1 COUNTY OF SANTA CLARA Commission on the Status of Women Fiscal Year Work Plan and Accomplishments Members: Shanta Franco-Clausen, Chair Jennifer Briscoe, Vice Chair Jacklyn Joanino Anamaria Bejarano Abigail Palomares Lena Athena Teresa Fiss Naomi Nakano-Matsumoto Lisset Nevarez Stephanie Valenzuela, Treasurer Alissa Eve Crispin Mission Statement: The Commission on the Status of Women (CSW) acts in an advisory capacity to the Board of Supervisors to study and investigate conditions which demonstrate discrimination or prejudice because of sex and gender. It is comprised of 5 members who are appointed by the Board of Supervisors for a term of three years. All members represent the community at large and reside within Santa Clara County. The mission of the Commission on the Status of Women (CSW) is to advise the County Board of Supervisors on all issues that affect the lives of women and girls as well as to investigate and advocate for the equal participation and treatment of women and girls in Santa Clara County.
2 During the Fiscal Year, CSW has continued to focus on issue areas that coincide with the policy priorities highlighted in the report on the State of Women and Girls in Santa Clara County. Significant work was done in the areas of crime and violence, economic and gender equity, health and wellness and development and outreach. CSW meets at 6:30 p.m. on the nd Monday of each month in Room 57 (unless otherwise specified) at the County Government Building located at 70 W. Hedding Street in San Jose. To seek appointment to the Commission, candidates must obtain an application through the Office of the Clerk of the Board and notify your district Supervisor of your interest. For applications call (408) HISTORICAL BACKGROUND: The Commission on the Status of Women is the official body to which the Board of Supervisors may refer for study and recommendations on matters relating to discrimination against women and girls on the grounds of gender. The Commission can also, on its own initiative, hold public hearings, publish reports and recommend programs, policies, and legislation to promote and ensure equal rights and opportunities for all women and girls. The Commission on the Status of Women was formed in 973 in response to the concerns raised by various women leaders in the community who felt that the mandate of the Human Relations Commission was too broad to effectively focus on women s issues. The mandate of the Commission on the Status of Women is to promote equal opportunity for women and girls and eliminate discrimination and prejudice against women. Since its inception CSW has been active in keeping women s issues in the forefront of the public s attention and has worked diligently to advocate for equality and opportunity for women and girls in Santa Clara County. In 997 CSW began advocating for the formation of an Office of Women s Advocacy (now Office of Women s Policy) to facilitate the coordination of resources, strategies and programs for the women of Santa Clara County. This office was created in 998 and CSW has worked in collaboration with OWP on a variety of joint strategic initiatives. CSW partners with a number of key women s organizations, including the California Commission on the Status of Women, the Association of California Commissions for Women, and the National Association of Commissions of Women. In addition to their collaboration with local women s organizations, CSW continues to work effectively to provide a unified voice for women at the state and local level.
3 FY ACCOMPLISHMENTS GOAL/OBJECTIVE ACTIVITIES SUPPORTING GOAL STATUS Continue to address key issues and concerns affecting women and their families in Santa Clara County. Jail Monitoring : CSW continued observations at the Elmwood Correctional Facility. The CSW renewed the Memorandum of Understanding that was signed originally in 03 with the Department of Correction (DOC) to become the monitoring body for the Elmwood Women s Facility. The new MOU will be considered in 09. Justice & Advocacy : We formulated and presented 6 policy recommendations to PSJC and the BOS based on Jail Monitoring report and analysis. CSEC: Achieved a greater focus and funding for Commercially Sexually Exploited Children in FY 07 Economic Justice : CSW Engaged in Pay Equity policy advocacy (referral completed and report voted on by BOS in March 07) Economic Justice : We participated in and advocated for measures and policies undertaken throughout the County to achieve wage equity through supporting the renewal of funding for the George and Katherine Alexander Law Center and their efforts to end wage theft. Funding for Worker Rights became permanent in FY 07! Economic Justice: We advocated for and supported the passage of a County ordinance to demand that contractors pay their employees Completed Completed Completed
4 equally for the same work, regardless of gender or ethnicity, and to mandate that the County conduct its own internal analysis to ensure that employees are hired, paid and promoted fairly. Gender Parity : Referral from the Board of Supervisors for a CEDAW Ordinance for the County of Santa Clara for FY Strong Girls, Strong Women Event : Co-sponsored the event, provided a $000 grant, and Commissioners participated in the event. 08 Women s Equality Day : Held a successful luncheon which was attended by over 350 people. We raised $9,09 Equal Pay : We supported the 05 Cookie Project and are currently working on the 06 project by participating in forming the cookies that are used in the outreach to schools. The curriculum for the project has reached tens of classrooms throughout the County. CSW has also supported the Bay Area Equal Pay Collaborative in their Equal Pay awareness day on March 5. Legislative Advocacy : We sent letters of support for the following pieces of State legislation that were supported by the BOS:. Assembly Bill Campos: Human Trafficking Training;. Assembly Bill Campos: Pay Equity; and 3. Senate Bill 3 - Mitchell: Repeal Maximum Family Grant. Mini-Grants: We awarded mini-grants to 7 community organizations totaling $7,000. Completed Completed
5 Gender Parity : Family Friendly Workplace awards were given to 4 organizations Committee: Executive 09/00 Committee Chair: Shanta Franco-Clausen FY09 Committee Members: Vice Chair: Jennifer Briscoe, Treasurer: Stephanie Valenzuela GOAL/OBJECTIVE PROPOSED ACTIVITIES PRIORITY RANKING TIMELINE FOR COMPLETION Lead and execute the development of the operational structure of the CSW Plan the annual retreat and develop the annual work plan Develop an Operating Budget for CSW FY 8-9 February 09 April 09 Represent the interests and opinions of the CSW in public Develop and form partnerships with community organizations to advance the goals and objectives of the CSW Serve as the face of the CSW with the community, the BOS and the media Make approved statements and presentations on behalf of the CSW Seek and pursue grant and other funding opportunities and advocate for County funding to support the work of the CSW Establish Friends of the Commission membership Chair and members will present to the members of the Board of Supervisors in coordination with Exec Committee on committee work priorities 3

Annual Voter education and registration drive PACT parenting gift drives Mother s Day Card Drive and Delivery Focus groups: Mother s, Trauma Healing, LGBT, API, etc. Work with Sheriff to understand all programming and education for Women. Jail Monitoring Program: Recruit and Retain Promote Jail Monitoring program opportunities and Trainings. Incorporate role playing into jail monitoring training. Institute briefing and debriefing before and after jail monitoring. Institute accurate reporting from each session Institute an Annual Jail Monitor Appreciation Event. 4 3 Quarterly
7 Collect and Analyze Data from Jail Monitoring Sessions Monitor and Tracking progress on past and current CSW recommendations Involve Jail Monitors in the development of Bi-Annual Jail Monitoring report, by creating AdHoc Committee to complete report. Update online form for jail monitoring for ease of use and to more easily track trends. Allow CSW to access online survey notes. Close the communication loop - share/report on jail monitoring with OWP, Sheriff, and BOS. Receive quarterly reports from Sheriff on Women s facilities and implementation on jail reform efforts. 8 Meet with BOS members to discuss Emerging Issues for Women in SCC and how we can partner with them and support each other Meet with Susan Ellenberg Encourage other Commission members to meet with their supervisors in similar role Investigate Partnering with other Coalitions to work together on emerging issues Contact other SCC Commissions such as The Domestic Violence Coalition and Human Trafficking Coalition to explore partnerships Invite them to speak to Women s Commission about their most pressing issues and how we might be able to work together Homelessness Support the first area of exploration by the CEDAW Task Force through advocacy, and interfacing with the BOS Assemble or encourage others to assemble Hygiene kits for the Youth Intervention Project Explore other emerging issues within the County Meet with OWP to discuss these issues and decide on next steps: Examples - Me too What is the county doing? Stats request? Disposition on complaints? Rape Kits in Santa Clara County Current situation future laws, budget in place to keep up with requests? Reproductive Health Care in Santa Clara County Meet with local advocates (PPMM) to find out future concerns
