He or she implements the operational suites for seasonal forecast production and multi-model data processing, and monitor these suites to ensure high quality and reliable data is produced. Lead responsibility for the technical development of the multimodel data processing suites is also envisaged. The jobholder must be able to work effectively in English. A good knowledge of other working languages (French or German) is an advantage.

He or she takes a leading role in a project aimed at improving Earth Observation (EO) capabilities, in particular establishing sound methods for characterising the uncertainties of satellite-based EO datasets by exploiting reference-quality in-situ data. The main aspects of the role are: To contribute to the characterisation methods by analysing assimilation-based observation feedback from Numerical Weather Prediction (NWP) system or reanalysis systems To facilitate uptake of observation feedback by others To promote good practices in observational dataset generation to benefit NWP, reanalysis, and the European Union earth observation capacities The work involves substantial collaboration with institutions in Europe and elsewhere, including intercomparison with analogous feedback from similar organizations. Key responsibilities: To analyse assimilation-based diagnostics of observational quality To acquire external datasets and generate observation feedback To support other scientists in the use and interpretation of observation feedback The jobholder works in a team of scientists and has no management responsibility. A university degree at PhD level in meteorology, computer science or a related subject, together with extensive experience in scientific computing on large high-performance computers. At least 2 years experience working with operational weather or seasonal forecast production systems. Scientific knowledge or experience with seasonal forecast products is desirable. Experience of designing data processing suites is an advantage. Language: The jobholder must be able to work effectively in English. A good knowledge other working languages (French or German) is an advantage.

3 Job (7) Job group Job family Short description Typical CO grade Chief or lead scientist Core business Scientists Chief scientist working in a research institute or in a private company supplying weather and climate-related satellite data, images and products A5 The Chief Scientist provides high level guidance and advice on all scientific aspects of the definition and implementation of strategies, focussing on the assessment of the impact of data, international cooperation, prospective activities and reviews of scientific activities. The Chief Scientist also represents the research institute/company in high level scientific and user fora and support internal and external scientific communication. The main duties of the post are: Advise and support the top management on all scientific aspects of the definition of the strategies; Review and provide guidance for the scientific aspects of bilateral and multilateral cooperation, e.g. with satellite operators and within internal and external co-ordination groups and committees dealing with earth observation and satellites, and serve as the top level scientific point of contact; Represent the research institute/company in relevant international science boards and high level scientific and user fora, and supervise the research institute/company scientific contributions; Support the research institute/company in internal and external coordination Groups for Meteorological Satellites and coordinate/supervise the research institute/company scientific inputs to the various internal and external co-ordination groups and committees; Support scientific conferences and events organised by the research institute/company, if appropriate as Chairperson of science programme committees; Collect and evaluate information on the impact of satellite data on nowcasting, numerical weather prediction, seasonal forecasting, operational oceanography, air quality forecasting and climate monitoring, through structured interactions with National Meteorological Services, equivalent services in international organizations and other international partners, and promote targeted assessment studies; Manage the high level interactions required with National Meteorological Services and other public user entities to maintain a technology-independent user requirements base, taking into account the latest and foreseen development of mature applications and the needs of emerging applications; Propose and coordinate the user consultation processes required to support the definition of future satellite systems, including supervision of prospective scientific studies addressing new requirements; Follow-up and review the research institute/company scientific activities: Organise all scientific briefings for the top management, with the support of the contributing departments; Review the research institute/company Product Development and Implementation Plan and the Climate Service Development Plan; Organise, as appropriate, external reviews of the research institute/company scientific activities undertaken in support of the development of future systems; Support relevant meetings involving delegations of States or other international working groups; Provide independent assessment of opportunities to contribute in research projects funded by third parties (e.g. Horizon 2020); Advise the Management Board on the acquisition of scientific knowledge required to increase the value of the research institute/company data, products and services; Review the scientific contents of the research institute/company external communication activities and support strategic communication on the impact of the research institute/company data and services to users;

4 Organise scientific seminars to inform the research institute/company staff on the applications of satellite data and the latest scientific developments. The jobholder reports directly to the top management and is a high-level expert in his/her area and is a team leader. University degree and PHD (or equivalent diploma) in a relevant scientific discipline. In depth knowledge of meteorological applications of the research institute/company data, e.g. nowcasting, numerical weather or ocean prediction, seasonal forecasting, and of the user communities; Large experience in the management of research and development activities in the area of remote sensing or development of applications of the research institute/company satellite data, with international recognition; Proven experience in research and development in the area of remote sensing or development of applications of the research institute/company satellite data in an international cooperation framework; Highly successful experience of interactions and networking within the research and user communities, at national and international levels; Excellent analytical, synthesis and communication skills (verbal and written). The jobholder must be able to work effectively in English and have a working knowledge of French. Knowledge of German is advantageous.

Reporting to the Head of the Systems and Concurrent Engineering Section, the jobholder is responsible for: providing system engineering support for all phases to projects and programmes; analysing, defining and specifying mission concepts covering all segments (platform, payload, ground) through internal and industrial studies; organising, participating and leading the Organization concurrent engineering studies and activities in cooperation with technical specialists, project teams and industry; proposing, initiating and managing R&D industrial activities related to systems and concurrent engineering; supporting activities as requested within the Engineer's field of competence; contributing to the dissemination of the results of activities performed and knowledge transfer across the Organization. The jobholder is part of a technical team, supported by specialists and therefore works in close cooperation with engineers, project engineers and external experts. The jobholder works in a team of engineers and has no management responsibility. Applicants for this post should have a Master s degree or equivalent qualification in engineering. Solid experience in the space field, including a substantial background in spacecraft system engineering, is required. Knowledge of concurrent engineering and industrial experience would be an asset. 6 Job (9) Job group Job family Short description Typical CO grade Ground segment manager Core business Engineers Ground segment manager working in a research institute or in a private company supplying weather and climate-related satellite data, images and products The jobholder is a member of a Low Earth Orbit Division (LEO), which is responsible for the research institute/company low earth orbit satellite systems from the detailed design phase to the hand-over to the Operations Department. The jobholder is responsible for the management of the research institute/company satellite system Ground Segment development. He/she leads the allocated team in the research institute/company and the Ground Segment procurement activities until hand-over of the Ground Segment to routine operations. He/she is subsequently involved in the post-delivery support activities in particular during the operational validation of the satellite system Ground Segment and later on the satellites and overall system commissioning activities. He/she will also support activities related to other LEO Programmes. The jobholder reports to the satellite system Programme Manager in the research institute/company. The main duties of the post will be as follows: Specification of the satellite system ground segment requirements and their apportionment into the various ground segment elements (including multi-programme facilities); Consolidation of the definition of internal ground segment interfaces and control of these interfaces; Support to the definition of external ground segment interfaces; Management of internal or industrial development activities specific to the satellite system ground segment, in liaison with the overall system level activities, including management and execution of the ground segment procurement contracts as follows: Negotiation and agreement of the contractual baseline for the procurement; Identification of risk items, definition of mitigation actions and follow up of Ground Segment actions; Management of the Ground Segment Baseline and its evolution until its final acceptance; Coordination of satellite system ground segment activities with multi-programme facilities development; Definition and execution of the satellite system Ground Segment integration and verification taking into account constraints brought by the satellite system Verification, Validation and Operations Preparation; Support to the preparation and execution of the satellite system Verification and Validation; Support to satellite system Programme management on satellite system Ground Segment related issues; Planning of the Ground Segment activities in line with the overall Programme requirements; Management of satellite system ground segment project team; Support to Delegate body interactions; Support to activities in other current and future LEO programmes. The jobholder is expected to lead a team of engineers. University degree in Computer Science or Electronic Engineering.

Experience in LEO satellite missions, Earth Observation data and products generation systems. Strong experience in procurements of large and complex Systems. The main responsibilities of the jobholder include the following technical domains: Power Systems covering engineering and technologies for power generation, energy storage, conversion and distribution; Electromagnetics covering engineering and technologies for antenna systems, Electromagnetic waves propagation, EMC and in-orbit spacecraft electrical environment and effects; control systems covering engineering and technologies in the domains of Attitude and Orbit Control, Guidance and Navigation; On board Data Systems covering engineering and technologies (including microelectronics) for data handling and processing; Radio Frequency (RF) Payload and Systems covering engineering and technologies of special payload/instruments (RF or microwave) required for Earth observation, Navigation, Communication and broadband access systems missions. Immediate supervisor: The Director of Technical and Quality Management. Supervision of other people's work: The holder of the post will take an active role in the development and training of engineers with a view to maintain within the Agency a high level of competence for the Engineering disciplines under their responsibility. The postholder will also take an active role in interacting with Projects through technical reviews, ITT activities, in orbit performance reviews, development of lessons learnt and Engineering Standards. Applicants should have a University degree or equivalent qualification in a relevant Engineering discipline Sound proven experience in space project management in a multi-project environment. Knowledge of the internal operations of the Agency or another similar organisation is required. A demonstrated ability to synthesise technical and programmatic information is an essential pre requisite. Fluent in one of the official languages of the Organisation (English and French) and a very sound knowledge of the other language. Knowledge of another member state language is an asset.

He is responsible for all expert advice coordination in the domain of ISR in particular with regard to the integration for these services into network-enabled communication and information systems. He supports policy and capability development of ISR through the provision of technical advice related to the capture, processing and dissemination of data stemming from multiple technical and non-technical ISR collection assets. He fosters collaboration in the development, production and standardisation of ISR systems with different partners. Key Responsibilities: Assists in the planning and supporting of programme plans; Organises workshops and other dedicated special topic meetings; Prepares agendas, decisions sheets, reports, support follow up action for groups on ISR Keeps abreast of the latest technological developments in the fields of ISR; Investigates the background of specific issues concerning air and/or joint armaments, conducting analyses and making recommendations for their application; Supports funding implications analyses for proposed programmes; Drafts, presents and defends the content of policy and technical reports; Works as a Subject Matter Expert for the ISR domain and as such provide the necessary expert in-sourcing for these domains Assists expert groups in the preparation of specialist documents concerning all aspects of their activities, including requirement documents and standardisation documentation and agreements; Obtains reviews, reports and information of the development, production, testing and procurement of the most current electronic equipment and information technology systems Manages the multi-stakeholder Task Force by providing support to the Chairs, setting objectives, consulting with stakeholders, as well as design, organise and participate in the meetings of the Task Force, its subgroups and other related meetings Assures technical coordination between different projects. Liaises extensively with government, military or industry personnel representatives to develop coherent approaches; Monitors the work of other groups involved in related activities and liaise with them on a regular basis: Liaises with and represents the directorate or company in organisations, groups and agencies in areas related to ISR Drafts proposals for policies, cooperative ventures and development and procurement initiatives related to ISR; Lead on and contribute to the development of documents promoting standardisation and interoperability in the areas of ISR. The jobholder reports to the Head of the ISR Unit and has no management responsibility. Qualifications and experience required A university degree in electronic engineering, computer science or a related discipline, equivalent to a Master s degree and supplemented by relevant postgraduate qualifications Recent experience of at least 5 years in an international organisation, company or national appointment involving participation in major Radar, Sensor or Intelligence Data Fusion projects involving hardware and/or software experience.

10 Having an understanding of the principles of planning, design and implementation of systems for surveillance and/or communication systems Possess significant knowledge and experience in state-of-the-art technologies in the ISR and AGS domain, of international, commercial/industrial standards for information processing, of reviewing programme implementation results This position requires fluency in either English or French and knowledge of the other, with a commitment to reach a good working level. Knowledge of Spanish would be an asset.

He follows and supports major initiatives to promote effective fielding of innovative counter asymmetric threat-related solutions, multinational cooperation and greater standardisation/interoperability. He liaises closely with national Military Authorities, Bi-Strategic Commands and agencies and other relevant involved bodies. He will act as Deputy in the absence of the Section Head, and follows and maintains sharp ties to the DAT stakeholder community. Key Responsibilities: Facilitates the development of plans/concepts, procedures and policies for capability development on counter asymmetric threats, force protection, and other defence against terrorism initiatives; Supports the Defence Planning Community by providing advice and support to address short-term requirements and ensure consistency with the Long-Term Capability Requirements Prepares reports of a general and managerial nature for the relevant Committee; Maintains the DAT community of interest by organizing regular DAT workshops; Keeps managers apprised of important DAT related developments; Prepare persuasive multi-media presentations aimed at influencing decision makers to support relevant program Contributes to the development of relevant papers related to emerging threats and the defence against terrorism; Ensures the section contributes to the Alliance objectives for capabilities Ensures effective DAT stakeholder coordination within the organization or company and with a network of stakeholders in nations, Military Authorities and agencies. Increases wide-spread visibility of DAT Plans, directs and supervises the DAT work in the Counter Terrorism Section (CTS). This entails oversight of many projects using advanced technologies and related capabilities. Sets milestones, monitors and promotes the research, development, demonstration and testing of technologies in support of the initiatives in coordination with other stakeholders. Analyses ongoing and completed programs, seeking ways to improve working practices and procedures and thereby improve overall capabilities Manages financial resources and take responsibility for a budget of around 2 million Euros and on-going DAT activity using common, joint and multinational funding. Recommends appropriate allocation of resources in support of DAT activities Works with different bodies undertaking complementary and supporting activities.
