First CIT Class in 2017 International CIT Conference Kevin Rau, CIT Coordinator, DPSST To address the seemingly increasing prevalence of contact between criminal justice agencies and those experiencing a mental health crisis, Yamhill County law enforcement agencies and their behavioral health partners developed a plan to enhance the crisis response capabilities in Yamhill County. One aspect of that plan is to have law enforcement officers CIT certified in the county. Their first CIT training was held in July of They are not alone. I recently attended the Western States Sheriff's Association Conference and was proud to confirm that we are on the cutting edge of CIT issues in Oregon. We are committed to a continued effort in recognizing mental health issues at all stages of the criminal justice system and diverting these individuals in crisis to the resources that will best serve them" said Yamhill County Sheriff Tim Svenson when asked about his impression of CIT in Oregon. The Yamhill County team has done a great job in seeking ways to make the criminal justice response to those in crisis more effective. There is no doubt they will continue to address challenges in the community to improve the quality of life for those living with mental illness. Brianne Mares, CIT Coordinator, Columbia County CIT CIT Success Story in Columbia County Columbia County Sheriff s Deputy Derek Hibbs recently had an encounter with a veteran who was struggling with suicidal ideation due to pain. He refused other services, but Deputy Hibbs was patient and was able to get him to the front door to talk with him and provide him with a listening ear and referral to resources in the community. He left the interaction with no reason to take him into protective custody. Well done, Deputy Hibbs!! About CIT Programs The Crisis Interven on Team (CIT) Model is a solu on focused community response to helping people with mental illness. CIT programs bring stakeholders together from the law enforcement, behavioral health and advocacy sectors, along with people with lived experience with mental illness, to develop solu ons for safely re direc ng people in crisis away from the judicial system and into the health care system whenever appropriate. About the CIT Interna onal Annual Conference The CIT Interna onal Annual conference, which takes place in August of each year, draws approximately 1,000 people largely from the law enforcement, behavioral health, and advocacy sectors. There are over 100 workshops related to topics involving the intersec on of law enforcement, mental health, and criminal jus ce fields. CIT was founded in Memphis, TN in 1988 as a key component to the community s demand for safer first responder crisis services. CIT is founded on principles of dignity, understanding, kindness, hope and dedica on. 4 Partnerships Lead to Statewide Results Eriks Gabliks, Director, DPSST Public safety responders across our nation are encountering people in crisis more than ever and the same is true in Oregon. According to data gathered by the Oregon Health Authority (OHA) in 2015, twenty one percent of adults in our state have some form of mental illness. This means that in Oregon, a state with just over four million residents, chances are very high that our public safety responders will handle a call involving a person in some form of crisis. The Oregon Health Authority and the Oregon Legislative Assembly approached DPSST in 2016 and asked if they could help support our work. Specifically, OHA had funds available to help bolster the training being offered to law enforcement, corrections, parole and probation, fire rescue and personnel who interact with Oregonians, many of which are veterans, on a daily basis who may have a form of mental illness. DPSST s Crisis Intervention Training program coordinators Linda Maddy and Kevin Rau had already established a solid relationship with the Greater Oregon Behavioral Health Inc. (GOBHI), a well known training resource for dozens of Oregon counties. The additional funds were put to immediate use to help support specialized one and two day classes for public safety personnel who respond to people in crisis and to support current, and emerging, Crisis Intervention Team (CIT) 40 hour training classes around the state. The combined efforts of DPSST and GOBHI created CITCOE, the Crisis Intervention Team Center of Excellence. The partnership with OHA continues to make $400,000 specifically available to help support your training needs. In less than two years, DPSST, GOBHI, and the CITCOE team, have established dozens of amazing partnerships around the state that are helping to deliver training to our first responders, and equally important, to those who are assigned to Crisis Intervention Teams (CIT). I wanted to thank you all for your time and continued support. 8 Mental Health First Aid An Evidence Based Approach Maria Pos, MHFA Project Coordinator, Association of Community Mental Health Programs Individuals experiencing mental illness and substance use disorders often have more contact with the criminal justice system than the general population. Approximately 10% of police calls involve a person with mental illness, making police often the nation s first responders to mental health crises. Therefore, the better prepared officers and staff are to respond effectively and appropriately, the more likely the interaction will be positive. It is also important to note that taken on a broader category, individuals with mental illness are more likely to be a victim of a crime than perpetrators of crimes, and with appropriate training situations involving mental illness can be deescalated. In addition to creating more ways to keep the public safe, more focus also needs to be on addressing the needs of police and corrections officers. The number 1 killer of police officers is suicide. Officer suicide rates are 1.5 times that of the general population in the United States. Approximately every hours a police officer takes his/her own life (an average of per year). Given these significant links between public safety and mental health, there is a critical need for more law enforcement officers, correction offices, and all public safety staff to have mental health training. One training program that is helpful is Mental Health First Aid for Public Safety. It provides officers with more response options to help them de escalate incidents and better understand mental illnesses so they can respond to mental health related calls appropriately without compromising safety. Mental Health First Aid (MHFA) is an 8 hour, evidenced based education and prevention tool that teaches participants how to apply an action plan to someone who may be experiencing suicidal thoughts/behaviors, non suicidal self injury, acute psychosis, and to someone who is experiencing a reaction to a traumatic event. It is beneficial for every staff member, in or out of uniform. The Public Safety version of Mental Health First Aid is specifically geared toward police, first responders, corrections officers, and other public safety audiences. It is also an excellent complement to Crisis Intervention Team (CIT) trainings. The International Association of Chiefs of Police launched the One Mind Campaign, which focuses on improving relationships between police and the mental health community and includes a commitment to train 100% of their agency s sworn officers in MHFA for public safety. So far, nearly 80,000 people have been trained nationally in Mental Health First Aid for Public Safety. With the support of the Department of Public Safety Standards and Training, the Oregon Department of Corrections has trained all their security staff in MHFA and requests are increasing for incorporating this within CIT trainings. Mental Health First Aid courses are offered throughout Oregon with the support of the Association of Oregon Community Mental Health Programs and Oregon Health Authority. Public Safety Officers, regardless of rank or position, may find themselves confronted with a mental health crisis.
