1 MALAWI Humanitarian Situatin Reprt HIGHLIGHTS SITUATION IN NUMBERS A reprt presented by the UNDAC team at the Humanitarian cuntry team meeting n 4th February 2014 indicates that 1.15m peple have been affected by the flds f which 336,000 peple have been displaced and are either in camps (106,225) r being hsted within the cmmunities (229,828). A ttal f 38,721 peple have s far been reached with sanitatin services and 27,674 have been prvided with safe drinking water in the hard hit affected areas. In Phalmbe 52% (9 f 17) Health Centres in the district are prviding supprt t the camps thrugh mbile clinics while in Zmba 13 health facilities are prviding supprt thrugh mbile clinics. A ttal f 32 have been admitted in Nutritin Rehabilitatin Unit and Out Patient Therapeutic Prgramme) in 2 districts f the affected districts during the reprting perid bringing the ttal number f children admitted t 287. 2 Situatin Overview & Humanitarian Needs A reprt presented by the UNDAC team at the Humanitarian Cuntry Team meeting n 4 th February 2014 indicates that 1.15m peple are affected by the flds f which 336,000 peple displaced and are either in camps (106,225) r hsted by thers (229,828). The Meterlgical Services indicates that widespread rains assciated with lcal heavy dwnpurs are expected t cntinue affecting the cuntry up t 5 February. Cumulatively, high rainfall amunts are still being recrded especially in the Shire River Basin exacerbating the fld situatins in the districts f Nsanje and Chikwawa. The risk f flding is als high in Phalmbe, Mangchi, Salima, Nkhatabay and Karnga Districts. With the respnse effrts stretched t meet the current needs, the risk f further flding raises a critical cncern. Preparedness and respnse effrts need t be scaled up in all sectrs. There have been n reprts f utbreak f diseases assciated with the flds except spradic reprts f diarrhea and malaria cases. Preparedness and respnse measures including disease surveillance and case management need t be strengthened cnsidering the prevalence f risk factrs. There is als need fr clse mnitring f the nutritin status f under-fives, pregnant and lactating wmen in the displacement sites thrugh regular screening t ensure prvisin f apprpriate respnse. Humanitarian leadership and crdinatin The 8th WASH Cluster meeting was held n 2nd February Cluster members discussed amng ther matters the need t strengthen crdinatin and exchange f infrmatin amng different clusters; especially between WASH, Educatin and Shelter clusters in rder t effectively deal with sanitatin and hygiene requirements fr displaced peple that have relcated. Decngesting sme camps was suggested as ne way f ensuring that peple latrine ratis are reduced gradually t ptimal levels. The cluster als agreed t begin t encurage displaced peple t return t their hmes when cnditins allw and prviding them with transitinal settlement shelter kits. Prtectin cluster meeting scheduled fr 3rd February failed because f pr turnut. Nutritin cluster met n 2nd February 2014 where a discussin n early recvery planning tk place. Educatin cluster met n 3rd February with anther meeting planned fr 6 February Summary Analysis f Prgramme respnse WASH A ttal f 38,721 peple have s far been reached with sanitatin services and 27,674 have been prvided with safe drinking water in the hard hit affected areas. Wrk n prvisin f these services is cntinuing t reach mre peple. UNICEF has mbilized WASH cluster at district level t hld crdinatin meetings. Cluster crdinatin meetings in Phalmbe and Zmba districts are up and running with the latest meeting held n 2nd February 2015 with an agreement t be meeting regularly. Gal has cmpleted 93 additinal latrines in the last 4-5 days reaching a cumulative ttal f 228 latrines in Nsanje and Chikwawa districts. Cncern Universal has cmpleted 4 additinal latrines t make a ttal f 14 at Mileme Schl in Phalmbe serving a ttal ppulatin f 933 displaced peple; and cnstructin wrks fr latrines in 10 ther camps in TA Jenala is underway in Phalmbe. Cncern Universal has als installed a 1,000 liter water tank at Mileme Schl Camp in Phalmbe t supplement the existing water supply frm ne bre hle fixed by MFS t cater fr 933 displaced peple and 2000 schl children reaching a ttal f 2,933 peple. Ppulatin Services Internatinal (PSI) is cntinuing t supprt Gal and District teams n hygiene prmtin activities in the Camps in Nsanje and Chikwawa GOAL has rganized tilet cleaning in the camps by engaging 14 wmen at Mtr Engel camp t maintain hygiene and cnsidering ding the same in ther camps. Furthermre, GOAL cntinues t cnduct hygiene prmtin activities in the camps they are wrking in Nsanje and Chikwawa districts. Cathlic Relief service (CRS) has distributed water treatment supplies (Chlrine and Water Guard) t 800 peple fr drinking water chlrinatin in Phalmbe and the wrk cntinues. 2
3 Ppulatin Services Internatinal have cmmenced their wrk with Phalmbe, Chikwawa and Nsanje Districts by meeting with District Health Officers t identify Interpersnal Cmmunicatin Assistants wh will cmmence hygiene prmtin activities in 40 camps Chlrine fr water treatment is cntinuing t be prvided t mre health centers including thse that were hard t reach in the districts. Nutritin UNICEF cntinues t supprt active case identificatin f acute malnurished under-five children thrugh nutritin screening in the camps in cllabratin with Health Surveillance Assistants (HSAs) and fur NGOs. The fur NGOs engaged by UNICEF are all n the grund strengthening nutritin screening with active case identificatin, referral, mnitring f admitted children and enfrcing Infant and Yung child feeding practices in camps t prevent nutritin status deteriratin. A ttal f 32 have been admitted in Nutritin Rehabilitatin Unit (NRU) and Out Patient Therapeutic Prgramme (OTP) in 2 districts (Nsanje and Chikwawa) during the reprting perid bringing the ttal number f children admitted t 284. In 4 camps in Nsanje, a ttal f 90 under-five children were screened and admitted 12 children in Out Patient Therapeutic Prgramme (OTP) and 40 mderate acute malnurished children in Supplementary Feeding Prgramme (SFP). In additin, 18 pregnant and lactating wmen have been admitted in SFP. In 10 camps f Chikwawa, a ttal f 953 under-five children were screened and admitted 2 severely acute malnurished children in Nutritin Rehabilitatin Unit (NRU), 18 severely acute malnurished children in Out Patient Therapeutic Prgramme (OTP) and 45 mderate acute malnurished children in Supplementary Feeding Prgramme (SFP). A ttal f 121 ver five children were screened and nne identified acute malnurished. In additin, 105 pregnant and lactating wmen were screened and 4 have been admitted in SFP. In Chikwawa and Nsanje Camps, fd distributin ratin has imprved with different variety including fish, sya pieces, cking il and idised salt. The District Health Office in Phalmbe has managed t deliver 30 cartns f Ready-t-use therapeutic fd prvided by UNICEF t Nambaz Health centre which was inaccessible since the flding started. Health and HIV In Phalmbe 52% (9 f 17) Health Centres in the district are prviding supprt t the camps thrugh mbile clinics while in Zmba 13 health facilities are prviding supprt thrugh mbile clinics. Hwever 3 and 7 (Christain Hspitals assciatin f (CHAM) facilities in Phalmbe and Zmba respectively asking fees fr cnsultatins. UNICEF is lbbying with the District Health Office t enter int service agreements r prvide health supplies t the CHAM facilities. Final versin f the integrated Health respnse plan (60 days) frm Zmba DHO ffice develped with input frm the UNICEF staff n the grund. UNICEF fllwed up with Likangala Health Centre which reprted cases f diarrhea and dysentery in camps. Health Surveillance assistants (HSAs) als fllwed up n the diarrhea cases and bserved they were treated with nly treated with Oral Rehydratin Salts (ORS) due t unavailability f Zinc is ut f stck. UNICEF is discussin with District health management team t slicit zinc frm DHO. UNICEF has cntinued wrking with the District Health Office t ensure running f basic health services t all camps including the hard t reach areas in East Bank. This includes sending f HSAs, nurses and clinicians n scheduled times. Hwever, mbile clinics are nt being cnducted rutinely due t inadequate fuel at the DHO s Office. Nsanje and Chikwawa Districts als being challenged by Shrtage f ITNs, blankets and fd especially relish and Likuni phala fr children in the camps. Mbile clinics nt being cnducted rutinely because DHO s ffice sites lack f fuel as a majr cnstraint in additin t the issue f allwance. In Nsanje and Chikwawa camps, YONECO is cntinuing t rganize games and discussin sessins with children and adlescents, while PSI is sharing infrmatin n health, hygiene and HIV. Cndms have been made available at mst sites. The Ministry f Health (MH) HIV Department cnducted emergency deliveries fr cmmdities in the fldaffected districts. Cmmdities cnsisted primarily f cndms as the health facilities already had adequate stcks f ARVs t cver Quarter 1 (January-March). MH will begin deliveries fr Quarter in the week beginning 9 January 2015 and will finalize by first week f March UNICEF has drafted a chlera preparedness plan t be cmmunicated at cluster level t include partners in the finalizatin. 3
4 Prtectin Deplyment f Scial Welfare Officers t the affected areas with UNICEF supprt cmes t an end n Friday 6 February. 19 Scial Welfare Officers were deplyed in 4 f the 15 affected districts (Phalmbe, Mulanje, Chikwawa and Nsanje). With UNICEF supprt Blantyre Synd is cnducting a rapid assessment t establish the needs in Blantyre District where Cmmunity Based Child Care Centers (CBCC) and Children Crner activities are nt being cnducted in sme camps. With supprt frm UNICEF, cntextualizatin f tracing and registratin frms fr separated children fr use by partners has been cmpleted. A meeting is scheduled fr Thursday 5 February t discuss implementatin f tracing f separated children. The fllwing cases have been fllwed up in the reprting week: Reprt f 124 rape cases in Zmba fllwed up and prved nt crrect Defilement case reprted frm Phalmbe f 12 year ld girl whse guardians huse was washed by flds cnfirmed by plice and hspital. Suspect still n the run. Plice cnducting sensitizatin and cmmunity plice n the alert Early marriage cases reprted frm Zmba happened befre emergency. Plice fllwed up and withdrew 3 girls frm the marriage and charged the persns cncerned with defilement Case f fd being exchanged fr sex aired n radi fllwed up by Plice in Mulanje and prved nt t be true Educatin In Phalmbe district 5 tents have already been installed by UNICEF partner Wrld Visin in rder t secure cntinuity f learning. In additin 79 schl in a bx kits and 75 lamps have already been dispatched. Ttal number f beneficiaries reached in the district is nw 15,139, f which 7,494 bys and 7,645 girls. Mst rads t these schls are impassable. In T/A Jenala and Kaduya where mst f these schls are lcated is still raining and bridges washed away. Diversins t take the mst pssible paths t reach the destinatins are als delaying the prcess. Phalmbe District Educatin Manager has assisted Wrld Visin with a 5 tnner t ferry the UNICEF items t all the schls. Fr psychscial supprt UNICEF has signed an agreement with develpment aid frm peple t peple (DAPP). DAPP has already finalized vlunteer teachers deplyment plans and 13 pairs f teachers have reprted fr service t 13 different schl camps in Nsanje, Phalmbe and Chikwawa. Actin Aid are handling a ttal f 22 schls in Nsanje, 3 f these schls are currently being relcated in crdinatin with the Ministry f Educatin. DAPP will prvide psychscial supprt fr a ttal f 151 schls in the districts f Nsanje, Phalmbe, Chikwawa, Machinga, Mulanje, Zmba and Chiradzulu. With a ttal f enrlled students. Schl Feeding is being prvided by WFP and Mary's Meals, targeting a ttal f 138 schls in the districts f Nsanje, Phalmbe, Chikwawa, Mulanje, Mangchi, Thyl, Zmba, Chiradzulu and Blantyre. T achieve this WFP had already prepsitined 370 metric tns f Super Cereal at selected schls, and are planning t distribute anther 400 metric tns. The Red Crss has already set up tents a ttal number f 12 tents in 2 schl camps in Phalmbe district. The recruitment f an educatin cluster crdinatr is currently nging. The educatin cluster has finalized a detailed mapping and mnitring tl at schl level t fcus n mnitring f nging respnse. As first result f the crdinated effrt f the cluster schling has been resumed in all but 12 schls f the cuntry. Half f them are lcated in Nsanje district. In Chikwawa district 4 schl camps have set up temprary learning spaces. Vlunteer teachers fr the preschlers have been identified. Hwever, n structured learning has been initiated s far. Mst primary schl ging pupils have jined the nearby schls with reprted vercrwding. Cmmunicatins fr Develpment (C4D) A C4D fficer has been deplyed t Zmba, t supprt prgramme interventins in the affected districts f Thyl, Phalmbe and Zmba. The Officer has linked up with Phalmbe and Zmba district cmmunicatin teams t make a quick assessment f capacity and needs. Phalmbe district desn t have a Health Educatin Officer in place t 4
5 crdinate cmmunicatin activities especially health related interventins. Alternative partners including NGOs will be explred. Cmmunity activity mnitring tls develped and will be shared with implementing partners in bth Zmba and Phalmbe t standardize the infrmatin being cllected. Overall C4D mnitring framewrk has been finalized fr first 3 mnths. Radi and televisin prgrammes (n MBC-TV) are cntinuing but there is need fr radis in the camps. Prcurement f radis has been initiated, and printing f IEC materials in prcess. UNICEF partner Pakachere will be deplying cmmunity cmmunicatin teams wh will be ding scial dialgue in camps and affected cmmunities. Ppulatin Services Internatinal will be starting targeted utreach cmmunicatin activities in Phalmbe n health and hygiene. UNICEF partner Yuth net and Cunselling has cmpleted 13 edutainment perfrmances in Nsanje(5) and Chikwawa(8) with audience estimated at 15,000 with children estimated at ver 2,000 Orientatin fr peer educatrs (30) recruited by Ppulatin Services Internatinal takes place in Chikwawa n 4 February UNICEF flip chart (that cvers all sectrs will be used fr the rientatin. Supply and Lgistics 24 metric tnnes f supplies (mainly medical supplies) n 31st January 2015.awating clearance and release Supplies (tents, sleeping pads and blankets) which were dnated by JICA t Gvernment as part f the supprt t Gvernment and UNICEF Health Supplies amunting t $27,000 are being distributed t the affected districts starting frm 04 February Supply is expecting mre educatin and Health supplies valued at $483, by Friday 06 February. Furthermre, Supplies frm Lcal surces will be arriving starting frm 06 February.
