2 Welcome Coucillor Joh Livigs Chairma of the Fire Authority Des Prichard Chief Fire Officer & Chief Executive Welcome to East Sussex Fire Authority s latest Medium-Term Pla Sice becomig a separate orgaisatio i 1997, the Fire Authority has cotiued to ivest i East Sussex Fire & Rescue Service to make sure it has the right resources to make a real differece i savig lives, reducig ijuries, protectig properties ad cotributig wherever it ca to supportig all our local commuities. But there is a lot less to sped i public services these days ad there will be eve less i the future. As a Service, we have foud ways to do more with less, savig over 7m i efficiecies over the past few years. We issued a public cosultatio versio of this Pla i September 20 to seek the views of staff, stakeholders ad members of the public o priorities for the future bearig i mid the eed to make further sigificat savigs, curretly estimated at 4m by 2017/18, due to a cotiued reductio i govermet fudig. We kow that we will have to make some difficult decisios i order to deliver additioal savigs of this scale. This will ot be easy o a budget of 39.1m whe so much has bee achieved already. We are grateful to everyoe for their views o the future of our service ad we have take them ito cosideratio i drawig up this pla which sets out what we propose to do i the future. Despite these Budget pressures, we will cotiue to focus o deliverig our Visio ad aims. I accordace with our statutory duties ad the Govermet s Framework Documet, we will cotiue to provide cost effective prevetio, protectio ad emergecy respose services. We will keep lookig for ways to reduce other costs so that our overall performace stadards are maitaied. 3

4 How we serve Our firefighters put out fires, rescue people from emergecy situatios, deal with major floodig ad chemical hazards ad respod to may other operatioal emergecies. Together with other frotlie staff, they work hard to prevet fires ad accidets occurrig. 5 What we do for you O average, our firefighters atteded 10,000 icidets each year, ragig from large fires to rescuig people stuck i lifts. Our educatio work is also a large part of the service we provide to you ad directly reaches about 30,000 people each year, as does our ispectio of busiess premises ad eforcemet work, which resulted i 4,200 differet activities. 7 The Challeges The whole coutry is facig challegig times, with cocers over the prologed lack of real ecoomic growth, which has had a umber of cosequeces icludig fudig reductios to East Sussex Fire Authority. For East Sussex Fire Authority, our govermet grat of 1.977m is expected to reduce to.592m by 2017/18 a decrease of 20%, although we are waitig further Govermet aoucemets o this. We have already maaged to make efficiecy savigs of over 7m i recet years. But eve with these a sigificat fudig gap still remais which has to be closed. This page shows you the expected moey available to us for the ext five years, what our patter of spedig is ad the size of the gap we have to close. More details o how we are goig to do this are set out later i this Pla bearig i mid the advice from everyoe as part of our earlier cosultatio work. We kow that we will have to do thigs differetly tha we may have i the past. This will mea workig as hard as we ca to make these further savigs without them affectig our overall service stadards to our local commuities. But it is absolutely clear that our Service goig forward will be differet from what it is today. That is our challege for the ext five years. Estimated budget for the ext five years Summary of our mai service stadards Prevetio Service Our primary aim is to reduce risks i the first place. We provide free home safety visits, targeted to those i greatest eed ad also istall free smoke alarms where they are eeded ad aim to do these visits withi 8 weeks of receipt of the request. We work with other public bodies icludig other emergecy services, as well as various volutary ad commercial orgaisatios to make our local commuities much safer. Protectio Service The majority of what we do to protect our local commuities is set out i the Regulatory Reform (Fire Safety) Order 2005, which applies to all o-domestic premises i.e. local busiess ad properties rather tha people s homes. A set of guides explai to the resposible perso what has to be doe to comply with fire safety law, to help carry out a fire risk assessmet ad to idetify the geeral fire precautios, which eed to be i place. Further iformatio is available o our website. We also have a legal duty to eforce effectively ad efficietly all fire safety legislatio for which East Sussex Fire & Rescue Service has resposibility. Our Fire Safety Ispectors will provide advice that is cosistet, appropriate, trasparet, timely ad the ispectio of premises i regard to commerce ad idustry will be prioritised by risk. Respodig to your emergecy call Wheever you call us i a emergecy, your call comes i to our commuicatios cetre, which the mobilises the earest or most appropriate fire appliace, alog with ay other specialist vehicles ad seior officers depedig upo the problem. I respodig to your emergecy call we aim to: Aswer emergecy calls withi 5 secods Mobilise a fire egie withi 0 secods or less Arrive at all life threateig icidets (road traffic collisios, whe a perso is trapped, or fires i domestic properties) with a miimum of 8 firefighters withi miutes (80% of calls) ad withi 8 miutes (50% of calls). Arrive at icidets i our boudary withi 20 miutes at a miimum of 95% of calls Seek to stop a fire spreadig from the room i the house i which it started Provide every householder whose home has bee damaged by fire or flood with a copy of the leaflet - After a Fire or Flood - i order to help them to overcome the experiece. Other stadards you ca expect from us There are also stadards we aim to achieve i the way i which we deal with you o a day-to-day basis: Whe visitig your home or premises keep arraged appoitmets. (However, uavoidable cacellatios may occur if crews are eeded to atted a emergecy icidet.) 8 Our Plas The steps we will be takig We are completig the implemetatio of a umber of projects ad outcomes from previous reviews which have bee takig place to help us to improve our future effectiveess ad make further savigs. We are ow plaig a further rage of reviews ad projects to achieve similar goals. We will be prioritisig our resources to sustai key services we provide to all our local commuities coverig respose, prevetio ad protectio. After years of progressive improvemet i the service stadards we offer, we are ow seekig to sustai them despite the overall reductio i fudig. Summary of earlier public cosultatio outcomes Itegrated Risk Maagemet Plaig (IRMP) Much has chaged sice the itroductio of Itegrated Risk Maagemet plaig which has eabled the establishmet of flexible, locally assessed ad determied risk based stadards that are tailored to mitigate the risks i local commuities. IRMP is about improvig public safety, reducig the umber of icidets ad savig lives through a dyamic ad holistic approach to risk assessmet i order to deliver a Fire ad Rescue Service focused o the chagig eeds ad expectatios of our commuities with icreased emphasis o prevetio ad commuity safety. Every Fire Authority has resposibility for preparig a IRMP. The Natioal Framework (July 20) emphasised that the IRMP should be drivig Fire ad Rescue Service activities. Each Fire ad Rescue Authority Itegrated Risk Maagemet Pla must: be easily accessible ad publicly available reflect effective cosultatio throughout its developmet ad at all review stages with the commuity, its workforce ad represetative bodies, ad parters cover at least a three year time spa ad be reviewed ad revised as ofte as is ecessary to esure that Fire ad Rescue Authorities are able to deliver the requiremets set out i this Framework reflect up to date risk aalyses ad the evaluatio of service delivery outcomes This Pla covers the required IRMP three year period 20/ 2015/1 but looks beyod i resourcig terms due to the risks the Service will eed to address by 2017/18 as we set out to meet the Govermet s expectatios i terms of doig more with less ad cotributig to the Big Society ad Localism ageda. Arisig from the outcomes of previous Plas, we are ow buildig upo what has bee decided i the past ad delivered ad focussig o what key chages might have to be made i the future - it is the degree of chage at stake that is cosidered to be the critical issue... As such: The outcomes of previous IRMP reviews have had a key impact upo our visio, aims, service stadards ad performace improvemet targets - the outcomes of which are all covered i the Pla The outcomes of previous IRMP reviews, have helped to re-establish where resources should be located i respose to curret icidet risks ad these are also icluded i summary form i the documet The emphasis o prevet rather tha cure is made The overall risks ahead i resourcig cuts are very clearly highlighted ad the way forward i terms of how we pla to tackle the resourcig gap i terms of the ature of the future IRMP reviews, their iterdepedecies ad timescales for doig them is also explicit. This Pla seeks to demostrate very clearly what is t expected to chage; where we will be cotiuig with our Strategic Aims icludig where we deem we would wish to cotiue the Authority s ivestmet i reducig risk i the commuity; sustaiig performace targets ad most importatly seekig ot to reduce respose stadards. 10 Cosultatio Outcomes Alterative formats ad traslatio Our draft Medium Term Pla was issued for cosultatio over a week period from September to December 20 ad the detailed outcomes are cotied i our supportig documets. I overall terms, the public ackowledge that we are facig budget reductios but they do ot wat us to abado our commitmet to prevetio work ad public educatio. They wat us to keep these importat activities ad still focus o the vulerable ad higher risk people i our commuity. However, they are kee to see us selectively target differet groups for more appropriate kids of educatio ad protectio iitiatives. For istace, they did ot thik that we should deliver free smoke detectors ad free home fire safety checks for all households, rather they should be delivered based o risk. Their mai priorities are for us to cosider more ecoomical duty systems ad to raise our part of the coucil tax; they do ot wat to see fire egies reduced ad respose times legtheed; but they do wat to protect prevetive work i the commuity, albeit i a more targeted ad ecoomical maer. They are kee that the emphasis should ot fall wholly o oe iitiative to the detrimet of all the others. The implicatio is that we should pursue a balaced approach to deliver our services i future. There was also cosiderable support for icreasig the ESFRS coucil tax precept by 2% - maily because people thought the curret aual paymet for Bad D households is low ad because they uderstood that the moey would go exclusively to the Service.
