3 Dear Frieds, Every day, sometimes heroically, the voluteers ad staff of LSS give exceptioal expressio to the missio of Luthera Social Service of Miesota. I have bee witess to couselors who make themselves available o weekeds, at all hours, to families experiecig great trauma. I have see the results of our work o the streets carig for vulerable, homeless teeagers. I see the compassio i maagers as they implemet cost reductio strategies or cover a shift to make sure we stay both fiacially soud ad esure quality. The midight oil burs late for admiistrative staff. I tes of thousads of ways, the people of LSS give life to our shared missio. Because we are so devoted to the LSS missio, we are wildly committed to our biggest possibilities; we are workig reletlessly to icrease our levels ad quality of service. Here are some examples: Our cosumer-directed services for persos with disabilities served 14 percet more people over last year. I Guardiaship we served 13 percet more people this past year. Office-based metal health services grew by 9 percet. Our Fiacial Couselig services served 32 percet more people compared to 2008: 36,678 idividuals ad families! It took everythig, of course. Staff made sigificat sacrifices, forgoig wage icreases ad experiecig beefit reductios. Every year carries with it both opportuity ad challege. This year, our Executive Vice Presidet ad Chief Operatig Officer, Jodi Harpstead, stressed the twi themes of compassio ad competece i all of our work. The whole orgaizatio, icludig early 10,000 voluteers, reached deep iside their hearts to esure that digity, safety, ad hope were real opportuities for those we serve. Doors stepped forward ad cotributed 12 percet more! We stregtheed our relatioships with our parters i service, icludig colleagues, servig orgaizatios, govermet at all levels, ad cogregatios. It was really quite extraordiary. Luthera Social Service has bee servig for a log time, loger tha ay other orgaizatio of its kid i Miesota. Thatʼs ot accidetal. At LSS we cherish our values of compassio ad competece. Now, though, itʼs more importat tha ever for iovatio ad ivetio to reig. Discoverig ad buildig ew forms of care that work is a great passio of ours. Service ad advocacy are itertwied. I have writte before about my great cocer for the well-beig of childre ad youth who experiece homelessess. I believe all of us would be so much better served with coheret public policy with respect to these youg people. I am still cocered. I am also deeply cocered about the well-beig of oe of the Stateʼs most vulerable populatios persos with developmetal disabilities. Miesota had built a excellet system of care for this populatio. Sice 2003, however, the fiacial rate icreases to pay for the eeded care have oly icreased less tha five percet. Now, the govermet is proposig to cut rates agai, reducig the total rate icreases over seve years to 2.5 percet. Thatʼs simply ot sustaiable. LSS is committed to iovatio, ad we are committed to protectig those we serve ow. Fudametally, LSS is grouded i the covictios that God loves all creatio without coditio ad God years for us to love the eighbor. 4 Shared Visios, Big Impact Luthera Social Service of Miesota makes a differece i the lives of thousads of people each year. It is able to do that because of the iovative, collaborative relatioships we have with orgaizatios ad cogregatios that share our visio. Together, we work so that all people have the opportuity to live ad work i commuity with digity, safety ad hope. Our parters provide fudig, supportive services ad advocacy, ad they refer people i eed from their commuities. We have may productive parterships across the public, private ad oprofit sectors; workig with others whose stregths complemet our ow. Our cogregatioal parters pledge fiacial ad i-kid support, ad serve as voluteers i our services. Durig 2009, several iovative parterships have emerged or cotiue to evolve. Each helps us exted services to those i eed. Some key examples iclude: Thrivet Fiacial for Lutheras UCare Miesota Luthera Commuity Foudatio LSS Cogregatioal Ambassadors Miesota Departmet of Veteras Affairs The Ceter for Chagig Lives Iovative partership to help more people lift themselves out of debt With a dowtur i the ecoomy last year, LSS Fiacial Couselig Services faced a dilemma. Demad soared as more people faced fiacial difficulty with reduced icome, job losses, credit card debt ad foreclosure. LSS fiacial couselors couldʼt keep up with the demad. Nearly 1,000 people were tured away each moth. Gettig a appoitmet meat waitig up to six weeks. A charitable loa from two Luthera parters helped to chage all that. Last fall, Thrivet Fiacial for Lutheras Foudatio ad the Luthera Commuity Foudatio made a charitable, low-iterest loa totalig $2.25 millio to icrease the umber of fiacial couselors ad set up a phoe couselig ceter i Duluth. Itʼs payig off. We are very pleased to report that the charitable loa is workig ad givig us the opportuity to reach 2,000 more households that we would ot have bee able to serve otherwise i the last two quarters, explaied Susa Aulie, Seior Program Director for LSS Fiacial Couselig. Curretly, people who eed fiacial couselig ca get help immediately. Plas are to add more fiacial couselors as demad icreases over the ext 18 moths. Miesota active military ad veteras fid help they eed I recet years, the Miesota Departmet of Veteras Affairs (MDVA) has come to uderstad that veteras ad military families face more tha oe persoal struggle whe they call for help. Those struggles ca surface aytime immediately after their retur from the frotlie or years later i retiremet. To help families address multiple cocers, the MDVA has chose Luthera Social Service of Miesota as its parter. They kow LSS is a orgaizatio that provides a wide rage of services for all ages i commuities across Miesota. Theyʼre right. Ad, this partership is pushig us to thik i ew ways about itegratig our services to address the eeds of this ew populatio for us. Miesota C.O.R.E. stadig for case maagemet, outreach, referral ad educatio is a way for active military, veteras ad their families to access a wide variety of services. Services iclude supportive couselig, relief to caregivers, fiacial couselig, deploymet ad reitegratio support ad specialized couselig for childre copig with family chages. Miesota C.O.R.E. is fuded through a two-year, $1 millio appropriatio from the state to MDVA. As it evolves, ew fudig possibilities may emerge through the federal govermet, other state agecies, ad the foudatio commuity. 2

5 UCare ad LSS workig together to serve seiors Luthera Social Service of Miesota (LSS) has offered Seior Compaio services for over 30 years. Now this model of care is the focus of a two-year pilot project with UCare, a oprofit health pla that serves 200,000 people i Miesota ad Wiscosi. Weʼve joied together because we believe we ca demostrate a way to cut health care costs. The chief aim of the project is to see if UCareʼs seior erollees - who sig up either to receive care from a compaio or voluteer as a compaio - will be healthier because of their participatio. As a rule, it is less expesive for someoe to recover from a health issue i the comfort of their ow home, rather tha i a ursig facility with more costly medical services. Last year aloe, 366 LSS Seior Compaios served as a friedly visitor ad helper to 2,200 frail seiors across Miesota. That meat that 91% of seiors served were able to stay i their homes ad out of ursig home care, which costs over $50,000 each year. The beefits of good health accrue to the voluteer compaio as well. People who stay active ad coected to their commuities ted to maitai better health ad a sese of well-beig. The pilot will be rolled out this sprig i Braierd, Stillwater ad the Twi Cities. LSS Cogregatioal Relatios Ambassadors Program Luthera Social Service of Miesota sprigs out of the Luthera faithʼs core commitmet to love the eighbor. With a log-stadig affiliatio with the Evagelical Luthera Church i America, we are workig to stregthe the role of LSS as the social service miistry of ELCA cogregatios across Miesota. We could ot do what we do without our parter cogregatios. Their offerigs of time ad fiacial support make a meaigful differece i our capacity to serve. For istace, whe the recessio hit ad eed soared last year, cogregatios stepped forward to help. We were able to reach our goals for fudig our homeless youth services as a direct result of the support provided by our cogregatioal parters. It has meat the critical differece betwee keepig services ope or closig some doors. Durig 2009, we bega workig with several of the syod bishops to build the LSS of Miesota Cogregatioal Ambassadors Program. Ambassadors are idividuals who step forward to represet LSS i their home cogregatio. They will become experts o our work i their commuity, ad advocate for deeper ivolvemet. They will work to orgaize activities that beefit LSS, sometimes i partership with other cogregatios that make up the regioal team of which they are a part. Our goal is to have 56 ambassadors by the ed of 2010; we are well o our way to achievig it. The Ceter for Chagig Lives, first stop o a pathway to prosperity Luthera Social Service of Miesota created The Ceter for Chagig Lives out of oe simple belief: every child ad every youth should have a safe, supportive place to live. It becomes real whe families have opportuities ad support to build stability ad stregth. Oe year after opeig its doors, The Ceter for Chagig Lives has trasceded that belief to become a place that fosters pathways to prosperity for all who seek it. Workig collaboratively, ucommo service parters have brought together housig with huma services. Those supportive services ca be accessed by families livig adjacet to The Ceter, i the broader eighborhood or across tow. Each time our staff, voluteers, doors ad advocates reach out to help someoe, love of the eighbor i eed is expressed agai. Pastor Norelius saw childre i eed ad developed a commuity respose that ispired hope ad chaged their lives ad the life of the commuity. The Luthera Social Service of Miesota of today holds the very same values at the core of its visio ad missio. Those values overcome ay challege ad, i doig so, result i chage that edures. From that first act, LSS has grow to be the stateʼs largest ad most comprehesive social service oprofit. We serve more tha 100,000 Miesotas each year, ad we do so without regard to race, color, creed, religio, atioal origi, sex, sexual orietatio, disability or age. We are passioate about ispirig hope, chagig lives ad buildig commuity. Our work is a testamet to what ca happe whe we commit ourselves to a commo cause. Recetly, the Luthera Social Service of Miesota Board of Directors adopted outcome goals for our services. The goals are orgaized aroud services for childre, youth ad families; people with disabilities; ad older adults. They shape our plaig ad actio. Miesotaʼs childre, youth ad families have safe, stable homes ad the opportuity to thrive i commuity. 7 Services for Childre, Youth ad Families I the fall of 1865, the four survivig youg childre of Scadiavia immigrat Mikola Erikso ad his wife foud themselves without parets or a home. It was the plight of these four homeless youth that prompted Pastor Eric Norelius to act. He did so without regard to their atioality or religio. They were childre of his adopted state ad they eeded help. To this day, makig certai o child i Miesota fids themselves homeless remais at the ceter of Luthera Social Service of Miesotaʼs service offerigs for childre, youth ad their families. We believe that a commuity that esures the safety ad stability of its childre is oe i which its idividual citizes are committed to ispirig hope, buildig commuity ad chagig lives for themselves ad for each other. Eve i the best of times, idividuals ad families ca struggle to fid safety ad stability i their lives preseted particularly harsh challeges. I respose, we stregtheed our resolve to help people through the curret ecoomic recessio. We are doig this by walkig side-by-side with people as they address their ow uique challeges. We doʼt make choices for people. We caʼt. The cliets we serve chage their ow lives. We help by usig a cliet-cetered model to egage ad support them as they work toward greater self-sufficiecy. I would say I have three sets of family. I have my Chiese parets, my America parets, ad my LSS family. Through LSS of Miesota, idividuals ad families ca access services aimed at helpig, from housig support to fiacial couselig; from refugee resettlemet to metal health couselig; from employmet services to disaster respose; ad from crisis shelters to programs for childre with special eeds. Ad, because we offer so may services, we are able to provide a cotiuum of care that meets the specific eeds of each idividual or family. 5

A iovative partership with Thrivet Fiacial for Lutheras ad the Luthera Commuity Foudatio resulted i a low-iterest loa that meat we could expad to meet the demad. LSS Fiacial Couselig Service is becomig kow as the gold stadard i this area of service, offerig safe, effective debt couselig i cotrast to fiacial scams which brig more harm. Fiacial hardship, cocers over housig ad employmet, ad the geeral lack of stability ca take their toll. With the support ad guidace of our exceptioal couselig staff, families begi to build positive behaviors ad get stroger. Whe that isʼt possible, LSS ca provide specially-traied foster parets for childre ad adolescets at risk of log-term, out-of-home placemet eedig a safe ad stable eviromet because of a metal-health-related issue. Sometimes the idividual we help is a youg woma who fids she is facig a uplaed pregacy. LSS Adoptio, Pregacy ad Birth Paret Services provides couselig ad support durig ad after her pregacy. Sometimes the family we serve is the oe waitig to give their love to the child placed with them through adoptio. Last year, 124 childre from the U.S. ad abroad, some with special eeds, started ew lives with their adoptive families. Childre i Miesota ad across the atio, beefit from the extra special care ad attetio that LSS of Miesota is so good at providig. Childre with chroic diseases fid hope ad fu through their participatio i camps offered at Camp Kutso i Crosslake. I 2009, 762 childre had the chace to play like a kid, with other kids who uderstood their uique health challeges. Other childre face the trauma of recoverig from a atural disaster. Thatʼs were LSS Disaster Respose ad Camp Noah comes i. Camp Noah is a atioally-recogized therapeutic week-log day camp for kids whose lives were chaged forever whe a disaster struck. Durig their Camp Noah week, childre have the chace to work through their disaster experiece ad lear about their ow resiliecy. Sice the early 1940s, Luthera Social Service has greeted refugees as they arrive i the Uited States ad begi to call Miesota home. Resettlig idividuals ad families i commuities throughout Miesota, LSS Refugee Services provides support as they itegrate ito their ew commuity. 153 people were resettled i From fidig a home to gaiig employmet ad from makig coectios i the commuity to becomig a active citize, LSS is there. We help refugees i the years followig resettlemet to help them gai a stroger foothold ad live ito a future of possibilities. Last year, exteded social services were provided to 1,875 people through Refugee Services. Steady employmet that leads to ecoomic stability is as critical for those whoʼve lived here their whole lives as it is for ew residets. I additio to helpig refugees fid jobs, LSS Employmet Services helps Americas receivig assistace through the Miesota Family Ivestmet Program become employed. LSS staff works with job prospects o overcomig barriers such as laguage, cultural differeces, lack of work experiece, trasportatio ad educatio ad traiig. Durig 2009, 204 people were placed i employmet. Employers tur to Luthera Social Service of Miesota to help support their employees. Through LifeWorks, LSS delivers a employeeassistace program, offerig resource ad referrals, couselig, ad fiacial couselig to the employees of cotracted customers. LSS LifeWorks served 898 cliets durig Tough ecoomic times put stress o families, ad sometimes childre bear the brut of that stress. The reality is that despite all our best efforts, some childre do fid themselves homeless ad o the streets. 6

9 As the oly statewide provider of homeless youth services, LSS of Miesotaʼs Youth ad Family Resources has created a broad safety et aimed at edig homelessess for youth. We wat every youth i Miesota to kow that there are adults i their commuity they ca tur to for help. From our crisis urseries ad emergecy shelters to our trasitioal livig programs ad from our welless ceter to street outreach ad youg paret services, we help youg people i commuities across the state fid safety ad stability as they trasitio from childhood to adulthood. Last year, more tha 800 youg people were provided with residetial services, ad more tha 13,000 were helped through commuity-based supports. Whe a challege presets itself, askig for help to face it head o is the best way to chage it. Our stregth lies i our ability to brig resources that address eeds i all areas of life. We couldʼt do it without the powerful commitmet of our staff, voluteers ad supporters. 10 Services for People with Disabilities Luthera Social Service of Miesota bega providig services for people with disabilities i Sice the weʼve become part of the culture of care thatʼs made Miesota a beaco for the rest of the atio. Our state led the atio i its progressive approach to esurig that our citizes with disabilities have access to services that support a full life i commuity. For people with disabilities that access meas they: have meaigful relatioships with others. are fully itegrated participats i social ad commuity etworks. are accessig commuity-supported services. are choosig the desig ad delivery of the support they receive. The Miesota traditio of care is i jeopardy. Our etire system is at risk give the stateʼs curret fiscal crisis. The problem is that more tha 5,000 eligible idividuals are waitig to receive waivers for support, ad cuts are beig made to those who curretly have support. Without support, those who really eed help doʼt have the meas to access the services they eed. The eeds i the commuity suggest there is room for growth i our i-home, semi-idepedet livig ad respite services. We are cotiually creatig ew models of care ad ways to fud them. Persoal Support Services (PSS) is comprised of those services that provide direct support for idividuals so they may live fully i commuity icludig residetial services, i-home support, idepedet livig skills, semi-idepedet livig, adult foster care, ad respite services for caregivers. LSS helped me reach levels of ability I did t thik were possible. I did a lot of hard work, but they defiitely worked as hard as I did! I am so grateful to have come so far. It would ever have happeed without people at LSS advocatig for me ad cheerig me o each day. - Gary Sylvester 8 LSS staff works to esure that people are actively ivolved i their commuities by supportig a clietʼs relatioships with family; their roles as employees, voluteers, church members, ad advocates; ad i their social etworks. CDCS allows people more cotrol over how their support structures are desiged by givig them the ability to determie what services they eed ad who will provide them. Parters i Commuity Supports (PICS) is our structure for admiisterig CDCS dollars. It is kow i the disability commuity as the easiest, fastest ad most cost-effective provider of these services. Itʼs kow, too, for iovatio i cosumer-directed support by expadig choices ad improvig services. Sometimes, others are chose by the courts to make decisios o behalf of a perso with disabilities. LSS of Miesota Guardiaship Optios maages the persoal ad/or fiacial affairs of icapacitated idividuals ad advocate for their best iterests. I this area as well, LSS is kow as a trusted ad iovative provider. We are oe of oly two Miesota-based oprofits providig this service. I additio to providig direct support, our staff works tirelessly to advocate o behalf of people with disabilities ad empower them to advocate for themselves. The staff of PSS, icludig the PSS Advocacy Team, is makig certai that citizes ad state policymakers are fully iformed o the issues so that the most just decisios ca be made. Our voice, joied with those who support our work, is critical ad we are committed to usig it. The quality of the care LSS of Miesota provides for people with disabilities is at a all-time high. 12 Services for Older Adults Every day we see that whe people live with the lovig support of their commuity, they are able to remai healthy, vital ad idepedet loger. With a array of service choices, icludig access to good utritio as well as compaioship ad caregiver respite, most older adults ca cotiue to live i their homes i good health. Thatʼs exactly where they wat to be. Our Services for Older Adults are committed to seiors havig choice. Through LSS, older adults have services that support their self-sufficiecy, well-beig ad relatioships. They are able to choose the desig ad delivery of their services, ad they cotribute time ad resources to their commuities. The right set of supports is key. At the heart of strog health is good utritio. LSS Seior Nutritio is serious about servig utritious meals at low cost to Miesota seiors age 60 ad older. Voluteers ad staff work to put a hot meal o the table every day, whether it is delivered to a homeboud seior by a friedly visitor or ejoyed i the social atmosphere of a Cogregate Diig Ceter or Diig Club. I 2009, we served early 1,250,000 meals to roughly 25,000 Miesota seiors. To help our cliets pla for good health, weʼve begu to measure their utritioal status. We believe that by doig this, ad the actios take as a result, we will see a dramatic shift i health care costs. Healthier adults seek medical care less frequetly ad are better able to avoid the high cost of ursig home care. Egagemet i the commuity is aother importat idicator of lifelog health. Educatio about respite ad caregiver support is vital to helpig families uderstad the true beefits; last year 1,270 idividuals or families actively sought more educatio about our services. Through our Morig Out service, we work i partership with local cogregatios to give caregivers a break from care ad their loved oes the opportuity to get out ito commuity with others. This experiece marks the familiarily that leads to deeper egagemet with our services. Our Foster Gradparets give back to the commuity ad stay ivolved across the geeratios.
