a positive bottom line. In turn, that favorable bottom line will generate surpluses to fund upgrades in equipment and facilities, competitive salaries and benefits, as well as to help offset the costs of providing services to Maine s most vulnerable children and adults. Community Dental s outdated Information Technology (IT) infrastructure, along with CD Centers unable to utilize the Electronic Dental Record (EDR) and digital radiography, were cited as the most significant obstacles to our ability to sustain critical oral health services and generate a positive operating margin. A complete makeover of the IT technology, using industry-standard virtualization methodology and practices to stop server sprawl, reduce security risks, and enable the organization to upgrade its software was recommended. In 2011 Community Dental began the process of implementing those recommendations for improvement made by SNS that were able to be funded from operating funds. Plans were initiated to explore options for funding this much needed makeover and related improvements in The number-one SNS recommendation was to implement the EDR in the Portland Center. Given that our Biddeford and Rumford Centers utilize the EDR and digital radiography, we were aware of the immediate improvements in patient care delivery, oversight of provider quality, patient scheduling, and supply cost reductions that could be achieved. The use of the EDR in the Portland Center, along with implementation of perfect day scheduling through our dental software, (Dentrix Enterprise), optimizes provider and operatory utilization, patient type and payer mix, and balance of procedures by provider type, resulting in increased access to care and a positive bottom line. Conversion to the EDR was accomplished in our Portland and Farmington Centers in While conversion to digital radiography and inclusion of our Lewiston Center in the 2011 conversion was limited by our current Information Technology systems, efforts to fully implement the needed upgrades will continue throughout The recommendations made by Safety Net Solutions have been, and will continue to be, extremely valuable as we plan for the future.
