1 Request I am writing to request information under the Freedom of Information Act In order to assist you with this request, I am outlining my query as specifically as possible. For each financial year 2009/10, 2010/11, 2011/12, 2012/13, 2013/14, 2014/15, 2015/16, 2016/17 (if possible. If not then please provide for calendar year): 1. How much was spent by the PPC on services for: a. Victim s services b. Sexual violence/ domestic violence 2. Broken down by year, please provide details of the types of sexual violence/ domestic violence programmes that were funded- e.g. refuge shelters, counselling, work with male perpetrators Response First, I assume that the reference to the PPC in your FOI request was intended to refer to the PCC ; I shall proceed to respond to your questions on that basis. Background Police and Crime Commissioners (PCCs) first came into being when elected in November PCC s replaced the former police authorities for each police force area. In November 2013 the statutory responsibility for arranging the provision of victims services transferred from the Ministry of Justice (MoJ) to PCCs. To facilitate this transfer, all PCCs were issued a grant by the MoJ to spend on the provision of local services for victims and witnesses. Accordingly, PCCs have only had responsibility for providing services for victims from that point onwards. Any requests for local spending on victim services, including sexual and domestic abuse, during the years 2009/10, 2010/11, 2011/12, 2012/13 should be addressed to the MoJ (who commissioned services at a national level) or the Chief Constable of the relevant force area (who may have commissioned local services as necessary to complement the MoJ s national arrangements).
2 Spending by the PCC for Thames Valley on Victims Services 2013/14 In November 2013 the MoJ allocated a grant of 844,092 to the PCC for TV, which was to be used for PCC capacity and capability building. 1(a) of (SV) The PCC s annual return to the MoJ for 2013/14 reports that we spent a total 860,578 on victims services Grants amounting to 217,165 were spent on the providers of sexual violence and domestic violence (DV) services. 2. The types of SC/DV services that were funded were as follows: Rape Crisis, Oxford Sunrise multi-cultural centre Flag DV Trust House Rape Crisis, Wycombe Parents and Children Together (PACT) Reducing the Risk [of DV] Berkshire Women s Aid 2014/15 1(a) We received a MoJ grant of 793,365 and spent 812,626 on victims services. We spent 370,853 on services for victims of SV and DV. 2. Per the MoJ grant return, this money was spent on the following types of relevant services: Counselling for victims of sexual assault and domestic violence (Arc Project) Funding for Buckinghamshire Domestic Abuse (DA) champions to join the 'Reducing the Risk' domestic violence website, including secure login for DA champions. Increased Independent Domestic Violence Advisory (IDVA) service provision in Oxfordshire and Buckinghamshire. Support for children and young victims of domestic abuse in Reading (Berkshire Women s Aid) Pilot project to work with 'medium risk' victims of domestic abuse (Berkshire Women s Aid) Project to support young male black and minority ethnic (BME) victims of domestic abuse in North Oxfordshire. Counselling for victims of sexual assault and domestic violence Advice service for immigrants experiencing domestic violence in Slough Pilot project to tackle Female Genital Mutilation
3 Counselling for victims of sexual violence and child sexual abuse in Reading Development of services for male victims of domestic violence in East of Berkshire Support service for victims of Child Sexual Exploitation BME IDVA provision in East of Berkshire Refuge service to support victims of domestic violence and their children 2015/16 1(a) The PCC received a MoJ grant of 2,562,712 but spent 2,856,282 on victims services. We spent 1,139,731 on services for SV and DV. 2. Per the MoJ grant return, this money was spent on the following types of relevant services: Sexual Violence services: ISVA service Refuge - 265,554. The service provides emotional and practical support to male and female victims of sexual violence or abuse, aged 16 years and over, including support throughout criminal proceedings where appropriate. Young Victims service SAFE - 62,415. The service provides emotional and practical support using the Protective Behaviours approach to young victims of sexual abuse aged Provision of therapeutic counselling 157,282. The PCC ran an open grant competition to award funding to organisations supporting victims of crime through the provision of therapeutic counselling. The competition invited bids for grants from organisations who could provide counselling services within Thames Valley to reduce existing identified waiting lists and/or have referral pathways with counselling providers who have experience of supporting victims of crime. The following grant awards were made: o No. 5 young people s counselling service - 25,000 o Male survivors Berkshire - 21,600 o Circles SE - 8,410 o Circles SE - 13,312 o Rape Crisis, Wycombe - 25,000 o Trust House, Reading - 21,400 o Clean Slate - 17,160 o Inspire CIC - 5,000 o Trust House, Reading - 20,400 SAFE ISVA training 11,297 Refuge protective behaviours training - 2,000 Slough Council Child Sexual Exploitation (CSE) worker - 22,000
4 Domestic Violence services: Young victims service SAFE - 62,415. The service provides emotional and practical support using the Protective Behaviours approach to young victims of domestic violence, aged 8 17, either as witnesses to domestic violence or as a victim within their own relationship. Three county-based pilots to support DV victims (both male and female, aged 18 and over) with complex and/or specialist needs - 141,507: o Berkshire Women s Aid - 48,813 o Smart (Bucks) - 46,028 o Reducing the Risk (Oxon) - 46,666 Provision of therapeutic counselling 75,841. The PCC ran an open grant competition to award funding to organisations supporting victims of crime through the provision of therapeutic counselling. The competition invited bids for grants from organisations who could provide counselling services within Thames Valley to reduce existing identified waiting lists and/or have referral pathways with counselling providers who have experience of supporting victims of crime. The following grant awards were made: o Aylesbury Women s Aid - 14,641 o Relate Mid Thames & Bucks - 7,200 o DASH - 25,000 o MK Act - 20,000 o Reducing the risk - 9,000 Grant funding through the PCC s Community safety fund - 297,400 o Buckinghamshire County Council IDVAs - 85,000 o Bracknell Forest - Berkshire Women s Aid - 32,000 o Bracknell Forest - PICADA (DA victims & their children - 2,400 o MK IDVA - 20,000 o MK Domestic abuse intervention services - 15,000 o Oxfordshire supporting high risk victims of domestic abuse - 40,000 o Slough DA youth worker - 17,500 o Slough DA manager - 50,000 o Royal Borough of Windsor and Maidenhead (RBWM) DASH charity schools prevention worker - 5,500 o RBWM DASH children s IDVA - 20,000 o RBWM refuge accommodation - 10,000 Other DA services funded during the year - 42,020 o Parents & children together (PACT) - 12,220 o Windsor & Maidenhead counselling - 14,500 o Sponsored DV conference - 5,300 o Berkshire Women s aid - 10, /17 1(a) The PCC received a MoJ grant of 2,764,995 and we spent at least 2,764,996. We spent 1,316,266 on services for SV and DV.
