5 1.0 Executive Summary This Subsurface Investigation was conducted to evaluate environmental hazards that may be present during construction/excavation activities within the Former Anco Facility, 258 South Campbell Street, Valparaiso, IN This includes the potential hazards to construction workers, if the buildings onsite are demolished, and determine if there are added costs associated with disposal of impacted demolition materials. In developing the scope of this Subsurface Investigation, Amereco reviewed available public records on the IDEM Virtual File Cabinet (VFC) for the subject site and surrounding properties and reviewed historic aerial, topographical and Sanborn maps. A Phase I ESA was completed for the subject site on April 20, 2017, by Amereco, Inc. Recognized Environmental Conditions (RECs) have been identified onsite. The RECs identified during the Phase I ESA include: Known Contamination Identified Onsite SWRCY L&S Metal 551 Factory Street (Southwest miles) Possible Vapor Encroachment Condition on Subject Site This Subsurface Investigation was conducted to assess subsurface conditions in the proximity of the existing structures. This Subsurface Investigation included the advancement of eight (8) direct push soil borings and the installation of four (4) 1-inch temporary monitoring wells. The soil borings were advanced using a track mounted Geoprobe 66DT. Soil borings were advanced to depths between 10 and 16 feet bgs. A total of nine (9) soil samples and two (2) groundwater samples were collected. Soil and groundwater samples were analyzed for concentrations of volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PNAs) and Resource Conservation and Recovery Act (RCRA) metals. Please be advised that contaminated soil and groundwater have been identified onsite. Naphthalene was identified in exceedance of IDEM RCG MTG Screening Level in one soil sample. Arsenic was identified in exceedance of IDEM RCG Screening Levels in all soil samples. Trichloroethene and 1,1-dichloroethane were identified in exceedance of IDEM RCG Screening Levels within groundwater onsite. Arsenic and lead were also identified in exceedance of IDEM RCG Screening Levels within groundwater onsite. Subsurface Investigation Former Anco Facility 258 S. 6 2.0 Introduction 2.1. Purpose The primary purpose of this Subsurface Investigation is to evaluate the subject site for environmental hazards that may be present to construction workers, if the buildings onsite are demolished, and determine if there is added costs associated with disposal of impacted demolition materials. Sample locations were chosen based on the findings of the Phase I ESA dated April 20, 2017, performed by Amereco, Inc. The RECs identified during the Phase I ESA include: Known Contamination Identified Onsite SWRCY L&S Metal 551 Factory Street (Southwest miles) Possible Vapor Encroachment Condition on Subject Site This Subsurface Investigation was conducted to provide sufficient information regarding the nature and extent of contamination; however, it should not be interpreted as providing a final determination of the extent of contamination, or a definitive conclusion that hazardous materials and/or petroleum products do or do not exist onsite Scope of Services The specific scope of work conducted for this assessment included review of existing available information, field exploration, sampling, contaminant analysis, evaluation of results, and a discussion regarding conclusions, findings and recommendations. The focus of the Subsurface Investigation was specifically to evaluate environmental hazards that may be present to construction workers and from demolition/excavation activities that may occur onsite Special Terms and Conditions No special terms or conditions were considered during the Subsurface Investigation. The findings and conclusions presented in this report apply only to the evaluation of the subject site. This includes a review of the available documents on the IDEM VFC for parcels contained within the subject site and a review of the historical records for the surrounding sites ations and Exceptions of Assessment Amereco Engineering has performed this Subsurface Investigation under an agreement between Amereco Engineering and Valparaiso Redevelopment Commission. This report is the property of Amereco Engineering and Valparaiso Redevelopment Commission and was prepared for a specific use, purpose, and reliance as defined within the agreement. This report cannot be relied upon or used by any other entity than described above without the written approval by Amereco Engineering. This report, including the appendices attached, describes the results of Amereco Engineering's initial investigation to identify the past, present, or potential presence of hazardous materials and/or petroleum involving or affecting the subject property. The conclusions stated herein represent the material facts and conditions associated with the subject property. The findings of this report are valid this date. Changes in the condition of the property can occur with passage of time, whether they are due to natural processes or human activities on this or adjacent properties. In addition, changes in the state-of-the-art and/or government codes may occur. Due to such changes, the findings of this report may be invalidated wholly or in part by changes beyond our control. 7 The final assessment of the potential for the existence of hazardous materials at the site should be considered a professional opinion based on the data obtained during the assessment and should not be considered a definitive statement that a hazardous material is or is not present in the area of study. These opinions have been derived in accordance with current standards of practice and no warranty is expressed or implied ing Conditions and Methodologies Used Uncertainty cannot be eliminated from the environmental site assessment process. Additionally, sampling may or may not be representative of the concern onsite. The environmental site assessment process is based on professional judgment when uncertainty is inevitable. 8 3.0 Background 3.1. Site Description & Features The subject site is located at 258 South Campbell Street, Valparaiso, Porter County, Indiana The subject site consists of one parcel, located on the northwest corner of Boundary Street and Campbell Street. There are former industrial buildings located onsite constructed with steel frames and brick and concrete walls. Several of the buildings contain basement foundations. The two structures in the southwest portion of the site are occupied by Homenclature furniture store and Levy Technical Laboratories. The site is supplied with overhead electrical and natural gas (NIPSCO), as well as potable water, sanitary and storm sewer services through the City of Valparaiso Physical Setting The majority of the subject site is relatively flat. There is a steep incline on the northern portion of the subject site. The north portion of the subject site is at a significantly lower elevation than the rest of the property. The difference in elevation between the majority of the subject site and the low-lying north portion is approximately 20 feet (718 feet on the main portion of the site, versus 700 feet on the north portion). Stormwater appears to flow from the subject site into nearby storm sewer inlets located within the street Site History & Land Use Based on historic Sanborn Maps and record reviews from the area, the property has been utilized for several different industrial operations. Previous uses of the site include carriage and wagon work (approximately ), a clock manufacturing (approximately ), mica insulator manufacturing (approximately ) and vulcanized fiber manufacturing (approximately ). At some point after 1963, the facility was acquired by the Anderson Company (Anco). The Anderson Company ceased operations at this site in approximately Since 1985, the site has been utilized for various retail sales. Current site occupants include Homenclature (furniture retailer) and Levy Technical Laboratory Adjacent Property Use Current Use of Adjoining Properties Direction Use North Former Concrete Washout for Smith Ready-Mix East Vacant Parking Lot Residential South West 3.5. Summary of Previous Assessments Omnitech Systems, Inc. L&S Metal Recycling Residential Per the Phase I ESA submitted by Amereco on April 20, 2017, a records review of the Indiana Department of Environmental Management s (IDEM s) Virtual Filing Cabinet (VFC) identified several documents related to the subject site. A Phase II Environmental Site Assessment (ESA) performed by Weaver Boos Consultants dated August 28, 2014, identified soil contamination throughout the site. Concentrations of VOCs, PNAs and arsenic were identified onsite in exceedance of IDEM RCG SLs. The majority of soil contamination was identified in shallow soil samples collected from the top 1 to 4 feet bgs. However, contamination of VOCs was identified in deeper soil samples above IDEM Migration to Groundwater Subsurface Investigation Former Anco Facility 258 S. 9 SLs. Shallow soil contamination was primarily constrained to the northern portion of the site, although arsenic was identified in above Residential Direct Contact Levels in three borings advanced on the south portion of the property. Two (2) groundwater samples contained VOCs above IDEM Tap SLs. Site plans depicting boring locations and sample summaries are attached in Appendix C. A ed Groundwater Sampling/Tank Excavation performed by Envirocorp, Inc. dated January 13, 2015, was conducted to confirm and further assess the presence of vinyl chloride in the water sample collected in the lot northwest of the building onsite. Five (5) borings were advanced in the vicinity of the sampling location. Three (3) water samples collected identified VOCs above IDEM Tap SLs. The report also detailed the removal of a heating oil UST. Three (3) soil samples were collected following removal and all tested below IDEM RCG SLs for VOCs and SVOCs. Site plans depicting boring locations and sample summaries are attached in Appendix C. A Further Site Investigation performed by WSP Parsons Brinckerhoff dated January 14, 2016, identified naphthalene in one soil sample collected on the northeast portion of the site. Groundwater contaminants identified above IDEM Tap SLs include vinyl chloride, trichloroethene, cis-1,2-dichloroethene and 1,1-dichloroethane. The most highly impacted groundwater samples were collected from three (3) monitoring wells installed in the gully northwest of the building onsite. It was indicated that a culvert is located at the head of the gully, which discharges runoff from inlets on the west side of the building to lower ground. WSP concluded that the accumulation of runoff likely contributed to the VOCs identified in exceedance of IDEM Tap SLs. 10 4.0 Subsurface Investigation Activities 4.1. Scope of Assessment Conceptual Site Model & Sampling Plan This site model takes into consideration the potential distributions of contaminants with respect to the properties, behaviors and fate and transport characteristics of the contaminant, in such as that being assessed. The sampling plan was designed to provide for the collection of potentially contaminated environmental media, if present, at locations and depths where the highest concentrations would or would likely occur. Sample locations for the subject site were primarily chosen to evaluate the potential hazard to construction. Development of the sampling plan took into consideration areas that may be disturbed by construction activities. Based on excavation activities potentially taking place onsite, the sampling plan took into consideration previously identified contamination onsite and the potential hazard to construction workers Chemical Testing Plan The chemical testing plan was developed to detect the contaminants suspected to be present in the soil and groundwater collected and to satisfy the IDEM RCG requirements. A completed chain of custody accompanied each sample shipment to the laboratory. Chain of custody provides documentation regarding sample collection/handling, which identifies individuals involved in the chain of sample possession and a record of requested analytical parameters. The contaminants of concern tested for each soil boring were determined based on the RECs that were identified in the Phase I ESA. This includes sampling for VOCs, PNAs and RCRA Metals Deviations from the Work Plan Four (4) monitoring wells (MW-04, MW-05, MW-06, and MW-07) were installed on the northern portion of the property. During sampling, it was identified that three (3) monitoring wells (MW-04, MW-05, and MW-07) were dry and unable to be sampled, limiting the number of groundwater samples taken Field Explorations & Methods Test Borings A total of eight (8) soil borings were advanced on June 22, Soil borings were advanced using a track-mounted Geoprobe 66DT, with direct push methods and Dual Tube sampling. Three (3) soil borings were advanced to a depth of 12 feet bgs. Four (4) soil borings were advanced to a depth of 16 feet bgs. One (1) soil boring was advanced to a depth of 10 feet bgs. Soil boring equipment was decontaminated between each boring location using the triple rinse method and Alconox solution. A site plan depicting soil boring locations along with soil boring logs detailing all findings can be found in Appendix A. Soils were screened using a MiniRAE 3000 Photo-Ionization Detector (PID) for VOCs and characterized. PID screening results and soil characteristics are included on the soil boring logs in Appendix A. Soil borings were backfilled with soil cuttings and hydrated bentonite chips. Subsurface Investigation Former Anco Facility 258 S. 11 Monitoring Well Installations Four (4) temporary monitoring wells were installed as part of this Subsurface Investigation. Monitoring wells were installed by using a track-mounted Geoprobe 66DT with direct push methods. Following soil sampling, a 1-inch PVC temporary monitoring well with 10-feet of inch slot well screen and 5-feet of riser was inserted into the open hole and backfilled with clean sand and hydrated bentonite chips Sampling & Chemical Analyses Soil A total of nine (9) soil samples were collected, one (1) sample from each of the soil boring locations and one (1) duplicate sample for Quality Assurance/ Quality Control (QA/QC). The soil samples were collected from the area with the highest PID reading, visual discoloration or odor. If no such area was identified, the sample was collected from areas based on professional judgement. All samples were collected within a few minutes of the soils exposure by the boring equipment. All soil samples were collected and placed into laboratory supplied pre-cleaned 4 oz. jars. Samples collected for volatile analysis were also collected utilizing laboratory supplied Terra-Core ml sample vials with Sodium Bisulfate and Methanol preservatives. The sample jars were labeled, immediately placed into sealed bags and placed on ice. Sample locations and times were recorded on the Sample Log Form and on the Chain of Custody. Disposable Nitrile gloves were worn by sampling personnel and were changed between each sample location. All sampling supplies were decontaminated using Alconox and the triple rinse method. Samples collected were submitted to STAT Analysis Corporation for analyses. All samples were analyzed for concentrations of VOCs, PNAs, and RCRA Metals Groundwater The groundwater sampled from the monitoring wells used a low-flow (minimal drawdown) sample withdrawal method in conformance with the Micro-Purge Sampling Option; OLQ Technical Memorandum dated November 3, 2009 (Reformatted June 6, 2012). Samples were collected using a Solinst Pump Controller (compressed air), a Geotech Pneumatic Stainless Steel Bladder Pump, and dedicated Teflon coated ¼ O.D. Poly-Ethylene tubing. An inline flow cell with a multi-parameter probe (YSI 556 MPS) was used to monitor levels of Dissolved Oxygen (DO), Temperature, Specific Conductivity, Oxygen Reduction Potential, and ph. Sampling was conducted once parameters stabilized over three (3) consecutive readings. Multi-parameter data field logs from each sample location are included in Appendix B. Samples were collected at a rate of approximately 0.1 L/min. All samples were placed in laboratory supplied 40 ml vials with hydrochloric acid preservative, 1 L amber jars (non-preserved) and 500 ml plastic containers with nitric acid preservative. A total of two (2) samples were collected: one (1) sample from monitoring well, MW-06, and one (1) duplicate sample (GW-09 duplicate of GW-06 collected from MW-06). Additionally, one (1) Matrix Spike/Matrix Spike Duplicate (MS/MSD) sample was also collected (MS/MSD-01). Samples collected were submitted to STAT Analysis Corporation for analyses. Samples were analyzed for concentrations of VOCs, PNAs and RCRA Metals. Subsurface Investigation Former Anco Facility 258 S. 12 5.0 Evaluation & Presentation of Results 5.1. Subsurface Conditions Geological Setting The site geology is discussed in the Further Site Investigation report performed by WSP dated January 16, 2016, and the Subsurface Investigation performed by Amereco, Inc. dated August 17, The subject site is divided into two distinct settings: high ground and low ground. The high ground, on which the buildings onsite are located, is between 17 and 30 feet higher in elevation than the low ground. The high ground geology is comprised of 10 to 20 feet of clayey sand, 15 feet of silt and then fine sand. Soil in the low ground is comprised of silty clays, sands and peat. Additionally, various fill materials (including sand, slag, muscovite flakes, etc.) were identified in borings SB-06 and SB-07 on the northwest portion of the site to depths of 7 and 10 feet bgs, respectively. Review of the National Resource Conservation Service (NRCS) Web Soil Survey identified the subject site as containing four different soil types: Houghton muck, Riddles silt loam, Riddles loam, and Udorthents. The north portion of the subject site is comprised of Houghton muck, Udorthents, and Riddles loam. The southern portion of the subject site is comprised of Riddles silt loam Hydrogeologic Conditions The depth of the unconfined aquifer located onsite is unknown, however, groundwater has been identified between 3 feet below top of casing (TOC) in the low ground and 37 feet below TOC in the high ground based on results provided from the Further Site Investigation performed by WSP dated January 16, Figures provided in the report by WSP indicated groundwater flow on the subject site as southeast. 13 5.2. Analytical Data Soil The soil analytical results along with the applicable IDEM RCG Screening Levels can be found in Appendix B in tabular format. Detectable concentrations of several VOCs, PAHs and metals were identified in all soil samples below applicable IDEM RCG Screening Levels. The table below summarizes the contaminants identified within soil samples in exceedance of IDEM RCG Screening Levels. 14 6.0 Discussion of Findings & Conclusions 6.1. Recognized Environmental Conditions The primary purpose of this Subsurface Investigation is to evaluate the subject site for environmental hazards that may be present to construction workers, if the buildings onsite are demolished, and determine if there are added costs associated with disposal of impacted demolition materials. Sample locations were chosen based on the findings of the Phase I ESA dated April 20, 2017, performed by Amereco, Inc. The RECs identified during the Phase I ESA include: Known Contamination Identified Onsite SWRCY L&S Metal 551 Factory Street (Southwest miles) Possible Vapor Encroachment Condition on Subject Site 6.2. Evaluation of Media Quality With respect to the Recognized Environmental Conditions assessed, soil borings and groundwater samples were advanced at locations most likely to identify contamination if a leak or spill of petroleum products and/or hazardous materials has occurred Conclusions / Objectives Met The intention of this Subsurface Investigation was to provide a preliminary evaluation of potential environmental hazards to construction workers in the area of the building footprint and construction/excavation activities. Onsite contamination is known on the northern end of the property based on the RECs identified in the Phase I ESA, dated April 20, 2017, performed by Amereco, Inc. Therefore, this Subsurface Investigation had two objectives: further evaluate the risk posed by known contamination and determine if any other RECs pose a risk to future construction/excavation activities. In addition to the previously known contamination onsite, contaminated soil and groundwater have been identified onsite. Naphthalene was identified in exceedance of the IDEM RCG Migration-to-Groundwater (MTG) Screening Level (SL) in soil sample S-06. Arsenic was identified in exceedance of IDEM RCG Direct Contact and MTG SLs in all soil samples taken. The results are indicative of a release, potentially from the previously known contamination onsite. A hazard to construction workers, construction/excavation activities and demolition materials may be present. Therefore, an exposure pathway is complete. Trichloroethene was identified in exceedance of IDEM RCG Groundwater Residential Vapor SLs in groundwater sample GW-06. Arsenic and lead were identified in exceedance of IDEM RCG Residential Tap SLs. Groundwater was identified at a depth of eight feet bgs. It is assumed excavation activities will not impact groundwater. Therefore, direct contact is unlikely and may not pose a risk to construction workers or construction/excavation activities. Subsurface Investigation Former Anco Facility 258 S. 15 7.0 Recommendations It is our professional recommendation that if construction activities occur on the property that would disturb soil, a plan should be developed to provide information on how to properly handle impacted soils and materials excavated/removed from the site. Although the soil samples collected as part of this Subsurface Investigation did not exceed IDEM RCG Direct Contact Excavation SLs, contaminants identified may be indicative of a larger release. Additionally, a safety plan should be developed and implemented to protect workers from exposure to contaminated soil. Subsurface Investigation Former Anco Facility 258 S.
