Chair calls the meeting to order. The Pledge of Allegiance is recited. Roll is called. Agenda Item 1: Approval of November 8, 2017 Meeting Minutes. Chair asks for any corrections on the November 8, 2017 meeting minutes. There being none, Chair asks for a motion to approve the November meeting minutes. Motion made by Crystal Cosentino, second by Tina Tomasso. All in favor. No members opposed. Motion carried. Agenda Item 2: Application for Site Plan Review for the construction of a 6,700 SF building with parking at 271 Grant Ave. Applicant: Frontier Development, LLC. Chair invites applicant to present the project. Rick Marr, Dunn & Sgromo Engineers, Dewitt NY- The Site Plan proposal is for the development of a new building. There will be two tenants, Aspen Dental and Urgent Care Center. The parking exceeds city requirements because of the tenant s request. The site plan has been reviewed by staff. The following information was requested and has been submitted to the city. Drainage report Photometric Plan Landscaping Plan for circulation of fire trucks Signage Chair asks for Board questions and comments. There being none, Chair asks staff for comments.
3 Stephen Selvek- The items that Rick Marr outlined have been submitted reviewed and Design Review Committee did not have concerns with what is being proposed. The pylon sign out front is currently permitted but will become a non-conforming sign after the zoning code update is adopted. Stephen reviews the Short Environmental Assessment Form with Board members. Part 2 of the Environmental Assessment Form Questions 1-11 are all No, or small impact may occur. Part 3 reads: The proposed project is the redevelopment of an existing commercial site within a commercial corridor. As the scope of the project is limited and the site is previously developed, impacts to the environment are not anticipated. The proposed use is appropriate within the Highway Commercial Zoning District. Any impacts, should they exist, are small. Staff asks if the Board has questions. Rick Marr clarifies with the Board that the project requires a permit from the NYS DOT because there is a driveway on Grant Ave. that will be affected. We have been in contact with NYS and are expecting approval shortly. Motion to approve the Negative Declaration Resolution for 271 Grant Ave made by Crystal Cosentino, second by Anne McCarthy. All in Favor. None Opposed. Motion Carried. Motion to approve the Site Plan Resolution for 271 Grant Ave made by Andy Tehan, second by Anne McCarthy. All in Favor. None Opposed. Motion Carried. Agenda Item 3: Application for Site Plan Review for the construction of a 14 vehicle parking lot at 3 Hoffman Street. Applicant Joe Giacona. Chair asks for staff updates. Stephen Selvek- The Design Review Committee revised the site plan and did not have any concerns. This site is currently in a residential district. The intent is to put this entire site, including the parking lot into the Downtown District of the updated zoning code. However, until that is done the parking lot is not permitted. At this point we are far along in the zoning code update process where I feel comfortable recommending this to the Board and have noted in the resolution that this is contingent upon adoption of the revised zoning map. There are other contingencies including the proper radii needed for the driving entrance and the area between the curb edge and the area near the sidewalk is to be lawn. There are concerns on the existing wood storage building on the site. Code enforcement and Fire visited the site and would like a contingency in the resolution on the demolition or stabilization of the building. Reviews the Short Environmental Assessment Form with the Board. All answers on Part 2 for questions 1-11 are no, or small impact may occur. Part 3 reads: The proposed project included the removal of a failing residential structure and minor expansion of an existing parking lot for an existing commercial use. Any impacts, should they exist, are small. Applicant s counsel is invited to the podium. Dominic Giacona, representing Joe Giacona- The structural integrity of the wood shed will be explored. The zoning update is scheduled for later in December and the Board would like to make the approval contingent on the property being reclassified as commercial. Although we are hopeful on the rezoning, we would like to request that the approval reflect that my client can make an application to Zoning Board of Appeals for a use variance application, if needed. This request is still in line with the proposed zoning update but it would save us additional work if the zoning code update was not adopted. Stephen Selvek- That will be added as part of the contingencies in the resolution.
4 Crystal Cosentino asks when Council will be giving consideration to the zoning code update. Stephen Selvek- It will be in front of City Council for adoption on December 21 st. The effective date of the new zoning will be January 1, Dominic Giacona asks the Board what they need for the structural integrity of the Barn. The Barn has been shored up. Are you looking for a report from a certified engineer? Is there additional approval that is needed from code enforcement? Stephen Selvek- A letter from a structural engineer regarding the structural integrity can be sent to the Planning Department. Motion to approve the Negative Declaration Resolution for 3 Hoffman Street made by Crystal Cosentino, second by Tina Tomasso. All in Favor. None Opposed. Motion Carried. Recommendation to City Council to Repeal and Replace Chapter 305 Entitled Zoning. Chair asks staff for comments. Stephen Selvek- The City is in the process of going through a comprehensive update of the zoning code. A Public Hearing was held the November 8 th Planning Board meeting and at City Council on November 9 th. Another public hearing will be held at City Council on December 14 th. The role of the Planning Board is to give a recommendation to City Council regarding the adoption of the revised zoning code. The adoption of the zoning code update is the responsibility of City Council. The changes in the December 1 st draft are associated with comments received from the public, board members, staff etc. and are now passed onto council for their consideration. Stephen Selvek reviews the revisions made to the December 1 st draft with Board members. Revisions reviewed include food trucks, tiny homes, microbreweries, notification distance and timing, RV storage, drive thru establishments, heavy equipment storage, billboards, and short term rentals. There is a proposed zoning map that outlines the R1 and R2 districts, three commercial districts (blue is central corridor commercial, red is general commercial and orange is highway commercial), the Downtown District, two Industrial Districts (I2 Resources Recovery is the City landfill and General Industrial.) Currently there is a concern with heavy industrial uses next to residential areas. My recommendation is to zone those areas as general commercial which would allow manufacturing in an enclosed area and would not allow heavy industrial uses. We are looking at balancing planning and economic development. We want to foster economic development in the City but also protect the neighborhoods. The requirements for our Planning Board would be pulled from the subdivisions section of our code and placed into the zoning code. It would be amended to include the State requirements for training. Also, the proposal is to move from a seven member Board to a five member Board. General City Law 27 permits a five member Planning Board. With the creation of new Boards such as the public arts five member board, we would like to balance volunteer needs and training requirements. Requests Board member feedback on the zoning updates including the proposal of moving from a seven member board to a five member board. Additionally, every April the Board will revisit the zoning code and review it any necessary revisions. Chair asks for Board member questions or discussion.
5 Sam Giangreco prefers the Planning Board to remain a seven member board. Andy Tehan asks what quorum would be if it was a five member board? Stephen Selvek responds that 3 members would have to be present to meet quorum. Crystal Cosentino- The April review would include significant changes? Questions spot zoning. Stephen Selvek- It could include significant changes. It is a living document but any changes would have to have a foundation and basis in the Comprehensive Plan or a Land Use Plan. Changes would go to City Council for approval. Spot zoning is about rezoning a parcel to benefit a single developer in absence of the impacts it has on adjacent areas and in opposition to a Comprehensive or Land Use Plan. Motion to adopt the Zoning Amendment Recommendation Resolution made by Crystal Cosentino, second by Andy Tehan. All in favor. None opposed. Motion carried. b. Presentation: Construction of a new employee parking lot and site improvements at 6 Park Ave (and portion of 17 Lansing). Applicant: Auburn Community Hospital. Chair invites applicant to the project. Sarah Casey, Napierala Consulting- Presenting a concept plan of a parking lot for Auburn Community Hospital. The parking lot is currently a 41 space lot for employees of Auburn Community Hospital. There will be a gate to restrict access. Plans that will be brought forward to the City for review will include lighting, landscaping, snow removal considerations and grading and drainage. There is an 8ft maintenance path to allow access for employees to access the hospital but also to be maintained by snow plows. Chair asks for Board questions and comments. There being none, Chair asks for staff comments. Stephen Selvek- The Design Review Committee reviewed the preliminary site plan and had a concern to the grade change in the area. The proposed parking has been maximized and some type of reduction in spots will be reduced for mitigation of storm water runoff. There are not significant concerns to traffic generation with the parking lot since it is gated. There are parking constraints near the hospital and this is a benefit to the neighborhood. Details and additional plans will be in front of the Board for your review. Motion to table the application for 6 Park Avenue made by Andy Tehan, second by Anne McCarthy. All in favor. None opposed. Motion carried. c. Merriman Street Family Transitions Project Landscape Plan Revisions. Chair asks staff for comments. This plan was in front of the Board about a year ago. The plantings proposed at that time were ambitious and the applicant would like to request a decrease in the number of plantings proposed. The revised plantings still comply with the existing code. The plantings are being focused on the public right away on Garrow Street. Trees are still being incorporated inside of the campus, along the roadway. If the Board has no objections staff can communicate with Auburn Housing Authority on the revised plan. Anne McCarthy asks what the percentage of change would be. Stephen Selvek responds that it will be more than a 50 percent change and explains that staff brought it back before the Board because of the significant change. However, it still complies with code.
6 Chair asks Board members if there are any objections to the permitting of the landscape revision. There are none. The date of the next Planning Board meeting is Tuesday, January 2, 2018 at 6:30pm. Selvek, Deputy Director of Community Planning and Development Date: December 29, 2017 Re: Application for Site Plan Review for the construction of a new employee parking lot and site improvements at 6 Park Avenue (and portion of 17 Lansing Street). Applicant: Auburn Community Hospital. Attached is an application and plans for the construction of a new employee parking lot and site improvements at 6 Park Avenue. The site also includes a portion of 17 Lansing Street, which fronts on to Park Avenue. It is located between two health related uses and backs up to the hospital. Directly across the street are residential homes. The parking lot is served by a single vehicular access driveway on Park Avenue and it would provide parking for 41 vehicles. Because this is a controlled access parking lot to support existing services at the hospital, the introduction of new traffic to the area is not a significant concern. There is however an increase in impervious surfacing and lighting that are potential impacts. The plan includes provisions for stormwater management that will decrease the amount of potential runoff. This mitigates the potential impact associated with stormwater runoff. The plans also includes a lighting plan indicating that the parking lot lights will be mounted at 14 feet above grand and the illumination will not spill off the site. Staff recommends issuance of a negative declaration and approval of the Site Plan. Resolutions are included for the board s consideration. Page 1 of 1

24 110 FAYETTE STREET M ANLIUS, NEW YORK December 11, 2017 Mr. Stephen Selvek, Senior Planner Memorial City Hall 24 South Street Auburn, NY Re: Auburn Community Hospital Parking Lot 17 Lansing Street / 7 Park Avenue Auburn, NY Stormwater Analysis Dear Mr. Selvek: This letter provides a summary of the stormwater runoff rates for the parking improvements at 17 Lansing Street in the City of Auburn. The proposed project includes adding a driveway off Park Avenue for the proposed parking lot on the north side of the Hospital to accommodate 41 new parking spaces and an 8-foot wide maintenance path. The existing hydrologic analysis of the site includes one drainage area. Drainage Area 1 (DA-1) consists of a small area that drains north to a catch basin on Park Avenue and includes an existing gravel driveway, a portion of the Park Avenue roadway, an existing one-story garage and grass area, as seen in Attachment A. In the proposed condition, DA-1 is divided into three drainage areas (DA-1 through DA-3), as seen in Attachment A. The proposed conditions produce a greater runoff than existing conditions; therefore the runoff must be mitigated as per the City of Auburn. Two detention basins are proposed at the northern side of the site with outlets that drains towards Park Avenue. The proposed conditions will have negligible impact on the hydrologic analysis of the site for the 1-Year, 10-Year Storm and 100-Year Storm, as seen in the table below. The analysis can be reviewed in Attachments B and C.
