At MQI we cotiue to raise awareess of the awful idividual, family ad societal cosequeces of overdose. We welcome the recogitio of the lifesavig value of safe ijectig facilities ad ecourage our politicias to expedite legislatio to make them a reality. The resposibility of the Board of MQI is to esure that we have a well-govered, efficiet orgaisatio which is fit for purpose to meet cliet eeds. I this regard we have udertake a exterally-led Review of all our services. We are curretly fialisig our Strategic pla for the ext three years. We will commit to the highest stadards of best practice i the sector ad lead collaboratio where possible with other providers, i order to maximise efficiecies ad achieve ecoomies of scale. 5 LOOKING BACK: 2015 By the ed of 2015, there were 3,464 adults ad 1,490 childre livig i various types of emergecy accommodatio i the Greater Dubli area aloe. The highest umber of people ever recorded. Adults ad childre were forced to stay i hotels, hostels ad basic bed ad breakfast provisio across Irelad. There also remaied up to 100 people sleepig rough o the streets every ight. These uprecedeted levels of homelessess were clear to see i MQI, where just over 7,500 people accessed our homeless services i With so may sleepig rough, MQI s Night Café opeed i Jauary 2015 as a respose. Ope from 11pm to 8am, it caters for up to 50 people every ight of the week. We aim, firstly, to keep people safe ad sheltered, the to egage them with support optios ad pathways out of homelessess. The Night Café provides a rage of supports icludig: tea/coffee ad a light meal; iformatio ad advice; showers/clothig; drug treatmet optios; brief itervetios o addictio ad metal health; ad case work regardig accommodatio, health ad social services. 1,972 idividuals accessed the Night Café service i % of these also egaged with multidiscipliary supports through the MQI Day Services. With so may people caught i homelessess, ever more people rely o our daytime meals, support ad drop-i services. I 2015 we saw 7,524 idividuals i our homeless support services, providig 98,865 meals. It is clear that homelessess ca impact a perso s metal ad physical health. This is starkly highlighted by the umbers of people accessig MQI s primary healthcare services. Provided i partership with the HSE, the Dubli Regioal Homeless Executive ad Safetyet, services are staffed by geeral practitioers, a detist, ursig staff ad a cousellor. I 2015 early 4,500 healthcare itervetios were provided to 1,623 idividuals. Wherever possible we also work to lik cliets with commuity or maistream G.P. ad healthcare services. I our drug treatmet services the umbers remaied high- i Dubli ad aroud the coutry. There were 27,388 visits to our Dubli drop-i drugs services, a 4% icrease year-o-year. I our eedle exchage ad health promotio service, our mai focus is o reducig the harm associated with ijectig drug use, fosterig the motivatio to make positive chage, givig advice o HIV ad hepatitis prevetio, ad providig iformatio o overdose ad other risks. We also offer early referral to drug treatmet services. I 2015 we provided 25,745 eedle exchage itervetios to 2,676 idividuals, a icrease of 6% o were first-time preseters. 2,725 prisoers availed of our priso-based addictio cousellig service. We delivered 11,657 cousellig sessios durig 2015, a 4% icrease o The MQI priso-based cousellig team also assisted i the developmet ad implemetatio of a umber of Irish Priso Service iitiatives icludig Icetivised Setece Maagemet (ISM) ad the Red Cross Overdose Prevetio Programme. The MQI Addictio Service also developed referral pathways for prisoers to commuity-based detox ad rehab services. Providig pathways out of drugs is a key aspect of MQI s work ad our residetial detoxificatio ad drug-free rehabilitatio programmes were i strog demad i There were 63 admissios to the detoxificatio programme at St Fracis Farm. A 83% detox completio rate meat a 14% icrease o Our drug-free residetial rehabilitatio programmes, i St Fracis Farm ad High Park, were also busy with 51 ad 61 admissios respectively. Durig 2015, we were the first residetial detox ad rehab programmes i Irelad to pilot SMART, Self-Maagemet ad Recovery Traiig i our schedule of group-work. The modules used i the programme (cost/beefit aalysis, cogitive behavioural therapy ad ratioal emotive behavioural therapy) fit well withi the therapeutic commuity framework, complemetig our philosophy of persoal resposibility ad cliet empowermet. Despite uprecedeted levels of homelessess ad icreased pressure o all our services, MQI have maaged to reshape core frotlie services to esure we ca meet icreased demad while developig ew, more specifically-focused iitiatives providig support ad pathways out of homelessess ad drugs. 8 ADDRESSING CRISIS OPEN ACCESS SERVICES OPEN ACCESS HOMELESS SERVICES The MQI ethos is to provide cliet cetred, accessible services that meet people i a welcomig ad respectful maer. I the last year due to the growth of homelessess i Irelad, MQI have deepeed our service provisio i order to provide the most effective itervetios we ca, while still maitaiig our ethos. This has traslated ito a move away from the aroud the clock drop-i settig, to structured oe-tooe supports with people who eed bespoke solutios to their particular situatios. The dyamic is actio orieted ad ivolves empowerig the cliet to actively specify ad follow through o their care pla goals. Ultimately, MQI Ope Access Services are about providig solutios for people, addressig the root causes of what has led people to preset to a crisis homeless ad drug service. All are welcome at our doors, just as it was whe Brother Sebastia first opeed the tea rooms as a commuity of compassio 40 years ago. Our visio is that people are give the supports they eed to thrive as part of their commuity. With the additio of the ew Night Café for homeless people, the Riverbak buildig o Merchats Quay ow offers 24 hour services to over 7,500 idividuals who are experiecig crisis with regard to metal health, accommodatio ad substace misuse. With the ehaced space we are able to cater for people presetig to our services who have accommodatio problems i additio to addictio ad/or metal health issues. Merchats Quay Project Limited is oe of four compaies operatig uder the baer ame of Merchats Quay Irelad carryig out activities for social justice for homeless persos ad drug users o a atiowide ONE CLIENT. MANY SERVICES. Of the 7,524 total idividuals who relied o our Ope Access i 2015, may availed of the multiple services o offer at MQI, across the homeless ad drug spectrum: Stays at the Night Café 1,972 Total Cliets 7,524 *Metal Health 279, Outreach 210, Youg Perso Support 164, Harm Reductio 70, Case Worker 54 basis, some of these projects sit i Fracisca Social Justice Iitiatives Ltd. As these orgaisatios work together for co efficiecies some of the projects below are iteroperable across the orgaisatio. May of the 7,524 idividuals who used MQI s Ope Access Services i 2015 accessed multiple services across the drug ad homeless spectrum (see chart above). For example 1,972 idividuals used the Night Café but may of these idividuals also used the food service or the drug treatmet or medical services durig the day. There are also specialised services such as the Metal Health Nurse ad the Youg Persos Support Drop I Visits 6,501 Special Services* 532 Needle Exchages 2,676 Itervetios 1,008 Worker which are available to everyoe presetig to the service. The diagram above illustrates the overlap ad itercoectio betwee MQI Ope Access Services. While the depth ad cotiuity of MQI Ope Access services has grow, every relatioship we build starts with the cup of tea ad a warm meal. Over the course of the year we provided 82,761 meals for homeless people across our day ad eveig services (this is a icrease of 4% o 2014 ot icludig meals provided i the Night Café). Icludig the Night Café, the umber of meals provided by MQI i 2015 was 98,865 (a icrease of 24% o 2014). 9 HOMELESS SERVICES The Night Café: The MQI Night Café service opeed i Jauary 2015 operatig betwee 11pm ad 8am, seve ights per week, caterig for 50 people each ight. I Jauary 2016, the Night Café icreased its iitial capacity by 40% to cater for 70 idividuals each ight i respose to the emergecy cold weather iitiative. The mai aim of the service is firstly to keep people safe ad sheltered ad the to egage them with support optios. The Night Café service is differet from a coffee shop, people ca t just walk i the door. Istead, they are referred to the service by callig the homeless Freephoe or by egagig with the Housig First Outreach Team operatig o the streets at ight. These two services do everythig possible to get people ito emergecy accommodatio for the ight. The Night Café is the pla B for those who caot or will ot access emergecy accommodatio. The service provides a rage of support optios to people who are experiecig homelessess, icludig: Tea/coffee ad a light meal Iformatio ad advice Showers/clothig Drug treatmet optios Brief itervetios o addictio ad metal health Case work regardig accommodatio, health & social services A total of 1,972 idividuals atteded the service i 2015 (88% of those referred to the service actually preseted). Everyoe presetig to the service was offered supports icludig drug treatmet, accommodatio support, metal health ad medical services, food, clothig ad welfare. Everyoe who accessed the Night Café service i 2015 are at least at step oe of the support system (92% of the 1,972 cliets who stayed i the ight café i 2015 also egaged with multidiscipliary supports BEHIND THE SCENES AT THE NIGHT CAFÉ The oly midight-to-daw service of its kid for Irelad s most etreched homeless me ad wome is ow well uderway. There is a differet feel to Merchats Quay i these small hours that thaks to you is coectig with people o a whole ew level. Somethig amazig has come from the Night Café. We re helpig ew cliets every ight that util ow were ot kow to ay service at all. It s clear there s still a sigificat homeless crisis. We re at capacity every ight we operate. Scee to behold It is a scee to behold. Desperate for a few momets respite, cliets rest o yoga mats, soft blakets to cover them ad clea towels tucked beeath their heads as pillows. Some sit quietly i chairs, readig. Key workers chat to others earby. Outreach teams come i from the street, ew faces beside them. Homemade soup ad sadwiches are o had. Depedig o the hour there might be a queue for a hot shower. There is a safety ad a ormality that may wo t have experieced i a very log time. Oe life you touched Breda tells of oe such story. We have a cliet who was actually egaged with services but as a homeless ma he had such complex eeds he is completely deaf ad ca t commuicate verbally. You ca imagie how hard that must have bee. Because of the Night Café we got to really work with this cliet ad came up with a practical solutio for him to egage with the outreach team through text message. It s just led to this ma gettig a 6-moth bed, she smiles, ad that would ever have bee possible without our supporters ad statutory fuders. The Night Café service provides yoga mats o a floor for people to rest o, while this is far from the digity of havig their ow home, it is a safe place off the streets for people to get hot food, shelter ad support optios. The Drop-I Service: The Drop-i Service aims to address crisis ad to provide liks to commuity based services. The Drop-i Service remais at the heart of what we do i relatio to makig cotact with those who are i crisis. The Drop-i service provides a assessmet of each service users eeds. We offer prelimiary advice o health, social welfare ad emergecy accommodatio, ad, critically we offer case maagemet services for those who wat help i achievig their goals to get out of crisis. I 2015, we recorded 6,442 supportive itervetios with service users at Riverbak, a icrease of 15% o Itervetios iclude key workig sessios, referrals to emergecy accommodatio, social work services, medical services ad social welfare services. It also icludes help i cotactig frieds or family, access to drug treatmet ad support i a variety of other matters. The service provides supports to cliets who have bee sleepig rough o the streets, strivig to empower ad support them to fid a place to live. Project workers help homeless people from a variety of settigs, icludig rough sleepig, hostels, B&B s, short-term arragemets with frieds/families ad trasitioal ad supported accommodatio. Our staff aims to assist those who are homeless to lik i with short term crisis accommodatio, with the evetual goal of helpig cliets ito more stable log term housig ad idepedet livig. I cases where the perso is uable or uwillig to egage with support work, or wats to cotiue livig o the streets, we try to reduce the associated harms where possible. Gettig a cliet to come ito the breakfast service regularly ca take as much work as gettig someoe ito accommodatio. We also support people who are ot homeless but who are at risk of losig their accommodatio. The Day Service at Riverbak cetre offers homeless people two meals a day, breakfast ad luch. A total of 68,239 meals were provided by the Day Service i 2015 (a icrease of 8% o 2014). Exteded Day Service (EDS): The EDS is operated i partership with Focus Irelad i order to offer a efficiet ad itegrated cotiuum of care, capitalisig o the stregths of both orgaisatios to deliver the best possible outcomes for cliets. This service was established to meet the eveig time eeds of homeless people ad rough sleepers, ad cotiued throughout Betwee 80 ad 120 people used the Riverbak Meals service each ight ad The EDS addresses a gap i out of hours services available to homeless people betwee 5:30pm ad 8:30pm. The service provided 14,522 eveig meals i 2015 alog with crisis support, iformatio, advice ad assistace arragig overight accommodatio. The Case Maagemet HUB: I recet years, give the icreased umbers of people fidig themselves homeless, MQI has recofigured how we provide our crisis services. The impact of austerity measures has restricted available supports to people o the margis of society. MQI has respoded by appoitig social care professioals to specific specialist roles ad developig expertise i areas such as youth, metal health ad assertive outreach. This chage has resulted i a shift from iformatio, advice ad crisis support to a more proactive idividualised care pla based approach. I some cases, there are up to 10 differet disciplies egagig with oe cliet as part of a care pla that the cliet has played a active role i developig. The Case Maagemet HUB works with exteral agecies i areas such as health, accommodatio ad welfare to give the cliet a greater cotiuum of care ad a better chace of achievig positive outcomes. New Commuities Support Service: A substatial portio of visits to the service were made by people from ew commuities livig i Irelad, especially from Easter Europe. The service has Geeral Practitioers, a Detist, a Nurse ad a Cousellor. I total there were 4,415 health care itervetios durig the year (a decrease of 17% compared to 2014, this decrease relates to the fact that our ursig post was vacat for four moths i 2015). Nursig: There were a total of 1,469 ursig itervetios i 2015, or 122 per moth (a decrease of 19% compared to 2014). I was told that at least two hudred ames are ahead of Pat o the waitig list for social housig. They said that because Pat is a sigle male, there is a very real possibility that he wo t fid a place i time that whe his teacy rus out, he will be homeless. I felt so helpless. Never give up Some cliets, Aoife reports, have eve less otice of evictio tha Pat. But staff are t givig up. Sometimes we ca review the otice of evictio ad fid a clause that lets us get cliets oto a solicitor. There is the outreach team, the Night Café, the oe to oe cousellig. Pat ca come here if he eeds a bus pass or to see a detist or a doctor. We are pritig out flat lists every day for cliets. We just have to thak supporters for all that they have doe for us. His last day Pat is quite a friedly perso. He s worked most of his life. Several years ago, though, he had to go o disability allowace. He ever thought it would come to this. His last day. His last hour. His last time closig the door to his flat. Nowhere to tur, except for MQI. The last day that I met with him he wet off very upset, Aoife says quietly. You ca see it s showig i him.
