1 Ventanillas de Bienestar (Windows of Well-Being) Fundamentals of Outreach & Enrollment to Wednesday, August 14, :00 2:00 pm ET Supported by The Substance Abuse and Mental Health Services Administration Background March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act. March 30, 2010, the Health Care and Education Reconciliation Act of 2010 was signed. Combined, the two laws are referred to as the Affordable Care Act (ACA). The ACA creates an opportunity to reform the health insurance marketplace and provides Americans with quality, affordable health insurance coverage. Background cont d The Marketplace (formerly Exchange ) Place for individuals and employers of small businesses to get health insurance options Can directly compare on the basis of price, benefits, quality and other factors A new way to get health insurance Enrollment starts October 1, 2013 Coverage begins January 2014 Urban Strategies 1

2 Outreach The National Outreach Guidelines for Underserved Populations defines outreach as the process of improving people s quality of life by doing the following: Facilitating access to quality health care and social services Providing health education Bringing linguistically and culturally responsive health care to the community Helping people become equal partners in their health care Increasing awareness of the presence of underserved populations. Outreach? As organizations that serve the Latino community, we have an obligation to provide accurate information. By outreach and promotion of the ACA, we help millions of Hispanics learn how to receive access to preventive services, vaccines, screenings and annual wellness visits that otherwise would not have occurred. 3 What s the difference? Enrollment? Some states will be setting up a State-based Marketplace, others will work with the federal government in a State Partnership Marketplace and the remaining states will have a Federally-facilitated Marketplace. No matter what state you live in, consumers will be able to get live in-person help as they go through the process of applying. What s the difference? Enrollment cont d Individuals can help provide assistance in a variety of roles: Navigators Non-Navigators assistance personnel Certified application counselors Agents and brokers Key Issues to Consider under the ACA Enrollment The Marketplace initial open enrollment period starts October 1, 2013 Enrollment period ends March 31, 2014 Coverage begins January 2014 Urban Strategies 3

4 Key Issues to Consider under the ACA, cont d Marketplace eligibility requires consumers to: Live in its service area, and Be a U.S. citizen or national, or Be a non-citizen who is lawfully present in the U.S. for the entire period for which enrollment is sought Not be incarcerated Types of Outreach Networks Use your existing internal networks to reach out to your community Newsletter/bulletins, website, blogs, clubs or groups that meet regularly Partnerships Leverage partnerships with other organizations to reach larger populations Types of Outreach Communications Committee Stay on top of the latest news and information Understand the details within your state Health Promotions Committee Become familiar with your organization s calendar of events Identify community and cultural events in your town Urban Strategies 4

6 1/3 of the uninsured are Hispanics ACA Accomplishments so far. 913,000 Latino young adults have gained insurance through their parents plans 3.9 million with Medicare received a free preventive service, such as flu vaccines, diabetes screenings, and an annual wellness visit with their doctor ACA Accomplishments so far. 8.2 million who have private insurance gained improved coverage for preventive services Approximately 10.2 million no longer have to worry about going without treatment for cancer and other chronic diseases because of lifetime dollar limits Urban Strategies 6
