1 Biographies Royal College of Speech and Language Therapists RCSLT Workshop: Delivering positive futures Tuesday 18 th & Wednesday 19 th November 2014 Tullyglass House Hotel, Galgorm Rd, Ballymena, Co Antrim BT42 1HJ Derek Munn Derek Munn is the director for policy and public affairs at the RCSLT Role: Programme facilitator Derek joined the RCSLT in November 2010 with a remit covering policy, public affairs and the College s work in Scotland, Wales and Northern Ireland. His last role was as director of public affairs for equality charity Stonewall. With an academic background in linguistics, Derek has mainly worked in politics: as special adviser to the First Minister of Scotland (where he held the health brief), as head of the Labour Party office in the Scottish Parliament and in charge of research and policy for the Scottish Labour Party. Prior to this he handled research and training for a national homelessness charity and was NUS Scotland president. Derek s voluntary experience includes chairing a housing charity, and he s currently chair of the Scottish council of environment group WWF. Kamini Gadhok Kamini Gadhok MBE is the CEO of the RCSLT Welcome and housekeeping and UK wide context What will our SLT Sure Start Workforce look like? Kamini has been chief executive at the RCSLT since December The professional body for speech and language therapists in the UK, the RCSLT provides leadership for the profession and supports improvements to services for people with speech, language and communication needs (SLCN). Kamini s primary role is to help deliver service change by building strong partnerships with key stakeholders across government, charities, other professional bodies and the regulator. Over the years, Kamini has been involved in a number of government initiatives and policy developments. This has included being an adviser to the Bercow review of services for children with SLCN, which continues to inform and impact on key government policies. Kamini received an MBE in June 2009 for services to the allied health professions. As a former speech and language therapist, Kamini had direct patient care responsibilities for 14 years and has experience of working with a range of client groups (children, older people, people with learning difficulties) across all ages in hospitals, community health centres, special schools and mainstream schools. Prior to her move to London in 1997, Kamini had three roles in Nottingham Community Health (NHS Trust): as a locality manager, with responsibility for meeting the health needs of local populations across three inner city health areas; as locality coordinator for speech and language therapy services; and as specialist adviser (bilingualism) leading the development of services for people for whom English is an additional language. In this role, Kamini established the Asian bilingual co-worker service, the first of its kind in the country. In 1997, Kamini became ethnic health projects coordinator for the NHS and was seconded to the Department of Health to set up the Race Equality Unit, where she was section head until 2000.

2 Maurice Leeson Maurice Leeson is the children s services planning professional adviser children and young people s strategic partnership for the Health and Social Care Board Delivering better outcomes for children: The Northern Ireland context Maurice Leeson qualified as a social worker from University College Cardiff in He began his career working as a social worker employed by the local authority in Cardiff, Wales. In 1985 he moved into the voluntary sector, initially working in a project offering support to vulnerable young people to avoid the need for the use of custody or care before returning to Belfast to work as a senior social work practitioner in a family centre. Maurice worked as an assistant director for Barnardos, a child welfare NGO, for 13 years and has experience of managing a range of services including family centers, specialist support services for adolescents, short break services for children and young people with a disability, a counselling service specializing in trauma and a project that worked with young people, with a disability to support them to participate directly in the planning and development of effective services. Maurice is particularly interested in developing partnership working across the sectors and co-chaired for a number of years the Northern Ireland Joint Government voluntary and community sector Forum, a body created to support effective partnership working between government and NGOs. He also chaired Children in Northern Ireland, the regional umbrella group for child care voluntary organisations. In addition he has an interest in outcomes based work and the development of evidence informed culture in organisations. Maurice is currently employed by the Health and Social Care Board in Northern Ireland as children s services planning professional adviser. He is responsible for supporting the Northern Ireland Children and Young Peoples Strategic Partnership (CYPSP) a body set up to facilitate improved levels of interagency working across all sectors in order to improve outcomes for children. This body brings together the senior decision makers for children and family services in Northern Ireland. He is also responsible for developing outcomes based planning approaches across the various parts of the CYPSP planning structures002e As a member of the Health and Social Care Board, he is also responsible for commissioning services and is lead commissioner for a regional young carer service and a regional early intervention prevention of offending service. Currently, he is a lead manager for the Family Support Hubs project in Northern Ireland, a new approach to coordinating early intervention services for families who do not meet the threshold for statutory support. CYPSP is committed to hearing and responding to the views of children and young people about their rights and needs and the services provided to support them. Maurice is responsible for the commissioned participation services for CYPSP.

3 Lynda Drysdale Lynda Drysdale is the head of early years, Sure Start team at the Department of Education, Northern Ireland The Sure Start programme and SLC within Sure Start Linda has been head of Early Years, Sure Start Team in the Department of Education (DE) since July Her responsibilities, amongst others, include the Sure Start Programme and the DE Early Years Fund. Her team has responsibility for policy, governance and the current review of the Sure Start Programme. Prior to taking up her current post Linda was head of Internal Audit in the Department for Regional Development (DRD) and the Department of the Environment (DOE). Linda previously worked in the NHS in Newcastle-upon-Tyne and for Inverness District Council. She holds a B.A (Hons) Business Administration and is a qualified Internal Auditor (CMIIA). David Amos David Amos is a management consultant for Healthcare HR and Public Services The big picture and how we can understand it, influence it and develop clinical business skills David is a healthcare HR and public services management consultant working with a wide range of NHS foundation trusts and NHS trusts, as well as health-related and commercial organisations. He also works for the RCSLT to support frontline SLT leaders on how best to understand, influence and control the service and financial challenges which they face. David provides expert HR workforce advice on terms and conditions, turnaround, workforce planning, and board and organisational development. He has had an extensive career in human resources leadership and NHS general management. After 10 years in hospital general management, he has been an HR director at two teaching hospitals, including for five years on the board at University College London Hospitals NHS Foundation Trust. David spent five years at the Department of Health, which included being the deputy director of HR for the English NHS, responsible for recruitment, improving working lives, and employment services. He spent a year at the Cabinet Office leading a project to promote jobs and skills across the public services during the economic downturn. He is a visiting professor for workforce development at London South Bank University and was chair of the national committee of Managers in Partnership (MiP).

4 Carol Salt Carol Salt is an early years and primary consultant Addressing the challenges: A model for SUCCESS (case study) Carol is viewed as a leading children s services and business expert, with regional and national experience of the providers and organisations in the public, private and voluntary sector. Carol held the position of strategic lead for children s centres and early intervention in Stoke between During which time she established her credibility in delivering challenging change management programmes which have proven to create whole system change and improved life chances for children and families. In 2012, Carol set up C A Salt Consultancy Ltd and has since been working with children s centres and schools across England supporting them to become more business focussed and able to assess performance and practice to better target resources, improve performance and evidence the impact of services in reducing health, social and economic inequalities. Carol has developed a range of innovative resources including the Children and Families Outcome Framework (CFOF) which is proving to significantly improve children s centres service planning and evaluation of impact. Carol also has a keen interest in the link between children s poor communication, language and social and emotional development, attainment and social disadvantage. Her most recent work has been working with children s centres and primary schools to demonstrate the impact of early intervention services which focus on developing children s communication, language and social and emotional development skills and their effectiveness at narrowing the gap in attainment especially for socially disadvantaged children. Anne Gamble Anne Gamble is Northern Ireland country representative on the RCSLT Board of Trustees Agreeing the vision Workshop and discussion: SWOT and best hopes Summary of actions from the day and agreeing next steps Thanks and close (day 1) Welcome, recap and goal setting for the day Thanks and close (day 2) Anne has been the elected representative for Ireland on the RCSLT Board of Trustees since June She is also head of the speech and language therapy services in Western Health and Social Care Trust. Anne leads a workforce of approximately 70 full-time and part-time staff. Her department is divided into five teams paediatric community, specific language/hearing impairment, paediatric physical and learning disability, adult/ald, multi-agency. Anne s clinical background prior to becoming head of service in 2009 was team leader for special needs with specific interest and knowledge in paediatric dysphagia/neonates. Her role as councillor is to network and engage with other professionals, statutory and voluntary organisations. Anne is committed to raising the profile of RCSLT and to influence the development and promotion of the profession. She represents the needs and views of all the RCSLT members in Ireland and liaises with other RCSLT representatives and country councillors.

5 Alison McCullough MBE Alison McCullough MBE is Northern Ireland policy officer at the RCSLT Agreeing the vision Workshop and discussion: SWOT and best hopes Summary of actions from the day and agreeing next steps Workshop: Developing our SLT Sure Start framework Next steps Alison qualified as an SLT in She has been the RCSLT Northern Ireland policy officer since 2005, and set up the RCSLT office in Belfast. Alison was a practising clinician for more than 30 years and her clinical areas of specialist interest have been in paediatric special needs and swallowing problems (dysphagia). Retired from the NI health service, Alison was previously employed by Belfast HSCT as team leader for learning disability. Since 2005, she has been raising awareness of the needs of people with communication difficulties in the NI government. In 2007, Mr Michael McGimpsey, MLA, Minister for Health appointed Alison as chair of the NI Ministerial Task Force into Speech and Language Therapy Provision. She was a member of the Mental Health and Learning Disability Review and worked on the children and young people s working party. Alison has also represented the profession on various working groups including the Equality Commission s working group on accessible communication, the multi-agency working groups on making a difference for individuals with learning disability, learning and communication difficulties in the Northern Ireland criminal justice system and is continuing to work closely with the youth justice agency in supporting training in speech language and communication needs, for justice sector staff. For many years Alison was a part-time lecturer at the University of Ulster, Jordanstown, providing input into the learning disability modules. She was also a Makaton regional tutor and participated in a European project called ATTRACT, which explored the value of teletherapy (video conferencing) in speech and language therapy nursery clinics. Alison was awarded an MBE in the June 2009 birthday honours for services to speech and language therapy provision in NI. Roisin McCooey Roisin McCooey is manager at the Belfast Childcare Partnership, Health and Social Care Board What do commissioners want? What are the core elements of our service offer In a number of different capacities over the past 15 years, Roisin has experience of successfully completing projects to improve children s lives working in a range of hands-on, policy and research projects. In 2004, she completed her PhD in early years education with the Graduate School of Education, Queens University Belfast. Her PhD examined the Socialisation processes in a selection of preschool settings to explore early years strategies, policy and practice within the voluntary, statutory and private sectors. Over the past 10 years, all of Roisin s roles have involved establishing and maintaining effective partnership working with a range of stakeholders including children and young people, parents, practitioners, and across a range of disciplines and strategic levels. In her current role as childcare partnership manager, she has a lead role for performance management within Sure Start.

6 Amy Ward Amy Ward is the outcome measures project officer at the RCSLT The RCSLT profession-wide approach to developing outcome measures Achieving the vision: A framework for change Amy is the RCSLT's newly-appointed outcome measures project officer having previously worked as a speech and language therapist for more than five years within the NHS. Since completing a post-graduate qualification in speech and language therapy at the University of Reading, she has worked for Berkshire West NHS Foundation Trust, Your Healthcare in Kingston and most recently St George's Healthcare NHS Trust, South West London. Amy s experience as an SLT has allowed her to work across a number of different settings, service areas and delivery models. These have included early years, mainstream schools, special schools, resource bases and complex needs. Dominique Lowenthal Dominique Lowenthal is the head of professional development at the RCSLT The RCSLT profession-wide approach to developing outcome measures Achieving the vision: A framework for change Workshop: Developing our SLT Sure Start framework Dominique has 15 years experience of using education pedagogy, technology and change management techniques to achieve organisational aims. She oversees a varied and experienced professional development team who support members with developing the evidence base; writing professional standards and position papers; developing e-learning and other CPD resources; enabling members to create sustainable and rewarding online and offline professional networks; and providing members with one to one professional enquiry support. Dominique is passionate about supporting the RCSLT to take advantage of new business opportunities and its use of technology to maximise its reach and impact on behalf of the profession. Key projects she is involved in include: the new RCSLT website, CRM system and RCSLT app development, update of CQ3, and RCSLT clinical guidelines, RCSLT Hub development, The Box, CPD diary update. Previous to working at the RCSLT, she was responsible for designing and overseeing blended learning packages for a range of organisations such as Royal Bank of Scotland, Virgin, NHS Wales and B&Q.

7 Janet Cooper Janet Cooper is the programme manager at Stoke Speaks Out Using data about what works to inform commissioning in pre-school services Janet is a qualified SLT with extensive experience of child development and children s developmental speech, language and communication difficulties. Since completing her BSc (hons) degree in speech/language pathology and therapeutics in 1988 at City of Birmingham Polytechnic she has held a wide range of roles in both the health authority and in education. She started her career as a generalist therapist across adult and children s services and specialising in paediatrics in In 2000, Janet developed speech and language input for 8 local Sure Start programmes across North Staffordshire and Stoke on Trent. In 2004, she set up and developed the Stoke Speaks Out multi-agency programme to tackle early language and communication difficulties which us currently in its 9th year. In 2004, Janet was invited to Downing Street to meet the prime minister in recognition for her services to children. Stoke Speaks Out has won a range of National awards for working with parents, multi-agency strategy and team of the year. Janet is author of the Early Years Communication Handbook and is a regular contributor to journals, newspapers and magazines on the topic of early language and communication. She provides consultancy to local authorities and regularly presents at national conferences. Janet currently combines a team leader role for speech and language therapy across Stoke on Trent and programme manager role for Stoke Speaks Out for Stoke on Trent City Council. Aileen Major Aileen Major is an SLT for South Eastern Health and Social Care Trust Sharing our innovative practice Aileen is a qualified SLT with 13 years experience working within the field of paediatrics. She joined the DOWN Sure Start Team in 2009 and began her role of providing a speech and language service to children and families in the Downpatrick area alongside her Sure start colleagues. Aileen also worked in Sure Start projects Belfast between 2005 and Prior to this Aileen worked in ASCET multidisciplinary team, SUCCEED schools based project, hearing impairment and community clinics.
